What is the Prabuddha Overseas Scholarship Scheme?

Prabuddha, sometimes written as the Prabuddha Overseas Education Scheme, is a Karnataka government scholarship that fully funds Scheduled Caste and Scheduled Tribe students from the state to study at leading universities abroad. Prabuddha is administered by the Department of Social Welfare, Government of Karnataka, through its online services portal at swdservices.karnataka.gov.in.

Prabuddha is unusual among Indian state scholarships in two ways. First, it is not a token stipend, it pays the full tuition fee charged by the foreign university, however high, along with living costs, insurance and travel. Second, it does not shut out middle-income families entirely; instead of a hard income bar it uses a sliding scale that reduces the award as family income rises.

According to the scheme's published rules, an awardee receives:

  • Full tuition fees, paid by the Government of Karnataka to the university.
  • A maintenance allowance of up to Rs 8 lakh per year, or 75 per cent of the actual cost, whichever is lower.
  • About Rs 1 lakh a year for books, study material and incidental expenses.
  • Medical insurance cover for the duration of the course.
  • Visa fees paid in full.
  • Economy-class airfare to the country of study.

The income scale works like this:

Annual family income Share of the award
Up to Rs 8 lakh 100 per cent
Rs 8 lakh to Rs 15 lakh 50 per cent
Above Rs 15 lakh 33 per cent

Who is eligible for Prabuddha and who is not?

You can apply for Prabuddha if:

  • You are a permanent resident of Karnataka.
  • You belong to a Scheduled Caste or Scheduled Tribe notified in Karnataka, proved by a tahsildar's caste certificate.
  • You hold an unconditional admission offer from a university ranked among the world's top 325. The department publishes the ranking list it uses each cycle, so check which ranking applies before you accept an offer.
  • You are 21 years or younger if applying for an undergraduate course, or 35 years or younger for a postgraduate or doctoral course.
  • You scored at least 80 per cent in the qualifying examination for undergraduate study, or at least 55 per cent for postgraduate and doctoral study.
  • You have cleared the relevant entrance test, GRE, GMAT, TOEFL or IELTS, at the level the university demands.

You cannot apply, or are not eligible, if:

  • You are not from a Scheduled Caste or Scheduled Tribe notified in Karnataka. Other backward class students and minority community students have separate schemes; the Karnataka Minorities Development Corporation runs the minority overseas education route.
  • You are not a Karnataka domicile holder.
  • Your admission is to a university outside the top 325 in the ranking the department recognises. This is the exclusion that disqualifies the largest number of otherwise strong applicants.
  • Your offer letter is conditional and not yet firmed up.
  • You exceed the age limit for your level of study.
  • You are applying for a short certificate, language or diploma course abroad rather than a full degree.
  • You are already drawing another government overseas scholarship for the same course; double funding is not permitted.

Prabuddha also reserves 33 per cent of seats for women and 5 per cent for persons with disabilities.

How to apply for the Prabuddha Overseas Scholarship

  1. Secure an unconditional admission offer from a university in the world's top 325 and sit the entrance test the course requires. Prabuddha does not fund an application to a university, it funds an admission you already hold.
  2. Collect the supporting papers first: caste certificate, income certificate, domicile proof, all marks cards, passport and bank details. Getting a fresh Nadakacheri income certificate takes time, so start there.
  3. Watch for the annual notification from the Department of Social Welfare. Prabuddha runs in a notified window and does not accept applications outside it.
  4. Open swdservices.karnataka.gov.in/foreignstudies and register with your mobile number and Aadhaar.
  5. Fill in the online form with your personal details, caste and income certificate numbers, university name, course, duration and fee structure, entering the tuition figure exactly as stated in the university's offer.
  6. Upload the scanned documents and submit, then download the acknowledgement with your application number.
  7. Attend the interview or selection committee stage if you are shortlisted. The department screens on merit, ranking of the university and the income slab.
  8. On selection, sign the sanction letter and undertaking, then submit progress reports each term as the conditions require.

There is no offline application route and no application fee.

How does the selection work?

Prabuddha is a competitive scholarship, not an entitlement. Meeting the eligibility bar does not guarantee an award, because the department sanctions a limited number of seats each year within its budget. A selection committee ranks eligible applicants using the world ranking of the admitting university, the applicant's academic record, the course level and the reserved-category quotas.

The practical consequence is that an applicant with an offer from a university ranked in the top 50 competes more strongly than one at rank 300, even where both clear the eligibility test.

When and how is the money paid?

Tuition is normally paid by the department to the university rather than to the student, which protects the award from exchange-rate and personal-spending risk. The maintenance allowance, book allowance, insurance, visa and airfare components are released to the student, usually in yearly tranches tied to proof of continued enrolment.

Continuation of the award into a second or third year depends on the student submitting progress reports and remaining enrolled in the same course at the same university. Changing university or course mid-way requires the department's prior approval.

Common reasons a Prabuddha application fails

  • The university is outside the recognised top-325 ranking. Verify the ranking source the department names in that year's notification, not a ranking you found elsewhere.
  • A conditional offer letter submitted in place of an unconditional one.
  • Age crossed on the cut-off date, 21 for undergraduate study or 35 for postgraduate and doctoral study.
  • Marks below the threshold, 80 per cent for undergraduate applicants and 55 per cent for postgraduate and doctoral applicants.
  • Income certificate missing or stale, which makes the department unable to place you in an income slab.
  • Applying after the notified window closed. There is no late window.
  • Incomplete uploads, particularly a missing entrance scorecard or passport copy.

Who do I contact about Prabuddha?

  • Prabuddha and overseas studies cell, Department of Social Welfare: 080-22340956
  • Online portal: swdservices.karnataka.gov.in/foreignstudies
  • District Social Welfare Officer, for caste certificate and documentation problems at the local level.
  • State Scholarship Portal helpline 1902, for general Karnataka scholarship queries, though Prabuddha itself is handled on the Social Welfare services portal and not on SSP.

Prabuddha applications are free. No consultant or overseas education agent has any role in the sanction, and no fee paid to an agent improves your chance of selection.

How to check your Prabuddha application status

  1. Go to swdservices.karnataka.gov.in/foreignstudies, the same portal used to apply, and log in with the mobile number or user ID you registered with.
  2. Open the "My Applications" or "Track Application" section of your dashboard. Your application number, generated at the time of submission, is what the system uses to pull up the record, so keep the acknowledgement you downloaded after submitting.
  3. The status shown there typically moves through stages such as submitted, under scrutiny by the department, shortlisted for the selection committee, selected or sanctioned, and rejected with a reason if applicable. There is no separate SMS or email tracking system for Prabuddha beyond what the portal dashboard shows.
  4. If the portal shows no update for an unusually long stretch, or your account does not reflect a submission you know you completed, call the Prabuddha and overseas studies cell at the Department of Social Welfare on 080-22340956 and quote your application number.
  5. For issues tied to your caste certificate, income certificate or other supporting documents rather than the application itself, follow up with your District Social Welfare Officer, since document verification at the district level is often where a file gets held up before it reaches the state selection committee.
  6. Because Prabuddha runs on a notified annual cycle rather than a continuous rolling intake, selection results are usually announced as a batch once the committee finishes ranking that year's applicants, not on a rolling case-by-case basis. If your status still shows "under process" close to when results for that cycle are expected, a call to the helpline is more reliable than waiting on the portal alone.
  7. Once sanctioned, keep tracking your status even after selection: the release of tuition, maintenance allowance and other components in the second and later years depends on the department recording your continued enrolment and progress reports, so a lapse in submitting these can itself show up as a change in your status on the same portal.

Frequently asked questions

What does the Prabuddha scholarship actually pay for?

Prabuddha pays the full tuition fee charged by the foreign university, plus a maintenance allowance of up to Rs 8 lakh a year or 75 per cent of the actual cost, whichever is lower, plus about Rs 1 lakh a year for books and incidentals, medical insurance, visa fees and economy-class airfare.

Who is eligible for the Prabuddha Overseas Scholarship?

Prabuddha is open to Karnataka residents belonging to the Scheduled Castes or Scheduled Tribes who hold an admission offer from a university ranked in the world's top 325. Undergraduate applicants must be 21 or under with 80 per cent marks; postgraduate and doctoral applicants must be 35 or under with 55 per cent marks.

Is Prabuddha only for SC and ST students, or also for minorities?

Prabuddha, as run under the Karnataka Social Welfare Department, is for Scheduled Caste and Scheduled Tribe students. Minority community students seeking overseas study support should approach the Karnataka Minorities Development Corporation, which runs a separate overseas education scheme with its own rules.

Does family income affect the Prabuddha award?

Yes. Published guidance sets a sliding scale: families earning up to Rs 8 lakh a year receive 100 per cent of the award, families earning Rs 8 lakh to Rs 15 lakh receive 50 per cent, and families above Rs 15 lakh receive 33 per cent. There is no absolute income bar, only a reduced share.

Which courses are covered under Prabuddha?

Prabuddha covers engineering, management, science, medicine, commerce, economics, law, humanities, social science and fine arts at master's and doctoral level, and undergraduate study in the same broad fields. Short certificate and diploma courses abroad are not covered.

Are seats reserved for women and persons with disabilities?

Yes. Published scheme rules reserve 33 per cent of Prabuddha seats for women candidates and 5 per cent for persons with disabilities, so a woman or a disabled candidate competes within a protected pool as well as in the general merit list.

How do I apply for Prabuddha?

Apply online at swdservices.karnataka.gov.in/foreignstudies during the notified window, uploading your admission letter, entrance scorecard, caste certificate, income certificate and academic records. There is no offline route and no application fee.

What happens if I do not complete the course abroad?

Prabuddha awardees sign an undertaking to complete the course and submit progress reports each term. Abandoning the course, failing to enrol after the award, or diverting the funds can lead to recovery of the amount already paid, so read the sanction letter conditions before you sign.
