Trade Licence in Karnataka
Karnataka state government scheme
Trade Licence in Karnataka is granted by the urban local body covering the business premises: BBMP in Bengaluru, and the city corporation, city municipal council or town municipal council in other towns: not by the Seva Sindhu certificate portal. Each urban local body sets its own trade licence fee by trade category and premises, and issues the licence for a fixed period that must be renewed.
What is a trade licence in Karnataka, and who issues it?
A trade licence in Karnataka is permission from an urban local body for a named person to carry on a named trade at a named premises. Karnataka does not grant this from a single state counter. The granting authority is whichever urban local body the premises falls in: Bruhat Bengaluru Mahanagara Palike (BBMP) inside Bengaluru, and elsewhere the city corporation, city municipal council or town municipal council for that town, all under the Urban Development Department of the Government of Karnataka.
The first thing to get right is therefore not a form but a boundary. Karnataka's urban fringes have moved repeatedly, and a shop that its owner thinks of as "in Bengaluru" may sit outside BBMP limits and under a neighbouring municipal council, or outside urban limits altogether in a gram panchayat area. Applying to the wrong body costs the fee and the wait.
The second thing to get right is the portal. Seva Sindhu, at sevasindhu.karnataka.gov.in, is Karnataka's well-known citizen services portal, it carries certificates, student bus passes and welfare schemes such as Gruha Lakshmi, Gruha Jyoti and Yuvanidhi, and it is delivered through the Gram One rural franchise network and the Jana Sevaka doorstep service. Seva Sindhu is not the trade licence route. Trade licence is a municipal service belonging to the urban local body, and starting on Seva Sindhu for it simply loses time.
Who can and who cannot apply?
You can apply for a Karnataka trade licence if you carry on, or intend to carry on, a trade at a premises inside a city corporation, city municipal council or town municipal council area, and you can document that premises. Individuals, partnership firms and companies are all eligible to hold a licence. There is no income limit, no caste criterion and no age bar, a trade licence is a regulatory permission attached to premises, so the eligibility filters that govern Karnataka's income and caste certificates do not apply here at all.
You cannot apply to BBMP for a premises outside BBMP limits, nor to any urban local body for a premises outside its own boundary. A shop in a gram panchayat area is not eligible for a municipal trade licence and must ask the panchayat which permission applies.
You are also not eligible for a licence covering a trade the urban local body does not permit at that location, or a premises whose actual use conflicts with its permitted use. Where the activity is one the Karnataka State Pollution Control Board regulates, manufacturing, workshops, some food processing. The Board's consent is a prerequisite the municipal body will look for rather than something you can settle later.
Applicants whose premises carries municipal property tax arrears are eligible in principle, but the file is commonly held until the tax position is clear. Because Karnataka's urban local bodies identify premises through the municipal property record, arrears surface at the outset rather than late.
What documents are required?
The Karnataka trade licence file is built around identity, the premises, and the municipal standing of that premises:
- Identity proof of the person the licence will be issued to.
- Proof of the trade premises; ownership papers, or a rent or lease agreement with the owner's no-objection.
- The property tax paid receipt for the premises — the BBMP property tax receipt in Bengaluru.
- Proof of constitution, partnership deed or incorporation certificate: where a firm or company applies.
- FSSAI registration or licence for any food-handling trade.
- Karnataka State Pollution Control Board consent where the trade category calls for it.
- The fee receipt, generated online or stamped at the counter.
Keep the originals at the shop. A municipal health inspector may visit the premises, and producing the tenancy and tax papers on the first visit is the single thing that shortens the file most.
How to get a trade licence in Karnataka
- Establish your urban local body. Confirm whether the premises falls inside BBMP, another city corporation, a city municipal council, a town municipal council, or outside urban limits entirely. Everything after this depends on the answer.
- Go to that body's trade licence route. In Bengaluru this is BBMP's own trade licence system, reachable from bbmp.gov.in. In other towns, ask the municipal office whether the licence is filed online or at the counter; Karnataka's smaller urban local bodies vary, and the office itself is the authoritative answer.
- Confirm the trade category and the fee before filling anything in. The category drives both the fee and which officer examines the file, so it must describe what the business actually does rather than something adjacent.
- Fill the application with the applicant's name exactly as on the identity document, the complete premises address with the ward, and the municipal property identification for the premises.
- Attach the documents; identity, premises proof, property tax receipt, constitution documents, FSSAI and Pollution Control Board consent where they apply.
- Pay the fee on the portal or at the counter, and take the receipt. Note the application number on it.
- Be available for the inspection of the premises, with the originals.
- Collect or download the licence, and note the period it is granted for so the renewal is not missed.
How do you check the status of an application?
Quote the application number from your receipt to the health or licensing section of the urban local body you filed with. Where the body runs an online trade licence system, log in with the account used to file and track it there. Karnataka has no common state-wide status tracker for trade licence, because the service is not centralised the way Seva Sindhu's certificate services are. The granting office is the authoritative source, and that is a feature of how the state organises municipal administration rather than an oversight.
How long does the licence last, and how is it renewed?
A Karnataka trade licence is granted for the period recorded on the licence document and must be renewed before it ends. Renew through the same urban local body, quoting the existing licence number, so the renewal attaches to the existing record instead of creating a duplicate registration for the same premises. Trading on a lapsed licence exposes the business to municipal penalty and, at renewal, to a demand covering the gap.
Why do Karnataka trade licence applications get rejected?
- The premises falls outside the urban local body applied to, the single most common error, and the hardest to spot near BBMP's boundary.
- The premises is in a gram panchayat area, where the municipal route does not apply.
- Municipal property tax on the premises is in arrears.
- The trade category on the form does not match what the business actually does.
- The rent or lease document is expired or carries no owner's no-objection.
- A food business applied without FSSAI registration, or a regulated activity applied without Pollution Control Board consent.
- Nobody was available at the premises when the municipal health inspector called.
What does it cost, and what about agents?
Karnataka's urban local bodies each set their own trade licence fee by trade category and premises, so there is no single state-wide amount to quote. The figure on your own urban local body's payment screen, or on the stamped counter receipt, is the entire government charge. Nothing further is payable to any clerk, health inspector or facilitator, and you should not pay a rupee that the receipt does not record.
Agents who promise a Bengaluru or Mysuru trade licence "arranged in a week" for a lump sum are charging for a queue position that does not exist, the file reaches the same municipal officer whoever brings it. Pay at the counter or on the portal, keep the receipt, and if anyone demands money beyond it, take it to the Commissioner of the city corporation or the Chief Officer of the municipal council concerned.

Frequently asked questions
Who issues a trade licence in Karnataka?
The urban local body covering the premises issues it — Bruhat Bengaluru Mahanagara Palike within Bengaluru, and the city corporation, city municipal council or town municipal council in other towns — under the Urban Development Department of the Government of Karnataka. There is no single state office that grants it.
Can I get a trade licence through Seva Sindhu?
No — Seva Sindhu is Karnataka's citizen services portal for certificates and welfare schemes such as Gruha Lakshmi, Gruha Jyoti and Yuvanidhi, and trade licence is a municipal service handled by the urban local body instead. Applicants who start on Seva Sindhu for a trade licence lose time.
Where do I apply for a trade licence in Bengaluru?
Apply to Bruhat Bengaluru Mahanagara Palike, which runs its own trade licence system for premises inside BBMP limits and is reachable at bbmp.gov.in. Premises just outside BBMP limits fall under a different urban local body, so confirm the boundary before applying.
What does a trade licence cost in Karnataka?
The urban local body sets the fee by trade category and premises rather than there being one state-wide figure, so check the amount on your own urban local body's payment screen or counter receipt. Pay only that amount, and only against a receipt.
Is a trade licence the same as a Shops and Establishments registration?
No — the municipal trade licence is permission to run the trade at that premises, while registration under Karnataka's shops and commercial establishments law is a labour-department registration about employment conditions. A food business needs FSSAI on top of both.
Does a Karnataka trade licence have to be renewed?
Yes — a trade licence is granted for a stated period recorded on the licence and must be renewed before that period ends. Renew through the same urban local body that granted it, quoting the existing licence number rather than filing as a new applicant.
My shop is in a village near the town limits — does this apply?
No — the municipal trade licence route covers urban local body areas, so a premises in a gram panchayat area falls under the Rural Development and Panchayat Raj side instead. Confirm which side of the boundary the shop sits on before paying anything.
Can an agent get my Karnataka trade licence faster?
No. The application reaches the same municipal health or licensing officer whoever files it, and the government charge is only what the receipt records. Anyone quoting a premium for speed is selling a queue position that does not exist.
