What is the Karnataka Incentive Scheme for Sericulture Reelers?

Karnataka Incentive Scheme for Sericulture Reelers is a livelihood finance scheme of the Karnataka Minorities Development Corporation Limited (KMDCL), which operates under the state's Minority Welfare, Haj and Waqf Department. The scheme puts working capital and equipment finance into the hands of silk reelers from minority communities, half of it as a grant.

The trade it supports needs a word of explanation. Reeling is the stage between the farm and the loom: cocoons produced by silkworm rearers are boiled and the filament from several cocoons is unwound together onto a reel to make raw silk yarn. Karnataka is India's largest silk-producing state and the reeling industry around Ramanagara, Sidlaghatta, Kollegal and Doddaballapur is dominated by small, family-run units. A large share of those reelers are from minority communities, particularly Muslim families who have worked the trade for generations.

Reeling is capital-hungry in a specific way. A reeler must buy cocoons at auction with cash on the day, boil and reel them over the following days, and only then sell the yarn. That gap between paying for cocoons and being paid for silk is what pushes small reelers to informal lenders at high rates. KMDCL's incentive scheme is aimed squarely at that gap.

Key features

  • Assistance of Rs 2,00,000 per beneficiary.
  • Half is subsidy. A grant that is not repaid.
  • Delivered by KMDCL through its district offices, on its single online portal.
  • The scheme is a minority-community scheme, so community status is part of eligibility along with the trade.

How much does the scheme give, and how is it structured?

Component Amount Repayment
Loan Rs 2,00,000 sanctioned per beneficiary ,
Subsidy element Rs 1,00,000 (50%) Not repayable
Repayable portion Rs 1,00,000 (50%) Repaid to KMDCL in instalments

In practice the beneficiary receives a unit of Rs 2,00,000 and carries a repayment obligation on only Rs 1,00,000 of it. Repayment terms. The number of instalments, the start date and the interest, if any, on the loan half; are set out in the sanction letter KMDCL issues, and an applicant should read that letter carefully before drawing the money rather than relying on what was said at the counter.

The amount is sized for a small unit: additional basins, a motorised reeling machine, repairs to an existing unit, or a season's cocoon purchases. It is not sized for a filature-scale plant.

Who is eligible for the sericulture reeler incentive?

You can apply if:

  • You belong to a recognised religious minority community; Muslim, Christian, Jain, Sikh, Buddhist or Parsi.
  • You are a permanent resident of Karnataka.
  • You are aged between 18 and 55 years.
  • Your annual family income is below Rs 6,00,000 from all sources.
  • Your livelihood is silk reeling, or you are establishing a reeling unit, and you can show this in a project report.
  • No family member is employed in the state or central government.
  • Neither you nor a family member has taken a KMDCL loan or subsidy in the last 5 years, with education loans excluded from that bar.

You are not eligible if:

  • You do not belong to a notified minority community. Reelers from other communities should look instead at the Department of Sericulture's own beneficiary-oriented programmes and at the corporations that serve their category.
  • Your family income is Rs 6,00,000 or above.
  • You are under 18 or over 55.
  • Any family member is a government employee.
  • You or a family member took a KMDCL benefit within the last 5 years.
  • You are on the corporation's defaulter list for an earlier loan.
  • You live outside Karnataka.

What documents are required?

Document Mandatory Notes
Minority certificate Yes Nadakacheri certificate
Income certificate Yes Current year, ceiling below Rs 6,00,000
Aadhaar card copy Yes For Aadhaar authentication on the portal
Bank passbook copy Yes Account in the applicant's own name
Detailed project report Yes Machinery, cocoon sourcing, working capital, output
Self-declaration form Yes No KMDCL benefit in 5 years, no government job in family
Passport size photograph Yes Recent

For this scheme the project report is the document that carries the file. A reeling project report should state the number of basins or the machine type proposed, where cocoons will be bought — naming the government cocoon market you use. The expected yarn output in kilograms per month, the renditta or conversion you work to, and your existing unit's details if you already reel. Attach dealer quotations for machinery. A vague report describing an intention to "do silk business" is the most common reason a reeler's file gets returned.

How to apply for the sericulture reeler incentive

  1. Obtain a current minority certificate and income certificate from Nadakacheri (nadakacheri.karnataka.gov.in) or a Grama One / Karnataka One counter.
  2. Prepare the detailed project report for the reeling unit, with quotations for any machinery.
  3. Open the KMDCL portal at kmdconline.karnataka.gov.in/Portal/home and start a new application.
  4. Enter your mobile number and verify the OTP sent to it.
  5. Enter your Aadhaar number and complete Aadhaar authentication.
  6. Select the Incentive Scheme for Sericulture Reelers from the KMDCL scheme list.
  7. Fill in your personal details, community, family income, unit details and your bank account details.
  8. Upload the certificates, project report, passbook copy, self-declaration and photograph.
  9. Review the preview screen against your originals, then submit.
  10. Save the Application ID shown on the acknowledgement screen.

How to apply with assistance

  1. Go to the district KMDCL office in your district headquarters with all originals and a photocopy set, and ask for help with the online filing.
  2. Use a Grama One, Karnataka One or Common Service Centre if you need internet access, scanning or printing.
  3. Ask the local sericulture extension office for help costing the project report. The Department of Sericulture's technical staff know current machine prices and yields, even though this particular scheme is not theirs.
  4. Bring originals when called for verification, since sanction follows physical verification of the unit in most cases.

How do I check my application status?

Use the application tracking option on kmdconline.karnataka.gov.in with your Application ID. The portal shows whether the file is submitted, under district verification, before the selection committee, sanctioned or rejected.

Do not file a second application while the first is pending. Duplicates in the same cycle normally stall both files, and the fix is a visit to the district KMDCL manager with the original Application ID.

Why reeler applications get rejected

  • Income certificate at or above Rs 6,00,000, or an expired certificate.
  • Minority certificate missing or issued in a different name.
  • Project report without costing or without machinery quotations.
  • No evidence of the reeling trade: no unit, no market records, no purchase history to support the claim.
  • A KMDCL benefit already taken within 5 years by the applicant or a family member.
  • A government employee in the family.
  • Defaulter status on an earlier corporation loan.
  • Name mismatch between Aadhaar, the certificates and the bank passbook.
  • District budget exhausted for the financial year, not a rejection on merit, and the file can be presented again in the next window.

What else is available to a Karnataka reeler?

Karnataka's Department of Sericulture publishes its own annual beneficiary-oriented programme guidelines on sericulture.karnataka.gov.in, covering the sericulture value chain from mulberry cultivation and rearing houses through to reeling. Those guidelines, issued year by year, are the place to check for support towards improved reeling machinery and unit modernisation, and they are open to reelers of any community. A reeler is not obliged to choose between the two routes on principle, but should tell each office what has already been sanctioned by the other, because the same asset will not be funded twice.

When can I apply, and how do I complain?

KMDCL opens applications in annual windows governed by the year's budget allocation, with district-wise targets, rather than keeping enrolment open permanently. Check the portal or the district office before you spend money on certificates, so that they are still valid when the window opens.

Grievance route:

  • KMDCL helpdesk: 080-22860999
  • WhatsApp support: 8277799990, published on kmdc.karnataka.gov.in
  • District KMDCL manager, in person, quoting the Application ID
  • IPGRS at ipgrs.karnataka.gov.in, Karnataka's Integrated Public Grievance Redressal System, for a written complaint with a tracking number

There is no fee for applying, and no agent is authorised to charge for filing the form or for arranging a sanction.

Frequently asked questions

How much does the Karnataka Incentive Scheme for Sericulture Reelers give?

The scheme gives Rs 2,00,000 per beneficiary, of which 50 per cent — Rs 1,00,000 — is a subsidy and the remaining Rs 1,00,000 is a loan the beneficiary repays to the corporation.

Who can apply as a sericulture reeler under this scheme?

Permanent residents of Karnataka aged 18 to 55 who belong to a recognised religious minority community and whose annual family income is below Rs 6,00,000 can apply, if their livelihood is silk reeling or they are setting up a reeling unit.

Which department runs the scheme?

Karnataka Minorities Development Corporation Limited runs it, under the Minority Welfare, Haj and Waqf Department. Reeling is a sericulture trade, but this particular incentive is a minority-community finance scheme, not a Department of Sericulture programme.

Do I have to repay the money?

Half of it. Rs 1,00,000 of the Rs 2,00,000 is subsidy and is never repaid; the other Rs 1,00,000 is a loan repaid to KMDCL in instalments on the terms set out in the sanction letter.

What is the income limit?

Annual family income must be below Rs 6,00,000 from all sources, verified against a current-year Nadakacheri income certificate rather than a self-declaration.

Can I apply if I took a KMDCL loan earlier?

Not within 5 years. Neither the applicant nor a family member should have taken a loan or subsidy from the corporation in the previous 5 years, with education loans treated as an exception.

Is this the same as the Department of Sericulture's reeler subsidies?

No, they are separate. The Department of Sericulture runs its own beneficiary-oriented programmes for reelers, including support for improved reeling machinery, published in its annual guidelines on sericulture.karnataka.gov.in. A reeler may be eligible for one, the other, or both.

How do I track my application?

Use the application tracking option on kmdconline.karnataka.gov.in with the Application ID from your acknowledgement screen. Save that ID at the time of submission.
