Karnataka Building and Other Construction Workers Pension Scheme
Karnataka state government scheme
Karnataka Building and Other Construction Workers Pension Scheme pays a monthly pension of up to Rs 3,000 to registered construction workers who have turned 60 and stayed registered with the Welfare Board for at least 3 continuous years. Applications go through Seva Sindhu or a Karmika Seva Kendra and are cleared in 30 days under Sakala.
What is the Karnataka Building and Other Construction Workers Pension Scheme?
Karnataka Building and Other Construction Workers Pension Scheme is the old-age pension run by the Karnataka Building and Other Construction Workers Welfare Board, the statutory body under the state Labour Department that manages welfare for construction labour. The Board was constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and operates under the Karnataka Building and Other Construction Workers (RE&CS) Rules, 2006. The pension sits at Rule 39 of those rules.
According to the Board's own schemes listing, the pension pays up to Rs 3,000 per month to a registered construction worker who has completed 60 years of age. The money is paid into the worker's bank account, not in cash, and it continues for life once sanctioned and kept in continuation.
The scheme exists because construction workers are classified as unorganised sector labour. They have no employer-run provident fund, no gratuity and no company pension. The Welfare Board is funded by a cess collected on the cost of construction across Karnataka, and the pension is the single largest recurring payout from that fund to individual workers.
The pension family under the Karnataka rules has three parts:
- Rule 39 to Pension. Up to Rs 3,000 per month at age 60.
- Rule 39-A, Family pension. Fifty percent of the pension the deceased beneficiary was drawing, paid to the surviving spouse.
- Rule 40 to Disability pension. Rs 2,000 per month for a partially disabled registered worker, plus an ex gratia of up to Rs 2,00,000 scaled to the percentage of disability assessed by the medical authority.
Who is eligible for the Karnataka construction workers pension?
You can get the pension if:
- You are a registered beneficiary of the Karnataka Building and Other Construction Workers Welfare Board and hold a valid Board identity card.
- You have completed 60 years of age.
- You have continued as a beneficiary of the Board for at least 3 years before reaching the age of 60. The Board states this condition explicitly on its schemes page.
- Your registration is live, not lapsed, on the date of application.
You are not eligible if:
- You worked in construction but never registered with the Welfare Board. The pension is a benefit of Board membership, not of the occupation itself, and there is no route to backdate registration to create the 3-year history.
- You registered with the Board less than 3 years before turning 60.
- Your registration lapsed and was not renewed.
- You are below 60 and not disabled. A worker under 60 has no route to the Rule 39 pension, though a partially disabled worker may qualify under Rule 40.
- You are claiming a disability pension under Rule 40 after already receiving accident benefit under Rule 47. The Board treats these as alternatives, not additions.
Registration with the Board itself is open to a person engaged in building or other construction work in Karnataka. The Board lists registration as a service with no application fee, and Sakala shows a 45-day delivery timeline for it. If you are not yet registered, that is the first step and it must be done well before you approach 60.
What documents are required for the BOCW pension?
| Document | Mandatory | Notes |
|---|---|---|
| Board registration card | Yes | Must be active and unexpired |
| Aadhaar card | Yes | Identity, age and bank seeding |
| Age proof | Yes | Aadhaar, SSLC marks card or birth certificate showing 60 years completed |
| Bank passbook | Yes | Active, Aadhaar-seeded account for direct credit |
| Passport photograph | Yes | Recent photograph |
| Death certificate | No | Only for a Rule 39-A family pension claim |
| Disability certificate | No | Only for a Rule 40 disability pension claim |
Carry originals for verification and self-attested photocopies for the file. Any mismatch between the name on Aadhaar, the Board card and the bank passbook will hold up the sanction, so fix spelling differences before you apply.
How to apply for the Karnataka BOCW pension
- Confirm your Board registration is active. Take your registration card to a Karmika Seva Kendra or the district labour office and ask them to check the status and renew it if needed. Applying with a lapsed card is the most common avoidable rejection.
- Collect the document set listed above: registration card, Aadhaar, age proof, bank passbook and photographs โ and get photocopies self-attested.
- Open the Seva Sindhu portal at sevasindhu.karnataka.gov.in, or go to a Dr. B.R. Ambedkar Karmika Seva Kendra, and select the Labour Department service "Application for Pension" under the Building and Other Construction Workers Welfare Board.
- Fill the application with your registration number, date of birth, bank account number and IFSC code exactly as they appear on the passbook.
- Upload or hand over the documents and submit the application.
- Collect the acknowledgement with the Sakala GSC number. This number is what you use to track the file. The Sakala timeline for pension is 30 days.
- Follow up at the district office if the file has not moved by day 30, and escalate under Sakala if it is still pending.
How to apply offline at a Karmika Seva Kendra
- Visit the Dr. B.R. Ambedkar Karmika Seva Kendra for your area, or the labour officer's office in your district. The Board runs these centres specifically so that workers who cannot use a computer are not shut out.
- Ask the operator to file the pension application on Seva Sindhu on your behalf, using your registration number.
- Give the original documents for verification and the photocopies for the file.
- Take the printed acknowledgement carrying the Sakala number before you leave.
The Board's toll-free helpline 155214 and WhatsApp number 9845353214 can tell you where the nearest Karmika Seva Kendra is.
How is the pension paid and when?
Karnataka Building and Other Construction Workers Pension Scheme pays the sanctioned amount monthly, into the pensioner's own bank account by direct transfer. There is no cash counter and no cheque. The Board's rules cap the pension at Rs 3,000 per month.
If a pensioner dies, the surviving spouse can claim a family pension under Rule 39-A worth fifty percent of the amount the pensioner was drawing. So a pensioner on Rs 3,000 leaves a spouse entitled to Rs 1,500 a month. The claim needs the death certificate and the pensioner's own records.
Because the payment is recurring, the Board also runs a continuation of pension service on Sakala with a 30-day timeline. Treat this as the renewal step. Ask your Karmika Seva Kendra what the current cycle requires: usually proof that the pensioner is alive and that the bank account is unchanged, and do it before the due month rather than after payments stop.
How to check the status of your pension application
- Note the Sakala GSC number printed on your acknowledgement.
- Track it on the Sakala portal or by SMS to the Sakala service number using that GSC number.
- Log in to Seva Sindhu with the mobile number used at application and open "Track Application Status".
- If nothing shows, call 155214 with your Board registration number.
Why BOCW pension applications get rejected
- Registration lapsed or was never renewed after the initial period.
- Less than 3 years of continuous Board membership before turning 60.
- Age proof does not support 60 years, or the date of birth on Aadhaar differs from the Board record.
- Name mismatch across Aadhaar, the Board card and the bank passbook.
- Bank account inactive, closed or not Aadhaar-seeded, so the credit fails.
- Duplicate application already pending for the same registration number.
Most of these are fixable. Correct the underlying record first, the Aadhaar date of birth, the bank KYC, the registration renewal, and then refile rather than appealing the rejection.
Where to complain if the pension is delayed
- Board helpline: 155214 (toll-free), WhatsApp 9845353214.
- Sakala escalation: if the 30-day pension timeline is crossed, use the Sakala appeal route with your GSC number. Sakala is the state's statutory service-guarantee mechanism and the escalation is free.
- District labour officer / Karmika Seva Kendra: the first physical point of escalation for a stuck file.
- Board head office, Karnataka Building and Other Construction Workers Welfare Board, Bengaluru, for sanctioned pensions that are not being credited.
No agent or middleman can charge you a fee to get a pension sanctioned. The Board lists its services as free of application charge, and every application is filed against your own registration number.

Frequently asked questions
How much pension does a registered construction worker get in Karnataka?
Registered construction workers get a monthly pension of up to Rs 3,000 under Rule 39 of the Karnataka BOCW Rules. The amount is credited directly to the pensioner's bank account. The Board's schemes page lists Rs 3,000 per month as the maximum pension payable.
What is the minimum age for the Karnataka construction workers pension?
You must have completed 60 years of age. In addition, you must have been a registered beneficiary of the Karnataka Building and Other Construction Workers Welfare Board for at least 3 continuous years before turning 60.
Can the wife or husband of a deceased pensioner continue to get the pension?
Yes. Rule 39-A provides a family pension equal to fifty percent of the pension the deceased beneficiary was drawing, payable to the surviving spouse. You apply with the death certificate and the pensioner's records.
How long does the Karnataka BOCW pension application take?
Thirty days. The Board lists "Application for Pension" as a Sakala service with a 30-day delivery timeline, and the same 30-day limit applies to continuation of pension and to disability pension.
Is there a separate pension for a disabled construction worker?
Yes. Rule 40 provides a disability pension of Rs 2,000 per month for a partially disabled registered worker, along with an ex gratia amount of up to Rs 2,00,000 depending on the assessed percentage of disability. A worker who has already claimed accident benefit under Rule 47 cannot claim this.
Do I have to renew the Karnataka construction workers pension?
Yes. The Board runs a separate Sakala service called "Application for Continuation of Pension", also with a 30-day timeline, which is how an existing pensioner keeps the payment running. Ask your Karmika Seva Kendra what the current continuation cycle requires.
Does the pension stop if my Board registration lapsed?
Yes, in practice it does. The pension is a benefit of Board membership, so lapsed or unrenewed registration is one of the most common reasons an application is rejected. Renew your registration before applying.
What is the helpline for the Karnataka construction workers Welfare Board?
The Board's toll-free helpline is 155214, and it also runs a WhatsApp number, 9845353214, for queries from registered workers.
