What is the Karnataka Overseas Educational Loan Scheme?

The Overseas Educational Loan Scheme is a state loan programme run by the Karnataka Minorities Development Corporation Limited (KMDC), a corporation under the Minority Welfare, Haj and Waqf Department of the Government of Karnataka. According to the KMDC scheme page, the objective of the scheme is to provide financial and loan assistance to students belonging to minority communities who are pursuing graduate or postgraduate degree courses in recognised universities abroad. The scheme is often referred to locally as the KMDC videshi vidyabhyasa saala, the foreign-study loan, and KMDC's own English menu lists it as the Foreign Education Loan Scheme.

KMDC is the same corporation that runs the Arivu education loan for study inside India, the Ganga Kalyana irrigation scheme for minority farmers, the Shramashakthi artisan loan, the Swavalambi Sarathi vehicle subsidy and direct business loans. The overseas loan is the largest single-borrower product in that list: up to Rs 20 lakh, and where the family income test is met, at a zero per cent interest rate.

Two features separate this scheme from a commercial education loan. First, the interest cost is nil for the income slab KMDC has notified, so the student repays only the principal. Second, the loan is fully secured, KMDC will not release money without a mortgage of land or a building whose value is at least equal to the loan.

Who is eligible for the KMDC overseas education loan?

You can be considered if all of the following are true:

  • You are a resident of Karnataka State.
  • You belong to one of the six notified religious minority communities; Muslim, Christian, Jain, Buddhist, Sikh or Parsi.
  • You secured at least 60 per cent marks in the previous year of study.
  • You hold an offer letter from a recognised foreign university for a graduate or postgraduate degree course.
  • You can mortgage property. A building or land; to the corporation, whose value is not less than the loan amount you are asking for.
  • Your family income from all sources is below Rs 8 lakh a year, which is the slab KMDC links to the Rs 20 lakh, zero-interest sanction.

You are not eligible and cannot apply if:

  • You have already received a scholarship from the Directorate of Minorities. KMDC states this exclusion directly in its eligibility list, the overseas loan is for students who have not drawn that scholarship.
  • You cannot offer property as security, or the property offered is valued below the loan sought. There is no unsecured route.
  • You scored below 60 per cent in the previous year of study.
  • You are not a resident of Karnataka, or do not belong to one of the six notified minority communities.
  • You hold only a conditional or provisional communication from a university rather than an offer letter, or the institution is not a recognised university.

KMDC's sibling schemes carry an additional standard condition worth knowing — for the Shramashakthi loan, for example, no member of the applicant's family may be an employee of the State or Central government or a government PSU, and the applicant must not have already availed a loan from KMDC. Applicants to the overseas loan should expect the corporation to check its own borrower records for an existing KMDC loan in the family, and should disclose one rather than have it surface at verification.

What documents are required?

Document Mandatory Notes
Online application Yes KMDC lists the completed online application itself as a record
Minority community certificate Yes For one of the six notified communities
Income certificate Yes Family income below Rs 8 lakh a year for the zero-interest slab
Karnataka residence proof Yes Residence in the state is a stated criterion
Foreign university offer letter Yes Graduate or postgraduate degree, recognised university
Previous year marks card Yes Must show 60 per cent or more
Property documents Yes Sale deed, khata, encumbrance certificate, valuation report
Aadhaar card Yes Portal authenticates the Aadhaar number by OTP
Passport and visa No Needed before disbursement, not to start the application
Bank passbook Yes For release of sanctioned amounts

The property paperwork is where most applications lose time. KMDC needs to satisfy itself that the mortgage value covers the loan, so a current valuation report and a nil encumbrance certificate matter as much as the sale deed. Get these ready before the application window opens rather than after.

How to apply for the KMDC overseas education loan

  1. Open the KMDC online loan application portal at kmdconline.karnataka.gov.in, which the corporation links from its own website as its e-services online portal.
  2. Register with your Aadhaar number and mobile number. The portal verifies both through OTP authentication, so use a mobile number that is with you.
  3. Select the Overseas Educational Loan Scheme from the list of KMDC schemes and open the application form for the current financial year.
  4. Fill in your personal, community, residence and family income details exactly as they appear on your certificates. A mismatch between the income certificate and the declared income is a common rejection ground.
  5. Enter your academic record and the foreign university admission details, including the course, the university and the fee demanded.
  6. Enter the property details being offered as mortgage and upload the sale deed, khata, encumbrance certificate and valuation report.
  7. Upload the remaining documents, minority certificate, income certificate, residence proof, marks cards, Aadhaar, bank passbook, and submit.
  8. Save the acknowledgement or application number shown on screen. You will need it for every follow-up with the district office.

How to apply offline or with help

  1. Visit your district KMDC office. KMDC publishes a district office directory on kmdc.karnataka.gov.in under Contact Us.
  2. Ask the District Manager, Karnataka Minorities Development Corporation for help with the online form. The District Manager sits as Member Secretary on KMDC's selection panels and is the correct first point of contact.
  3. Carry originals plus one photocopy set of every document in the table above.
  4. Note the acknowledgement number before you leave.

There is no purely paper route to a sanction, the application itself is filed online, but district offices assist applicants who cannot complete the portal form themselves.

How much does the scheme pay, and how?

KMDC's published position is that where the student's family income is below Rs 8 lakh a year, the loan amount will be provided up to Rs 20 lakh at a zero per cent interest rate. Rs 20 lakh is a ceiling, not an entitlement: the sanctioned amount is fixed against the fee demand from the university and against the mortgage value offered, whichever binds first. A student with an offer requiring Rs 12 lakh will not be sanctioned Rs 20 lakh, and a student offering property valued at Rs 9 lakh cannot be sanctioned more than that.

Disbursement is made against the university's fee demand rather than as a lump sum into the student's hands. Repayment is of principal only in the zero-interest slab. Confirm the exact instalment count and the moratorium applicable to your sanction year from your sanction letter, KMDC fixes repayment terms in the sanction order, and these have been revised between years.

How to check the status of your application

  1. Sign in to kmdconline.karnataka.gov.in with the mobile number and Aadhaar you registered with.
  2. Open your application using the acknowledgement number.
  3. If the portal shows no movement, call the district KMDC office and quote the acknowledgement number.
  4. For head-office escalation, call 080-22860999 or 080-22861226.

KMDC also publishes scheme-wise beneficiary lists by year on its website. If your name appears in the published list for the year, your sanction has gone through even if the portal has not refreshed.

Why applications get rejected, and how to fix them

  • Property valuation below the loan sought. Fix by seeking a lower sanction or offering additional property.
  • Income certificate above the Rs 8 lakh threshold. The zero-interest, Rs 20 lakh slab is tied to income below Rs 8 lakh a year.
  • Below 60 per cent in the previous year. This is a hard criterion, not a relaxable one.
  • A Directorate of Minorities scholarship already drawn. KMDC excludes such students from the overseas loan.
  • Encumbrance on the mortgaged property. A nil encumbrance certificate is needed; an existing charge blocks the mortgage.
  • Institution not a recognised university, or the course not a degree. The scheme covers graduate and postgraduate degree courses.
  • Late filing. KMDC opens applications by notification for a financial year and closes them on a stated date. Missing the window means waiting a year.

When can I apply?

KMDC notifies the application window for each financial year rather than accepting applications continuously. Aggregator records show the window for one recent cycle closing on 31 August. Do not rely on that date for the current year; check kmdc.karnataka.gov.in and the online portal for the notification covering the year you are applying in, because a foreign admission is time-bound and a missed window cannot be recovered.

Frequently asked questions

How much can a student borrow under the Karnataka overseas education loan scheme?

A student can borrow up to Rs 20 lakh at a zero per cent interest rate. The Karnataka Minorities Development Corporation states on its scheme page that where the student's family income is below Rs 8 lakh a year, the loan amount will be provided up to Rs 20 lakh at zero interest.

Who is eligible for the KMDC Overseas Educational Loan Scheme?

A student who is a resident of Karnataka, belongs to one of six notified minority communities — Muslim, Christian, Jain, Buddhist, Sikh or Parsi — has scored at least 60 per cent in the previous year, holds an offer letter from a recognised foreign university, and can mortgage property worth at least the loan amount.

Is property mortgage compulsory for this loan?

Yes. KMDC states plainly that loans will be provided only on mortgage of property, a building or land, to the corporation, and that the value of the property must not be less than the loan amount. There is no unsecured version of this loan.

Can a student who already has a Directorate of Minorities scholarship apply?

No. KMDC's eligibility criteria state that only students who have not received a scholarship from the Directorate of Minorities are eligible to apply for the overseas education loan. The two benefits cannot be drawn together.

Where do I apply for the KMDC overseas education loan?

Applications are made online on the KMDC online loan application portal at kmdconline.karnataka.gov.in. Your Aadhaar number and a mobile number are needed at the time of filling the form because the portal authenticates both by OTP.

What is the interest rate on this loan?

Zero per cent, for students whose family income is below Rs 8 lakh a year. KMDC's other loan products carry interest — the Shramashakthi loan, for example, is charged at 4 per cent — but the overseas education loan slab published by the corporation is a zero-interest slab.

Which courses abroad are covered?

Graduate and postgraduate degree courses at recognised universities abroad. KMDC's stated objective is financial assistance to minority-community students pursuing a graduate or postgraduate degree at a recognised university outside India. Short diplomas and certificate courses are not part of the stated objective.

Whom do I contact if my KMDC application is stuck?

Contact the KMDC head office in Bengaluru on 080-22860999 or 080-22861226, or your district KMDC manager. KMDC also publishes a WhatsApp helpline number, 8277799990, on its website for scheme queries.
