Mukhyamantri Samuhik Vivah Yojana
Uttar Pradesh state government scheme
Mukhyamantri Samuhik Vivah Yojana is an Uttar Pradesh Social Welfare Department scheme that spends Rs 51,000 per couple on marriages held at free district-level mass wedding ceremonies. Families with annual income up to Rs 2 lakh qualify; the bride receives Rs 35,000 in her own bank account. Registration is free through the Block or District Social Welfare Office.
What is Mukhyamantri Samuhik Vivah Yojana?
Mukhyamantri Samuhik Vivah Yojana is a welfare scheme of the Uttar Pradesh Samaj Kalyan Vibhag. The Social Welfare Department, under which the state government itself organises and pays for mass marriage ceremonies for poor families. The scheme is often written in transliterated form as "Mukhyamantri Samuhik Vivah Yojana UP" or simply "CM Samuhik Vivah", and it is administered district by district through the District Social Welfare Officer, with block-level support from Block Development Offices in rural areas and Nagar Palika or Nagar Nigam offices in towns.
The problem the scheme addresses is specific. A wedding in Uttar Pradesh routinely costs a poor household more than a year's income, and families borrow at high interest, sell land or delay a daughter's marriage because of it. Mukhyamantri Samuhik Vivah Yojana removes that cost entirely: the district administration arranges the venue, the pandal, the meal, the priest or qazi and the paperwork, and the family arrives, marries and leaves without paying for any of it.
According to the state's Samuhik Vivah portal, the total government expenditure is Rs 51,000 per couple, split three ways:
- Rs 35,000 transferred by Direct Benefit Transfer into the bride's own bank account, to be used for setting up her household.
- Up to Rs 10,000 spent on the gift package handed to the couple at the ceremony; clothing, ornaments, utensils and basic household items.
- Rs 6,000 used by the organising body to cover the cost of running the event itself, worked out per couple.
The design point worth noting is that the largest share goes to the bride, in her name, not to her father or her husband. That is deliberate, and it is the reason an Aadhaar-seeded bank account in the bride's own name is a hard requirement rather than a formality.
Who is eligible for Mukhyamantri Samuhik Vivah Yojana?
You can register if:
- The bride's family are permanent residents of Uttar Pradesh, evidenced by a domicile or residence certificate.
- Total annual family income does not exceed Rs 2 lakh from all sources, certified by the Tehsildar.
- The bride has completed 18 years and the groom has completed 21 years on the date of the ceremony.
- The family is poor, destitute or holds a BPL or Antyodaya ration card. Families of daily-wage workers, registered construction workers and landless labourers are routinely covered.
- The bride is a widow or a legally divorced woman remarrying. This is expressly permitted, with a death certificate or divorce decree attached.
- The bride holds a savings bank account in her own name, seeded with Aadhaar.
Mukhyamantri Samuhik Vivah Yojana carries no caste or religious restriction. All communities are covered, and ceremonies at the same event are performed according to each couple's own rites.
You are not eligible if:
- Family income exceeds Rs 2 lakh a year, or the income certificate has lapsed.
- The bride is under 18 or the groom is under 21. No relaxation exists, because such a marriage would be void in law.
- The family is not resident in Uttar Pradesh.
- The same marriage has already drawn assistance under another state marriage grant such as Shadi Anudan. One wedding, one benefit.
- The couple has already been married elsewhere and is applying only to claim the money — the scheme funds a wedding conducted at the government ceremony, not a past one.
- The bank account offered is in the father's or husband's name rather than the bride's.

How to apply for Mukhyamantri Samuhik Vivah Yojana
Registration is free and can be completed either online or at a government office. The online route is the faster one where the district has opened its window.
- Obtain the supporting certificates first. Apply on edistrict.up.gov.in for the income certificate and the domicile certificate, and open a savings account in the bride's name if she does not already hold one. Complete Aadhaar seeding of that account at the bank branch.
- Open the state Samuhik Vivah portal at cmsvy.upsdc.gov.in and select the application or registration option for your district.
- Fill the registration form with the bride's and groom's names, Aadhaar numbers, dates of birth, parents' names, full address, caste and religion, and the bride's bank account number and IFSC code.
- Upload the scanned documents, age proof, income certificate, domicile certificate, bank passbook first page and photographs, and submit the form. Note down the application or registration number shown on screen.
- Submit the printed form with photocopies at your Block Development Office if you live in a village, or at the Nagar Palika, Nagar Panchayat or Nagar Nigam office if you live in a town. Rural applications are routed through the Block Development Officer and urban ones through the local body executive officer.
- Attend the verification carried out by the Gram Panchayat secretary, lekhpal or the municipal clerk, who confirms residence, income and age against your originals.
- Attend the ceremony on the date communicated to you. The district administration announces the venue and date once enough verified couples are on the list, and informs applicants by phone or through the block office.
How to apply offline
- Visit the Block Development Office, the Nagar Nikay office or the District Social Welfare Office and ask for the Samuhik Vivah registration form.
- Fill it in and attach self-attested photocopies of all documents listed above.
- Submit it and take a dated receipt or acknowledgement. This is your only proof of registration, so do not leave without one.
- Follow up with the block or district office roughly a fortnight later to confirm your verification has cleared and to learn the expected ceremony window.
When and how is the money paid?
Mukhyamantri Samuhik Vivah Yojana does not pay before the wedding. The Rs 35,000 share is released to the bride's account after the ceremony has taken place, once the district administration has recorded the marriage and generated the payment list. In most districts the credit reaches the account within a few weeks of the event, though the exact gap depends on when the district's bill is passed by the treasury.
The Rs 10,000 gift package is handed over physically at the ceremony itself, and the Rs 6,000 organising share is never paid to the family, it is the state's own cost of running the event and appears only in the district's accounts.
Because payment is by DBT, an incorrect account number, a dormant account, or an account that has not been Aadhaar-seeded will hold up the transfer even after a successful wedding. Checking the passbook entry and the seeding status at the bank branch before the ceremony is the single most useful thing an applicant can do.
Why applications get rejected, and how to fix them
- Expired or inconsistent income certificate. Certificates carry a validity period; get a fresh one rather than reusing an old copy, and make sure the family income stated matches what the ration card and other records suggest.
- Age proof that does not match Aadhaar. Where a Class 10 mark sheet and Aadhaar show different dates of birth, correct the Aadhaar record first.
- Bank account in the wrong name. The account must be the bride's. An account in the father's name will be rejected at the payment stage even if the wedding is complete.
- Aadhaar not seeded with the bank account, so DBT fails and the payment is returned.
- Duplicate claim where a second application exists for the same bride under another marriage assistance scheme.
- Missing verification. If the lekhpal or panchayat secretary never visited, the file simply stops moving. Ask the block office by application number rather than waiting.
Where to complain if your application is stuck
Uttar Pradesh routes all scheme grievances through the Jansunwai portal at jansunwai.up.nic.in, where you can file a complaint online, get a reference number and track the reply. Quote your Samuhik Vivah application number in the complaint text.
Before that, the direct route is the District Social Welfare Officer (Zila Samaj Kalyan Adhikari), who holds the district list and can tell you exactly which stage your file is stuck at. For rural applications the Block Development Officer is the first point of contact, and for urban applications it is the Executive Officer of the Nagar Palika or Nagar Panchayat.
Registration under Mukhyamantri Samuhik Vivah Yojana is free at every stage. No official is entitled to charge for adding a name to the ceremony list, and no government employee will ask for the OTP sent to the bride's Aadhaar-linked mobile number.
How to check your application status
Mukhyamantri Samuhik Vivah Yojana does not send SMS updates at every stage, so the applicant has to actively check rather than wait for a notification. There are three ways to do it, and which one works depends on whether the registration was done online or offline.
- Online portal check. Go to cmsvy.upsdc.gov.in and look for the application or registration status option on the home page. Enter the registration or application number that was generated when the online form was submitted, along with the bride's or groom's date of birth or Aadhaar number if the form asks for it. The result shows whether the form has been received, whether the block or municipal verification is complete, and whether the couple has been placed on a district's ceremony list.
- In person at the Block Development Office or Nagar Nikay. This is the more reliable route for anyone who registered offline, since an offline form has no portal record until an official enters it. Carry the dated receipt given at submission and quote its number; the clerk can look up whether the Gram Panchayat secretary, lekhpal or municipal clerk has completed the field verification, and whether the file has moved on to the District Social Welfare Officer for inclusion in a ceremony.
- Directly with the District Social Welfare Officer (Zila Samaj Kalyan Adhikari). The district office holds the master list of verified couples for each upcoming ceremony. A phone call or visit with the application number is usually enough to learn which ceremony date, if any, the couple has been slotted into, since districts only announce a date once a batch of verified applications is ready.
Two milestones matter more than a generic "pending" status: whether the field verification has actually been completed, and whether the bride's Aadhaar-seeded bank account has been confirmed as valid for Direct Benefit Transfer. Verification is the step that most commonly stalls, because it depends on a village or ward official making a visit rather than on any online action by the applicant, so following up in person at the block office after two to three weeks is more effective than repeatedly refreshing the portal.
Status checking after the ceremony is different: it means tracking the Rs 35,000 payment, not the application. Since that amount is credited only after the district generates its post-ceremony payment list, the bride's passbook entry itself, updated at the bank branch, is the most direct confirmation, and the District Social Welfare Officer is the right person to ask if the credit has not appeared some weeks after the wedding.

Frequently asked questions
How much money is given under Mukhyamantri Samuhik Vivah Yojana?
Uttar Pradesh spends Rs 51,000 per couple, of which Rs 35,000 is transferred directly into the bride's own bank account. Up to Rs 10,000 is spent on household goods, clothing and gifts handed over at the ceremony, and the remaining Rs 6,000 covers the cost of organising the wedding itself — the pandal, food, priest or qazi and photography.
What is the income limit for Mukhyamantri Samuhik Vivah Yojana?
Total family income from all sources must not exceed Rs 2 lakh a year. The figure is taken from a valid income certificate issued by the Tehsildar, not from a self-declaration, and an expired or inflated certificate is one of the most common reasons applications are rejected.
Can a widow or a divorced woman apply under this scheme?
Yes. Mukhyamantri Samuhik Vivah Yojana explicitly covers the remarriage of widows and legally divorced women, and the assistance is the same Rs 51,000 per couple. A death certificate of the late husband or a certified copy of the divorce decree must be attached to the application.
Is the scheme only for one caste or religion?
No. Mukhyamantri Samuhik Vivah Yojana is open to all castes and all religions in Uttar Pradesh. Ceremonies are conducted according to the customs of each couple, so Hindu, Muslim, Sikh, Christian and Buddhist rites are all performed at the same event, and the financial assistance does not change with community.
Do I have to pay anything to attend the mass wedding?
No. Attendance, the ceremony, the meal and the gift package are entirely free, and registration costs nothing. Any person — an agent, a middleman or an official — asking for money to add a name to the list is acting illegally and should be reported to the District Social Welfare Officer.
What is the minimum age for the bride and groom?
The bride must have completed 18 years and the groom 21 years on the date of the ceremony. Uttar Pradesh verifies this from a documentary age proof such as a birth certificate or Class 10 mark sheet, and an application below these ages is rejected outright because the marriage would be void under the Prohibition of Child Marriage Act.
How many couples are needed before a ceremony is held?
A district or block ceremony is normally organised once at least ten couples have been registered and verified, which is why applications are pooled and a date is announced afterwards. In practice, most district-level events in Uttar Pradesh are far larger and cover several hundred couples at a time.
Can I claim this scheme and Shadi Anudan for the same marriage?
No. A family cannot draw Mukhyamantri Samuhik Vivah Yojana assistance and another state marriage grant for the same wedding. Duplicate claims are detected through the Aadhaar numbers of the bride and groom, and the second claim is cancelled at verification stage.
