Karnataka Housing Board Affordable Housing Scheme (site, house and flat allotment)

Karnataka state government scheme

Quick answer

The Karnataka Housing Board allots residential sites, houses and flats in project layouts across all districts, taking online applications with an initial deposit and allotting by lottery. In 2026 the Board ran lotteries for projects in Bengaluru Urban, Dharwad, Kalaburagi, Chamarajanagar, Chikkamagalur and Kodagu districts.

Benefit
Allotment of a developed residential site, house or flat at Board-fixed cost, payable in instalments
Maximum benefit
Not a cash benefit — the allottee pays the Board-fixed cost of the property in instalments
Last date to apply
Project-wise — each layout or housing project has its own notification and last date for online applications, published on khb.karnataka.gov.in and often extended by corrigendum
How to apply
Online at khb.karnataka.gov.in, by lottery or on a first-come-first-served basis depending on the project

What is the Karnataka Housing Board affordable housing scheme?

The Karnataka Housing Board (KHB) is the state agency that develops residential layouts and housing projects across Karnataka and allots the resulting sites, houses and flats to individual applicants. It works under the Housing Department, Government of Karnataka, and its official portal is khb.karnataka.gov.in.

There is no single scheme called "affordable housing" with one form and one deadline. What KHB actually runs is a rolling series of project-wise allotments. The Board acquires and develops land in a taluk, notifies the layout, invites online applications for a fixed window, screens applicants, holds a lottery, and publishes the allottees list. Then it does the same for the next project. Prices are set by the Board for each project and are paid in instalments, which is what makes the properties affordable relative to the open market.

The activity level is easy to verify from the Board's own news page. In 2026 KHB published lottery allottee lists for Suryanagar Phase-4 in Bengaluru Urban (lottery held 23 May 2026), Hiremalligewad in Dharwad and Panjanahalli Phase-3 in Chamarajanagar (both 1 July 2026), Sheikh Roza and Alanda in Kalaburagi (17 June 2026), and Mudigere in Chikkamagalur (22 July 2026). It also ran notifications for odd sites in the Halalu-Irubanahalli layout in Nagamangala taluk, Mandya district, plots in the Donnehalli layout in Jagalur taluk, Davanagere district, Sattur Phase-4 in Dharwad, a project behind the Deputy Commissioner's office in Koppal, and residential sites at K. Nidugani village in Madikeri taluk, Kodagu district, under a marketing joint venture.

What KHB offers, in categories

  • Regular project allotments of developed residential sites, houses and flats, by lottery.
  • First-come-first-served allotments of leftover inventory, through a separate online route.
  • Odd, stray and vacant plots remaining after a layout's main allotment, sold through a fresh notification.
  • Civic amenity (CA) properties developed in various projects, offered through their own notifications.
  • E-auction of selected properties.

Who can apply, and who cannot?

You can apply if:

  • You are an individual seeking a residential property and you respond to a live notification for a specific KHB project.
  • You meet the eligibility conditions printed in that project's notification, these are set project by project and can include residence, income or category conditions.
  • You pay the initial deposit within the application window. The portal treats the application as complete only when the deposit is paid, which is why it maintains a separate "online application and initial deposit payment status" page.
  • You can service the instalments after allotment. KHB allots at cost and expects payment on schedule.

You cannot apply or are not eligible if:

  • There is no open notification for a project you want. KHB does not maintain a standing all-Karnataka waiting list you can join at any time.
  • You miss the last date for that project. The Board does extend dates by corrigendum from time to time, it did so in 2026 for CA properties, for the Hiremalligewad vacant plots and for K. Nidugane village in Kodagu — but an extension is a published decision, not something you can request individually.
  • You do not pay the initial deposit, in which case your name appears in the ineligible applicant list.
  • You fail the conditions in the notification, for instance a category claim you cannot document.
  • You expect a free house or a subsidy. KHB allotment is a purchase. Subsidised housing for poor families in Karnataka runs through Rajiv Gandhi Housing Corporation Limited instead.

What does a KHB property cost?

KHB fixes the cost project by project, based on land acquisition and development cost for that layout, and publishes it in the project notification. Prices therefore vary enormously between a site in a Bengaluru Urban layout and a plot in a taluk town in Kalaburagi or Chamarajanagar, and quoting a single range for the state would be misleading. Read the notification for the project you are interested in.

What is common to all projects is the payment structure:

  • An initial deposit paid along with the online application.
  • The balance in instalments after allotment. The Board runs an online payment of instalments facility and a payment status of instalments page for allottees, and in 2026 published "instructions on how to pay instalments to the virtual account number of the allottees".
  • A refund of the initial deposit if you are not allotted, which the Board lists among its Sakala services.
  • A draft sale deed issued for the allotted house, site, flat or shop, also a Sakala service.

What documents are required?

Document Mandatory Notes
Identity proof (Aadhaar / PAN / passport) Yes Name must match the online application
Address proof Yes For eligibility and correspondence
Initial deposit payment proof Yes Application is incomplete without it
Income or category document No Only if the notification asks for it
Bank account details Yes For refund of the deposit if not allotted

How to apply for a Karnataka Housing Board site or house

  1. Watch khb.karnataka.gov.in for a notification. The News and Events list on the home page is where every project notification, corrigendum, eligibility list, lottery schedule and allottees list is published.
  2. Read the project notification in full, the layout, the taluk and district, the property type, the cost, the eligibility conditions and the last date for online applications.
  3. Open the online application through "Online application for allotment", or through "Application for first come first serve allotments" if the notification says the property is offered on that basis.
  4. Fill in your details and submit, then pay the initial deposit online before the last date.
  5. Verify on the portal using "Online application & initial deposit payment status" that both the application and the deposit are recorded. This one check prevents most ineligibility findings.
  6. Watch for the provisional eligible and ineligible applicant list for your project, and raise any objection with the project office within the time allowed. A final list follows.
  7. Attend or follow the lottery on the date announced in the public announcement of lottery schedule dates, then check the lottery allottees list published afterwards.
  8. Pay the instalments as scheduled, and apply for the draft sale deed through the Board's Sakala service once the payment obligations are met.

How to check your application, lottery and payment status

  1. Use "Online application & initial deposit payment status" on khb.karnataka.gov.in to confirm the application was received and the deposit credited.
  2. Read the provisional and final eligible/ineligible applicant lists for your project as they are published.
  3. Check the lottery allottees list for your project after the lottery date.
  4. Allottees can use "Payment status of Instalments (only for allottees)" to track what has been paid and what is outstanding.
  5. For services already applied for, use "Check service request status" under the Sakala menu.

Why KHB applications get rejected

  • Initial deposit not paid, or paid after the last date. This is the single biggest cause of an ineligible finding.
  • Details mismatch between the application and the identity document.
  • Duplicate applications for the same project by the same person.
  • Category claimed without proof, where the notification reserved properties.
  • Application submitted for a project whose window had closed, including cases where an applicant relied on an extension announced for a different project.

If you are found ineligible in the provisional list, act immediately: the gap between the provisional and final lists is the only window in which a documentation error can be fixed.

Help and grievance redressal

  • Karnataka Housing Board central office and project offices, listed under "Contact Us" on khb.karnataka.gov.in. The project office for your district handles project-specific queries.
  • IPGRS, the Integrated Public Grievance Redressal System, linked from the Board's home page.
  • Sakala, for services with statutory timelines, refund, draft sale deed, building plan approval and auction confirmation letters. If a Sakala service is delayed beyond its timeline, escalate under the Sakala Act.
  • RTI, which the Board accepts online, with its 4(1)(A) and 4(1)(B) disclosures published for 2024 and 2025.

All KHB applications and payments are made on khb.karnataka.gov.in. No agent can influence a lottery, and any person offering a "confirmed allotment" for a fee is not acting for the Board.

Frequently asked questions

What does the Karnataka Housing Board offer?

The Karnataka Housing Board develops residential layouts and housing projects across Karnataka and allots sites, houses and flats to applicants. It also disposes of civic amenity properties and odd or stray plots left over after allotment, and holds e-auctions.

How are Karnataka Housing Board properties allotted?

Most project allotments are by lottery. The Board publishes a provisional eligible and ineligible applicant list, then a final list, then announces lottery schedule dates, and finally publishes the lottery allottees list for each project. Some leftover properties are offered on a first-come, first-served basis instead.

Where do I apply for a KHB site or house?

Apply online at khb.karnataka.gov.in. The portal carries "Online application for allotment", a separate route for first-come-first-served allotments, a page to check online application and initial deposit payment status, and a downloadable application form.

Is there a single all-Karnataka waiting list?

No. Every project has its own notification, its own last date and its own lottery. You apply to a specific layout in a specific district, such as Suryanagar Phase-4 in Bengaluru Urban or Hiremalligewad in Dharwad.

Do I have to pay the full cost at once?

No. You pay an initial deposit with the application, and after allotment the balance is paid in instalments. The Board's portal has an online instalment payment facility and a payment-status page for allottees, and it has issued instructions on paying to the allottee's virtual account number.

What if I am not allotted anything?

Your initial deposit is refunded. Refund is one of the services listed under the Board's Sakala services, which means it carries a defined time limit.

How do I raise a complaint against the Board?

Use the Integrated Public Grievance Redressal System (IPGRS) link on khb.karnataka.gov.in, or approach the Board's central office or the project office for your district.

Which services does KHB deliver under Sakala?

The Board lists refund, issue of draft sale deeds for allotted houses, sites and flats, approval of building plans, and issue of auction confirmation letters to successful bidders as Sakala services with defined timelines.
