What is the Apiculture Scheme of the Karnataka Horticulture Department?

Apiculture; beekeeping: is run by the Department of Horticulture, Government of Karnataka, as a scheme head in its own right. The department lists Apiculture with an annual outlay of about Rs 200 lakh under the heading "development of honey and beekeeping", and district horticulture offices list the same activity as a district sector scheme, meaning it is implemented and targeted at district level rather than centrally.

The scheme sits inside the horticulture department rather than animal husbandry for a practical reason: honey bees are the pollinators that horticulture crops depend on. A well-managed apiary next to a mango, coffee, sunflower, coriander or niger field raises the fruit set of the crop as much as it produces honey. Karnataka's climate and its ragi, mango and forest-fringe flora make large parts of the state suitable for Apis cerana indica and Apis mellifera colonies.

What the scheme funds

  • Bee colonies supplied to trained beekeepers at subsidised rates
  • Bee hives (boxes) with frames and accessories
  • Honey extractors and basic apiary equipment such as smokers and veils
  • Beekeeping training programmes at district level
  • Establishment and maintenance of Madhuvana honey parks and demonstration apiaries run by the department

Who is eligible for the Karnataka apiculture subsidy?

You can apply if:

  • You are between 18 and 55 years of age.
  • You have completed a beekeeping training course from KVIC, NABARD, a Krishi Vigyan Kendra or another training centre approved by the department.
  • You own land, or hold a registered lease, on which the apiary will be sited.
  • You are the only person from your family applying; one sanction per family.
  • You hold a FRUITS ID and an Aadhaar-seeded bank account in your own name.
  • You are resident in the district where you apply.

You cannot apply if:

  • You are below 18 or above 55.
  • You have no owned or registered leased land for the apiary. Landless applicants are not eligible under this horticulture head and should look at the Khadi and Village Industries Commission honey mission instead.
  • Another member of your family has already been sanctioned a beekeeping unit under the scheme.
  • You have had no beekeeping training and are unwilling to undergo it. District offices normally route untrained applicants into the next training batch rather than sanction colonies straight away.
  • You cannot produce a bank account in your own name for DBT.

How much assistance is given?

The rates published by Karnataka district horticulture offices are stated per unit rather than as a lump sum:

Item Assistance Ceiling
Honey bee colony About Rs 800 per colony 50 colonies per beneficiary
Bee hive (box) About Rs 800 per hive 50 hives per beneficiary
Honey extractor and equipment Share of unit cost as notified for the year One set per beneficiary
Beekeeping training Free, conducted by the department —

A beneficiary who takes the full permitted 50 colonies and 50 hives is therefore looking at assistance in the region of Rs 80,000 against a substantially larger own investment, since Rs 800 covers only part of the market cost of a stocked box. Scheduled Caste and Scheduled Tribe beneficiaries are supported at a higher share from the Special Component Sub-Plan and Tribal Sub-Plan allocations; press and scheme summaries on Karnataka beekeeping have described SC and ST purchase of bee colonies and boxes being supported at up to 90 per cent, and the district office will confirm the exact current rate.

Support for honey processing plants is given at a lower share of cost than the colony subsidy. Confirm the rate before you order equipment, because processing units are sanctioned to a much smaller number of beneficiaries each year than colony units.

How to apply for the Karnataka apiculture scheme

  1. Complete a recognised beekeeping training course first, through KVIC, NABARD, your district Krishi Vigyan Kendra or a departmental training batch. Keep the certificate, because it is the document that most often decides the application.
  2. Register for a FRUITS ID at fruits.karnataka.gov.in, or ask the Raitha Samparka Kendra to register you free of cost.
  3. Prepare a short project report setting out how many colonies you will keep, where the apiary will stand, what the bee forage in the area is, and what income you expect quarter by quarter over the first three quarters.
  4. Collect the application form from the district or taluk Horticulture Office and fill it in triplicate, which is how Karnataka horticulture offices take apiculture applications.
  5. Attach the documents; training certificate, RTC or lease deed, Aadhaar, residence proof, bank passbook copy, project report, photographs and, if applicable, the caste certificate.
  6. Submit the set at the district Horticulture Office and take a dated acknowledgement. Applications are tracked against the mobile number you give, and SMS updates on the application's progress are sent to it.
  7. Allow the site inspection. A horticulture officer checks the proposed apiary site for bee forage, water and safety from pesticide drift.
  8. Take delivery of the colonies and hives once sanctioned, and keep the supply bills for the departmental record.

Processing typically runs between two and six months, longer in districts where the annual allocation is released late.

How do I check on my application?

The apiculture application is tracked at the district Horticulture Office against the acknowledgement number, and the department sends SMS updates to the mobile number on the application. There is no separate public status page for this scheme head, so keep the acknowledgement slip and quote it when you follow up with the Deputy Director of Horticulture's office.

Why apiculture applications get rejected

  • No training certificate. The most frequent reason, and the easiest to fix.
  • No land document for the apiary site, or a lease that is not registered.
  • A second application from the same family, which the department declines because sanction is one per family.
  • Age outside the 18 to 55 band.
  • Unsuitable site, an apiary proposed next to fields under heavy pesticide spraying, or with no water source within reach of the bees, is refused on technical grounds.
  • District physical target exhausted for the year, in which case the file is carried to the next year's list rather than rejected outright.
  • Bank account not Aadhaar-seeded, which stops the DBT credit.

Practical notes before you take colonies

Beekeeping fails most often in the first season, and the department's insistence on training is a response to that. Three things decide survival: absconding, where a colony leaves a badly sited or overheated box; forage gaps, where nothing flowers for several weeks and the colony starves unless fed; and Thai sacbrood virus, which devastated Apis cerana colonies in south India and returns periodically. Trained beekeepers move boxes to follow the flowering calendar, feed sugar syrup in the dearth period, and destroy infected combs early.

Honey marketing is the second practical question. Karnataka beekeepers commonly sell through the Karnataka State Khadi and Village Industries Board channel, through cooperative societies, or directly at local markets, and the department's Madhuvana centres are used for demonstration and buyer contact.

Where do I complain?

Escalate a delayed or rejected apiculture application to the Deputy Director of Horticulture of your district in writing, and then to the Director of Horticulture at Lalbagh, Bengaluru. The Department of Horticulture lists Sakala and Seva Sindhu among its citizen service channels, and Sakala provides the route for a service that has missed its notified timeline.

No fee is payable to any agent. The application form, the inspection and FRUITS registration are free.

Frequently asked questions

How much subsidy does Karnataka give for beekeeping?

Karnataka district horticulture offices state assistance of about Rs 800 per honey bee colony, limited to 50 colonies per beneficiary, and about Rs 800 per bee hive, limited to 50 hives per beneficiary, along with assistance for honey extractors and other beekeeping equipment. SC and ST beneficiaries are served at a higher rate of assistance from the sub-plan allocation.

Do I need beekeeping training before applying?

Yes, in practice. The eligibility conditions circulated by Karnataka horticulture offices require the applicant to have been trained in beekeeping by KVIC, NABARD, a Krishi Vigyan Kendra or another approved training centre, because untrained beekeepers lose colonies within the first season.

Is there an age limit for the apiculture scheme?

Yes. Applicants are expected to be between 18 and 55 years of age, and only one person from a family may be sanctioned, so a husband and wife cannot both take the unit.

What is Madhuvana?

Madhuvana is the Department of Horticulture's honey park and beekeeping demonstration concept, and district horticulture offices list assistance for establishing Madhuvana alongside the honey box subsidy. The best known is at Mandya district, used for training and public demonstration.

How long does the application take?

District horticulture offices indicate a processing time of roughly two to six months from submission, depending on the district and on when the annual allocation is released.

Can a landless person take up beekeeping under this scheme?

Not under this horticulture scheme head as normally administered — the application asks for owned land or registered leased land where the apiary will stand. Landless applicants should approach KVIC's honey mission or the National Beekeeping and Honey Mission route instead.

Is honey processing equipment also subsidised?

Honey processing units attract assistance at a lower share than colonies and hives, and reporting on Indian beekeeping schemes places support for setting up honey processing plants at around 50 per cent of cost. Confirm the current rate with the district Horticulture Office before ordering equipment.
