Ganga Kalyana Irrigation Scheme
Karnataka state government scheme
Ganga Kalyana is a Karnataka irrigation scheme under which state development corporations sink a borewell or open well, fit a pump set and arrange electrification for small and marginal farmers from SC, ST, backward class and minority communities. Unit assistance runs to roughly Rs 3 lakh to Rs 4 lakh per borewell, applied for online at the relevant corporation's portal.
What is the Ganga Kalyana scheme?
Ganga Kalyana, in Kannada literally the welfare of the waters, is one of Karnataka's oldest and largest irrigation-assistance programmes. Ganga Kalyana does not hand out cash. It gives a small or marginal farmer a complete irrigation asset, a borewell or open well drilled on his own land, a pump set mounted on it, and the electricity connection that makes the pump usable.
Ganga Kalyana is not run by a single department. It is delivered in parallel by Karnataka's social welfare development corporations, each serving one community group:
- Dr B R Ambedkar Development Corporation: Scheduled Caste farmers.
- Maharshi Valmiki Scheduled Tribes Development Corporation, Scheduled Tribe farmers.
- D Devaraj Urs Backward Classes Development Corporation (DBCDC) β backward class farmers.
- Karnataka Minorities Development Corporation (KMDC); farmers from notified minority communities, that is Muslims, Christians, Jains, Sikhs, Parsis and Buddhists.
Because four corporations run the same scheme under four sets of rules, the income ceiling, land ceiling, unit cost and application portal all differ slightly by category. This is the single most important practical fact about Ganga Kalyana, and the reason so many applications are filed at the wrong office.
How much assistance does Ganga Kalyana provide?
The unit cost for an individual borewell is fixed higher in Karnataka's hard-rock, deep-water-table belt than elsewhere:
| District group | Approximate unit assistance |
|---|---|
| Bengaluru Rural, Kolar, Chikkaballapur, Ramanagara, Tumakuru | Up to about Rs 4 lakh |
| All other Karnataka districts | Up to about Rs 3 lakh |
The amount covers drilling, casing, the pump set and motor, and the cost of electrification through the local ESCOM. For community or group irrigation projects, where several farmers share one source, corporations have historically fixed a smaller unit cost of around Rs 2.5 lakh, of which about Rs 2 lakh is subsidy and the balance a loan at a concessional rate of roughly 4 per cent.
These figures are revised by government order from time to time and are not identical across the four corporations. Treat them as the working range and confirm the current sanctioned unit cost with your district corporation office before you sign anything.
Who is eligible for Ganga Kalyana and who is not?
You can apply if:
- You are a permanent resident of Karnataka.
- You belong to a Scheduled Caste, Scheduled Tribe, notified backward class or notified minority community, and you apply to the corporation that serves that category.
- You are a small or marginal farmer holding agricultural land in your own name. The usual band is 1 acre 20 guntas to 5 acres, relaxed to about 1 acre in the coastal and Western Ghats districts.
- Your annual family income is within the corporation's ceiling. The published ceilings vary widely between corporations, from figures under Rs 1 lakh in some rural categories up to about Rs 6 lakh in the KMDC minority stream, so verify the number that applies to you.
- You are 18 years or older.
- Your land has no assured irrigation source already.
You cannot apply, or are not eligible, if:
- You are outside the SC, ST, backward class and notified minority categories. Ganga Kalyana runs only through the social welfare corporations and has no general-category stream.
- You hold more than the permitted land, that is you are not a small or marginal farmer.
- Your land already has a working borewell, canal or other assured irrigation source.
- You or another member of your family has already received a borewell under Ganga Kalyana. The benefit is once per family.
- Your family income exceeds the corporation's ceiling.
- The land is not in your own name on the RTC. Leased and tenanted land is generally excluded.
- Your land revenue is in arrears.

How to apply for the Ganga Kalyana scheme
- Identify your corporation by category: Ambedkar Development Corporation for SC, Maharshi Valmiki Corporation for ST, D Devaraj Urs Backward Classes Development Corporation for backward classes, or Karnataka Minorities Development Corporation for minority communities. An application filed at the wrong corporation is rejected, not transferred.
- Collect the documents first, especially the latest RTC and a fresh income certificate from Nadakacheri. These two take the longest to obtain.
- Watch for the annual application notification. Each corporation opens its Ganga Kalyana window once a year, usually announced through district offices, gram panchayats and the corporation website. There is no rolling window.
- Register on the corporation's online application system. Minority applicants use kmdconline.karnataka.gov.in, logging in with a mobile number and OTP; the other corporations run their own online application management systems linked from their departmental sites.
- Fill the form, selecting Ganga Kalyana as the scheme and entering your survey number, land extent, caste and income certificate numbers, and bank account details.
- Upload the scanned documents and submit. Save the acknowledgement number.
- Submit the hard copy at your district corporation office if the corporation asks for it, together with self-attested copies.
- Cooperate with the field inspection. A corporation officer visits the land to confirm the survey number, the absence of an existing irrigation source and the feasibility of a borewell.
Applications are free at every stage.
How is a Ganga Kalyana application processed after submission?
Ganga Kalyana selection is not first-come-first-served. After the window closes, the corporation verifies documents, conducts field inspection, and places eligible applications before a district-level selection committee, usually chaired by the Deputy Commissioner or the corporation's district manager, which sanctions within the year's district target and budget. Reservation of targets for women applicants and for particular sub-categories applies in several corporations.
Once sanctioned, the corporation, not the farmer, engages the drilling agency and the ESCOM for electrification. The farmer's role is to give access to the land and to sign the completion certificate once the pump is working.
How do I check my Ganga Kalyana application status?
- Log in to the corporation portal you applied on, for example kmdconline.karnataka.gov.in, using your registered mobile number and OTP.
- Open the application status section and enter your acknowledgement number.
- Read the stage: submitted, document verification, field inspection, selection committee, sanctioned, work in progress, or completed.
- If the portal shows nothing for weeks, visit the district corporation office with your acknowledgement, since several corporations still update status manually.
Why Ganga Kalyana applications get rejected
- Wrong corporation for the applicant's category.
- Land not in the applicant's own name on the RTC, a very common failure in families where land is still in a father's or grandfather's name.
- Holding above or below the permitted band.
- An existing irrigation source found during field inspection.
- Income certificate above the ceiling or issued in an earlier year.
- Duplicate claim, where another family member already received a borewell.
- Land revenue arrears outstanding.
- Target exhausted for the district that year, in which case the application is not defective and can be filed afresh in the next cycle.
A well-documented criticism of Ganga Kalyana, reported in the Karnataka press, is that a share of borewells drilled under the scheme fail to yield water or are left without an electricity connection for long periods. Ask your district office in writing, before drilling begins, what the current policy is on re-drilling a dry bore and on the timeline for the ESCOM connection.

Frequently asked questions
What does the Ganga Kalyana scheme give a farmer?
Ganga Kalyana gives a farmer a completed irrigation source, that is a borewell or open well drilled on his own land, a pump set installed on it, and the electricity connection needed to run the pump. The corporation arranges the work through empanelled agencies rather than handing the farmer cash.
How much is the Ganga Kalyana assistance worth?
The unit cost is about Rs 4 lakh per individual borewell in Bengaluru Rural, Kolar, Chikkaballapur, Ramanagara and Tumakuru, and about Rs 3 lakh in the remaining districts. The hard-rock districts get the higher figure because borewells there must be drilled far deeper. Each corporation notifies its own current unit cost.
Who cannot apply for Ganga Kalyana?
Farmers outside the SC, ST, backward class and notified minority categories are not eligible, since Ganga Kalyana is run only through the social welfare development corporations. Large farmers above the permitted land ceiling, farmers whose land already has an assured irrigation source, farmers above the corporation's income limit, and anyone who has already received a borewell under the scheme also cannot apply.
How much land must I own to qualify?
Most corporations require a holding between roughly 1 acre 20 guntas and 5 acres, relaxed to about 1 acre in the coastal and Western Ghats districts where holdings are naturally smaller. Land must be in the applicant's own name on the RTC.
Do I have to repay the Ganga Kalyana money?
It depends on the corporation and the type of project. Individual borewell assistance is largely or fully treated as a subsidy in several corporations, while community irrigation projects have historically carried a small loan component at a concessional rate of around 4 per cent. Read the sanction letter, which states the exact subsidy and loan split.
Which corporation should I apply to?
Apply to the corporation matching your category. Scheduled Caste applicants go to the Dr B R Ambedkar Development Corporation, Scheduled Tribe applicants to the Maharshi Valmiki Scheduled Tribes Development Corporation, backward class applicants to the D Devaraj Urs Backward Classes Development Corporation, and minority community applicants to the Karnataka Minorities Development Corporation.
What happens if the borewell fails to strike water?
A dry borewell is a known risk and the corporations budget for a limited number of re-drills, but a farmer is not automatically entitled to a second attempt. Ask the district corporation office in writing about the re-drill policy in force in your year of sanction before the drilling rig arrives.
Is there a fee to apply for Ganga Kalyana?
No. Applications on the corporation portals are free. No middleman, drilling contractor or agent can charge you for getting your name into the beneficiary list, and any such demand should be reported to the district corporation manager.
