What is the Anna Bhagya scheme?

Anna Bhagya is the food security guarantee of the Government of Karnataka, run by the Department of Food, Civil Supplies and Consumer Affairs. Anna Bhagya delivers 10 kg of rice per person per month, free of cost, to every member listed on an Antyodaya Anna Yojana card or a BPL priority household card in the state. The scheme is often written in Kannada as Anna Bhagya Yojane, and it is one of the five guarantee programmes the state government began rolling out from mid-2023.

Anna Bhagya works on top of, not instead of, the central National Food Security Act. The NFSA allocation to Karnataka provides 5 kg of grain per person per month to priority households and 35 kg per Antyodaya household. Karnataka funds the additional quantity that lifts every eligible individual to the 10 kg mark. For a family of four holding a BPL priority card, that is 40 kg of rice a month with nothing to pay.

Distribution runs through the state's Public Distribution System: roughly 20,000 fair price shops, organised administratively under the Bengaluru, Mysuru and Kalaburagi divisions of the department. Every shop operates an electronic point-of-sale (ePoS) device, so each transaction is authenticated against Aadhaar and logged in real time.

Who is eligible for Anna Bhagya?

You can receive Anna Bhagya rice if:

  • You are a permanent resident of Karnataka.
  • Your household holds an Antyodaya Anna Yojana (AAY) card or a BPL priority household ration card issued by the Karnataka Food Department.
  • Your Aadhaar number is seeded against the ration card and the member drawing the grain can authenticate biometrically at the shop.
  • Your name appears in the member list printed on the card. The entitlement is per individual member, so adding a newborn or a newly married member to the card increases the household's monthly quantity.

You are not eligible if:

  • You hold an APL (Above Poverty Line) general card. APL cardholders do not draw the free 10 kg. This is the single most common misunderstanding about the scheme.
  • You hold no ration card at all. Without a card there is no Anna Bhagya entitlement, and there is no separate Anna Bhagya register to join.
  • Your card has been suspended or cancelled; commonly for prolonged non-collection, for a failed eligibility re-verification, or where the household was found to hold a second card.
  • The individual member has been deleted from the card, for example after marriage into another household that already lists them.

Anna Bhagya carries no separate income test of its own. Eligibility is entirely inherited from the ration card category, which the department assigns using its own BPL and Antyodaya criteria. If you believe you should hold a BPL card and currently hold an APL card, the remedy is a ration card amendment application, not an Anna Bhagya appeal.

What benefit does Anna Bhagya provide?

Cardholder Monthly entitlement
BPL priority household member 10 kg of rice per person
Antyodaya Anna Yojana member 10 kg of rice per person
APL general cardholder Not eligible for the free Anna Bhagya rice

Grain is issued monthly, against the allocation released for that month. Missing a month does not usually let you draw a double quantity later; allocation generally lapses at the end of the distribution cycle, so collecting on time matters.

Karnataka briefly ran a cash Direct Benefit Transfer in lieu of the extra 5 kg of rice, during a period when the state could not procure enough grain from central sources. That cash route was discontinued from February 2025, and the full 10 kg is now issued as physical rice.

What documents are required for Anna Bhagya?

Document Mandatory Notes
Antyodaya or BPL ration card Yes The entitlement document itself
Aadhaar card, seeded to the card Yes Biometric authentication at the ePoS machine
Registered mobile number No Enables OTP fallback and allocation SMS alerts
Residence proof No Only for a fresh ration card application

How to apply for Anna Bhagya and draw your rice

Anna Bhagya itself has no application form. The steps below cover the two real situations, you already hold a card, or you need one.

  1. Check your card category. Open ahara.karnataka.gov.in, go to the e-Services section and use the ration card verification option to confirm whether your card is recorded as AAY, BPL priority or APL, and to see the member list attached to it.
  2. Seed Aadhaar against the ration card if the verification screen shows any member without an Aadhaar number. Aadhaar seeding is done through the same e-Services module or at a Grama One, Karnataka One or Bangalore One centre.
  3. If you hold no ration card, file a New Ration Card (NRC) application on the Ahara portal with proof of Karnataka residence, Aadhaar numbers of all members and household details. The department verifies the application before issuing the card, and the Anna Bhagya entitlement starts with the card.
  4. Visit your linked fair price shop during the monthly distribution window with the ration card and the Aadhaar of the member collecting the grain.
  5. Complete biometric authentication on the shop's ePoS device, fingerprint, iris, or OTP to the registered mobile number if biometrics fail.
  6. Collect the rice and the printed ePoS slip. Check the slip shows the full quantity for every member on the card, and keep it as proof of the transaction.

How to apply offline or through a service centre

  1. Go to your nearest Grama One centre (rural), Karnataka One or Bangalore One centre (urban), or a Bapuji Seva Kendra.
  2. Ask the operator to file a new ration card application, an amendment to add or delete a member, or an Aadhaar seeding request, whichever applies.
  3. Hand over Aadhaar copies for every household member and proof of residence.
  4. Collect the acknowledgement slip carrying the application reference number, and track the status later on ahara.karnataka.gov.in.

How do I check my Anna Bhagya status?

Anna Bhagya has no separate status screen because there is no separate application. What you check instead is the ration card:

  • Card status and category — the ration card verification option under e-Services on ahara.karnataka.gov.in.
  • Monthly allocation and past transactions. The ePoS transaction history for your card number shows exactly what was drawn, on what date, from which shop.
  • At the shop, the dealer's ePoS device shows the current month's entitlement for your card before the transaction is completed.

Why do people get turned away, and how to fix it

  • Aadhaar not seeded against the card is the most frequent blocker. Seed it through e-Services or a Grama One centre.
  • Biometric mismatch, common with older applicants and manual labourers whose fingerprints have worn. Ask for iris authentication or the OTP route rather than accepting a refusal.
  • Card marked APL, so no free rice is due. File a ration card amendment if you believe the category is wrong.
  • Member not on the card, newborns, newly married members and returning migrants must be added by amendment before their 10 kg is allocated.
  • Card suspended for non-collection. Cards untouched for several consecutive months can be flagged; approach the Taluk Food Inspector to have it restored.
  • Dealer demanding payment or short-weighing. Both are offences. Insist on the ePoS slip, which records the quantity issued.

Key dates and current position

Anna Bhagya in its present form was announced as one of Karnataka's guarantee schemes in 2023 and expanded to the 10 kg per person entitlement that year. The cash-in-lieu-of-rice arrangement operated during the grain shortage period and was discontinued from February 2025. The Food Department has also clarified publicly that new ration cards were being processed against applications received up to March 2023, so anyone told otherwise by an agent should verify on the department portal.

Where to complain about Anna Bhagya

  • Toll-free helpline: 1967, open roughly 10 am to 5 pm, Monday to Saturday, closed on Sundays and public holidays.
  • Online grievance registration on ahara.karnataka.gov.in for written complaints against a fair price shop.
  • Taluk Food Inspector or the Deputy Director, Food and Civil Supplies at the district level for card category disputes and shop-level misconduct.
  • Guarantee schemes call centre 1902, listed on sevasindhu.karnataka.gov.in, for general questions about Karnataka's guarantee programmes.

Anna Bhagya rice is free. No dealer, agent or middleman may charge you for the grain or for "getting your name added". The entitlement flows from the ration card and nothing else.

Documents required

Ration card (Antyodaya or BPL priority household)
The core document. Anna Bhagya has no separate enrolment list — the ration card itself is the entitlement. APL cards do not draw the free rice.
Aadhaar card of the member drawing the grain
Aadhaar must be seeded against the ration card. The ePoS machine at the fair price shop authenticates a fingerprint or iris scan before releasing grain.
Registered mobile numberoptional
Not compulsory, but needed for OTP-based authentication when a fingerprint repeatedly fails, and for SMS alerts on monthly allocation.
Proof of Karnataka residenceoptional
Needed only when applying for a fresh ration card on the Ahara portal, not for drawing rice on an existing card.

Frequently asked questions

How much rice does Anna Bhagya give per person?

Anna Bhagya gives 10 kg of rice per person per month, free of cost, to every member listed on an Antyodaya Anna Yojana or BPL priority household ration card in Karnataka. A four-member BPL family therefore draws 40 kg a month. Five of those kilos come from the central National Food Security Act allocation and the balance is funded by the Karnataka government.

Do I have to apply for Anna Bhagya?

No. Anna Bhagya has no separate application form — the entitlement is attached to your existing Antyodaya or BPL ration card. If you do not yet hold a card, you apply for the ration card itself on the Ahara portal at ahara.karnataka.gov.in, and the Anna Bhagya entitlement follows automatically once the card is issued.

Is Anna Bhagya still paying money instead of rice?

No. Karnataka ran a temporary cash transfer in place of the extra 5 kg of rice when the state could not source grain, and that Direct Benefit Transfer was discontinued from February 2025. Beneficiaries now receive the full 10 kg per person as physical rice at the fair price shop.

Can an APL cardholder get free rice under Anna Bhagya?

No, APL general cardholders are not eligible for the free 10 kg. Anna Bhagya is limited to Antyodaya Anna Yojana cards and BPL priority household cards. APL cardholders in Karnataka may still draw other commodities where the department notifies them, but not the free Anna Bhagya rice.

What happens if my fingerprint fails at the ration shop?

Ask the fair price shop dealer to use the OTP fallback on the ePoS machine, which sends a one-time password to the mobile number registered against the ration card. Iris authentication and nominee authentication are the other routes. A dealer cannot refuse grain purely because a fingerprint did not match on the first attempt.

Can I collect my Anna Bhagya rice in another district or state?

Yes. Karnataka implements One Nation One Ration Card, so a portable transaction lets you draw your entitlement at any ePoS-enabled fair price shop in the state, and at participating shops in other states, using Aadhaar biometric authentication.

What is the Anna Bhagya helpline number?

The Food, Civil Supplies and Consumer Affairs Department toll-free helpline is 1967. The department also accepts written grievances through the online grievance registration module on ahara.karnataka.gov.in.

Does the fair price shop dealer charge anything for Anna Bhagya rice?

No. Anna Bhagya rice is free — the dealer cannot charge a rupee for the grain, for the weighing, or for the biometric transaction. Any demand for money is a fit case for the 1967 helpline or the online grievance module.
