Ration Card in Uttar Pradesh
Uttar Pradesh state government scheme
Ration Card in Uttar Pradesh is issued by the Food and Civil Supplies Department through the e-District portal, with the application filed at a Jan Seva Kendra. The department fixes a fee of Rs 20 for a new ration card application or an amendment, paid to the Jan Seva Kendra operator, and the card is issued with the Supply Inspector's digital signature after verification. Uttar Pradesh has 3.67 crore ration cards covering 14.69 crore people.
What is a ration card in Uttar Pradesh and who issues it?
A ration card in Uttar Pradesh is issued by the Food and Civil Supplies Department (खाद्य एवं रसद विभाग), Government of Uttar Pradesh, headed by the Commissioner, Food and Civil Supplies. It is the largest such operation in the country: as of 15 August 2026 the department's own dashboard shows 3.67 crore ration cards covering 14.69 crore beneficiaries, served by 78,561 fair price shops, with 14.68 crore beneficiaries Aadhaar-seeded and validated. In the August 2026 distribution month 3.02 crore cards drew 6.59 lakh metric tonnes of foodgrain.
The department runs the citizen-facing side through three addresses:
| Portal | Purpose |
|---|---|
| fcs.up.gov.in | Department site: eligibility rules, process, downloadable forms, grievance officers |
| nfsa.up.gov.in | Ration Card Management System; card search, eligibility lists, application tracking |
| esathi.up.gov.in / edistrict.up.gov.in | e-District citizen services, the route through which the ration card application is filed |
In practice most applicants never touch the portal themselves: the department's FAQ says that any resident of Uttar Pradesh may go to their nearest Jan Seva Kendra (Common Service Centre) with the required documents and apply there for a new card or an amendment.
Who is eligible for a ration card in Uttar Pradesh?
Uttar Pradesh publishes a formal document, "राष्ट्रीय खाद्य सुरक्षा के अंतर्गत राशनकार्ड बनाए जाने के मानक", which sets out eligibility conditions and disqualification grounds separately for urban and rural areas.
Urban priority categories, in the order the department lists them:
- Persons affected by leprosy or living with HIV/AIDS; orphans or children without parents; deserted women; rag pickers and sanitation workers.
- Families whose current main source of income is begging, domestic work, shoe and slipper repair, or hawking, street vending or rickshaw pulling.
- Scheduled Caste and Scheduled Tribe landless labour families and, thereafter, those of other classes, whose head is a daily-wage labourer such as a coolie or palledar.
- Families below the poverty line, on the basis of an up-to-date income certificate from the Revenue Department.
- Families whose head is a destitute woman, a person with disability or a mentally ill person, where the family has no other adult male.
- Houseless families.
- Families living in houses without a pucca roof.
- Members of the transgender community, provided they do not fall in the exclusion criteria.
- All others, in ascending order of income.
Rural priority categories:
- Beggars, domestic workers, shoe and slipper repairers, hawkers, street vendors and rickshaw pullers; persons affected by leprosy or HIV/AIDS; orphans and children without parents; sanitation workers; daily-wage labourers such as coolies and palledars.
- Landless labour families.
- Families below the poverty line, on an up-to-date Revenue Department income certificate.
- Deserted women.
- Families whose head is a destitute woman, a person with disability or a mentally ill person, with no other adult male in the family.
- Houseless families, and families owning only a kachha house of up to 30 square metres on their own land in which they themselves live.
- Members of the transgender community, provided they do not fall in the exclusion criteria.
- All others, in ascending order of income.
The department has additionally issued guidelines on providing ration cards to homeless citizens and rag pickers, published as a circular on fcs.up.gov.in, a useful thing to cite at the supply office if an applicant with no fixed address is being turned away.
Who cannot get a ration card in Uttar Pradesh?
The exclusion criteria are stated separately for urban and rural areas, and a family caught by any one of them is not eligible.
Urban exclusions:
- All income tax payers.
- Families where any member owns a four-wheeler, an air conditioner, or a generator of 5 KVA or more.
- Families where any member owns, alone or with others, a self-acquired residential plot of more than 100 square metres, a house built on it, or a flat with more than 100 square metres carpet area.
- Families where any member owns, alone or with others, commercial space of 80 square metres carpet area or more.
- Families whose members hold more than one arms licence or weapon.
- Families whose members' total income exceeds Rs 3 lakh per year.
Rural exclusions:
- All income tax payers.
- Families where any member owns a four-wheeler, a tractor, a harvester, an air conditioner, or a generator of 5 KVA or more.
- Families holding, alone or with other members, more than 5 acres of irrigated land, with the limit raised to 7.5 acres in Bundelkhand and in the areas south of the Kaimur range in Sonbhadra district.
- Families whose members' total income exceeds Rs 2 lakh per year.
- Families whose members hold more than one arms licence or weapon.
Note the deliberate regional relaxation: Bundelkhand and southern Sonbhadra get a higher land ceiling because irrigated acreage there is worth less. It is the kind of state-specific rule that a generic checklist copied from another state will get wrong.
What documents are required in Uttar Pradesh?
The department's FAQ answer to "what documents are needed for a new ration card" lists these, to be handed to the Jan Seva Kendra operator with the completed form:
| Document | Mandatory |
|---|---|
| Passport-size photograph of the head of the household | Yes |
| Photocopy of the head's Aadhaar card | Yes |
| Photocopy of the first page of the head's bank passbook | Yes |
| Residence certificate | Only if the current address is not on Aadhaar |
| Details of family income | Yes |
| Aadhaar numbers of all members | Yes |
| Record of the family's electricity and domestic gas connection | Yes |
The head of the household is defined as the eldest woman; where the family has no adult woman member, the eldest member is named instead.
How to apply for a ration card in Uttar Pradesh
The department publishes the process as a six-stage flow, and it is worth following in that order.
- Go to your supply office or Jan Seva Kendra and ask to apply for a ration card. The form can also be downloaded free from fcs.up.gov.in through the "डाउनलोड फॉर्म" menu, option "आवेदन प्रपत्र".
- Have the application filled by the Supply Inspector or the Jan Seva Kendra operator, entering: the head of the household's details including Aadhaar number, mobile number, family income and the status of the electricity and LPG connection; the current and permanent address; every family member's details with their Aadhaar numbers; and the head's bank account details.
- Upload the records, photograph of the head, Aadhaar, and the first page of the bank passbook, and confirm that the family meets the National Food Security Act norms for a ration card.
- Pay Rs 20 to the Jan Seva Kendra operator, in cash or by digital payment. This is the fee the department has fixed for a new application or an amendment.
- Duplicate check. After the online application is submitted, the Aadhaar numbers supplied are matched against the national Aadhaar database to detect duplication. Only if no duplicate is found is the application accepted.
- Field verification. Eligibility is verified by the Block Development Officer's office in rural areas and by the urban local body office in urban areas.
- Approval and issue. On confirmation of eligibility, the District Supply Office grants approval, after which the Supply Inspector digitally signs and the ration card is issued.
- SMS confirmation. Notice that the card has been issued is sent by SMS to the applicant's registered mobile number.
What does a Uttar Pradesh ration card cost?
Rs 20, and no more. The Food and Civil Supplies Department's published FAQ answers the fee question directly: yes, a fee of Rs 20 is fixed for a new ration card application and for amendment of an existing card, payable to the Jan Seva Kendra operator in cash or through digital payment. The application form itself is a free download from fcs.up.gov.in.
Because the fee is small, published and fixed, any demand above Rs 20 for the application is unauthorised. So is any payment demanded for verification, for approval at the District Supply Office, or for the Supply Inspector's digital signature, those are official duties with no fee attached. Insist on a receipt for the Rs 20 and pay nothing to an agent who promises to "get the card made fast" or to "get you into Antyodaya"; the category follows the published criteria above.
How do I check my application status in Uttar Pradesh?
- Track your application at nfsa.up.gov.in through the ration card application tracking page.
- राशन कार्ड आवेदन की स्थिति, राशन कार्ड खोजें and राशन कार्ड पात्रता सूची — the three status and search links carried on the fcs.up.gov.in homepage.
- Wait for the SMS on the registered mobile number, which is the department's formal notification that the card has been issued.
- Use the same portal's ration card search by district, block and shop to confirm your family's entry once issued.
Why Uttar Pradesh ration card applications are rejected
The department publishes exactly four grounds of rejection:
- The family is found ineligible against the National Food Security Act norms, that is, it falls in one of the urban or rural exclusion categories.
- The fixed target number of ration cards to be issued has already been reached.
- The records required in the application are incomplete.
- The family already holds a ration card, or an Aadhaar duplicate is detected.
The second ground deserves emphasis because it surprises applicants: Uttar Pradesh works within a coverage ceiling, so an otherwise eligible family can be told to wait until a slot opens through surrender, deletion or revision. That is not a rejection on merit and the application can be refiled.
