What is the Bhagyalakshmi scheme?

Bhagyalakshmi is a conditional cash transfer scheme of the Department of Women and Child Development, Government of Karnataka, launched in 2006 to raise the status of the girl child in poor households. Bhagyalakshmi attacks a specific problem: in families where a daughter is seen as a future financial liability, the pressures are towards early marriage, dropping out of school and, at the extreme, sex-selective practices before birth.

Bhagyalakshmi's answer is to turn the girl into a financial asset on the day she is born. The government deposits money in her name with a financial institution, and the accumulated maturity value is released only when she reaches 18 years of age, only if she has stayed in school to at least Class 8, and only if she has not been married before 18.

Bhagyalakshmi therefore has three components:

  • A deposit in the girl's name, maturing at 18.
  • Annual education scholarships from Class 1 to Class 10, rising from about Rs 300 to about Rs 1,000 a year as the class level rises.
  • Health insurance cover of up to Rs 25,000 a year for the beneficiary girl.

How much does Bhagyalakshmi pay at maturity?

This is the question most families ask, and it is also where published figures disagree, so it deserves a careful answer.

Bhagyalakshmi's deposit and maturity structure has been revised more than once since 2006. Sources describing the original scheme cite a maturity value of about Rs 34,751, while sources describing the position after the deposit amounts were raised cite figures around Rs 1,00,052 and, in some accounts, about Rs 1.27 lakh. The difference reflects the year the girl was enrolled and the deposit rule in force at the time, not an error in one source or the other.

The reliable figure for your family is the one printed on your child's own Bhagyalakshmi bond certificate and recorded in the department's beneficiary register. Ask your Child Development Project Officer to show you the maturity value entered against your daughter's registration number rather than relying on a number quoted in a news article about a different cohort.

Who is eligible for Bhagyalakshmi and who is not?

A girl child can be enrolled if:

  • She was born after 31 March 2006.
  • Her family is below the poverty line, held by a valid BPL ration card at the time of registration.
  • The family is resident in Karnataka.
  • She is registered within one year of her birth.
  • She is the first or second girl child in the family.
  • Her birth is registered and a birth certificate has been issued.

A girl child cannot be enrolled, or is not eligible, if:

  • The family is above the poverty line. Bhagyalakshmi is strictly a BPL scheme and there is no APL stream.
  • She is the third or later girl child in the same family. The two-child cap is a deliberate design feature, not an administrative shortage.
  • She was born on or before 31 March 2006.
  • The application is made more than one year after her birth. Late registration is the largest single cause of exclusion, and district offices apply the rule strictly, so parents should enrol at the Anganwadi in the same visit as the first immunisation rather than waiting.
  • The family already has the maximum number of Bhagyalakshmi beneficiaries.

The maturity payment additionally depends on conditions being met over the following 18 years: the girl must have studied at least up to Class 8, must not be married before 18, must have completed the government immunisation schedule, and must not have been put into child labour.

How to apply for the Bhagyalakshmi scheme

  1. Register the birth of the girl child with the local body and obtain the birth certificate. Nothing else can proceed without it.
  2. Visit the Anganwadi centre in your village or ward with the birth certificate, BPL ration card, parents' Aadhaar cards, income certificate, immunisation card and bank passbook. The Anganwadi worker is the entry point for Bhagyalakshmi.
  3. Fill the Bhagyalakshmi application form, which the Anganwadi worker will provide, or download it from the departmental portal at blakshmi.kar.nic.in and bring it filled in. Attach self-attested copies of every document.
  4. Submit the form through the Anganwadi worker, who forwards it to the Child Development Project Officer (CDPO) at taluk level. In some districts parents may also submit directly to the CDPO or to the District Deputy Director of Women and Child Development.
  5. Await verification. The CDPO checks the BPL status, the date of birth, the number of girl children in the family and the one-year registration window.
  6. Collect the Bhagyalakshmi bond certificate once the deposit is made. Check the girl's name, date of birth, registration number and maturity value on the certificate the day you receive it, and get any spelling or date error corrected immediately. An error left uncorrected for 18 years is very hard to fix at maturity.
  7. Keep the bond safe and keep the school records, because both are needed when the claim is made at age 18.

There is no online application route and no fee at any stage.

How is the maturity amount claimed at 18?

When the girl turns 18, the family approaches the Child Development Project Officer with the original bond certificate, the girl's Aadhaar, her school records proving she studied at least to Class 8, and a bank account in the girl's own name. The department verifies that she was not married before 18 and forwards the claim to the financial institution holding the deposit.

Opening a bank account in the girl's own name well before her eighteenth birthday saves weeks of delay, because the maturity payment is made to her and not to a parent.

Why Bhagyalakshmi claims run into trouble

  • Registration after the one-year window, which cannot be regularised later.
  • A name or date-of-birth mismatch between the bond certificate, the birth certificate, the school record and Aadhaar. Reconcile these while the child is still small.
  • Loss of the bond certificate. Report it to the issuing CDPO, who can trace the record by registration number.
  • Marriage before 18, which forfeits the maturity benefit and is the condition the scheme exists to enforce.
  • Dropping out before Class 8.
  • Family shifting out of BPL status after registration. The scheme records eligibility as at registration, but keep the paperwork that proves your status at that time.
  • Migration to another district or state, which makes the file hard to trace. Inform the CDPO in writing before you move.

Who do I contact about Bhagyalakshmi?

  • Anganwadi worker in your village or ward, for enrolment and routine queries.
  • Child Development Project Officer (CDPO) at the taluk level, for verification, corrections to the bond and maturity claims.
  • District Deputy Director, Women and Child Development, for appeals and delays.
  • Directorate of Women and Child Development, Karnataka: dwcd.karnataka.gov.in
  • Childline: 1098, for any case involving child marriage or child labour of a beneficiary.
  • Women's helpline: 181

Bhagyalakshmi is free from enrolment to maturity. No agent can register a child, speed up a sanction, or release a maturity payment for a fee.

How to check your Bhagyalakshmi application status

Bhagyalakshmi has no online application tracker, so status checking is done the same way the enrolment itself is done: through the Anganwadi and the taluk child development office, not through a website login.

  • Ask the Anganwadi worker first. She holds the local enrolment register and usually knows within days whether a submitted form has moved to the CDPO office, and can tell you if any document was found missing at her end before it was even forwarded.
  • Follow up with the Child Development Project Officer (CDPO) at the taluk level once the form has left the Anganwadi. Quote the girl's name, date of birth and the date the form was submitted; the CDPO's office maintains the file and can confirm whether verification is complete and whether the bond has been issued.
  • Check the bond certificate itself once issued. Receiving the Bhagyalakshmi bond certificate is the actual confirmation that enrolment succeeded and the deposit has been made. There is no separate "approval letter" beyond this certificate, so its arrival is the milestone to watch for.
  • If nothing has moved after a few months, escalate in writing to the District Deputy Director, Women and Child Development, stating the girl's name, date of birth, the Anganwadi centre, and the date of original submission. Keep a copy of whatever acknowledgment the Anganwadi or CDPO gave you at submission, since that is your only proof of the filing date in a system with no digital receipt.
  • For the maturity claim years later, status is tracked the same offline way: through the CDPO holding the original file, not through a portal. Keep the bond certificate number handy, since that is the reference the department uses to locate the record.

Because there is no SMS alert, portal login or helpline-based tracking specific to Bhagyalakshmi, the practical rule is to keep the Anganwadi worker as your first point of contact and the CDPO office as the second, and to always ask for some written acknowledgment at the point of submission so you have proof of when the process started.

Frequently asked questions

How much money does the Bhagyalakshmi scheme give?

Bhagyalakshmi deposits a sum in the girl's name at registration and pays a maturity value when she turns 18. Published maturity figures differ by enrolment year, ranging from about Rs 34,751 for the earliest cohorts to roughly Rs 1 lakh for girls enrolled after the 2008 revision, so ask your Child Development Project Officer for the figure recorded against your child's own bond.

Who is eligible for the Bhagyalakshmi scheme?

A girl child born into a below-poverty-line family in Karnataka after 31 March 2006 is eligible, provided she is registered within one year of her birth. The benefit is limited to two girl children per family.

Who cannot apply for Bhagyalakshmi?

Families above the poverty line are not eligible, and neither is a third or later girl child in the same family. A girl born before 31 March 2006, or registered more than one year after birth, also cannot be enrolled, and the one-year registration window is applied strictly.

What conditions must be met before the maturity amount is paid?

The girl must have studied at least up to Class 8, must not be married before she turns 18, must have followed the government immunisation schedule, and must not have been sent into child labour. Failing these conditions can forfeit the maturity payment.

Where do I apply for Bhagyalakshmi?

Apply at your local Anganwadi centre, which forwards the file to the Child Development Project Officer at taluk level and then to the District Deputy Director of Women and Child Development. Forms can also be downloaded from the departmental portal, but submission is offline.

Does the family get any money before the girl turns 18?

Yes. Bhagyalakshmi beneficiaries receive an annual education scholarship rising from about Rs 300 in Class 1 to about Rs 1,000 in Class 10, and health insurance cover of up to Rs 25,000 a year, so the family sees support long before the maturity date.

Can the parents withdraw the deposit early?

No. The Bhagyalakshmi deposit is locked until the girl turns 18 and the conditions are met. Early withdrawal is not permitted, which is deliberate, the lock-in is what makes the scheme a disincentive against child marriage.

What if we lose the Bhagyalakshmi bond certificate?

Report the loss to the Child Development Project Officer who issued it. The department keeps the beneficiary record and the bond is traceable by the girl's registration number, name and date of birth, so a duplicate can be arranged; do not pay any agent to recover it.
