What is Rashtriya Parivarik Labh Yojana in Uttar Pradesh?

Rashtriya Parivarik Labh Yojana is the Uttar Pradesh implementation of the National Family Benefit Scheme, one component of the National Social Assistance Programme. In the state it is run by the Department of Social Welfare (Samaj Kalyan Vibhag) and delivered through a dedicated portal at nfbs.upsdc.gov.in.

The purpose is narrow and specific. When the main earning member of a below-poverty-line household dies, the family is left without income at exactly the moment it faces funeral costs and immediate expenses. Rashtriya Parivarik Labh Yojana pays a one-time grant of Rs 30,000 to the surviving dependant who becomes the head of the household, transferred straight into a bank account by direct benefit transfer.

Rashtriya Parivarik Labh Yojana is not a pension. It does not repeat monthly and it is not paid annually. It is a single lump sum, designed as immediate relief rather than sustained income support. Families needing continuing income should look separately at the state's widow pension, old age pension and divyangjan pension schemes, which are also administered by the Department of Social Welfare.

The claim is filed by a surviving dependant, not by the deceased's employer or by a village official on the family's behalf, and it is filed online. Paper-only applications are no longer the main route in Uttar Pradesh.

Who is eligible for Rashtriya Parivarik Labh Yojana?

A family can claim if:

  • The family is resident in Uttar Pradesh and living in the district selected in the application form.
  • The family is below the poverty line as certified by a family income certificate issued by the tehsil.
  • The person who died was the main earning member of the household. The breadwinner, not a dependant.
  • The deceased was between 18 and 60 years old at the time of death.
  • The claim is made within one year of the date of death.
  • The applicant is the surviving dependant who becomes head of the household, with a live, Aadhaar-seeded bank account.

A family cannot apply if:

  • The family income is above the BPL limit used by the Social Welfare Department for this scheme.
  • The deceased was below 18 or above 60 at the time of death. A death at 62 or at 16 falls outside the scheme however difficult the family's position.
  • The deceased was not the primary earning member of the family.
  • More than one year has passed since the date of death shown on the death certificate.
  • The family is not resident in Uttar Pradesh.
  • The family has already received the grant in respect of the same death. Only one payment is made per family per death, and duplicate claims are detected through Aadhaar-based de-duplication.

The age band is the condition applicants most often trip over, and it is applied against the age proof of the deceased, not against a statement in the form. Get the Aadhaar or voter card of the deceased ready before starting the application.

How much does the scheme pay and how?

Rashtriya Parivarik Labh Yojana pays Rs 30,000 in one instalment. There is no second tranche, no top-up, and no separate amount for larger families.

Payment is made by direct benefit transfer into the bank account of the applicant named in the form. The account must be operative and seeded with the applicant's Aadhaar number. A closed account, a dormant account, or an account in someone else's name is the single most common reason a sanctioned case fails to credit.

The money is released after the case is verified at tehsil level and sanctioned at district level. There is no interview and no committee sitting the applicant must attend.

What documents are required?

Document Mandatory Notes
Death certificate of the earning member Yes From the registrar, nagar nigam or gram panchayat
Aadhaar card of the applicant Yes Details must match the form exactly
Age proof of the deceased Yes Must show age 18 to 60 at death
Family income certificate Yes Issued by the tehsil
Bank passbook of the applicant Yes Live and Aadhaar-seeded, for DBT
Residence proof in Uttar Pradesh Yes Ration card, voter card or domicile certificate
Passport photograph of the applicant Yes Scanned for the online form
Caste certificate No Only where a category is claimed

Two of these take time to obtain and should be started first. The death certificate must be registered before it can be issued, and in rural areas that registration can take a few weeks. The family income certificate is issued by the tehsil after a lekhpal report, and that too runs on its own timetable. Because the whole claim expires one year after the death, begin both of these immediately rather than waiting.

How to apply for Rashtriya Parivarik Labh Yojana online

  1. Open the official portal at nfbs.upsdc.gov.in and choose the new registration option for the scheme.
  2. Select your district and tehsil, and enter the details of the deceased: name, date of death, age at death, and relationship to the applicant.
  3. Enter the applicant's details exactly as printed on Aadhaar; name, gender, date of birth, and give the mobile number linked to that Aadhaar, because the OTP goes there.
  4. Enter the bank account number and IFSC code of the applicant's own Aadhaar-seeded account.
  5. Upload the scanned documents — death certificate, income certificate, age proof of the deceased, applicant Aadhaar, bank passbook, residence proof and photograph.
  6. Submit the form and note the registration number shown on screen. Print the acknowledgement; you will need the number for every follow-up.
  7. Submit a printed copy of the application with attested photocopies to your tehsil or District Social Welfare Office if the portal asks for it, and keep the receipt.
  8. Track the case using the application status option on the same portal.

How to apply with offline help

  1. Visit a Jan Seva Kendra or Common Service Centre, which can complete the online registration on your behalf for a small notified service charge.
  2. Alternatively visit the District Social Welfare Office or the tehsil office and ask the Social Welfare clerk to guide you through the online form.
  3. Carry the originals of the death certificate, income certificate, Aadhaar and bank passbook to whichever office you approach.

There is no purely paper route that bypasses the portal. Every sanctioned case in Uttar Pradesh is recorded on nfbs.upsdc.gov.in.

How do I check my application status?

Open nfbs.upsdc.gov.in, choose the application status option, and enter your registration number along with your district. The screen shows the stage the case has reached, pending at tehsil, verified, sanctioned at district, or payment released.

If the case reads "pending at tehsil" for more than a few weeks, the delay is with the lekhpal or tehsildar verification. Visit the tehsil with your printed acknowledgement and ask which document is holding the file up.

Why do claims get rejected?

  • Filed after one year from the date of death.
  • Age of the deceased outside 18 to 60, checked against the age proof.
  • Family income above the BPL limit on the income certificate.
  • Mismatch between Aadhaar and the form, a spelling difference in the name or a different date of birth stops verification.
  • Bank account not Aadhaar-seeded, dormant, or in a different person's name, so the DBT credit fails.
  • The deceased was not the family's main earner, for example a dependent parent or a child.
  • Duplicate claim already sanctioned for the same death.
  • Illegible uploads, a blurred death certificate scan is a routine cause of the file being returned.

Most rejections for document reasons can be corrected and the claim refiled, provided the one-year window has not closed. That is the reason to fix problems quickly rather than waiting for a fresh notice.

Where do I complain about a delay or non-payment?

Start with the District Social Welfare Officer in your district, in writing, quoting your registration number and the date of submission. That office is the sanctioning authority for the scheme.

The Department of Social Welfare publishes a helpline for exactly these questions: call 14568 or send a message on WhatsApp to 6391114568.

For a tracked, time-bound written grievance, use the state's integrated portal jansunwai.up.nic.in and file the complaint against the Social Welfare Department. Jansunwai issues a complaint number and records the department's reply against a deadline, which is more effective than repeated visits.

Key points to remember

  • Rashtriya Parivarik Labh Yojana pays Rs 30,000 once, not a monthly pension.
  • The deceased must have been the family's main earner, aged 18 to 60, from a below-poverty-line family in Uttar Pradesh.
  • The claim must be filed within one year of the death.
  • Applying at nfbs.upsdc.gov.in is free, and the Social Welfare helpline 14568 answers queries on the scheme.

Frequently asked questions

How much money does Rashtriya Parivarik Labh Yojana give in Uttar Pradesh?

Rs 30,000 is paid in a single instalment to the surviving dependant. It is a one-time grant, not a monthly pension, and it is transferred directly to the bank account of the applicant by DBT.

Who can claim under Rashtriya Parivarik Labh Yojana?

The dependant who becomes the head of the household after the death of the family's main earning member can claim, provided the family is below-poverty-line and the deceased was aged between 18 and 60 at death. Only one claim is allowed per family per death.

What is the time limit for applying?

The claim must be filed within one year of the date of death shown on the death certificate. An application filed after that window is normally rejected, so registering quickly matters more in this scheme than in most others.

Who cannot apply for Rashtriya Parivarik Labh Yojana?

Families whose income is above the BPL limit are not eligible, and neither are cases where the deceased was below 18 or above 60 at the time of death. Families who are not resident in Uttar Pradesh, and families who have already received the grant for the same death, also cannot apply.

Is Rashtriya Parivarik Labh Yojana the same as the National Family Benefit Scheme?

Yes. Rashtriya Parivarik Labh Yojana is the name Uttar Pradesh uses for the National Family Benefit Scheme, which forms part of the National Social Assistance Programme. In Uttar Pradesh it is administered by the Department of Social Welfare through the portal nfbs.upsdc.gov.in.

How do I check the status of my application?

Use the application status option on nfbs.upsdc.gov.in with your registration number and district. The status shows whether the case is at the tehsil or district level and whether payment has been released.

Is there any fee to apply?

No. Registration on nfbs.upsdc.gov.in is free. A Jan Seva Kendra may charge a small notified service fee for typing assistance, but no official or agent may charge for sanctioning the grant.

Where do I complain if the payment does not arrive?

Contact the District Social Welfare Officer first, quoting your registration number, then use the Social Welfare helpline 14568 or WhatsApp 6391114568. A tracked written grievance can be filed on jansunwai.up.nic.in.
