Interest Subsidy for MSME (Biotechnology Sector Karnataka)
Karnataka state government scheme
Interest Subsidy for MSME is a Karnataka Biotechnology Policy 2024-2029 incentive under which the Karnataka Innovation and Technology Society reimburses 6 per cent interest on term loans up to Rs 50 lakh taken by biotechnology MSMEs for new investment. The loan tenure cannot exceed 8 years, and claims are filed online after commercial production begins.
What is the Interest Subsidy for MSME in Karnataka's biotechnology sector?
Interest Subsidy for MSME is an incentive under the Karnataka Biotechnology Policy 2024-2029, administered by the Karnataka Innovation and Technology Society (KITS) under the Department of Electronics, IT, BT and Science and Technology, Government of Karnataka.
The incentive addresses a specific problem in biotechnology. A biotech manufacturing unit, a fermentation plant, a diagnostics kit line, a bio-reagent facility, a tissue culture laboratory, carries heavy upfront capital cost in equipment and clean-room infrastructure, and a long gap between commissioning and revenue. During that gap the term loan still accrues interest. Karnataka's answer is to reimburse a defined slice of that interest once the unit reaches commercial production.
According to the Department of Electronics, IT and BT, the scheme provides an interest subsidy of 6 per cent on term loans up to Rs 50 lakh, applicable only to new investment, with the loan tenure not exceeding 8 years.
Two conditions define how much money actually flows:
- The subsidy is the lower of 6 per cent or the net interest rate remaining after any other government subsidy already applied to the same loan. A unit drawing an interest concession from another scheme cannot stack the full 6 per cent on top.
- The subsidy covers interest actually paid, not interest that has fallen into default.
Who is eligible for the biotechnology interest subsidy?
You can apply if:
- Your unit is an MSME registered with KITS, holding a Biotech Registration Certificate.
- The unit operates in the biotechnology sector and the investment is located in Karnataka.
- The term loan is from a scheduled bank or a state-level financial institution such as KSFC.
- The loan financed a new investment, and the fixed assets created can be certified by the lender.
- The loan tenure does not exceed 8 years.
- The unit has commenced commercial production and can produce the first sale invoice.
- There is no default on the loan account.
You are not eligible if:
- The investment is an expansion of an existing unit rather than a new investment. Such applicants cannot apply under this head.
- The unit is not registered with KITS as a biotechnology MSME.
- The borrowing is from a non-scheduled lender, a private financier or a group company rather than a scheduled bank or state financial institution.
- The loan account shows payment defaults.
- Commercial production has not begun, so no first sale invoice exists.
- You are an individual seeking a personal benefit. This is an industrial incentive to a registered enterprise, not a citizen scheme, and there is no route for an individual to claim it.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Application form (Annexure 14) | Yes | Prescribed interest subsidy claim format |
| Biotech Registration Certificate | Yes | KITS registration of the unit |
| Term loan sanction letter | Yes | From a scheduled bank or KSFC |
| Bank certificate of loan release (Annexure 15) | Yes | Dates and amounts of each release |
| Statement of fixed asset investment | Yes | Land, building, plant and machinery |
| Fixed Investment Certificate | Yes | Issued by the lender |
| First Sale Invoice | Yes | Proof that commercial production has begun |
| Bank certification for subsidy claim (Annexure 16) | Yes | Interest actually paid |
| Loan account statement | Yes | Shows interest debited and no default |
The three bank-issued annexures are the documents that most often hold up a claim. Ask your branch for Annexure 15 and Annexure 16 in the department's prescribed formats early, because banks handling their first biotechnology subsidy claim frequently issue a generic certificate that KITS then returns.
How to apply for the biotechnology interest subsidy
- Register the unit with KITS and obtain the Biotech Registration Certificate before the claim, through the department's registration portal at registration.eitbt.karnataka.gov.in. Registration is the gateway condition for every biotechnology incentive Karnataka offers, not just this one.
- Take the term loan from a scheduled bank or a state-level financial institution such as KSFC for the new investment, keeping the sanction letter and the release schedule.
- Complete the project and commence commercial production, then keep the first sale invoice, which fixes the date from which the claim becomes payable.
- Collect the bank annexures — Annexure 15 for loan release dates and amounts, Annexure 16 certifying interest actually paid: along with the Fixed Investment Certificate and the loan account statement.
- Fill Annexure 14, the application form, with the statement of fixed asset investment attached.
- Submit the complete claim online through the KITS login at registration.eitbt.karnataka.gov.in, uploading every annexure and certificate.
- Cooperate with verification. KITS scrutinises the documents, independently verifies the bank certificates where needed, and may conduct a physical inspection of the unit.
- Sanction and disbursement follow. KITS issues a sanction order and the subsidy is disbursed directly to the financial institution, where it is adjusted against the loan account.
How is the claim processed and how do I follow it up?
KITS verifies the documents first, then checks the bank certificates, in some cases writing independently to the lender to confirm the figures. A physical inspection of the unit may be carried out where the fixed investment claimed is large or where the documents leave doubt. Only after this does the sanction order issue.
Track the claim through your login on the KITS registration portal, which is the same account used for the biotech registration. Because disbursement is on a first-come-first-served basis subject to budget availability, the timing of your filing within the financial year materially affects when the money arrives. An eligible claim submitted after the year's allocation is committed waits for the next budget cycle.
Why claims get rejected or delayed
- The investment is an expansion, not a new investment. This is a policy condition and cannot be argued around.
- The unit is not registered with KITS, or the registration lapsed.
- Loan from an ineligible lender, such as a non-banking financier outside the approved list.
- Default on the loan account, since the subsidy attaches only to interest actually paid.
- Bank annexures in the wrong format or inconsistent with the loan statement.
- No first sale invoice, so commercial production is not established.
- Double-counting with another subsidy, where the effective interest after other government support is already below 6 per cent and only the lower figure is admissible.
- Budget exhausted for the year, which delays rather than defeats the claim.
Can an individual apply?
No. This is an enterprise incentive, not a citizen benefit. Only a biotechnology MSME registered with KITS, holding a term loan in the enterprise's name from a scheduled bank or a state financial institution, can claim it. An individual entrepreneur benefits only through the registered enterprise, and only after the enterprise reaches commercial production.
Entrepreneurs still at the idea stage should look instead at Karnataka's early stage biotechnology support routes, including the Elevate and Idea2PoC grant programmes run by the same department, which are designed for pre-revenue ventures rather than for units servicing a term loan.
Where do I raise a grievance?
Grievances on a pending or rejected interest subsidy claim should be taken up with the Karnataka Innovation and Technology Society (KITS) through the registration portal's grievance channel and with the Department of Electronics, IT, BT and Science and Technology, which publishes the scheme page and the biotechnology policy documents. Keep the sanction order number, the KITS registration number and the loan account number ready, since every enquiry is traced against those three.

Frequently asked questions
How much interest subsidy does a biotechnology MSME get in Karnataka?
The scheme provides an interest subsidy of 6 per cent on term loans up to Rs 50 lakh, as stated by the Department of Electronics, IT and BT. The effective subsidy is the lower of 6 per cent or the net interest rate remaining after any other government subsidy on the same loan.
Who is eligible for the biotechnology interest subsidy?
An MSME registered with the Karnataka Innovation and Technology Society (KITS) that has taken a term loan from a scheduled bank or a state-level financial institution such as KSFC for a new investment in the biotechnology sector in Karnataka, and has no default on that loan.
Does an expansion of an existing unit qualify?
No. The incentive applies only to new investments, not to expansion of an existing unit, which is the condition applicants most often fall foul of.
When can the subsidy be claimed?
Claims are payable only after commercial production begins, which is why the first sale invoice is a mandatory document. Interest paid before production starts is not reimbursed under this route.
What happens if the unit defaults on an instalment?
The subsidy covers interest actually paid, not interest that has fallen into default. A unit with payment defaults is not eligible, so a lapse in servicing the loan can end the claim for that period.
How long is the subsidy paid?
The scheme is framed around a term loan whose tenure cannot exceed 8 years, with the departmental page describing the subsidy as available at up to 6 per cent per year for five years. Confirm the applicable period for your sanction with KITS before assuming a payout schedule.
Is the money paid to the company or to the bank?
To the bank. After KITS issues the sanction order, the subsidy is disbursed directly to the financial institution and adjusted against the borrower's loan account.
Is sanction automatic once eligibility is met?
No. Disbursement is on a first-come-first-served basis subject to budget availability for the year, so an eligible claim filed late in a financial year may wait for the next allocation.
