What is the Social Welfare Department's free coaching scheme?

The Directorate of Social Welfare of Uttar Pradesh, the Samaj Kalyan Vibhag, runs free pre-examination coaching for Scheduled Caste and Scheduled Tribe candidates preparing for civil services and other competitive examinations. The scheme exists because the cost of private coaching: routinely well above a year's household income for a poor family, keeps otherwise capable candidates out of the competition entirely. The department's answer is to run coaching directly, at no cost to the selected candidate.

The programme is delivered through coaching centres run or sponsored by the department, not as a cash voucher. A candidate is admitted to a centre after a screening test, attends classes there for the duration of the course, and pays nothing.

Key features

  • Reserved for Scheduled Caste and Scheduled Tribe candidates of Uttar Pradesh.
  • Coaching is fully free to the selected candidate.
  • Admission is by a screening test, so seats are competitive.
  • Administered by the Directorate of Social Welfare through district social welfare offices and the coaching centres themselves.

Two things about this scheme are frequently misunderstood. First, it is a centre-based coaching scheme, not a scholarship, no money reaches the candidate's bank account. Second, intake is not continuous. Centres announce admission when a batch is due to start, and applications are accepted only in that window.

Who is eligible for the free coaching scheme?

You can join if:

  • You belong to a Scheduled Caste or Scheduled Tribe, certified by the competent authority in Uttar Pradesh.
  • You are a resident of Uttar Pradesh.
  • You meet the eligibility conditions of the examination the centre is coaching for, for civil services coaching that means being a graduate and within the age limit for the examination.
  • You clear the centre's screening test.

You are not eligible if:

  • You are outside the Scheduled Caste and Scheduled Tribe categories. Candidates from other categories should look at Mukhyamantri Abhyudaya Yojana instead, which is not category-restricted.
  • You are not a resident of Uttar Pradesh.
  • You do not qualify for the target examination — a candidate who has exhausted their attempts or crossed the age limit cannot be given a coaching seat that a contesting candidate could use.
  • You do not appear for, or do not clear, the screening test.

Selection is weighted towards candidates from low-income families, which is why a tehsil-issued income certificate is part of the admission file even where no single income figure is published as a cut-off.

What documents are required?

Document Mandatory Notes
SC/ST caste certificate Yes From the competent authority in Uttar Pradesh
Domicile or residence certificate Yes Proves UP residence
Income certificate Yes Tehsil-issued; used in selection
Aadhaar card Yes Identity and attendance record
Graduation degree or marksheet Yes Eligibility for the target examination
Photographs Yes Admission form and centre identity card

Apply for the caste and income certificates well before the intake notice appears. Both are issued by the tehsil and take time, and an incomplete file is not held open while a certificate is awaited.

How to apply for the free coaching scheme

  1. Watch for the intake notice. Coaching centres and the district social welfare office publish an admission notice ahead of each batch. This is the only window in which applications are accepted.
  2. Collect the admission form from the coaching centre or the district social welfare office named in the notice.
  3. Fill the form and attach self-attested copies of your caste certificate, domicile certificate, income certificate, Aadhaar, graduation certificate and photographs.
  4. Submit the form at the address stated in the notice, before the last date, and keep the receipt or acknowledgement.
  5. Appear for the screening test on the announced date with your admit card and a photo identity document.
  6. Report for admission if selected, carrying original documents for verification. Originals are checked at this stage, not at form submission.

There is no application fee, and no payment of any kind is due to the centre.

Where to check the current intake

The Uttar Pradesh Social Welfare Department publishes its scheme information and notices on socialwelfareup.upsdc.gov.in. Intake notices also reach candidates through the district social welfare officer, who is the practical point of contact in every district. Because coaching centres are district-based and the number of centres and batches changes from year to year, the notice for your district is more reliable than any general listing.

Do not rely on coaching advertisements or social media posts claiming to arrange a seat. Admission is only by screening test against a published notice.

What is the difference from Mukhyamantri Abhyudaya Yojana?

Uttar Pradesh also runs Mukhyamantri Abhyudaya Yojana, a free coaching programme organised by Divisional Commissioners for civil services and other competitive examinations. The important difference for a candidate is eligibility: Abhyudaya is open across categories and registration is done on its own state portal, while the Social Welfare Department scheme described here is reserved for Scheduled Caste and Scheduled Tribe candidates and is applied for through the district social welfare office.

A candidate who qualifies for both can apply to both. They are separate programmes with separate selection processes, and success in one does not affect the other.

Common reasons candidates are not admitted

  • Missed the intake window. Applications outside the notice period are not entertained at all.
  • Caste certificate from outside Uttar Pradesh, or issued by an authority not competent to issue it.
  • Income certificate expired. Tehsil income certificates have a validity period, and an old one is treated as missing.
  • Not eligible for the target examination on age or attempts.
  • Did not clear the screening test. Seats are limited and the test is the ranking mechanism.

Help and grievance redressal

  • District Social Welfare Officer. The first point of contact for intake notices, admission forms and any dispute over selection.
  • Directorate of Social Welfare, Uttar Pradesh, socialwelfareup.upsdc.gov.in, departmental information and notices.
  • Jansunwai-Samadhan portal, jansunwai.up.nic.in: register a written complaint if a centre refuses to accept a valid application or if anyone demands money for admission. Complaints are filed with mobile OTP and can be tracked and reminded online or through the citizen Android app.

Coaching under this scheme is free. No fee, donation or "seat charge" is payable to any centre, official or intermediary.

How to check your application status

There is no online applicant login or tracking number for this scheme, admission runs entirely on paper through the coaching centre and the district social welfare office, so "status" has to be chased through the same offline channel the application went into.

  • Keep your submission receipt. When you submit the admission form, the office or centre should acknowledge it, either by a stamped counterfoil or an entry in a register. This receipt is your only proof of submission if a dispute comes up later, so do not discard it.
  • Follow up with the district social welfare office directly. Since forms are received and processed there, a visit or phone call to the office named in the intake notice is the fastest way to confirm your form was received and is in order, well before the screening test date.
  • Watch for the screening test admit card or call letter. Centres typically issue an admit card or a separate notice naming candidates called for the screening test. This is the practical signal that your application cleared the paper-scrutiny stage; if the test date has passed and you have heard nothing, that is itself a sign to check in with the office rather than wait.
  • Check the same intake notice channel for results. Selection lists after the screening test are usually displayed at the coaching centre or the district social welfare office, sometimes also on socialwelfareup.upsdc.gov.in. Because there is no centralised results portal for this specific scheme, the centre or office that ran the test is the authoritative source, not a general web search.
  • Use the Jansunwai-Samadhan portal if a genuine problem arises, for example if your form was refused without reason or you suspect it was lost. A complaint filed there through mobile OTP can be tracked online, which gives you a reference number that a plain office visit does not.

Because the whole cycle, from intake notice to screening test to admission, moves on a single batch's timeline, the safest practice is to note the dates given in your district's intake notice and follow up in person at each of those milestones rather than waiting for a status update to arrive unprompted.
