EWS (Economically Weaker Section) Certificate in Karnataka
Karnataka state government scheme
EWS Certificate in Karnataka is issued by the Revenue Department through Nadakacheri, the Atalji Janasnehi Kendra portal at nadakacheri.karnataka.gov.in, and is signed by the Tahsildar. The family's gross annual income must be below Rs 8 lakh and it must clear four asset tests. Nadakacheri publishes its service charge on the portal and certificates are delivered digitally.
EWS Certificate in Karnataka is the Income and Asset Certificate a general-category family must hold before it can claim the 10 per cent Economically Weaker Section reservation created by the 103rd Constitutional Amendment. Karnataka's Revenue Department issues it, the Tahsildar signs it, and the application runs through Nadakacheri. The Atalji Janasnehi Kendra citizen-service platform at nadakacheri.karnataka.gov.in.
What is the EWS certificate and how does Karnataka issue it?
The EWS certificate certifies two facts in one document: that the family's gross annual income for the relevant financial year was below Rs 8 lakh, and that the family owns none of four listed categories of property. Karnataka applicants routinely confuse it with the ordinary income certificate, which is a different service on the same portal and says nothing about land, flats or plots. Recruitment boards will not accept one for the other.
Nadakacheri is the delivery channel. The Revenue Department runs it under the Atalji Janasnehi Kendra project, and the portal describes itself as offering income, caste, residence, family and land-related certificates, with an instant-delivery option branded e-Kshana for some services. Karnataka also exposes revenue certificates through Seva Sindhu at sevasindhu.karnataka.gov.in, which issues a Sakala acknowledgement number. Either front end leads to the same back office: the Village Accountant verifies at village level, the Revenue Inspector countersigns, and the Tahsildar approves and digitally signs.
The Tahsildar's involvement is not a state preference. The prescribed national EWS certificate format requires the income and assets of the family to be certified by an officer not below the rank of Tehsildar, so a certificate signed by a Village Accountant or a Revenue Inspector alone will be rejected by the body you submit it to.
Who can and cannot apply for an EWS certificate in Karnataka?
You can apply if you are a Karnataka resident, your caste does not appear in the Scheduled Caste, Scheduled Tribe or central Other Backward Classes lists, your family's gross annual income was below Rs 8 lakh for the relevant financial year, and your family clears every one of the asset tests.
The asset tests are cumulative and strict. A family owning 5 acres of agricultural land or more cannot apply. A family owning a residential flat of 1,000 square feet or more cannot apply. A family owning a residential plot of 100 square yards or more inside a notified municipality cannot apply, and the ceiling is 200 square yards outside notified municipalities. Holdings in different villages, towns and cities are clubbed together before those tests run, which is what catches out families with an ancestral field in the home taluk and a small flat in Bengaluru.
You cannot apply if you hold a valid Scheduled Caste, Scheduled Tribe or central-list OBC certificate, no matter how low your income. Karnataka's own Category I, IIA, IIB, IIIA and IIIB backward class certificates are a separate state reservation scheme, and a candidate already covered by a central reserved list is outside EWS by design. The certificate format itself carries a clause certifying that the applicant's caste is not in any of them. You also cannot apply from Karnataka on a family that actually resides in another state; the certificate must be issued where the family lives.
"Family" has a defined meaning here. It covers the applicant, their parents, their spouse, their children below the age of 18, and their unmarried siblings below the age of 18. An elder brother earning Rs 20 lakh does not disqualify you if he is over 18. A parent's pension does count towards the Rs 8 lakh.
What documents are required for the Karnataka EWS certificate?
The core set is Aadhaar, a Karnataka residence proof, the family ration card, a signed declaration of gross annual family income for the relevant financial year, and a declaration covering agricultural land, residential flat area and residential plot area. Add a salary certificate, Form 16 or income tax return for any earning member, and RTC or pahani extracts where the family holds agricultural land, because the RTC is exactly what the Village Accountant checks the 5-acre test against. A passport-size photograph is needed since the prescribed format carries an attested photograph.
Scanning matters more than most applicants expect. Nadakacheri expects uploads in PDF, and oversized or illegible scans are a common reason a file is returned rather than decided. Scan each document as a separate, clearly named file rather than merging everything into one bundle.
How to apply for an EWS certificate in Karnataka online
- Open nadakacheri.karnataka.gov.in and register or log in with your mobile number to reach the citizen dashboard.
- Choose Apply Online, then New Request, and select the income and asset certificate for the Economically Weaker Section under the Revenue Department services list.
- Fill in applicant details, family member details, gross annual family income for the relevant financial year, and each of the four asset declarations separately.
- Upload the scanned documents in PDF: Aadhaar, residence proof, ration card, income proof, RTC where applicable and the photograph.
- Pay the service charge shown on the payment screen. Nadakacheri publishes the charge for each online service on its "List of Online Services With Charges" page, and accepts payment online or at the counter.
- Save the RD number printed on the acknowledgement. Every status check and every follow-up begins with it.
- Wait for the Village Accountant's field verification and the Tahsildar's approval, then download the digitally signed certificate from the portal.
How to apply offline at a Nadakacheri or Atalji Janasnehi Kendra counter
- Take Aadhaar, residence proof, the ration card, your income and asset declarations and any income documents to the Nadakacheri counter in your hobli or taluk.
- Ask specifically for the income and asset certificate for the Economically Weaker Section, not the ordinary income certificate, the two are separate services and the operator will file whichever you name.
- The operator files the same online application, uploads the annexures and collects the notified charge.
- Collect the printed acknowledgement showing the RD number, and check that the amount charged matches the published rate.
How do I check my Karnataka EWS application status?
Use the application-status option on nadakacheri.karnataka.gov.in with your RD number, or the Sakala status page if you filed through Seva Sindhu using the Sakala acknowledgement number. Any Nadakacheri counter can run the same query for you. Nadakacheri states a maximum of 21 days for income-type certificates; if your file is still open past that, the delay itself becomes something to escalate through Sakala rather than a normal wait.
How is the certificate delivered and how long is it valid?
Karnataka issues digitally signed certificates. Once the Tahsildar approves the file, the certificate becomes downloadable from the portal against your RD number, and it can also be printed at a Nadakacheri or Atalji Janasnehi Kendra counter. The digitally signed PDF is the certificate — there is no separately stamped paper original to collect, and a verifier can check its authenticity against the portal.
On validity, plan for a single financial year. The national EWS format states that the certificate must have been issued on or after 1 April of the relevant year, and KPSC, KEA counselling, NEET counselling and central recruitment notifications apply that requirement literally. There is no renewal endorsement; you file a fresh application each year with updated income figures and a fresh asset declaration.
Why do EWS applications get rejected in Karnataka?
The single largest category is a property declaration the Village Accountant cannot reconcile with the RTC. Families frequently declare only the land they actively cultivate and forget joint or ancestral holdings recorded in a parent's name, and the clubbing rule then pushes the total past 5 acres. The second is an income figure with nothing behind it. A salaried parent with no salary certificate, or a business declared with no return filed.
After that come procedural defects rather than substantive ones: documents uploaded in the wrong format or too large to read, a mismatch between the name on Aadhaar and the name on the application, a ration card that does not list a family member whose income has been declared, and applications filed for the ordinary income certificate when the recruiting body asked for the income and asset certificate. Holding a live SC, ST or central-OBC certificate is a straight bar and cannot be cured by resubmission.
Where do I complain if my Karnataka EWS certificate is delayed?
Start with the grievance route on Nadakacheri, quoting the RD number, and use the Sakala escalation where your application carries a Sakala acknowledgement; Sakala exists so that a citizen has a remedy against delay rather than only a request. Karnataka also runs Spandana grievance centres at district level, listed on the Nadakacheri site, and district consultants' contact details are published there too. Above the Tahsildar sits the Assistant Commissioner at sub-division level and the Deputy Commissioner at district level, and a delayed or arbitrarily rejected file can be taken to them.
Keep the acknowledgement in every case. The RD number is the first thing every grievance form and every counter asks for, and a complaint without it cannot be traced. The application costs only the government's listed charge, shown on the portal before you pay, paying an agent a separate fee buys nothing that the counter does not already do at the notified rate.

Frequently asked questions
Which portal issues the EWS certificate in Karnataka?
Nadakacheri, at nadakacheri.karnataka.gov.in, run by the Revenue Department under the Atalji Janasnehi Kendra project. Karnataka also lists revenue certificates on Seva Sindhu, and both routes end at the same Tahsildar for approval.
Who signs the EWS certificate in Karnataka?
The Tahsildar signs it, after the Village Accountant and Revenue Inspector verify the income and land declarations. The national EWS format requires an officer not below the rank of Tehsildar, which is why the Tahsildar and not a lower officer is the signing authority.
What is the income limit for a Karnataka EWS certificate?
Gross annual family income must be below Rs 8 lakh for the relevant financial year, counting salary, agriculture, business and profession together. Family means the applicant, parents, spouse, children below 18 and unmarried siblings below 18.
How long does a Nadakacheri certificate take?
Nadakacheri states a maximum of 21 days for income-type certificates, and files with clean documents are often cleared much sooner. The Sakala acknowledgement number issued with your application is what you quote if the outer limit passes without a decision.
What is the RD number on my Nadakacheri application?
The RD number is the acknowledgement reference Nadakacheri generates when you submit. Use it to track status on the portal and to download the signed certificate once approved — without it, neither the portal nor a counter can find your file.
Is an income certificate the same as an EWS certificate in Karnataka?
No. An income certificate states family income only, while the EWS certificate certifies both income and the absence of four categories of property. Recruitment boards and counselling authorities reject an income certificate submitted in place of the EWS income and asset certificate.
How long is a Karnataka EWS certificate valid?
Treat it as valid for one financial year. The prescribed national format requires issue on or after 1 April of the relevant year, and KPSC, KEA and NEET counselling authorities apply that literally, so most applicants file afresh each year.
Should I pay a middleman for an EWS certificate in Karnataka?
No. Nadakacheri publishes its charges on its "List of Online Services With Charges" page and shows the amount on the payment screen before you confirm. Pay through the portal or at the counter, take the receipt, and report anyone demanding extra.
