What is Parampragat Krishi Vikas Yojane in Karnataka?

Parampragat Krishi Vikas Yojane. The Kannada transliteration of Paramparagat Krishi Vikas Yojana, commonly shortened to PKVY; is the national organic farming scheme, implemented in Karnataka partly by the Department of Horticulture, Government of Karnataka. The department lists the scheme among its central sector schemes with a state allocation of about Rs 2,500 lakh.

PKVY is a component of the Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY), and the Government of India describes it as providing end-to-end support to organic farmers, from production through processing, certification and marketing: on a cluster-based approach.

The scheme's central insight is that organic farming does not work farm by farm. A single organic plot surrounded by sprayed fields suffers pesticide drift, cannot be credibly certified, and has no volume to interest a buyer. PKVY therefore funds clusters of neighbouring farmers converting together, and spends a meaningful part of its money on the shared things an individual farmer cannot buy alone: certification, branding, packaging and a market channel.

Who is eligible for PKVY in Karnataka?

You can join if:

  • You farm in Karnataka and your land is recorded in your name in the RTC, or you hold a registered lease.
  • Your holding falls inside an area where the department is forming or running a PKVY cluster. Cluster formation is the entry point, not individual application.
  • You are willing to give a written undertaking to farm organically for the full three-year conversion period, and to stop using chemical fertiliser and synthetic pesticide on the enrolled plot.
  • You will take part in the Participatory Guarantee System peer inspection, which means inspecting your neighbours' fields and being inspected in turn.
  • You hold a FRUITS ID and an Aadhaar-seeded bank account for the DBT component.

You are not eligible if:

  • You want to convert a single isolated plot with no neighbouring farmers joining in. A lone applicant cannot apply under PKVY and should look instead at the organic conversion component under the National Horticulture Mission, which Karnataka district offices list at Rs 4,000 per hectare limited to 4 hectares.
  • You are unwilling to give up chemical inputs on the enrolled land for three years.
  • The land is not in your name and no registered lease exists.
  • You have already drawn PKVY assistance for the same land in an earlier cycle.
  • You refuse to participate in peer inspection, since PGS certification depends on it.

How much assistance does PKVY provide?

According to the Government of India, states and union territories are provided financial assistance of Rs 31,500 per hectare over three years in the organic clusters. The money is split as follows:

Head Amount per hectare over three years Route
On-farm and off-farm organic inputs Rs 15,000 Paid directly to the farmer by DBT
Marketing, packaging, branding, value addition Rs 4,500 Cluster-level spending
Certification and residue analysis Rs 3,000 Cluster-level spending
Cluster mobilisation, training, handholding and other approved heads Balance of Rs 31,500 Cluster-level spending

The Rs 15,000 per hectare is the figure that matters most to an individual farmer, because it is the only part that reaches a personal bank account. It is meant to pay for organic inputs — farmyard manure, vermicompost, biofertilisers, biopesticides, green manure seed, jeevamrutha ingredients and the like, and it is released in tranches across the three years rather than as one payment.

The remaining roughly Rs 16,500 per hectare is not a shortfall or a deduction. It funds things the cluster buys jointly: the PGS certification process, residue testing at accredited laboratories, packaging material, a cluster brand, training by resource persons, and the cost of the lead resource institution that handholds the group. Farmers who expect all Rs 31,500 in cash are the most common source of disappointment with the scheme, which is worth understanding before enrolling.

What is the Participatory Guarantee System?

Organic produce needs certification to earn an organic price, and third-party certification costs far more than a smallholder can recover. PKVY therefore uses the Participatory Guarantee System for India (PGS-India), in which the cluster's own members inspect each other's fields against a common organic standard, record the findings, and vouch for compliance as a group.

Practical consequences for the farmer:

  • You will be part of a local group that meets regularly and keeps field records.
  • You will inspect your neighbours' plots and they will inspect yours.
  • Certification covers domestic sale. Export markets generally require third-party certification under the National Programme for Organic Production instead.
  • A member found using prohibited inputs can be removed by the group, and the whole cluster's credibility depends on this being enforced.

How to apply for PKVY in Karnataka

  1. Ask at the taluk Horticulture Office or Raitha Samparka Kendra whether a PKVY cluster is being formed in your area for the coming cycle, and whether it is a horticulture cluster or an agriculture-department cluster.
  2. Assemble neighbouring farmers. Because the scheme works on contiguous area, bring in the growers whose plots adjoin yours. Clusters are formed around geography, not around who applied first.
  3. Register for a FRUITS ID at fruits.karnataka.gov.in, or free at the Raitha Samparka Kendra, for every member of the group.
  4. Submit the group's enrolment forms at the taluk Horticulture Office with each member's RTC, Aadhaar copy, bank passbook copy and the signed three-year organic undertaking. Take a dated acknowledgement.
  5. Attend the cluster formation and PGS training conducted by the department or its lead resource institution, and register the group on the PGS-India platform.
  6. Maintain the field records the PGS requires: input use, sowing, harvest and sale, because certification and the release of later tranches both depend on them.
  7. Receive the input assistance by DBT in tranches across the three years, after each stage of peer inspection is completed.

How do I check my PKVY payment status?

The DBT tranche generates an SMS to the mobile number recorded against your FRUITS profile, so keep that number current: updating it at the Raitha Samparka Kendra is free. For the cluster's position, the lead resource person and the taluk Horticulture Officer hold the record of which tranche has been released and what remains. PGS certification status for the group can be checked on the PGS-India portal once the group is registered.

Why PKVY enrolments fail or payments stop

  • The cluster does not reach the required contiguous area or member count, so it is not formed at all.
  • A member reverts to chemical inputs, which can suspend that member and, in serious cases, damage the group's certification.
  • Field records are not maintained, so the peer inspection cannot be completed and later tranches are held.
  • Bank account not Aadhaar-seeded, so the DBT credit for the Rs 15,000 share fails.
  • Land record not in the applicant's name, typically due to a pending mutation.
  • The same land was already covered in an earlier PKVY cycle.

What happens after the three years?

The three-year cycle is designed to end with land that is fully converted, a group that holds PGS certification, and a marketing channel that can absorb the produce. Karnataka has a long-standing organic farming policy and a network of organic marketing federations and outlets, and clusters that survive the transition usually plug into those channels or into direct sales. Assistance under PKVY itself does not continue beyond the cycle for the same land; the group is expected to be self-sustaining, with the certification renewed through the PGS group at a small recurring cost.

Where do I complain?

Take questions about tranche release, certification or the resource institution's conduct to the taluk Horticulture Officer, then in writing to the Deputy Director of Horticulture of the district, and then to the Director of Horticulture at Lalbagh, Bengaluru. Karnataka's Sakala framework, listed among the Department of Horticulture's citizen services, is the route for a service that has missed its notified timeline.

No agent needs to be paid to enrol in a PKVY cluster. FRUITS registration, the enrolment form, the training and the PGS registration are free.

Frequently asked questions

How much money does PKVY give a farmer?

PKVY provides Rs 31,500 per hectare over three years to the organic cluster, of which Rs 15,000 per hectare is paid directly to the farmer by Direct Benefit Transfer for on-farm and off-farm organic inputs. The rest funds shared cluster activity.

What is the remaining Rs 16,500 per hectare spent on?

The balance funds cluster-level work rather than individual payouts — including Rs 4,500 per hectare over three years for marketing, packaging, branding and value addition, and Rs 3,000 per hectare over three years for certification and residue analysis, with the remainder covering training, handholding and cluster mobilisation.

Can I join PKVY on my own, without a cluster?

No. PKVY is built on a cluster approach, so a group of neighbouring farmers must convert together. An isolated farm cannot be certified as organic credibly when surrounding fields are being sprayed, which is the technical reason for the cluster rule.

Which certification does PKVY use?

PKVY uses the Participatory Guarantee System for India, a peer-review certification in which cluster members inspect each other's fields against organic standards. It is far cheaper than third-party certification and is designed for smallholders selling in the domestic market.

Is PKVY run by the agriculture department or the horticulture department in Karnataka?

Both run clusters. Karnataka's Department of Horticulture lists Parampragat Krishi Vikas Yojane among its central sector schemes with an allocation of about Rs 2,500 lakh for horticulture clusters, while the Department of Agriculture runs clusters for field crops.

How long does conversion to organic take?

Three years, which is why PKVY assistance is structured over a three-year cycle. Land carries a conversion period before produce can be sold as fully organic, and the scheme's payments are designed to cover the income dip during that transition.

Where does PKVY sit in the central scheme structure now?

PKVY is a component of the Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY), under which it provides end-to-end support to organic farmers from production through processing, certification and marketing.
