Uttar Pradesh Fasal Rin Mochan Yojana (UP Kisan Rin Mochan / Karj Rahat Yojana)
Uttar Pradesh state government scheme
UP Kisan Rin Mochan Yojana is the Uttar Pradesh crop loan waiver launched on 9 July 2017, which wrote off farm loans of up to Rs 1 lakh for small and marginal farmers holding up to 2 hectares. Farmers did not apply; banks generated the eligible list, and beneficiaries check their status and file complaints at upkisankarjrahat.upsdc.gov.in.
What is UP Kisan Rin Mochan Yojana?
Uttar Pradesh Fasal Rin Mochan Yojana, widely called UP Kisan Rin Mochan Yojana or Kisan Karj Rahat Yojana, is the crop loan waiver approved by the Uttar Pradesh Cabinet on 4 April 2017 and formally launched by Chief Minister Yogi Adityanath on 9 July 2017. Under the scheme the state government wrote off short-term crop loans of up to Rs 1 lakh owed by small and marginal farmers to banks operating in the state.
The scheme was run by the Department of Agriculture, Government of Uttar Pradesh, with the loan data supplied by banks and the payment made by the state directly to the lending bank against each identified loan account. Around 86 lakh farmers were reported as covered.
Two features distinguish this scheme from almost every other state benefit and cause most of the confusion around it:
- There was never an application form for farmers. Eligible accounts were identified from bank records, so a farmer's job was to verify that their account appeared and to complain if it did not.
- No money reached the farmer's hands. The waiver was credited against the loan account at the bank, reducing or extinguishing the outstanding balance.
What exactly was waived?
- Up to Rs 1 lakh of the outstanding crop loan per eligible farmer.
- Both the principal and the interest attributable to the waived portion.
- Where the outstanding exceeded Rs 1 lakh, the excess remained payable by the farmer. The scheme reduced the debt; it did not close every account.
The waiver applied to short-term crop loans. The Kisan Credit Card and equivalent seasonal agricultural loans used for seed, fertiliser and other inputs.
Who was eligible for the loan waiver?
A farmer qualified if:
- The farmer was a resident of Uttar Pradesh with land in the state.
- Total landholding was 2 hectares (about 5 acres) or less. The small and marginal farmer definition on which the entire scheme rests.
- The loan was a short-term crop loan taken from a scheduled commercial bank, regional rural bank or cooperative bank operating in Uttar Pradesh.
- The loan was disbursed on or before 31 March 2016 and remained outstanding in the bank's records.
- The loan account carried the farmer's correct Aadhaar and land details, so it could be matched against revenue records.
A farmer was not eligible if:
- The holding exceeded 2 hectares. Large farmers were excluded regardless of loan size.
- The loan was disbursed after 31 March 2016.
- The borrowing was a term loan, for a tractor, pump set, dairy shed or land development, a gold loan, a personal loan or any non-crop borrowing.
- The debt was owed to a private moneylender, a microfinance company or a trader. Only institutional bank credit was covered.
- The farmer had no outstanding crop loan at the relevant date. Farmers who had repaid on time received nothing, a widely voiced criticism of the scheme.
- The land was held by an institution, trust or company rather than a farming family.
How to check your status under UP Kisan Rin Mochan Yojana
There is no application to make. These are the steps to verify what happened to your account.
- Open upkisankarjrahat.upsdc.gov.in, the official portal of the Uttar Pradesh Department of Agriculture for the loan waiver.
- Select the borrower or beneficiary status option on the home page.
- Enter your details; district, bank, branch and your loan account number, or your Aadhaar number where the portal accepts it — and submit with the captcha.
- Read the result carefully. The screen shows whether a waiver was credited against your account and the exact amount credited.
- Cross-check with your bank passbook. Get the loan account statement printed at the branch and confirm that the credit shown online matches the entry in the account.
How to file a complaint
- Go to the complaint registration option on upkisankarjrahat.upsdc.gov.in.
- Fill in your district, bank, branch, loan account number and the nature of the grievance: name not in the list, amount less than expected, account number mismatch, or waiver credited to the wrong account.
- Submit and save the complaint number. Nothing can be tracked without it.
- Track it at upkisankarjrahat.upsdc.gov.in/complaintpublic/ComplaintStatus.aspx using that number.
- Escalate in parallel by giving a written application at your bank branch and at the district agriculture office, and by calling 0522-2235892 or 0522-2235855.
The complaint route mattered in practice. Reported cases of farmers receiving token credits of a few paise against large loans were the direct result of mismatched account data, and were resolved through the complaint mechanism and district-level review rather than by any fresh application.
How the money actually moved
Understanding the flow explains why so many disputes arose at the bank counter rather than at a government office.
- Banks compiled the data. Each bank branch listed its short-term crop loan accounts disbursed on or before 31 March 2016 and still outstanding, with the borrower's Aadhaar, land details and outstanding amount.
- The state verified the list against revenue records to confirm that the holding was 2 hectares or less and that the account was not a duplicate.
- The Department of Agriculture released funds to the bank, not to the farmer, against each verified account, capped at Rs 1 lakh.
- The bank credited the loan account and issued the farmer a certificate or statement showing the credit.
Because step 1 rested entirely on bank data, an error in the bank's record, a wrong Aadhaar, a mistyped account number, a stale outstanding figure, produced a wrong or missing waiver that no amount of paperwork at the tehsil could fix. The correction had to start at the branch that held the record.
Why many farmers received nothing or too little
- Loan disbursed after 31 March 2016, the single hardest cut-off in the scheme.
- Holding above 2 hectares recorded in the revenue records, even where the farmer believed the family's share was smaller.
- Aadhaar not seeded with the loan account, so the account could not be matched.
- Name or account number mismatch between the bank record and the revenue record.
- Loan already partly repaid, so the outstanding at the reference date was small and only that amount was credited.
- Wrong loan type. A term loan or gold loan classified outside the crop loan category.
- Loan from a moneylender, entirely outside the scheme's scope.

Is a new loan waiver coming?
No fresh Uttar Pradesh crop loan waiver has been notified as of 2 August 2026. Announcements circulating on social media about a new "karj maafi list" are not backed by any government order, and no genuine scheme asks a farmer to pay a fee to be added to a waiver list.
Farmers currently carrying farm debt should instead look at the working schemes: the Kisan Credit Card with its interest subvention, which reduces the effective rate on a crop loan of up to Rs 3 lakh, Pradhan Mantri Fasal Bima Yojana for crop loss, and the income support of PM-KISAN. Uttar Pradesh's agriculture portal, upagriculture.com, carries the state's current farmer registration and input subsidy services.

Frequently asked questions
Can I still apply for UP Kisan Rin Mochan Yojana?
No. Uttar Pradesh Fasal Rin Mochan Yojana was a one-time waiver announced by the state cabinet on 4 April 2017 and launched on 9 July 2017. There is no open application window and no fresh round has been notified. The portal remains live only for status checks and complaints.
How much loan was waived under the scheme?
Crop loans of up to Rs 1 lakh per farmer were waived, covering both the principal and the interest on the waived amount. Farmers whose outstanding loan exceeded Rs 1 lakh got Rs 1 lakh written off and had to repay the rest.
Which loans qualified for the waiver?
Short-term crop loans disbursed on or before 31 March 2016 by scheduled commercial banks, regional rural banks and cooperative banks in Uttar Pradesh, and still outstanding, qualified. Loans taken after that date and term loans for machinery or other purposes did not.
Did farmers have to fill an application form?
No. Banks generated the list of eligible loan accounts from their own records and the state verified it. Farmers did not apply; they checked whether their name appeared and filed a complaint if it did not.
Who was not eligible for the loan waiver?
Farmers holding more than 2 hectares, farmers whose loans were taken after 31 March 2016, holders of term loans, gold loans or non-agricultural loans, borrowers from private moneylenders and microfinance companies, and farmers with no outstanding crop loan were all outside the scheme.
How do I check my name in the UP Kisan Karj Rahat list?
Open upkisankarjrahat.upsdc.gov.in and use the borrower or beneficiary status option, entering your district, bank, branch and loan account number or Aadhaar number. The screen shows whether a waiver was credited against your account and how much.
What do I do if my waiver amount was wrong or missing?
File a complaint on the same portal under the complaint registration option, keep the complaint number, and track it under complaint status. Take the same grievance in writing to your bank branch and the district agriculture office, and call 0522-2235892 or 0522-2235855.
