Karnataka BOCW Children Education Assistance Scheme
Karnataka state government scheme
Karnataka BOCW Children Education Assistance Scheme pays annual education support to a maximum of 2 children of each registered construction worker, from school classes up to professional degrees. Amounts are notified by course level every academic year, and only regular courses in institutions physically located in Karnataka qualify.
What is the Karnataka BOCW Children Education Assistance Scheme?
Karnataka BOCW Children Education Assistance Scheme is an annual education grant paid by the Karnataka Building and Other Construction Workers Welfare Board to the children of workers registered with it. The Board sits under the Karnataka Labour Department and is financed by the 1% construction cess levied under the Building and Other Construction Workers Welfare Cess Act, 1996. Education assistance is one of the largest items of expenditure the Board runs, alongside pension, maternity benefit and medical assistance.
According to the Board's schemes page, education assistance is granted under Rule 45 of the Karnataka Building and Other Construction Workers Rules. Two conditions define the scheme more than anything else. First, only 2 children of a registered construction worker may receive it. Second, the student must be enrolled in a regular course at a recognised institution physically located in Karnataka; distance education, correspondence and online programmes are expressly excluded. Workers commonly call the benefit shaikshanika dhanasahaya in Kannada, which is the heading under which the Board publishes each year's circular.
The amount is not a single fixed figure. The Board publishes a slab list by course level for each academic year, and it has issued separate education assistance rounds for 2021-22, 2022-23, 2023-24 and 2024-25. Slabs rise with the level of study: school classes carry the smallest grants, pre-university and degree courses more, and professional courses such as engineering, medicine and postgraduate programmes the highest. Because the slab table is reissued annually, the only reliable figure is the one in the current circular on the Board's Education Assistance page. Do not rely on an amount quoted by an agent or a private website.
Key features
- Paid once per academic year per eligible student.
- Limited to a maximum of 2 children per registered worker.
- Covers study from school classes through to professional and postgraduate courses, subject to the year's slab list.
- Institution must be recognised and physically located in Karnataka.
- Paid by direct bank transfer after sanction.
Who is eligible for the Karnataka construction workers education grant?
Your child can receive the assistance if:
- You are a registered beneficiary of the Karnataka BOCW Welfare Board with a live, renewed membership.
- You have worked as a construction worker for at least 90 days in the preceding year, the standing condition for Board membership.
- The student is your own child, and not more than 2 children in the family are claiming.
- The student passed the previous academic year and is currently enrolled in the next class or year.
- The course is a regular, full-time course in a recognised school, college, polytechnic, ITI or university.
- The institution is physically located in Karnataka.
Your child is not eligible if:
- You are not registered with the Karnataka BOCW Welfare Board, or your registration has lapsed for want of renewal. There is no route into this scheme for an unregistered construction worker, however genuine the family's need.
- The claim is for a third or later child.
- The course is distance education, correspondence, online or home study.
- The institution is outside Karnataka, or is not recognised by a competent authority.
- The student failed or repeated the previous academic year, since the Board requires proof of having passed and progressed.
- The student is not currently enrolled, the assistance follows current enrolment, not a completed course.
- The parent works outside the building and construction trades. Factory, agricultural and domestic workers fall under other Karnataka welfare boards, not this one.

How to apply for Karnataka BOCW education assistance
- Confirm the parent's registration is live. Pay any pending renewal at the Karmika Seva Kendra first, because verification stops at an inactive card.
- Collect the current-year documents from the institution โ bonafide certificate, fee receipt and the previous year's marks card. Ask the office to state the course name and year of study exactly as it will appear in the form.
- Open karbwwb.karnataka.gov.in and read the Education Assistance section for the current academic year's circular, which carries the slab amounts and the window for that year's applications.
- Log in to the Board's KB&OCWWB software with the parent's registration number, or use the Labour Department services routed through Seva Sindhu.
- Select Education Assistance (Rule 45) and enter the student's details, the course, the institution and the bank account.
- Upload the scanned documents and submit the application. Save the acknowledgement number that appears on the screen.
- Attend verification by the Senior Labour Inspector or Labour Inspector, who checks the institution record and the parent's employment certificate.
- Wait for the Labour Officer's sanction. The amount is then credited by direct transfer to the account given in the form.
How to apply offline at a Karmika Seva Kendra
- Visit the Karmika Seva Kendra, taluk labour office or district labour office with the originals and one photocopy set.
- Ask for the education assistance application form for the current academic year and fill it in with the student and course details.
- Submit the form with attested copies and collect a dated acknowledgement.
- Follow up with the Labour Inspector for your circle if the file does not move within a month.
The Board's head office is Karmika Bhavan, Dairy Circle, Bengaluru 560029.
How do you check the status of an education assistance claim?
Log in to the Board's software with the parent's registration number and open the claim using the acknowledgement number. The record shows whether the file is with the inspector, pending with the Labour Officer, sanctioned or rejected. Labour Department services also carry a Sakala acknowledgement number, which can be tracked separately. If the record has not changed for several weeks, call 155214 with the acknowledgement number, or ask at the district labour office holding the file.
If the status reads sanctioned but no money has arrived, the fault is almost always the bank account: closed, dormant, or not Aadhaar-seeded. Correct the account details at the Karmika Seva Kendra rather than filing a fresh claim.
Why are education assistance claims rejected?
- Parent's registration lapsed or renewal unpaid on the date of application.
- Third child claim, breaching the two-child limit.
- Distance, correspondence or online course, which the rule excludes.
- Institution outside Karnataka or not recognised.
- No bonafide certificate for the current year, or a certificate that does not name the course and year.
- Previous year not passed, so progression cannot be shown.
- Employment certificate missing, so the 90-day work condition fails.
- Name mismatch between the marks card, Aadhaar and bank account.
- Application filed outside the year's window announced in the circular.
Check the marks card, bonafide certificate and Aadhaar carry the student's name spelled identically before you submit. A spelling difference is the easiest rejection to avoid and one of the commonest.
Key dates and how the annual cycle works
Education assistance runs on the academic year, not the financial year. The Board issues a circular for each year, separate rounds are published for 2021-22 onwards, and opens applications once results and admissions are settled, which in practice means after the school and college academic year begins. Because the window is announced afresh each year rather than fixed in the rules, the safest approach is to check the Education Assistance page on karbwwb.karnataka.gov.in at the start of the academic year and file as soon as the institution issues the bonafide certificate.
Where do you complain if the claim is stuck?
- Board helpline: 155214 for scheme and claim queries.
- District Labour Officer, the sanctioning authority for these claims.
- Deputy Labour Commissioner of the division, for an appeal against rejection or delay beyond the Sakala timeline.
- Karnataka BOCW Welfare Board head office, Karmika Bhavan, Dairy Circle, Bengaluru 560029, for written grievances.
Registration and every scheme application are free. No official, contractor or agent may charge a fee to add a worker's name to the Board's rolls or to file an education assistance claim.

Frequently asked questions
How many children of a construction worker can get education assistance in Karnataka?
Only 2 children of a registered construction worker can receive this assistance. The Board's Rule 45 page states the limit plainly, so a third child is not eligible even if the family is otherwise fully compliant.
How much education assistance does the Karnataka BOCW Board pay?
The amount depends on the course and is notified by the Board for each academic year rather than fixed permanently in the rules. School classes carry the smallest slabs and professional and postgraduate courses the largest, so check the current-year circular in the Education Assistance section of karbwwb.karnataka.gov.in before applying.
Are distance-education and online courses covered?
No. The Board states that assistance is only for students enrolled in regular courses at recognised institutions physically located in Karnataka. Distance education, correspondence, online and home-study programmes are excluded.
Can a student studying outside Karnataka claim this assistance?
No. The institution must be physically located within Karnataka and be recognised. A student from a Karnataka construction worker's family who has joined a college in another state is not eligible under Rule 45.
Does the parent's registration have to be active?
Yes. The parent must be a live registered beneficiary of the Karnataka BOCW Welfare Board when the application is filed. A lapsed card is the most common reason an otherwise valid education claim fails at verification.
How is the education assistance paid?
The assistance is paid by direct bank transfer after the Labour Officer sanctions the claim. The Board asks beneficiaries to keep the bank account Aadhaar-seeded, because unseeded accounts are the usual reason a sanctioned amount does not arrive.
Is there a fee for applying for education assistance?
No. Applying at a Karmika Seva Kendra or through the Board's software is free of charge. Complaints about anyone demanding money to process an education claim can be made on helpline 155214.
