What is the Bhagya Jyothi and Kuteera Jyothi scheme?

Bhagya Jyothi and Kuteera Jyothi are two long-standing subsidised domestic electricity connection categories in Karnataka, run through the state's electricity supply companies under the Energy Department, Government of Karnataka. Both were created to put a metered legal light point inside the homes of below-poverty-line families that could not otherwise afford a connection, and both have historically carried a free-power concession of roughly 40 units a month funded by the state government as a tariff subsidy.

Bhagya Jyothi, often written Bhagyajyothi, has been used mainly for below-poverty-line rural households. Kuteera Jyothi, sometimes transliterated Kutir Jyothi, has been used for hutments and very small dwellings. In everyday ESCOM language the two are spoken of as one thing, and the Energy Department now lists them together in a single row of its scheme tables.

The important change for readers is what happened in 2023. According to the Energy Department's Gruha Jyothi page, Gruha Jyothi came into force on 1 July 2023, and the eligibility table on that page states plainly that "Bhagya Jyothi" and "Kuteera Jyothi" installations get 58 eligible units per month. That is the current, official, verifiable entitlement. It places these connections on the same 58-unit floor as newly serviced domestic installations and as households whose past consumption was very low.

Key points

  • Bhagya Jyothi and Kuteera Jyothi remain a recognised installation category in ESCOM billing records.
  • The free-power benefit is now delivered through Gruha Jyothi, not as a separate 40-unit concession.
  • The entitlement is 58 free units per month for these installations.
  • The subsidy is paid by the Government of Karnataka to the distribution company, so the consumer sees a zero or reduced bill rather than a refund.

Who is eligible for a Bhagya Jyothi or Kuteera Jyothi connection?

You can be covered if:

  • You are a resident of Karnataka living in the premises being connected.
  • Your family is below the poverty line, normally evidenced by a BPL or Antyodaya ration card issued by the Food, Civil Supplies and Consumer Affairs Department.
  • The premises has no existing domestic electricity connection in another name.
  • You are taking a single-point domestic supply of the small load these categories are designed for, not a full-load household connection.
  • You already hold a Bhagya Jyothi or Kuteera Jyothi installation, in which case you continue in the category and receive the 58 free units once the installation is registered under Gruha Jyothi.

You are not eligible if:

  • Your family holds an APL ration card or is otherwise not classified below the poverty line.
  • The connection is commercial, industrial or agricultural. These categories are billed on their own tariffs and no free domestic units apply.
  • The same household already draws a normal domestic connection in the premises. Karnataka's free-power rules work per installation and per Aadhaar, so a second claim on the same family is blocked.
  • You are asking for a temporary or construction supply.

Karnataka Electricity Regulatory Commission tariff orders decide, year by year, how the Bhagya Jyothi and Kuteera Jyothi category is priced and how much subsidy the state pays for it. That is why the free-unit figure has moved over time and why the current official number is the one published by the Energy Department rather than an older figure repeated on aggregator sites.

What documents are required?

Document Mandatory Notes
Electricity account ID or RR number Yes On the bill or meter card; identifies the installation
Aadhaar card Yes Used for the Gruha Jyothi registration; one Aadhaar per live installation
BPL or Antyodaya ration card Yes Establishes below-poverty-line status for the connection category
Aadhaar-linked mobile number Yes Receives the OTP during online registration
Proof of the house or site No Asked for at the ESCOM office when a fresh connection is released

How to apply for the free units on a Bhagya Jyothi connection

  1. Take out your electricity bill and note the account ID or RR number printed on it. Registration is made against this number, not against a name.
  2. Open the Karnataka guarantee schemes portal at sevasindhugs.karnataka.gov.in and choose the Gruha Jyothi service.
  3. Enter the account ID or RR number, then enter the Aadhaar number of the person registering and verify the OTP sent to the Aadhaar-linked mobile number.
  4. Confirm that the displayed installation details, consumer name, ESCOM and address, match your bill, then submit the application.
  5. Save the acknowledgement or application number shown on screen. Use it to track the status later.
  6. If you have no internet access, do the same registration free of charge at a Grama One, Karnataka One, Bangalore One or Bapuji Seva Kendra centre with your bill and Aadhaar card.

For a brand-new Bhagya Jyothi or Kuteera Jyothi connection, the route is different and is offline: visit the ESCOM sub-division office for your area, BESCOM, MESCOM, HESCOM, GESCOM or CESC depending on where you live, submit the connection application with your BPL ration card and proof of the premises, and the office arranges the meter and service wiring after inspection.

How much does Bhagya Jyothi save a household?

Bhagya Jyothi and Kuteera Jyothi installations receive 58 free units a month under Gruha Jyothi. At Karnataka's lowest domestic slab rates, that covers the whole month's usage for a household running a few lights, a fan, a mobile charger and a small television. In practice such a consumer sees a bill of zero for the energy charge, with only the statutory fixed charge and taxes appearing where the tariff order requires them.

Consumption above the free entitlement is billed at the ordinary domestic tariff. There is no penalty for crossing the limit, but the excess must be paid. A household that regularly crosses 58 units should expect to be billed for the difference each month rather than being cut off.

How to check whether your free units have been applied

  1. Look at the energy charge line on your monthly bill. If the free units have been applied, the units drawn up to the entitlement are shown at zero charge.
  2. Check the Gruha Jyothi application status on sevasindhugs.karnataka.gov.in using the acknowledgement number from registration.
  3. If the bill still shows a full charge one or two billing cycles after registration was approved, take the bill and the acknowledgement to your ESCOM sub-division office and ask for the entitlement to be mapped to the installation.

Why a Bhagya Jyothi free-unit claim gets rejected

  • The Aadhaar is already linked to another installation. Only one live installation can be attached to one Aadhaar, so a second registration by the same person fails.
  • The account ID or RR number was typed wrongly, which makes the portal fetch either nothing or somebody else's installation.
  • The mobile number is not linked to Aadhaar, so the OTP never arrives. This has to be fixed at an Aadhaar enrolment centre before registration can be completed.
  • Arrears on the connection. Old unpaid dues sit on the account and have to be cleared or rescheduled with the ESCOM.
  • The installation is not classified as domestic in ESCOM records, for example because it was released long ago under a mixed-use category. Ask the sub-division office to correct the classification.

Help and grievance redressal

  • Electricity consumer helpline: 1902, used across Karnataka's ESCOMs.
  • ESCOM sub-division office, the first stop for billing corrections, category changes and meter complaints.
  • Seva Sindhu guarantee portal, sevasindhugs.karnataka.gov.in, for registration status and grievances about the free-unit registration itself.
  • Energy Department, Government of Karnataka, energy.karnataka.gov.in, which publishes the government orders and circulars that govern the scheme.

Registration for free units is free of cost. No official or agent may charge a fee for adding a Bhagya Jyothi or Kuteera Jyothi installation to the free-power list, and no ESCOM employee will ask for your Aadhaar OTP.

Frequently asked questions

How many free units do Bhagya Jyothi and Kuteera Jyothi consumers get now?

Bhagya Jyothi and Kuteera Jyothi installations get 58 free units a month. The Energy Department's Gruha Jyothi page lists these two connection types in its eligibility table at 58 eligible units per month, the same floor given to newly serviced domestic installations and very low consumers. This has applied since Gruha Jyothi came into force on 1 July 2023.

Is the Bhagya Jyothi scheme still running in Karnataka?

Bhagya Jyothi and Kuteera Jyothi connections still exist as a distinct installation category in ESCOM records, and the Energy Department still names them in its Gruha Jyothi eligibility table. Their free-power benefit is now delivered through Gruha Jyothi rather than as a separate 40-unit concession, so an existing consumer does not lose anything but is billed under the newer scheme's rules.

Do I have to apply separately to get the 58 free units?

Yes, one registration is needed. The installation must be registered for Gruha Jyothi on the Seva Sindhu guarantee portal using the account ID or RR number and the applicant's Aadhaar. Registration is free and is a one-time step, not a monthly filing.

Who cannot get a Bhagya Jyothi or Kuteera Jyothi connection?

Households that are not below the poverty line cannot get one. The category is meant for BPL families taking a small single-point domestic supply, so a family holding an APL ration card, a commercial or agricultural consumer, and a household that already has a normal domestic connection in the same premises are all outside it.

What happens if I use more than 58 units in a month?

Consumption above the free entitlement is billed at the normal domestic tariff. Under Gruha Jyothi the free units do not carry forward indefinitely, so a Bhagya Jyothi consumer who crosses the entitlement receives a bill for the excess and must pay it to keep the connection live.

What is the difference between Bhagya Jyothi and Kuteera Jyothi?

Bhagya Jyothi has historically been the subsidised single-light domestic connection for below-poverty-line families in rural Karnataka, and Kuteera Jyothi the parallel category used for hutment and very small dwellings. The Energy Department now treats the two identically for free-unit purposes and lists them together in one row of the Gruha Jyothi eligibility table.

Which number do I call about a Bhagya Jyothi billing problem?

Call 1902, the Karnataka electricity consumer helpline used across the state's ESCOMs. For a wrong bill or a free-unit entitlement that has not been applied, the ESCOM sub-division office that issues your bill is the first place to go, since the correction is made in the billing record.
