Ration Card in Karnataka (Ahara Portal)
Karnataka state government scheme
Ration Card in Karnataka is issued by the Department of Food, Civil Supplies and Consumer Affairs through the Ahara portal at ahara.karnataka.gov.in, in the AAY, PHH (BPL) or NPHH (APL) category. A household applies on the New Ration Card module with Aadhaar biometric verification of the head of the family, and the department's toll-free helpline is 1967. No fee is charged for the card itself.
What is a ration card in Karnataka and who issues it?
A ration card in Karnataka is issued by the Department of Food, Civil Supplies and Consumer Affairs, Government of Karnataka, and every card service in the state runs through the department's Ahara portal at ahara.karnataka.gov.in. The card identifies a household, lists its members with Aadhaar linkage, names the head of the family, and links the family to a Fair Price Shop from which it draws its monthly foodgrain entitlement under the National Food Security Act, 2013.
Karnataka runs the Ahara system in three administrative divisions, Bengaluru, Mysuru and Kalaburagi, and the new-card module at ahara.karnataka.gov.in/nrc/ opens a separate entry point for each. This matters practically: an applicant from Belagavi and an applicant from Bengaluru Urban use the same portal but different divisional links, and picking the wrong one wastes the whole session.
The department issues the card in three categories:
- AAY (Antyodaya Anna Yojana), the poorest households, with a fixed monthly foodgrain quantity per family.
- PHH (Priority Household), the category Kannada households ordinarily call the BPL card, with a per-person monthly entitlement.
- NPHH (Non-Priority Household), the APL card, which records the family for identity and address purposes but carries no NFSA foodgrain entitlement.
There is no separate BPL certificate in Karnataka for food entitlement. BPL is a category on the ration card itself, so a family looking for subsidised rice applies for a PHH card, not for a BPL paper.
Who is eligible for a ration card in Karnataka?
A permanent resident of Karnataka can apply, as the head of a family, for a household that does not already hold a ration card anywhere in India. The head of the family is ordinarily the eldest woman of the household aged 18 or above, following the National Food Security Act.
A family that already holds a card in another state or district cannot apply until the earlier card is surrendered or the members are formally deleted there. Karnataka's Aadhaar-based de-duplication catches a member listed twice, and the second entry fails.
A member cannot appear on two cards at once. A married daughter who has moved to her husband's household must be deleted from her parents' card before she is added to the new one; a student living away from home stays on the family card unless he or she forms a separate household.
PHH (BPL) eligibility is narrower than NPHH. The department applies income and asset criteria for the priority category, income evidence in the form of a Tahsildar-issued income certificate is commonly required, and households with government-salaried members, income-tax payers or substantial landholdings are placed in NPHH rather than PHH. A family that does not meet the priority criteria is not rejected outright; it is issued an NPHH card instead.
What documents are needed for a Karnataka ration card?
The Ahara module is Aadhaar-driven, so the core requirement is identity. You need the Aadhaar card of every member to be listed, an Aadhaar-linked mobile number for the OTP, and address proof for the Karnataka residence. A recent electricity or water bill, or a registered rent agreement. For a PHH application, an income certificate from the Nadakacheri / Atalji Janasnehi Kendra is generally required. The form also collects LPG consumer details and the bank passbook of the head of the family, the latter mattering because Karnataka pays part of the Anna Bhagya entitlement as a bank transfer for the rice quantity beyond the grain physically issued.
If your family previously held a card elsewhere, carry the deletion or surrender certificate from that district or state. Without it, the application will stall at verification.
How to apply for a ration card in Karnataka
- Open the Ahara new-card module. Go to
ahara.karnataka.gov.in, choose the e-Services or new ration card option, and openahara.karnataka.gov.in/nrc/. Select your division — Bengaluru, Mysuru or Kalaburagi; from the entry links given there. - Authenticate the head of the family with Aadhaar. Enter the Aadhaar number of the proposed head of the family and complete the verification. The module supports biometric capture on a registered fingerprint or iris device, which is why most applicants complete this step at a Karnataka One, Bangalore One, Grama One or Nadakacheri / Janasnehi Kendra counter where such a device is installed, rather than on a home computer.
- Choose the card category. Select AAY, PHH or NPHH. Choosing PHH commits you to producing the income evidence at verification, so pick honestly, an overstated claim is the most common cause of rejection later.
- Add every family member. Enter each member's Aadhaar number, name exactly as on Aadhaar, date of birth and relationship to the head, and authenticate each member as the module prompts. Add the address, LPG and bank details asked for.
- Submit and note the acknowledgement number. The portal issues an acknowledgement number on submission. Keep it: every later status check, appeal and enquiry depends on it.
- Complete field verification. The taluk Food Inspector or the department's field staff verifies the household, its address and its composition. On approval, the card is generated on the Ahara system and the household is mapped to a Fair Price Shop.
The offline route runs through the same officials from the other end: the applicant visits the taluk office of the Department of Food, Civil Supplies and Consumer Affairs or a Nadakacheri / citizen service centre, submits the form and documents at the counter, and the operator files it on Ahara on the applicant's behalf. In villages the Grama One centre performs the same function.
One caution about timing. Karnataka has repeatedly opened and closed the public new-card window depending on the state's NFSA coverage position, and the department has at various points routed APL/NPHH applications through Seva Sindhu and PHH/AAY applications through service centres and Fair Price Shops. Before starting, check the notice board on the Ahara home page to confirm which channel is open on the day you apply.
How do I check the status of a Karnataka ration card?
Use the status option on the Ahara portal with your acknowledgement number. The department also publishes the beneficiary register and Fair Price Shop-wise card details on the Ahara statistics pages, which is the quickest way to confirm that a newly approved card exists in the system and to see which shop it is mapped to. If the status has not moved for several weeks, the person to ask is the taluk Food Inspector, since the file sits with field verification at that stage.
What does a Karnataka ration card cost?
The department does not charge for issuing the card. Where you apply through a Karnataka One, Bangalore One, Grama One or Janasnehi Kendra counter, that centre levies its own small published service charge for operating the terminal and printing, that charge is displayed at the counter and applies to every service the centre handles.
Nothing beyond that published counter charge is legitimate. Agents who promise a PHH card in exchange for a few thousand rupees are selling a free service, and they cannot influence the income verification that actually decides the category. Pay only at the counter, insist on the receipt, and do the Aadhaar authentication yourself rather than handing over your Aadhaar and OTP to a middleman.
Does a Karnataka ration card expire, and what is e-KYC?
The card does not carry a fixed expiry date, but it is not maintenance-free. Every member must complete Aadhaar e-KYC so that the entitlement can be drawn on the electronic point-of-sale device at the Fair Price Shop. Members whose e-KYC is pending are blocked from drawing their share even while the card remains valid, and the department periodically runs e-KYC drives through Fair Price Shops with a stated cut-off. Long non-drawal of the monthly ration is also treated as a sign of an inactive or duplicate card and can trigger a review.
Births, deaths, marriages and address changes are handled as amendments on the Ahara portal, not as fresh applications.
Why are Karnataka ration card applications rejected?
The common causes are a name or date-of-birth mismatch with Aadhaar, a member already listed on another card in Karnataka or another state, failed Aadhaar authentication because the mobile number registered with UIDAI is out of date, a PHH claim that field verification does not support, a government salary, income-tax payment or landholding in the family typically results in an NPHH card instead of outright rejection, and address proof that does not match the address entered. Correct the underlying record first: an Aadhaar correction or a deletion certificate from the earlier district resolves most of these faster than re-applying repeatedly.
Where do I complain about a Karnataka ration card problem?
Call 1967, the toll-free helpline shown on the Ahara portal for public distribution system and ration card complaints. The Ahara portal also carries a public grievance registration facility for complaints about card issuance and about distribution at Fair Price Shops, and the department runs a reward scheme for information on diversion of foodgrain. Locally, the escalation ladder runs from the Fair Price Shop dealer to the taluk Food Inspector, then the Deputy Director of Food, Civil Supplies and Consumer Affairs in the district, and under the National Food Security Act to the district grievance redressal officer and the state Food Commission.

Frequently asked questions
What is the official portal for a Karnataka ration card?
The Ahara portal of the Department of Food, Civil Supplies and Consumer Affairs, at ahara.karnataka.gov.in. The older address ahara.kar.nic.in now points to the same department system, and the new-card module sits at ahara.karnataka.gov.in/nrc/ with separate entry points for the Bengaluru, Mysuru and Kalaburagi divisions.
What are the ration card categories in Karnataka?
Three — AAY, PHH and NPHH. Antyodaya Anna Yojana (AAY) is for the poorest households, Priority Household (PHH) is the category most people call the BPL card, and Non-Priority Household (NPHH) is the APL card, which records the family but carries no NFSA foodgrain entitlement.
Is there a separate BPL certificate in Karnataka?
No. In Karnataka the BPL status is the PHH category printed on the ration card itself, not a separate certificate. A household seeking subsidised grain applies for a PHH ration card rather than for a BPL paper.
How much does a Karnataka ration card cost?
The card is issued without a fee by the Department of Food, Civil Supplies and Consumer Affairs. A citizen service centre such as Karnataka One, Bangalore One or a Janasnehi Kendra may levy its own small published service charge for operating the terminal; nothing beyond that published counter charge is legitimate.
Can I apply for a Karnataka ration card if my family has a card in another state?
No. A family may hold only one ration card in India. You must first get the old card surrendered or the members deleted in the previous state or district, then apply in Karnataka; otherwise the Aadhaar de-duplication check rejects the application.
How do I check my Karnataka ration card status?
Use the status option on the Ahara portal at ahara.karnataka.gov.in with the acknowledgement number given when the application was submitted. The same portal also carries the beneficiary register and Fair Price Shop-wise card details for verifying an approved card.
What is the helpline number for Karnataka ration card problems?
1967 is the toll-free helpline shown on the Ahara portal of the Department of Food, Civil Supplies and Consumer Affairs for public distribution system and ration card complaints.
