Birth Certificate in Karnataka (eJanMa)
Karnataka state government scheme
Birth Certificate in Karnataka is registered on eJanMa, the state system run by the Office of the Chief Registrar of Births and Deaths at ejanma.karnataka.gov.in. Registration within 21 days is free, gram panchayats joined eJanMa in July 2024, and certificates already registered in eJanMa are downloaded through the Seva Sindhu portal on payment of the listed fee.
What is a birth certificate in Karnataka?
A birth certificate in Karnataka is the printed extract of the entry made in the register of births under the Registration of Births and Deaths Act 1969. Karnataka maintains that register electronically as eJanMa, run by the Office of the Chief Registrar of Births and Deaths and maintained by the Directorate of Economics and Statistics, at ejanma.karnataka.gov.in. The portal states that births, deaths and still births are electronically registered across the whole of Karnataka through village accountants, medical officers and health officials, depending on the type of place where the event occurred.
That structure matters when you are chasing a record. There is no single office in Bengaluru holding all Karnataka birth records. The registrar is local: the medical officer of the hospital or primary health centre for an institutional birth, the village accountant or the gram panchayat in rural areas, and the health officer of the city corporation, city municipal council or town panchayat in urban areas. eJanMa is the common database they all write into.
Karnataka took a significant step in July 2024, when the eJanMa portal records that registration of births and deaths in gram panchayats commenced. Before that, a large share of rural events were captured through other channels, which is why very old village records sometimes have to be traced manually at the panchayat rather than found through a portal search.
Since the Registration of Births and Deaths (Amendment) Act 2023 took effect on 1 October 2023, all registrations also feed the national Civil Registration System database at dc.crsorgi.gov.in, and the digital birth certificate is intended to serve as single proof of date and place of birth for people born on or after that date.
Who can and who cannot apply?
You can have a birth registered in Karnataka if the birth physically took place inside Karnataka. Jurisdiction follows the place of birth. For a hospital birth, the institution is the reporting unit and the medical officer feeds the record into eJanMa; the parents supply the name and their own identity details. For a birth at home, the head of the household or a parent is the informant and reports to the village accountant, gram panchayat or municipal health officer of that area.
Any person named in the record. The person born, either parent, or a legal guardian: can obtain a copy of a registered birth from Seva Sindhu or the registrar's office, and can apply to correct a spelling or add a child's name that was left blank at registration.
You cannot apply in Karnataka for a birth that occurred in another state; that registration belongs to the state where the birth happened, and Karnataka has no power to create an entry for it. You are also not eligible to have a registrar simply enter a birth that is more than one year old on his own authority; Section 13(3) of the Registration of Births and Deaths Act 1969 requires an order of the competent authority first, and in Karnataka that route runs through the Executive Magistrate or the District Registrar.
What documents are required?
For a birth reported inside the 21-day window the requirement is light, because the hospital or the registrar is doing most of the work:
- Hospital birth report or discharge summary for an institutional birth.
- Aadhaar of the mother and the father, used to print the parents' names correctly.
- A signed declaration of the particulars; date, time, place, sex of the child and parents' names.
- Address proof of the parents at the time of the birth, which fixes the registrar's jurisdiction.
For a delayed case, add the papers that establish the delay is genuine: the written permission of the prescribed officer where the birth is between 30 days and one year old, an affidavit of the parents stating the date, time and place of birth, secondary evidence such as an immunisation card or a school admission record, and for a birth over one year old the order of the competent authority.
How to apply for a birth certificate in Karnataka
- Let the hospital register the birth. For an institutional birth, the medical officer of the hospital or primary health centre reports the event into eJanMa. Give the hospital the child's name and both parents' Aadhaar details before discharge, and ask for the acknowledgement.
- Report a home birth to the local registrar within 21 days. In a village that is the village accountant or the gram panchayat, which have registered births on eJanMa since July 2024; in a town or city it is the health officer of the urban local body. Reporting inside 21 days avoids every late fee.
- Note the registration number. The number issued at registration is the permanent handle for the record. Every later copy, correction and DigiLocker pull uses it.
- Download the certificate from Seva Sindhu. eJanMa states that certificates for events registered in eJanMa can be downloaded from the Seva Sindhu portal on payment of the specified fee, and links to the Seva Sindhu download page along with a user manual in English and Kannada.
- Collect a printed copy from the registrar if you prefer a physical certificate — the local registrar's office issues it against the same registration number.
How to register a birth in Karnataka that is over 21 days old
- Between 22 days and 30 days, report to the same registrar and pay the late fee. The registrar can still make the entry himself.
- Between 30 days and one year, obtain the written permission of the prescribed officer under Section 13(2) of the Registration of Births and Deaths Act 1969 and file an affidavit of the parents along with the late fee.
- Over one year, apply to the competent authority, the Executive Magistrate or District Registrar, depending on the district, for an order under Section 13(3). Support the application with an affidavit, a non-availability certificate from the registrar confirming no entry exists, and whatever secondary proof of the date of birth survives.
- Take the order to the registrar, who then creates the eJanMa entry and issues the certificate against the applicable delay fee.
How do you check the status of a Karnataka birth record?
Search the record through the download route on ejanma.karnataka.gov.in, which carries a "Download Certificate" option on its main menu and routes registered events to Seva Sindhu. If a hospital-reported birth does not appear, ask the hospital records section for the eJanMa acknowledgement, because the delay is usually at the reporting end rather than the portal. The eJanMa toll-free helpline 1800-425-6578 handles registration and download problems.
For a delayed registration sitting with the Executive Magistrate or District Registrar, follow up on the acknowledgement issued by that office; the eJanMa portal does not track cases that have not yet become an entry.
Why do Karnataka birth certificate applications fail?
- The birth was reported to a registrar outside the jurisdiction where it actually took place.
- The event predates gram panchayat registration on eJanMa in July 2024 and only exists in a manual village register.
- The hospital never completed the eJanMa entry, so no digital record exists to search.
- Names or the date of birth typed at the search do not exactly match the registered entry.
- A delayed application over one year old is filed without the competent authority's order.
- The child's name was never added after registration, so the record exists but shows a blank name.
What does it cost, and should you use an agent?
Registration of a birth reported within 21 days carries no late fee. Beyond that the fee is only what the registrar's published schedule and Seva Sindhu's payment screen show, eJanMa's own wording is that certificates registered in eJanMa are downloaded from Seva Sindhu by paying the specific fee. Nothing else is payable to any officer.
Agents outside taluk offices sell "quick" birth certificates in Karnataka, particularly for delayed registrations. They cannot bypass the magistrate's order, they cannot create a record for a birth the state never registered, and a certificate obtained on fabricated evidence exposes the parents to prosecution. Apply through the hospital, the gram panchayat or the urban local body registrar, download from Seva Sindhu yourself, and call the eJanMa helpline on 1800-425-6578 if a payment is demanded that no published schedule supports.

Frequently asked questions
Who issues a birth certificate in Karnataka?
The Office of the Chief Registrar of Births and Deaths, Government of Karnataka issues birth certificates, and the eJanMa portal is maintained by the Directorate of Economics and Statistics. At ground level the registrar is the medical officer for an institutional birth, the village accountant or gram panchayat in rural areas, and the health officer of the municipal body in towns and cities.
What is eJanMa?
eJanMa is Karnataka's electronic register of births, deaths and still births, reachable at ejanma.karnataka.gov.in, where events across the whole state are recorded. The portal states that registration is done electronically all over Karnataka through village accountants, medical officers and health officials depending on the type of place.
Are gram panchayat births covered by eJanMa?
Yes — the eJanMa portal records that registration of births and deaths in gram panchayats commenced in July 2024, extending electronic registration down to the village level. Before that date many rural births were held in registers maintained locally, which is why older rural records sometimes need a manual search.
How do I download a Karnataka birth certificate?
Birth certificates for events registered in eJanMa are downloaded from the Seva Sindhu portal on payment of the specified fee, and the eJanMa site links directly to Seva Sindhu along with a user manual for the download. The eJanMa site itself carries the download link on its main menu.
Is registering a birth in Karnataka free?
Registration of a birth reported within 21 days is free of any late fee anywhere in India, including Karnataka, because the Registration of Births and Deaths Act 1969 sets 21 days as the free reporting window. Fees apply only for delay and for issuing copies of the certificate.
What happens if a Karnataka birth is more than one year old?
A birth more than one year old cannot be registered on the registrar's own authority and needs an order from the competent authority — an Executive Magistrate or District Registrar in Karnataka practice — under Section 13(3) of the Registration of Births and Deaths Act 1969. Only after that order does the registrar create the eJanMa entry.
Is there a helpline for eJanMa?
eJanMa publishes the toll-free number 1800-425-6578 on its portal for birth and death registration queries. Use it when a hospital-reported birth does not appear in the search or a download from Seva Sindhu fails.
Does a Karnataka birth certificate need renewal?
No — a birth certificate is a permanent record and never needs renewal, because the registered facts of a birth do not change. You only need a fresh copy when an office insists on a recently printed one, and each fresh copy comes from the same eJanMa registration number.
