What is a residence certificate in Karnataka?

A Residence Certificate in Karnataka is the state's domicile document, issued by the Revenue Department, Government of Karnataka, through the Atalji Janasnehi Kendra network that everyone in the state calls Nadakacheri. The certificate records that the holder is a resident of a named village, hobli, taluk and district of Karnataka, and the Tahsildar is the approving authority.

Karnataka's district administrations state the arrangement directly. The Gadag district portal says that residence certificates required by citizens are issued at the Atalji Janasnehi Kendras, that the service is available at all Tahsildar offices in the district, and that applications may also be submitted through the Nadakacheri website. The Davanagere district portal describes the same service as running from the Nadakacheri Tahsildar office with online and offline application options and real-time status tracking.

Nadakacheri was built as a hobli-level front office for Revenue Department services so that citizens would not have to travel to the taluk headquarters for routine certificates. The Nadakacheri portal describes the project as delivering a set of online services covering caste and income certificates, land and agriculture-related certificates, social security pensions, and the residence certificate among them.

Who can and cannot apply for a Karnataka residence certificate?

You can apply if:

  • You are ordinarily residing at an address in Karnataka and can prove it with a ration card, voter ID, electricity bill, property tax receipt or a registered rent agreement.
  • You were born in Karnataka and continue to live in the state.
  • You are a student or a minor whose parent is a Karnataka resident, the parent's residence certificate and the family address proof carry the application.
  • You have moved into Karnataka and settled there, with address evidence covering the period you are claiming.

You cannot apply if:

  • You have no Karnataka address proof in your own name or a family member's name.
  • You are in the state on a short, temporary basis with nothing on paper. A hostel bed or an unwritten paying-guest arrangement is not by itself a basis for the certificate.
  • You are applying on behalf of another adult without being their guardian.
  • The residence details you file contradict your other government records, such as an Aadhaar address in another state with no supporting Karnataka documents.

Karnataka's certificate is issued on the Tahsildar's satisfaction that you are resident at the stated place, supported by the village accountant's or revenue officer's verification. Where an admission or recruitment notification lays down its own minimum number of years of residence or study in Karnataka, that notification governs your eligibility. The certificate proves residence, it does not override the rule you are applying under. Read the brochure before you apply.

What documents are required?

Document Mandatory Notes
Aadhaar card Yes Identity; the linked mobile receives the approval SMS
Karnataka address proof Yes Ration card, voter ID, electricity bill, tax receipt, rent agreement
Date of birth proof Yes Birth certificate, SSLC marksheet, transfer certificate
Passport photograph Yes Scanned upload
Self-declaration of residence Yes Period and place of residence in Karnataka
Study certificate If applicable Strongest evidence for students; often demanded separately by admission bodies
Parent's residence certificate If applicable For minors and students applying through a parent

Keep the originals with you. Nadakacheri counters routinely check originals against the copies, and an online application can still be sent back for production of an original at the taluk office.

How to apply for a Karnataka residence certificate online

  1. Open the Nadakacheri portal at https://nadakacheri.karnataka.gov.in/ and register with your mobile number. The number you register decides where the OTP and the approval SMS go, so use one you control.
  2. Log in and select the new request for Residence Certificate from the list of online services delivered through the Atalji Janasnehi Kendras.
  3. Fill the application with your name as it appears on Aadhaar, your father's or husband's name, date of birth, and the full address with the correct district, taluk, hobli and village. Getting the hobli wrong routes the file to the wrong Nadakacheri and delays it.
  4. Upload the documents; Aadhaar, address proof, date of birth proof, photograph and the declaration — as clear scans within the size limits shown.
  5. Pay the notified service charge shown on the portal for this service, and save the acknowledgement receipt with its application number.
  6. Wait for verification. The village accountant or revenue official verifies the address, and the Tahsildar approves the certificate.
  7. Download the certificate from the portal once the status shows approved. Nadakacheri sends an SMS to the registered mobile number when the certificate is ready.

How to apply offline at a Nadakacheri counter

  1. Visit the Nadakacheri / Atalji Janasnehi Kendra for your hobli, or the Tahsildar's office at the taluk headquarters. District portals confirm the service is available at all Tahsildar offices.
  2. Ask for the residence certificate application form and fill it in with the village, hobli, taluk and district exactly as they appear in your records.
  3. Attach self-attested copies of Aadhaar, the Karnataka address proof, the date of birth proof and a photograph, and carry the originals for checking.
  4. Pay the counter charge and collect the printed acknowledgement with the application number: do not leave without it.
  5. Collect or download the certificate once the approval SMS arrives, or download it yourself from nadakacheri.karnataka.gov.in using the same number.

How do I check the status of my application?

Nadakacheri provides an Application Status option on nadakacheri.karnataka.gov.in. Enter the acknowledgement number from your receipt to see whether the file is pending verification, pending with the Tahsildar, approved, or returned. The portal's backend computerisation is what makes real-time tracking possible, and the Davanagere district portal points citizens to exactly this feature.

If the status has not moved for an unusually long stretch, take the acknowledgement to the Nadakacheri counter where you filed, and ask which officer holds the file. The district consultant contact details published on the Nadakacheri site are the next escalation.

Why do residence certificate applications get rejected?

  • Address proof in someone else's name with no rent agreement or relationship document to connect it to the applicant.
  • Name spelling mismatch between Aadhaar, the ration card and the application, including differently expanded initials, a very common cause in Karnataka records.
  • Wrong hobli or village entered, so the verification never reaches the right revenue official.
  • Unreadable uploads, especially photographs of documents taken with a phone at an angle.
  • Verification failure, where the village accountant cannot confirm the applicant lives at the stated address.
  • Incomplete declaration of the residence period, leaving the Tahsildar without a basis to certify.

What should the certificate cost you?

Nadakacheri publishes a "List of Online Services With Charges" page on nadakacheri.karnataka.gov.in setting out the service charge and the stipulated timeline for each service it delivers, including the residence certificate. Check that page for the current figure and pay exactly that at the counter or on the portal, against a receipt.

Apply directly on the official portal or at a Nadakacheri counter. Agents and middlemen who promise a certificate "the same day" or "through a contact in the Tahsildar's office" have no standing in the process, and the amounts they ask for are far above the notified charge. No Revenue Department official will ask you for an OTP, and no payment outside the counter or the portal will move your file faster.

Where do I complain about a delay?

  • The Nadakacheri counter where the application was filed, with the acknowledgement receipt.
  • The Tahsildar of your taluk, who is the approving authority for the certificate.
  • The district consultant for Atalji Janasnehi Kendra, whose contact details are published on nadakacheri.karnataka.gov.in.
  • The Deputy Commissioner's office of your district, listed on the district portal, for a file that has stalled well past the published timeline.

Take the application number to each of these, and quote the stipulated timeline published for the service on the Nadakacheri portal, a delay complaint that names the published timeline is far harder to set aside than a general one.
