What is Ashraya Yojane?

Ashraya Yojane is the name Karnataka uses for its housing assistance to poor families, and in practice it is the public face of Rajiv Gandhi Housing Corporation Limited (RGRHCL), a Government of Karnataka enterprise. The corporation's own description is precise: RGRHCL "was created in the year 2000 as a special purpose vehicle to provide housing for socially and economically weaker sections of the society through effective implementation of Central and State housing schemes."

The corporation's website, ashraya.karnataka.gov.in, is where every part of the programme lives, the beneficiary lists, the stage-wise progress reports, the government orders, and the Ashraya mobile app that beneficiaries use to claim their instalments. The scale is large: the dashboard on the site reported 26,85,790 houses completed, with 1,80,882 at foundation level, 93,542 at lintel level and 1,02,755 at roof level at the time of checking.

Ashraya is therefore best understood as a family of schemes rather than a single one. RGRHCL's own menu lists, for rural areas, the Basava Housing Scheme, Devraj Urs Housing Scheme, Dr B R Ambedkar Nivas Yojana, PMAY-Gramin, rural sites and a loan-waiver head; and for urban areas, Devraj Urs Housing Scheme (urban), Dr B R Ambedkar Nivas Yojana (urban), Vajpayee Urban Housing Scheme, PMAY-Urban and urban sites. A flood-affected rehabilitation scheme and the Chief Minister's multi-storeyed Bengaluru housing scheme sit alongside these.

A 2017-18 government order published on the site gives a sense of how the annual target is divided. Against a total of 6,45,000 houses allotted that year, 3,20,000 went to the Basava Vasati Yojane, 1,56,000 to the Dr B R Ambedkar Nivas Yojane (rural and urban), and 1,00,000 to the Devraj Urs Housing Scheme, with the balance under other heads.

Who is eligible for an Ashraya house?

You can be selected if:

  • You are a permanent resident of Karnataka and the family is houseless, or lives in a kutcha house that needs replacement.
  • Your family belongs to an economically weaker section, established through the ration card and the income category recorded by the local body.
  • You own a site, or hold a hakku patra issued under a government site scheme, on which the house can be built.
  • Your name is approved in the gram sabha or urban local body list against a target allotted for that financial year.
  • You have an Aadhaar-seeded bank account for the subsidy transfer.

You cannot apply or are not eligible if:

  • Your family already owns a pucca house anywhere in the state.
  • Your family has already received a government housing subsidy under Ashraya, PMAY or any other scheme. Duplicate benefit is the single most common ground for deletion, and RGRHCL publishes a "beneficiaries deleted from the list" report.
  • You have no site and no hakku patra. Apply under the rural or urban sites scheme first.
  • You are an income-tax payer or a government servant, or otherwise outside the weaker-section definition used by the local body.
  • Your name is not in the approved list for the year. Applying directly to RGRHCL does not create an entitlement; selection is a local-body function.

How much assistance does Ashraya Yojane give?

Unit assistance is fixed by government order for each scheme and each financial year, and it differs between the rural and urban versions and between the general and category-specific schemes. Because these orders are revised, the honest answer is that you should read the current order for your scheme on the Government Orders and Guidelines section of ashraya.karnataka.gov.in, or ask the sub-divisional RGRHCL office, rather than rely on a figure copied from a news article.

What is consistent is the payment mechanism:

  • The subsidy is not paid in one lump sum. It is released in stages tied to visible construction progress, foundation, lintel and roof are the stages the corporation reports against.
  • Payment goes directly into the beneficiary's bank account, not to a contractor. The beneficiary builds the house.
  • Each stage payment requires photographic evidence. RGRHCL's notice to beneficiaries reads: "Now you can upload your house stage photograph and claim subsidy amount through Ashraya Mobile App, which is available in Google Play store."
  • An interest subvention scheme is offered on the housing loan component of some projects, with self-declaration forms published on the site for Canara Bank and non-Canara Bank borrowers.

How to apply for an Ashraya house

  1. Go to your gram panchayat if you live in a village, or to your city corporation, municipality or town panchayat if you live in a town, and ask for the housing application form for the current year's target.
  2. Fill the form with your family details, ration card number, Aadhaar number, site details and bank account number, and attach copies of the supporting documents.
  3. Submit it to the panchayat or local body and get an acknowledgement. Your name goes to the gram sabha or the local body's approving committee, which selects beneficiaries against the allotted target.
  4. Once selected, your details are entered into the RGRHCL system and you receive a beneficiary identity that you can look up on ashraya.karnataka.gov.in.
  5. Open or confirm an Aadhaar-seeded bank account, because the subsidy is released only by direct transfer.
  6. Download the Ashraya mobile app from Google Play, and upload a photograph of the house as each stage is completed to claim the corresponding instalment. RGRHCL publishes a user manual for the app.
  7. Complete the house within the period allowed in the sanction. Incomplete houses are the main reason later instalments stall.

How to check your Ashraya status

  1. Open ashraya.karnataka.gov.in and use the Benf's Info / beneficiary status option.
  2. Look through the published reports if you want the wider picture, the site carries categorywise, beneficiarywise, statistical and financial-year-wise expenditure reports, split into rural and urban lists.
  3. For site schemes, check the land availability and site (hakku patra) reports, including land availability by survey number.
  4. If your name is missing, check the "beneficiaries deleted from the list" report before assuming a data-entry error.

Why Ashraya applications and payments fail

  • Duplicate benefit. The family already drew a housing subsidy earlier, under Ashraya or PMAY.
  • No site, so construction cannot begin and no stage photograph can be uploaded.
  • Stage photograph not uploaded, or uploaded from a location that does not match the sanctioned site.
  • Bank account not Aadhaar-seeded, dormant or wrongly recorded.
  • Name mismatch between Aadhaar, ration card and the beneficiary list. RGRHCL maintains a separate "name similarities" report precisely because this is common.
  • Construction abandoned midway, which freezes the remaining instalments.

Help and grievance redressal

  • RGRHCL head office: Kaveri Bhavan, 9th Floor, C & F Block, K.G. Road, Bengaluru 560009.
  • Telephone: 080-22106888 and 080-23118888. Email: rgrhcl@nic.in.
  • Sub-divisional RGRHCL offices, which handle beneficiary-level issues in the districts.
  • Your gram panchayat or urban local body, which holds the selection record.

RGRHCL has issued a public caution that beneficiaries should not fall prey to the inducements of middlemen and should contact the corporation's head office or sub-divisional office for information. Selection is a gram sabha or local-body decision, no one can sell a place on the list, and no fee is payable to get a house sanctioned.

Frequently asked questions

What is Ashraya Yojane in Karnataka?

Ashraya Yojane is the umbrella name for Karnataka's housing assistance for poor families, delivered by Rajiv Gandhi Housing Corporation Limited. The corporation was created in 2000 as a special purpose vehicle to provide housing for socially and economically weaker sections through central and state housing schemes.

Which housing schemes does RGRHCL currently run?

RGRHCL lists Basava Housing Scheme, Devraj Urs Housing Scheme for rural and urban areas, Dr B R Ambedkar Nivas Yojana for rural and urban areas, Vajpayee Urban Housing Scheme, PMAY-Gramin, PMAY-Urban, rural and urban site schemes, and a flood-affected rehabilitation scheme.

How do I apply for an Ashraya house?

Apply to your gram panchayat if you live in a village, or to your city corporation, municipality or town panchayat if you live in a town. The gram sabha or local body selects beneficiaries against the target allotted to it, and the list is then entered into the RGRHCL system.

How is the money paid?

The subsidy is released in stages — typically after the foundation, lintel and roof stages — directly into the beneficiary's bank account. RGRHCL asks beneficiaries to upload a photograph of each stage through the Ashraya mobile app, available on Google Play, to claim the next instalment.

Can I get an Ashraya house if I do not own a site?

Not directly, because the subsidy is for construction on your own site. Karnataka runs separate rural and urban site schemes and issues hakku patra to landless families, and RGRHCL publishes land availability and site distribution reports. Get the site first, then seek the house.

How do I check whether my name is in the beneficiary list?

Use the "Benf's Info" or beneficiary status option on ashraya.karnataka.gov.in. The site also publishes categorywise, beneficiarywise and financial-year-wise reports separately for rural and urban areas.

Is there any fee or middleman involved?

No. RGRHCL has publicly warned beneficiaries not to fall for the inducements of middlemen and to contact the corporation's head office or sub-divisional office directly for information. Selection is done by the gram sabha or local body, and no one can sell a place on the list.

How many houses has RGRHCL built?

The RGRHCL dashboard reported over 26.8 lakh houses completed, with about 1.8 lakh at foundation level, 93,000 at lintel level and 1.02 lakh at roof level at the time of checking.
