What is the Karnataka Swavalambi Sarathi Scheme?

Karnataka Swavalambi Sarathi Scheme is a vehicle-purchase subsidy programme run by the Karnataka Minorities Development Corporation Limited (KMDCL), the financing arm of the state's Minority Welfare, Haj and Waqf Department. The name is often written in Kannada as Swavalambi Sarathi Yojane, and it translates roughly as "self-reliant driver", which is exactly what the scheme is designed to produce.

Swavalambi Sarathi exists because driving is one of the few trades a person can enter with a licence and a vehicle but no formal qualification, and the single barrier is the price of the vehicle itself. The scheme removes a large part of that barrier by paying a share of the vehicle cost as an outright subsidy and arranging the remainder as a bank loan, so the beneficiary ends up owning a commercial vehicle and operating it as their own business rather than driving someone else's.

According to the scheme details published against KMDCL, three vehicle categories are covered: a passenger auto rickshaw, a goods vehicle, and a taxi. The applicant picks one category at the time of applying and supports it with a dealer quotation.

Key features

  • Subsidy is calculated as a percentage of the vehicle cost, with a rupee ceiling.
  • The applicant must be capable of driving the vehicle themselves, this is a self-employment scheme, not a fleet-financing scheme.
  • The corporation is a state undertaking, so the entire application runs through its own portal rather than through a bank branch.
  • Applications are filed free of cost online.

How much money does Swavalambi Sarathi give?

The published subsidy structure differs by social category:

Applicant category Subsidy share Ceiling
Scheduled Caste and Scheduled Tribe 75% of vehicle cost Rs 4,00,000
OBC and minority communities 50% of vehicle cost Rs 3,00,000
Passenger auto rickshaw Fixed amount Rs 75,000

The remaining cost of the vehicle is arranged as a loan, normally through a bank tie-up, and is repaid by the beneficiary in instalments. Two points are worth understanding before applying.

First, the subsidy is a percentage with a cap, so the two limits work together. An SC applicant buying a vehicle costing Rs 4,00,000 receives 75 per cent of that, Rs 3,00,000, not the Rs 4,00,000 ceiling. The ceiling only bites on costlier vehicles.

Second, the subsidy is not paid to the applicant as cash. It is adjusted against the purchase, so what the beneficiary sees is a smaller loan and a smaller monthly repayment. Anyone promising a direct cash transfer of the subsidy amount is describing something the scheme does not do.

Who is eligible for Swavalambi Sarathi?

You can apply if:

  • You are a permanent resident of Karnataka.
  • You are aged between 18 and 55 years on the date of application.
  • You belong to a minority community (Muslim, Christian, Jain, Sikh, Buddhist or Parsi), or to a notified OBC, Scheduled Caste or Scheduled Tribe.
  • Your annual family income from all sources is not more than Rs 4,50,000.
  • You hold a valid driving licence for the class of vehicle you are applying for.
  • Neither you nor any family member has taken a KMDCL benefit in the last 5 years, with the Arivu education loan excluded from that bar.

You cannot apply if:

  • You are not a resident of Karnataka, even if you belong to an eligible community.
  • Your family income exceeds Rs 4,50,000 a year. This is a hard cut-off and is checked against the Nadakacheri income certificate, not against a self-declaration.
  • You are under 18 or over 55.
  • You or a family member already received a KMDCL loan or subsidy within the past 5 years other than Arivu.
  • You are on the corporation's defaulter list for an earlier loan.
  • You want the vehicle for personal or family use rather than for commercial self-employment.

Only one member of a family is funded. If a household applies twice through different members in the same cycle, the second application is liable to be rejected at the verification stage.

What documents are required for Swavalambi Sarathi?

Document Mandatory Notes
Karnataka residence proof Yes Establishes permanent residence in the state
Minority or caste certificate Yes Issued by the tahsildar through Nadakacheri
Income certificate Yes Current-year certificate, ceiling Rs 4,50,000
Aadhaar card Yes Used for Aadhaar authentication on the portal
Driving licence Yes For the class of vehicle applied for
Bank passbook Yes Account in the applicant's own name
Vehicle quotation Yes Dated quotation from an authorised dealer
Self-declaration form Yes Declares no KMDCL benefit in the last 5 years
Passport size photograph Yes Recent photograph, uploaded online
Mobile number Yes For OTP and status messages

The two certificates that hold up most applications are the caste or minority certificate and the income certificate. Both come from Nadakacheri (nadakacheri.karnataka.gov.in) or a Karnataka One / Grama One counter, and both take a few working days. Apply for them before you start the KMDCL form, not after.

How to apply for Swavalambi Sarathi online

  1. Open the KMDCL application portal at kmdconline.karnataka.gov.in/Portal/home and choose the online application option.
  2. Enter your mobile number and verify the OTP sent to it.
  3. Enter your Aadhaar number and complete Aadhaar authentication.
  4. Select Swavalambi Sarathi from the list of KMDCL schemes.
  5. Fill in the applicant details; name, address, community, family income, age: exactly as they appear on your certificates.
  6. Fill in the vehicle details and attach the dealer quotation, then enter your bank account details.
  7. Upload the scanned documents and the passport size photograph.
  8. Open the preview screen, check every field against the original documents, then submit the form.
  9. Save the Application ID displayed on the acknowledgement screen. This is the only reliable way to track the application later.

How to apply offline or with help

  1. Visit the district KMDCL office in your district headquarters with all original documents and one photocopy set.
  2. Ask the district manager's staff for assistance in filing the online form β€” the corporation does not accept a purely paper application, so what happens at the counter is assisted online filing.
  3. Alternatively use a Karnataka One, Bangalore One or Grama One centre, or a Common Service Centre, for internet access and scanning.
  4. Carry the originals to the district office when called for verification, since shortlisted applicants must produce originals before sanction.

How do I check my application status?

Use the tracking option on kmdconline.karnataka.gov.in and enter the Application ID from your acknowledgement. The portal shows the stage the file has reached, submitted, under district verification, placed before the selection committee, sanctioned, or rejected.

If the status has not moved for several weeks, contact the district KMDCL manager directly with the Application ID rather than filing a second application. A duplicate application in the same cycle usually results in both being held up.

Why Swavalambi Sarathi applications get rejected

  • Income certificate above Rs 4,50,000. The most common single reason.
  • Certificate expired, Nadakacheri income certificates are valid for a limited period, and an old one is treated as no certificate.
  • Name mismatch between Aadhaar, the caste certificate and the bank passbook.
  • No valid driving licence, or a licence for the wrong class of vehicle.
  • Quotation missing or undated, so the vehicle cost cannot be established.
  • Earlier KMDCL benefit within 5 years taken by the applicant or a family member.
  • Applicant or family member in government service, where that condition applies to the stream.
  • Budget exhausted for the district for that financial year, in which case the file is not a rejection on merit and can be refiled in the next window.

Most of these are fixable. Get a fresh income certificate, correct the spelling on the weaker document rather than the stronger one, and reapply in the next window.

When can I apply, and where do I complain?

Swavalambi Sarathi runs on an annual application window notified by KMDCL rather than on a permanent open enrolment, and the number of units sanctioned is limited by the year's budget allocation and by district-wise targets. The corporation announces the window on kmdconline.karnataka.gov.in and through its district offices, so check the portal before assuming applications are open.

For grievances, the escalation route is:

  • KMDCL helpdesk: 080-22860999
  • WhatsApp support: 8277799990, published on kmdc.karnataka.gov.in
  • District KMDCL manager, in person, with the Application ID
  • Integrated Public Grievance Redressal System (IPGRS) at ipgrs.karnataka.gov.in, the Karnataka government's common grievance portal, where a complaint against a department or corporation can be filed and tracked online

Applying is free at every stage. If anyone asks for money to "clear" your file, report it through IPGRS with the Application ID.

Frequently asked questions

How much subsidy does the Karnataka Swavalambi Sarathi Scheme give?

Swavalambi Sarathi gives Scheduled Caste and Scheduled Tribe applicants 75 per cent of the vehicle cost up to Rs 4,00,000, and OBC and minority applicants 50 per cent up to Rs 3,00,000. For a passenger auto rickshaw the published subsidy is Rs 75,000. The balance of the vehicle cost is arranged as a bank loan.

Who can apply for the Swavalambi Sarathi Scheme in Karnataka?

Permanent residents of Karnataka aged 18 to 55 who belong to a minority, OBC, Scheduled Caste or Scheduled Tribe community and whose annual family income from all sources is not more than Rs 4,50,000 can apply. A valid driving licence is expected because the scheme funds self-employment as a driver.

Which vehicles are covered by Swavalambi Sarathi?

Swavalambi Sarathi covers a passenger auto rickshaw, a goods vehicle and a taxi. The applicant chooses one category in the online form and uploads a dealer quotation for that vehicle. Private cars bought for personal use are not covered.

Can I apply if I already took a KMDCL loan?

No, if the earlier benefit was taken within the last 5 years. The corporation's condition is that neither the applicant nor any family member should have availed a KMDCL scheme in the previous 5 years, with the Arivu education loan treated as an exception.

Is there any fee to apply for Swavalambi Sarathi?

No. The online application on kmdconline.karnataka.gov.in is free. No agent or middleman is authorised to charge for filing the form or for "getting the subsidy sanctioned", and no KMDCL officer will ask for your OTP.

How do I check my Swavalambi Sarathi application status?

Use the application tracking option on kmdconline.karnataka.gov.in and enter the Application ID shown on screen when you submitted the form. Save that ID at submission time, because status cannot be traced reliably without it.

Does the subsidy come to my bank account?

No, not as cash in hand. The subsidy portion is adjusted against the vehicle purchase through the financing bank and the dealer, so the applicant's own contribution and loan repayment are reduced by that amount.

What is the helpline for Swavalambi Sarathi?

Call the KMDCL helpdesk on 080-22860999. The corporation also publishes a WhatsApp support number, 8277799990, on its official site kmdc.karnataka.gov.in.
