Digital Agriculture Mission: Why Farmer ID Registration Fails and How to Fix It

Why a Farmer ID registration gets stuck or rejected
Under the Digital Agriculture Mission, the citizen-facing action is creating an Aadhaar-linked Farmer ID (Kisan Pehchaan Patra), and most failures trace to three things: land records that do not match your Aadhaar identity, an Aadhaar-mobile mismatch that blocks OTP, or a state that has not yet launched enrolment. The mission itself pays no cash, so there is no "beneficiary list" rejection. The failure is always at the identity-and-land linkage step. Failure 1: Land record does not match your name
The Farmer Registry is built on the state land records system, so registration links your Aadhaar identity to land parcels (khasra/khatauni or the state equivalent) recorded against your name. Registration fails or stalls when:
- The land is recorded in an old owner's name (inherited but not mutated).
- Your name is spelt differently on the land record versus Aadhaar.
- The survey/khasra numbers fetched for your village do not include your plot.
Fix: Get the mutation (dakhil kharij) completed at the revenue office so the land is recorded in your name, and get name spellings reconciled between the land record and Aadhaar. Then re-attempt registration and select the corrected parcels. Land-linkage corrections are handled by the village or block agriculture office and the revenue department, not by an agent.
Failure 2: Aadhaar OTP does not arrive
Registration is verified by an OTP sent to the mobile number seeded with your Aadhaar. If your Aadhaar is not linked to a working mobile number, or is linked to an old number, the OTP never reaches you and registration cannot proceed.
Fix: Update your mobile number in Aadhaar at an Aadhaar Seva Kendra or post office, wait for the update to take effect, then register again. No official will ask you to share the OTP over the phone: never read it out to anyone.
Failure 3: Your state has not launched enrolment
AgriStack is federated, each state runs its own farmer registry portal and enrols only after signing a memorandum of understanding with the Ministry of Agriculture. As of April 2026, 19 states had signed and begun enrolment. If your state has not started, there is no central form that bypasses the state portal, and any site offering one is not official.
Fix: Wait for your state to launch, and watch for camp-mode registration in your village, which the Ministry has advised states to run and which is usually the fastest route. Confirm timing with your block agriculture office.
Failure 4: You hold no recorded land interest
The Farmer ID is land-linked. A purely landless applicant (for example, an agricultural labourer or a tenant with no recorded interest) is not eligible for a land-linked Farmer ID, so an attempt tied to land you do not hold on record will fail.
Fix: If you have a recorded tenancy or lease interest, get it reflected in the land records first. If you genuinely have no recorded land interest, this ID is not the right route; check with your state whether any non-land-holder pathway exists, rather than paying anyone to "arrange" one.
Failure 5: Expecting money and getting none
A common misconception, not a technical error: some applicants treat rejection as being "denied a benefit." The Digital Agriculture Mission pays no cash, pension or subsidy to individuals. The ID's value is procedural — it lets PM-KISAN, crop insurance, KCC and MSP procurement identify you without fresh paperwork.
Fix: Once your Farmer ID is created, use it to apply to the actual benefit schemes; the ID is the key, not the payment.
Correcting an ID after it is created
If your Farmer ID is generated but a land parcel is wrongly linked or missing, the correction route is the same local chain that verifies registration:
- Raise it at the village or block agriculture office first, they handle parcel-linkage correction and camp schedules.
- Escalate registry errors to the District Agriculture Officer.
- For general queries, call the Kisan Call Centre on 1800-180-1551 (6 am to 10 pm, 22 languages).
FAQ
Is there a fee to fix a rejected registration? No. Registration and correction are free. No agent or Common Service Centre operator is authorised to charge you for Farmer Registry enrolment.
Can a company's rejected project application be appealed here? No. Mission funds go to state governments, central agencies and research institutions, not individuals or firms; there is no public project-grant application to reject or appeal.
My verification is pending for weeks; is that a rejection? No. After you submit, a revenue or agriculture official verifies the entry before the ID generates; a pending status is a queue, not a denial. Follow up at the block office if it stalls unusually long.
