Rani Laxmi Bai Scooty Yojana
Uttar Pradesh state government scheme
Rani Laxmi Bai Scooty Yojana gives about 50,000 meritorious girl graduates in Uttar Pradesh a free petrol scooty, with registration cost, insurance, a helmet and five litres of fuel included. Girls in the top 5 per cent of their college in the 2025-26 session, with family income under Rs 12 lakh, qualify. The cabinet approved it on 21 July 2026.
What is Rani Laxmi Bai Scooty Yojana?
Rani Laxmi Bai Scooty Yojana is a scheme of the Government of Uttar Pradesh that gives a free petrol scooty to meritorious girl students who have completed graduation in the state. The Uttar Pradesh cabinet approved the scheme on 21 July 2026, with an outlay of about Rs 400 crore and a target of roughly 50,000 scooties for girls who graduated in the 2025-26 academic session.
The Department of Higher Education is the implementing department. The scheme is named for Rani Lakshmibai of Jhansi, and is widely searched as the "UP free scooty yojana".
The stated purpose is mobility. Large numbers of girls in Uttar Pradesh stop studying or turn down work after graduation because the daily travel is impractical, unsafe or too expensive. A two-wheeler removes that constraint. The scheme therefore rewards academic performance and removes a transport barrier at the same time. It is aimed at the moment a girl finishes her degree and has to decide whether to continue to post-graduation or take a job.
What the benefit package includes
- One petrol-operated scooty, not an electric one.
- The registration cost, borne by the government.
- Insurance cover for the vehicle.
- A helmet.
- A one-time supply of five litres of petrol, so the vehicle leaves the distribution point ready to ride.
Purchase is expected to run through the Government e-Marketplace (GeM), with distribution camps set up district by district for verification and handover.
Who is eligible for Rani Laxmi Bai Scooty Yojana?
Based on the terms announced at cabinet approval on 21 July 2026:
A girl student can be selected if she:
- Is a permanent resident of Uttar Pradesh, with a domicile certificate.
- Completed graduation in the 2025-26 academic session from a state university, government college or recognised degree college in Uttar Pradesh.
- Ranks in the top 5 per cent of her college on the 2025-26 graduation results. The merit cut is computed college by college, so the qualifying percentage differs between institutions.
- Comes from a family with annual income up to Rs 12 lakh.
Covered without the merit condition
- Daughters of martyrs.
- Nirashrit (destitute) girl students.
- Divyang girl students, with a disability certificate.
These three groups are reported to receive the benefit on category grounds rather than on the top 5 per cent rank, which is the usual pattern in Uttar Pradesh merit-linked schemes.
A student is not eligible and cannot apply if she:
- Graduated in a session other than 2025-26. The scheme as approved targets one graduating cohort.
- Studied outside Uttar Pradesh, or at an institution not recognised for the scheme.
- Falls below the top 5 per cent of her college and does not belong to the martyr, destitute or divyang categories.
- Has family income above Rs 12 lakh a year.
- Has already received a scooty or two-wheeler under another government scheme. Duplicate benefit is excluded.
- Is not a permanent resident of Uttar Pradesh, even if she studied in the state.

How to apply for Rani Laxmi Bai Scooty Yojana
Applications had not opened as of 2 August 2026. The cabinet approved the scheme on 21 July 2026, but the Department of Higher Education had not issued the detailed government order or activated an application portal. What you can do now is prepare, and then follow these steps once the portal opens:
- Watch the official sources. The Department of Higher Education site at uphed.gov.in and the Uttar Pradesh Information Department at information.up.gov.in, for the government order and the portal link. Your college principal's office will also receive the circular.
- Get the documents ready in advance. Apply now for the domicile certificate and a fresh income certificate from the Tehsildar, since both take time at the tehsil and both are near-certain requirements.
- Check your college merit position. Ask your college office where you stand in the 2025-26 graduating list, because the top 5 per cent cut is computed per college and your college office holds that data.
- Register on the portal when it opens, entering your enrolment number, graduation details, domicile, income and Aadhaar, and upload the scanned documents.
- Wait for the merit list published by the department or your university, and check your name and district.
- Attend the district distribution camp on the date allotted, carrying your originals, for verification and handover of the scooty, helmet and papers.
Do not pay any website or agent for a "Rani Laxmi Bai Scooty Yojana form". No official form exists until the department publishes one, and every Uttar Pradesh scheme application is free.
How the selection is expected to work
Selection is merit-based within each college rather than across the state. A girl in a small degree college competes against her own college's 2025-26 graduates, not against students at a large state university. That design spreads the benefit across districts instead of concentrating it in a few high-performing institutions.
The martyr, destitute and divyang categories sit outside the merit competition, so a qualifying student in those categories is not displaced by a higher scorer.
Verification is expected at two levels: the college or university certifies the merit position and the graduation session, and the district administration verifies domicile, income and identity at the distribution camp.
What to be careful about while the scheme is not yet open
- Fake portals. Several websites already display "apply online" buttons for this scheme. None of them is official. Only a link published on a government domain should be trusted.
- Agents promising a place on the list. Selection is by college merit position and no one can add a name.
- Advance payment for registration or insurance. Registration and insurance cost is borne by the government under the approved scheme design.
- Old figures. Earlier public discussion mentioned electric scooties and different beneficiary numbers. The scheme as approved on 21 July 2026 provides petrol scooties to about 50,000 students.
Key dates
- 21 July 2026 — Uttar Pradesh cabinet approved Rani Laxmi Bai Scooty Yojana.
- 2025-26 academic session, the graduating cohort covered by the first round.
- Budget of about Rs 400 crore provided across the relevant financial years.
- Application dates, not announced as of 2 August 2026.
Where to ask about the scheme
- Your college principal or university student welfare office, which will receive the departmental circular and hold your merit data.
- Department of Higher Education, Uttar Pradesh at uphed.gov.in, for the government order and portal link when published.
- District Higher Education office or the District Magistrate's office, which will run the distribution camps.
- Jansunwai portal at jansunwai.up.nic.in, the Uttar Pradesh Integrated Grievance Redressal System, for a written complaint once the scheme is running.
Because the scheme is newly approved, treat every number on this page as the position announced at cabinet approval and confirm the final terms against the government order when the Department of Higher Education publishes it.
How to check your application status
The Rani Laxmi Bai Scooty Yojana portal had not gone live as of 2 August 2026, so there is no application number to track yet. Once the Department of Higher Education activates the portal, expect status checking to work through the following channels, based on how comparable Uttar Pradesh merit and welfare schemes run their post-application stage.
- Portal login with your enrolment number. Most Uttar Pradesh scholarship and welfare portals let an applicant log back in with the enrolment or registration number generated at the time of application, along with a mobile OTP or the Aadhaar-linked number used to register. The dashboard typically shows whether the form was received, whether documents were accepted or flagged, and whether the name appears on the merit list.
- College or university merit list. Because selection here runs college by college rather than through a single statewide ranking, your own college office is often the fastest way to confirm where you stand. Ask the principal's office whether the 2025-26 graduation merit list for the scheme has been received and whether your name is on it, rather than waiting only on the portal.
- District distribution camp schedule. If your name clears the merit list, the next visible milestone is the date and venue of your district's distribution camp. This is usually notified through the college, the District Higher Education office, or the District Magistrate's office, not through a separate SMS system.
- Jansunwai portal for a stuck case. If your application shows no movement for an unreasonable period after the portal opens, a written grievance can be filed on the state's Jansunwai portal at jansunwai.up.nic.in, which is Uttar Pradesh's standard cross-department grievance system and applies to this scheme like any other state scheme.
Until the Department of Higher Education publishes the operational government order, treat any website offering to "track" your Rani Laxmi Bai Scooty Yojana application as unreliable, since no tracking system exists before the scheme itself opens for applications.
Common reasons for rejection
Once applications open, rejections in a merit-and-income scheme of this kind typically trace back to a small set of avoidable problems rather than to the scheme running out of scooties.
- Falling outside the top 5 per cent of your college. The merit cut is calculated separately for each college on the 2025-26 graduation results, so a student who assumes she qualifies based on her overall percentage, without checking her rank within her own college, is the most common rejection. Fix: confirm your actual merit position with your college office before applying, and do not rely on a state-average benchmark.
- Graduating outside the 2025-26 session. The scheme as approved covers one graduating cohort. An application from a student who completed graduation in an earlier or later session will not qualify under the current government order. Fix: check the exact session covered when the operational order is published, since a future phase may cover a different batch.
- Family income above the Rs 12 lakh ceiling, or an income certificate that does not support the claimed figure. A mismatch between the income stated in the application and the amount on the Tehsildar-issued certificate is a routine rejection reason in Uttar Pradesh welfare schemes. Fix: get a current income certificate from the Tehsildar before applying, and enter the exact figure shown on it.
- Domicile certificate missing or not matching Uttar Pradesh residence. A student who studied in Uttar Pradesh but is not a permanent resident of the state does not meet the residence condition, even if her college is in the state. Fix: apply for the domicile certificate early, since tehsil-level processing can take longer than expected.
- Already having received a scooty or two-wheeler under another state scheme. Because duplicate benefit is excluded, an applicant who received a similar vehicle benefit elsewhere is likely to be screened out at verification. Fix: disclose any prior two-wheeler scheme benefit truthfully rather than risk disqualification after selection.
- Incomplete or mismatched documents at the distribution camp. Even after a name clears the merit list, arriving at the camp without the original documents that back up the online submission (marksheet, domicile certificate, income certificate, Aadhaar) can hold up or forfeit the handover. Fix: carry originals and photocopies of every document uploaded online, not just the ones you consider essential.
- Category claim without supporting certificate. A martyr's daughter, a nirashrit student, or a divyang student who applies under the non-merit category route without the corresponding certificate (dependant certificate, destitution proof, or disability certificate) risks being evaluated under the general merit criteria instead, where she may not qualify. Fix: attach the specific category certificate rather than assuming the claim alone is enough.
Because the scheme has not yet issued its detailed government order, this list reflects the rejection patterns typical of similar Uttar Pradesh merit and income-linked schemes. Confirm the final list of disqualifying conditions once the Department of Higher Education publishes the operational rules.

Frequently asked questions
What does Rani Laxmi Bai Scooty Yojana give?
Rani Laxmi Bai Scooty Yojana gives a free petrol-operated scooty to about 50,000 meritorious girl graduates in Uttar Pradesh. The government bears the registration cost and provides insurance cover, a helmet and a one-time supply of five litres of petrol, so the student receives a road-ready vehicle rather than only the machine.
Who is eligible for the UP free scooty scheme?
Girl students in the top 5 per cent of their college who completed graduation in the 2025-26 academic session at an eligible higher education institution in Uttar Pradesh are eligible, provided annual family income does not exceed Rs 12 lakh and they are permanent residents of the state. Daughters of martyrs, destitute girls and divyang girl students are reported to be covered without the merit condition.
Has the application portal opened?
No. As of 2 August 2026 the Department of Higher Education had not issued the detailed government order or activated an application portal, even though the cabinet approved the scheme on 21 July 2026. Websites claiming to accept applications or to sell a form are not official and should be ignored.
Is the scooty electric or petrol?
Petrol. The approved scheme provides petrol-operated scooties, and a one-time supply of five litres of fuel is included with the handover. Earlier public discussion of an electric scooty version did not carry into the approved design.
How many scooties will be distributed?
About 50,000 scooties are planned for eligible girl students who graduated in the 2025-26 session, against a scheme outlay of roughly Rs 400 crore. The number is a target set at cabinet approval and the final district-wise allocation will follow the government order.
What is the income limit for the scheme?
Annual family income must not exceed Rs 12 lakh, as reported at the time of cabinet approval on 21 July 2026. An income certificate from the Tehsildar is the standard proof in Uttar Pradesh schemes. Confirm the final ceiling in the government order when it is published.
Do I need a driving licence to receive the scooty?
A licence is not confirmed as an application condition, but you cannot legally ride the scooty without at least a learner's licence. Applying for a two-wheeler licence while you wait for the scheme to open is sensible, since the vehicle will be registered in your name.
Is any fee payable to apply?
No. Uttar Pradesh government scheme applications are free. Since no portal is open yet, any person or website charging money for a Rani Laxmi Bai Scooty Yojana form or promising to get your name on the list is running a fraud. Wait for the official announcement from the Department of Higher Education.
