What is the Comprehensive Horticulture Development scheme in Karnataka?

Comprehensive Horticulture Development is a state sector scheme of the Department of Horticulture, Government of Karnataka, and it is the department's single largest state-funded scheme head. The Department of Horticulture lists it with an annual outlay of about Rs 7,655.61 lakh, spread across a bundle of components rather than one fixed benefit.

The scheme is deliberately built on a cluster approach. Instead of scattering small subsidies across every village in a taluk, the department selects clusters of villages and works them for a three-year cycle, so that a critical mass of horticulture area comes up together and marketing, grading and transport become practical. District horticulture offices describe the cluster block as covering area expansion, community water tanks, vermicompost and bio-digester units, post-harvest handling, and farmer training in the selected villages.

Components funded under this scheme head

  • Comprehensive Horticulture Development (Area Expansion Programme), the largest single component
  • Potato development through apical rooted cuttings, a high-health planting material technique
  • Vegetable seed production programmes
  • Centres of Excellence for fruits and for vegetables
  • Support to Farmer Producer Organisations in horticulture
  • Conservation of geographical-indication crops of Karnataka
  • Mushroom production units
  • Development of departmental parks and gardens

Because the scheme head is a bundle, there is no one "Comprehensive Horticulture Development amount". The rate depends entirely on which component and which crop the farmer is enrolled under, and district offices publish crop-wise rates each year alongside the National Horticulture Mission rates.

Who is eligible for the Comprehensive Horticulture Development scheme?

You can be enrolled if:

  • You are a farmer in Karnataka cultivating or proposing to cultivate a horticulture crop, fruits, vegetables, flowers, spices or plantation crops.
  • Your village falls within a cluster selected for the current year by the district horticulture office. This is the single most important filter.
  • The land is recorded in your own name in the RTC, or you hold a registered lease over it.
  • You hold a FRUITS ID, the Karnataka farmer registration number.
  • Your bank account is Aadhaar-seeded so the subsidy can reach you by Direct Benefit Transfer.

You are not eligible if:

  • Your village has not been notified as part of a cluster for the year, a farmer outside the cluster cannot apply under this head, though the same farmer may still be eligible under the National Horticulture Mission.
  • The land record is not in your name and you have no registered lease.
  • You have already drawn assistance for the same survey number and the same component under another horticulture scheme. Karnataka does not allow the same component to be subsidised twice on the same plot.
  • You are applying for a crop that is not on the department's approved horticulture list for your agro-climatic zone.

Scheduled Caste and Scheduled Tribe farmers are covered through the Special Component Sub-Plan and Tribal Sub-Plan allocations, which the department accounts for separately under the SCSP-TSP Act 2013.

How much assistance does the scheme give?

Assistance under the area expansion component is calculated per hectare and differs crop by crop, because the establishment cost of a mango orchard, a banana block and a jasmine field are not comparable. District horticulture offices publish the crop-wise unit costs each year.

The important structural point, and the one farmers most often misunderstand, is the phasing. Area expansion assistance is not paid as one lump sum. Fifty per cent of the sanctioned subsidy is released in the first year when the plantation is established, and the balance is released as roughly 25 per cent in the second year and 25 per cent in the third year, each time after a departmental officer inspects the plot and confirms that the plants have survived. A plantation that fails in the first monsoon stops earning the later instalments.

The subsidy may be used against the cost of planting material, organic and chemical inputs, fertiliser, planting labour and plant protection material, depending on the component sanctioned. Community water structures, vermicompost units and bio-digesters are sanctioned as separate unit-cost items within the same cluster.

How to apply for the Comprehensive Horticulture Development scheme

  1. Create a FRUITS ID first. Go to fruits.karnataka.gov.in, open Citizen Login, register with your Aadhaar and land details, and note the FID number generated. If you would rather not do this yourself, the Raitha Samparka Kendra or the taluk Horticulture Office will register you free of cost.
  2. Check whether your village is in the current cluster. Visit the taluk Horticulture Office and ask the Horticulture Officer for the list of villages and crops selected for the year under Comprehensive Horticulture Development. If your village is not on it, ask instead about the National Horticulture Mission components, which are not cluster-restricted in the same way.
  3. Collect and fill the application form at the taluk Horticulture Office or Raitha Samparka Kendra, naming the crop, the survey number and the exact extent in hectares you propose to plant.
  4. Attach the documents — FRUITS ID, RTC, Aadhaar copy, bank passbook copy and, where relevant, the caste certificate, and submit the set against a dated acknowledgement.
  5. Wait for the field inspection. The Horticulture Officer or Assistant Horticulture Officer visits the plot, verifies the survey number and extent, and records the pre-planting position.
  6. Plant the crop and submit the bills. Once the plantation is established, submit original invoices for planting material and inputs so the first tranche can be sanctioned.
  7. Repeat the inspection in years two and three to release the remaining two tranches of the subsidy.

How do I check the status of my application?

Karnataka pays horticulture subsidies through DBT into the Aadhaar-seeded bank account, so the first place to check is the account itself and the SMS alert sent to the mobile number recorded in FRUITS. For the sanction position, ask at the taluk Horticulture Office quoting the acknowledgement number and your FRUITS ID. The Department of Horticulture also runs its own beneficiary software, listed on the departmental website alongside FRUITS, Hasiru and Samrakshane, through which the district office can trace where a file is sitting.

If the mobile number in your FRUITS record is wrong, no alert will reach you. Correcting it at the Raitha Samparka Kendra is free and takes a few minutes.

Why do applications get rejected, and how do I fix it?

  • Village outside the year's cluster. Nothing can be done except apply under a non-cluster scheme, or wait for the next cluster cycle.
  • Taluk physical target exhausted. Each taluk gets a fixed number of hectares and units. Applying early in the financial year materially improves the odds.
  • RTC not in the applicant's name, typically because a partition or inheritance mutation is pending. Complete the mutation at the taluk office first.
  • Bank account not Aadhaar-seeded, so the DBT credit bounces. Fix it at the bank branch, not at the horticulture office.
  • Duplicate claim on the same survey number under another horticulture scheme, which the FRUITS database flags automatically.
  • Bills not produced at the claim stage. The department releases subsidy against actual expenditure, not against an estimate.

Where do I complain if the subsidy is delayed?

Escalate in this order: the taluk Horticulture Officer, then the Deputy Director of Horticulture of your district, then the Director of Horticulture at Lalbagh, Bengaluru. Karnataka's Sakala framework, which the Department of Horticulture lists among its online services, gives citizens a route to escalate services that miss their notified timeline, and Seva Sindhu carries the department's citizen services listing.

No fee is payable to any agent for registering under this scheme. FRUITS registration, the application form and the field inspection are all free, and any demand for money to "get your name added" should be reported to the Deputy Director of Horticulture in writing.

Frequently asked questions

What does the Comprehensive Horticulture Development scheme pay for?

Comprehensive Horticulture Development pays a share of the cost of new horticulture plantations and the inputs that keep them alive in the first three years. According to the Department of Horticulture, the scheme head also funds potato apical rooted cuttings, vegetable seed production, centres of excellence for fruits and vegetables, geographical-indication crop conservation, mushroom production units, farmer producer organisations, and departmental parks and gardens.

Who can get assistance under the Comprehensive Horticulture Development scheme?

Horticulture farmers in Karnataka whose village has been notified as part of a selected cluster for the year can get assistance. The scheme is cluster-based rather than open to every village at once, so the first check is with the taluk Horticulture Officer on whether your village is in the current three-year cluster list.

How is the subsidy released over three years?

The subsidy for area expansion is released in three tranches — 50 per cent in the first year and 25 per cent in each of the following two years — conditional on the plantation surviving the departmental field inspection. Farmers who lose the plantation in year one do not receive the later instalments.

Do I need a FRUITS ID to apply?

Yes. FRUITS, the Farmer Registration and Unified Beneficiary Information System, is the single farmer database Karnataka uses for horticulture and agriculture subsidies, and an application without a FRUITS ID cannot be entered. Registration is free at fruits.karnataka.gov.in or at any Raitha Samparka Kendra.

Is the Comprehensive Horticulture Development scheme the same as the National Horticulture Mission?

No. Comprehensive Horticulture Development is a Karnataka state sector scheme funded from the state budget, while the National Horticulture Mission is a centrally sponsored scheme with a separate outlay of about Rs 14,000 lakh in Karnataka. Both are run by the same Department of Horticulture and a farmer cannot claim the same component twice.

Where do I submit the application?

Submit the application at the taluk Horticulture Office, or at the Raitha Samparka Kendra that serves your hobli, addressed to the Deputy Director of Horticulture of your district. There is no separate statewide online application form for this scheme head.

Why do applications under this scheme get rejected?

The commonest reasons are that the village is not in the year's selected cluster, the RTC is not in the applicant's name, the annual physical target for the taluk is already exhausted, or the bank account is not Aadhaar-seeded so the DBT payment fails.
