What is the Janasevaka scheme?

Janasevaka is a citizen service initiative of the Government of Karnataka under which government services are delivered at the citizen's doorstep instead of requiring a visit to a government office. A citizen books a slot, a trained Janasevaka agent arrives at the address on the appointed day carrying the equipment needed to capture documents and biometrics, and the application is lodged from the citizen's own home.

The scheme is delivered through the Karnataka One service delivery platform and is administered under the state's e-governance arrangements, with the Janasevaka office at Embassy Icon Building, Infantry Road, Bengaluru 560051. According to the Janasevaka portal, the scheme currently covers 58 services across 8 departments.

Janasevaka answers a specific, ordinary problem. A pensioner who needs a life certificate, a widow applying for a pension, a person with a disability applying for an identity card, or a salaried person who needs a caste and income certificate for a child's admission, all face the same obstacle: the office is open during working hours, the queue is long, and a second visit is usually needed. Janasevaka moves that transaction to the citizen's living room and to a time the citizen chooses.

Which services are available under Janasevaka?

The service list published on the Janasevaka portal spans these departments:

Revenue Department (Kandaya). The largest block, covering income certificates, caste certificates, land possession certificates, bonafide certificates, residence certificates, family tree verification, and applications under the social security pensions including the widow pension, the disability pension and the old age pension.

Police Department; police verification for employment, security clearance certificates, entertainment licences, permission for peaceful assembly, lost article reports, foreign travel clearance and police verification for organisations.

UIDAI Aadhaar services, new Aadhaar enrolment, children's Aadhaar enrolment, mobile number and email updates, address updates, demographic corrections and biometric renewal. This is one of the most-used blocks, because Aadhaar updates otherwise require a physical trip to an enrolment centre.

Food and Civil Supplies Department, ration card amendments.

Department for the Empowerment of Persons with Disabilities and Senior Citizens; senior citizen identity cards.

Other services: PAN card applications in both digital and physical form, applications under the state guarantee schemes such as Gruha Jyothi, property e-khata services through e-Aasthi, and assistance relating to the construction workers' welfare board.

The list is revised from time to time. Check the ServiceList page on the portal for the current set before booking, because a service that is not on the list cannot be delivered at your door however useful that would be.

Who can use Janasevaka and who cannot?

You can use Janasevaka if:

  • You are a resident of Karnataka needing one of the 58 listed services.
  • Your address falls within an area where Janasevaka field agents operate. Janasevaka began in Bengaluru and has expanded through the Karnataka One network, so availability is checked at the time of slot booking — if no slot can be booked for your address, the service is not yet operating there.
  • You can pay the departmental fee plus the Rs 115 service charge.

There is no income limit, no caste restriction and no age restriction on using Janasevaka. It is a delivery channel, not a benefit scheme, so anyone willing to pay the service charge may use it.

You are not eligible, or Janasevaka will not help, if:

  • The service you want is not on the published list of 58 services. Janasevaka agents cannot lodge an application for a service outside the notified set.
  • You do not meet the underlying eligibility for the service itself. Janasevaka does not change who qualifies for a widow pension or a caste certificate; it only changes where you apply from. An ineligible applicant will still be rejected by the department.
  • Your address is outside the operating area, in which case the slot booking simply will not complete.
  • You cannot produce the service-specific documents. The agent captures documents; the agent cannot create them.

How to apply for a Janasevaka doorstep visit

  1. Choose your service. Open janasevaka.karnataka.gov.in and go to the ServiceList page to confirm the service you need is among the 58 currently offered, and to see the document checklist for it.
  2. Book a slot. Use one of the three official channels. The Janasevaka website, the Karnataka One mobile app, or the call centre on 080-42474411 or 8904085030, where trained operators will book on your behalf. Enter your address, mobile number and preferred date and time within the 8 AM to 8 PM window.
  3. Confirm the appointment. A confirmation is sent to your registered mobile number. Keep it, it carries the details you will use to verify the agent at your door.
  4. Keep the documents ready. Assemble the originals listed for your service, your Aadhaar card, and the means to pay the departmental fee, the Rs 115 service charge and any printing cost.
  5. Verify the agent before handing anything over. When the Janasevaka agent arrives, ask for the Janasevaka identity card and match the name against your appointment confirmation. If the details do not match, do not hand over documents; call 080-42474411 instead.
  6. Complete the transaction and collect the acknowledgement. The agent captures the application, collects the fees and issues an acknowledgement. Keep the acknowledgement number to track the department's decision.

How to reschedule, cancel or complain about a Janasevaka appointment

  1. To reschedule, use the same channel you booked through, the website, the Karnataka One app or the call centre, and select the appointment you want to move. The portal's FAQ confirms rescheduling is supported.
  2. To cancel, follow the same route and select cancellation. Do this rather than simply not being home, so the slot is released for another citizen.
  3. If the agent is late or does not arrive, call 080-42474411 or 8904085030, or write to onehelpdesk@karnataka.gov.in, quoting your appointment reference.
  4. If you are asked for money beyond the published fees, refuse and report it on the same helpline. The scheme's fee structure is fixed and published.

What does Janasevaka cost?

The citizen pays three things, and the portal is explicit about all three:

  • The departmental fee for the service itself, which is whatever the department normally charges at its own counter.
  • The Janasevaka service charge of Rs 115 per transaction, which is what pays for the doorstep visit.
  • Printing costs, applied as applicable, where a document has to be printed.

Payment methods available are listed on the portal and covered in its FAQ. The important number to remember is Rs 115: it is per transaction, not per visit, so two separate services taken in one slot attract the charge twice.

When is Janasevaka available?

Services operate all days of the week from 8 AM to 8 PM. Seven-day, twelve-hour availability is the single most practical feature of the scheme, because it removes the need to take leave from work to obtain a certificate. Slots within this window are booked in advance rather than served on a walk-in basis, so book a few days ahead where the service is in demand.

Why do Janasevaka requests fail?

  • The service is not on the list. Only 58 services from 8 departments are covered, and requests outside that set cannot be lodged.
  • The address is outside the operating area, so no slot can be booked.
  • Documents are missing at the visit. The agent cannot lodge an incomplete application, and a fresh slot then has to be booked.
  • Underlying eligibility fails. A doorstep visit does not make an ineligible applicant eligible; the department applies its normal rules to the application it receives.
  • The citizen is not at the address at the appointed time. Reschedule in advance rather than miss the visit.
  • Mobile number not reachable. The appointment confirmation, agent details and any OTP all go to the registered number, so a wrong number breaks the process at several points.

How Janasevaka fits with Seva Sindhu and Karnataka One

Karnataka runs three related channels, and citizens routinely confuse them. Seva Sindhu is the state's online services portal, where a citizen applies over the internet without any visit. Karnataka One and its rural and urban counterparts are physical service centres a citizen walks into. Janasevaka is the third option, the government comes to the citizen. All three ultimately feed the same departmental back-ends, so a certificate obtained through Janasevaka is identical in status to one obtained at a counter or online.

Choose Janasevaka when the visit itself is the obstacle: limited mobility, distance, working hours, or a service like an Aadhaar biometric update that cannot be completed online at all.

Help and grievance redressal

  • Janasevaka call centre: 080-42474411 or 8904085030
  • Karnataka One helpline: 080-4455 4455
  • Email: onehelpdesk@karnataka.gov.in
  • Office: Embassy Icon Building, Infantry Road, Bengaluru 560051
  • Portal: janasevaka.karnataka.gov.in, available in both English and Kannada

The published fees are the only fees. No Janasevaka agent may charge more than the departmental fee, the Rs 115 service charge and applicable printing costs, and any demand beyond that should be reported on the helpline immediately.

How to check your Janasevaka application status

A Janasevaka visit does not end when the agent leaves your home. The agent lodges your application into the same departmental back-end that Seva Sindhu and Karnataka One counters use, and that department then processes it on its own timeline, so checking status is really about checking the underlying department's system using the reference the agent gave you.

  1. Keep the acknowledgement slip. When the agent finishes capturing your application, they issue an acknowledgement with a reference number. This number, not your appointment booking ID, is what identifies your case once it leaves Janasevaka and enters the department's queue. Photograph it or store it somewhere you will not lose it.

  2. Match the acknowledgement to the right department portal. Because Janasevaka spans 8 departments, there is no single universal tracking page for every service. A caste, income or residence certificate booked through Janasevaka is tracked the same way any Revenue Department application is tracked (typically through the Nadakacheri or Seva Sindhu status-check page using the acknowledgement number), an Aadhaar update is tracked through UIDAI's own update-status check, and a police verification or licence request is tracked through the concerned police service's status page. Use the acknowledgement number on whichever department's official status page corresponds to the service you booked.

  3. Call the Janasevaka helpline if you are unsure which system to check. 080-42474411 or 8904085030 can confirm whether your application was successfully handed off to the department and, where the operator has visibility, the current stage of processing. Quote the acknowledgement number, not just your name or address, when you call.

  4. Use the Karnataka One helpline for a second channel. 080-4455 4455 covers the broader Karnataka One network that Janasevaka rides on, and can be useful if the Janasevaka-specific line is unable to trace your case.

  5. Email as a fallback for delayed cases. If a reasonable processing period has passed with no update, write to onehelpdesk@karnataka.gov.in with the acknowledgement number, the service applied for, and the date of the home visit. Keep this in writing so there is a record if the case needs to be escalated.

  6. Remember what Janasevaka can and cannot tell you. Janasevaka's own channels can confirm that your application was correctly captured and forwarded on the day of the visit. They cannot override or accelerate the receiving department's own approval process, since Janasevaka is a collection channel, not the deciding authority, for any of the 58 services it handles.

Frequently asked questions

What does the Janasevaka scheme cost?

Rs 115 per transaction is the Janasevaka service charge, paid on top of the normal departmental fee for the service, with printing costs applied as applicable. There is no separate charge for the home visit itself, and the agent is not permitted to ask for anything extra.

How many services are available under Janasevaka?

58 services from 8 departments are currently available, according to the Janasevaka portal. They cover the Revenue Department, the Police Department, UIDAI Aadhaar services, Food and Civil Supplies, the Department for the Empowerment of Persons with Disabilities and Senior Citizens, and others.

How do I book a Janasevaka slot?

Book online at janasevaka.karnataka.gov.in, through the Karnataka One mobile app, or by calling the Janasevaka call centre on 080-42474411 or 8904085030, where trained operators book the slot for you. Telephone booking exists specifically for citizens who cannot use the website.

What are the Janasevaka service hours?

8 AM to 8 PM on all days of the week. The long window and the seven-day operation are the point of the scheme — a working citizen can take an evening or weekend slot instead of losing a day at a government office.

How do I verify that the person at my door is a genuine Janasevaka agent?

Ask for the Janasevaka identity card and match the agent's name against the appointment confirmation sent to your registered mobile number. The portal publishes a dedicated FAQ on verifying staff; if the details do not match, call 080-42474411 before handing over any document.

Can I get more than one service in a single Janasevaka slot?

Yes. The Janasevaka FAQ covers availing multiple services in one slot, though the departmental fee and the service charge apply per transaction rather than per visit.

Can I reschedule or cancel a Janasevaka appointment?

Yes. Both rescheduling and cancellation are supported and are covered in the portal's FAQ section. Use the same channel you booked through — the website, the app, or the call centre.

What should I do if the Janasevaka agent does not arrive on time?

Call the Janasevaka call centre on 080-42474411 or 8904085030, or email onehelpdesk@karnataka.gov.in. The portal maintains a specific FAQ for late or absent staff, so the complaint route is built into the scheme.
