Non-Creamy-Layer / OBC Certificate in Karnataka

Karnataka state government scheme

Quick answer

Non-Creamy-Layer / OBC Certificate in Karnataka is issued by the Revenue Department through the Nadakacheri portal at nadakacheri.karnataka.gov.in, where the Tahsildar of the taluk is the signing authority and the service runs under the Karnataka Sakala Services Act. Applicants register with an Aadhaar-linked mobile number, upload caste and income proof and pay the small fee the portal shows at the payment step.

Benefit
An official OBC certificate with the Non-Creamy-Layer endorsement, recognised by Karnataka government departments, KEA counselling and central recruitment boards
How to apply
Both — online on nadakacheri.karnataka.gov.in or through Seva Sindhu, or in person at a Nadakacheri / Atalji Janasnehi Kendra, Bangalore One or Karnataka One centre

What is the Non-Creamy-Layer / OBC certificate in Karnataka?

The Non-Creamy-Layer / OBC certificate in Karnataka is the Revenue Department's written finding that you belong to a caste notified as a backward class and that your family lies outside the creamy layer. Karnataka issues it through Nadakacheri, the Atalji Janasnehi Kendra network: whose citizen portal is nadakacheri.karnataka.gov.in, and the same service is also reachable through Seva Sindhu at sevasindhu.karnataka.gov.in. The Tahsildar of the taluk signs the certificate, acting on the field report of the Village Accountant and the Revenue Inspector.

Karnataka's backward-class structure is more granular than the single "OBC" label used at the centre. The State Backward Classes list runs across Category 1, Category 2A, Category 2B, Category 3A and Category 3B, and the category noted on your certificate decides which state reservation quota applies to you in KEA counselling, KPSC recruitment and state scholarship schemes. For a central government job, a central university seat, NEET or an SSC or UPSC application, what matters instead is whether your caste appears in the Central List of OBCs for Karnataka and whether the certificate carries the Non-Creamy-Layer endorsement.

Who can and cannot apply for an OBC certificate in Karnataka?

You can apply if you are ordinarily resident in Karnataka and your caste appears in Karnataka's backward classes list for the certificate you want, the state list for state purposes, the central list for central purposes. The family's income and the parents' service position decide the Non-Creamy-Layer part.

You cannot get the Non-Creamy-Layer endorsement if your family falls inside the creamy layer. The creamy-layer test is a national rule administered by the Department of Personnel and Training and applies uniformly in Karnataka: families whose gross annual income from sources other than salary and agricultural land crosses the notified ceiling are excluded, and so are the children of officers holding Group A / Class I posts and equivalent constitutional or public-sector positions, irrespective of income. A family whose caste is notified but whose income crosses the line can still obtain a plain caste certificate; it simply cannot obtain the NCL endorsement.

You also cannot apply on the strength of a caste notified for another state. A family that moved into Karnataka from Tamil Nadu, Maharashtra or Andhra Pradesh must show that the caste is notified for Karnataka and that the family is ordinarily resident here; otherwise the certificate has to come from the home state. And a caste that appears in the Karnataka state list but not in the central list will produce a certificate valid for state quotas only, worth checking before you rely on it for a central examination.

What documents does Karnataka ask for?

Nadakacheri's OBC service asks for the applicant's Aadhaar, because the portal authenticates the submission by OTP on the Aadhaar-linked mobile number; the family ration card, which fixes the household on which the income test runs; caste proof, normally an earlier certificate of the father or another blood relative or an old school record naming the caste; income proof such as a salary certificate, Form-16, income tax return or an existing income certificate; residence proof in the taluk; and a passport-size photograph. A transfer certificate or study certificate carrying the caste entry against your own name is not always demanded but almost always helps.

Scan documents cleanly and keep names consistent. Where the caste name on an old school record is spelled differently from the notified entry, a common issue with regional spellings; attach both the record and the relative's certificate so the Village Accountant can join them.

How to apply for a Karnataka OBC certificate online

  1. Open nadakacheri.karnataka.gov.in and choose the online application option. Enter your mobile number. The one linked to your Aadhaar — and click to receive an OTP, then validate it to log in.
  2. Select the Revenue Department and then the caste / OBC certificate service. Choose carefully between the state-list and central-list variant, and pick the Non-Creamy-Layer option if a central body has asked for it.
  3. Fill the application: applicant name, father's name, caste and category claimed, taluk and village, family details, and the annual family income with its source.
  4. Complete the Aadhaar OTP authentication when the portal prompts, so the identity on the file is verified electronically.
  5. Upload the scanned documents, Aadhaar, ration card, caste proof, income proof, residence proof and the photograph: within the size limits shown.
  6. Pay the fee displayed at the payment step and submit. Save the acknowledgement number and the Sakala number printed on the receipt; the Sakala number carries the due date by which the office must dispose of the application.
  7. Let the field verification run. The Village Accountant checks the caste and residence claim and the Revenue Inspector forwards it, after which the Tahsildar approves or rejects.
  8. Download the digitally signed certificate from your Nadakacheri login once approved, or pull it from DigiLocker, which Karnataka supports for issued certificates.

How to apply offline at a Nadakacheri centre

  1. Visit the Nadakacheri / Atalji Janasnehi Kendra for your hobli or taluk, or a Bangalore One, Karnataka One or Seva Sindhu centre.
  2. Give the operator your Aadhaar and the supporting documents; the operator fills the form on the same portal and scans the papers at the counter.
  3. Pay the fee at the counter and take the printed acknowledgement carrying the Sakala number and due date.
  4. Collect or download the certificate after approval, using the acknowledgement number.

What does it cost?

Karnataka charges a small government fee for the OBC certificate, and the exact amount is shown to you on the payment screen of the Nadakacheri portal or on the counter receipt at a Nadakacheri centre. Pay only that displayed amount, and only at the portal's payment step or the official counter. Do not hand cash to an agent, a middleman outside the taluk office, or a private website that copies the Nadakacheri look, those sites are not connected to the Revenue Department, cannot influence the Tahsildar's decision, and routinely charge many times the government fee for filling a free form. If someone tells you a "fast track" exists, it does not: the Sakala due date on your receipt is the only timeline that binds the office.

How do you check the status?

Use the status option on nadakacheri.karnataka.gov.in with your acknowledgement or Sakala number. The status moves from submitted, to verification by the Village Accountant, to the Revenue Inspector, to approval by the Tahsildar. Because the service runs under the Karnataka Sakala Services Act, every application carries a fixed disposal period, and an application left undisposed past its due date is itself a ground for escalation, that is the practical value of keeping the Sakala number.

Validity and renewal

The caste finding on the certificate does not expire, but the Non-Creamy-Layer endorsement does, because it certifies an income position for a particular year. Treat an NCL certificate as valid for one year from the date of issue: central recruitment boards and counselling authorities almost always require one issued within the previous twelve months, and an older certificate is the single most common reason a candidate's OBC claim is set aside at the document-verification stage. Renewal is not a special process. You file the same application again with fresh income proof.

Why do applications get rejected?

The commonest reason is that the income proof does not support the Non-Creamy-Layer claim, or that no usable income proof was filed at all. The second is caste evidence that does not connect to the applicant: a relative's certificate with no document linking the relationship, or a school record in a differently spelled caste name with nothing to bridge it. The third is a mismatch between the state list and the central list, an applicant applies for a central-purpose certificate for a caste notified only in the Karnataka state list. The fourth is residence: a family that cannot show ordinary residence in the taluk will fail the Village Accountant's field check. Where an application is rejected, the portal records the reason; correct that specific defect and file again rather than repeating the same application.

Where do you complain?

Raise the matter first with the Tahsildar's office for your taluk, quoting the Sakala number and the due date on your acknowledgement: Sakala exists precisely to give you that lever. If the taluk office does not act, the Assistant Commissioner of the sub-division and then the Deputy Commissioner of the district are the escalation route within the Revenue Department. Nadakacheri and Seva Sindhu both carry grievance links inside the citizen login, tied to your application number, and a written grievance filed there creates the record you will need if you escalate further. Keep your acknowledgement, the Sakala number and dated screenshots of the status page.

Documents required

Aadhaar card of the applicant
Nadakacheri authenticates the application by OTP on the Aadhaar-linked mobile number, so the mobile number registered against Aadhaar must be active.
Ration card of the family
Used to establish the family composition and the household on which the creamy-layer income test is applied.
Caste proof of the applicant or a blood relative
An earlier caste certificate of the father or another blood relative, or an old school record naming the caste, is the standard evidence the Village Accountant checks.
Income proof of the family
Salary certificate, Form-16, income tax return or an income certificate. The Non-Creamy-Layer endorsement rests entirely on this, which is what separates it from a plain caste certificate.
Residence proof in Karnataka
Voter ID, electricity bill, property tax receipt or a similar document showing the family's residence in the taluk.
School record — transfer certificate or study certificateoptional
Records that carry the caste entry against the applicant's own name shorten verification and are worth attaching where available.
Passport-size photograph
Uploaded in the format and size the portal specifies at the upload step.

Frequently asked questions

Which portal issues the OBC certificate in Karnataka?

Nadakacheri, the Revenue Department's Atalji Janasnehi Kendra portal at nadakacheri.karnataka.gov.in, issues the OBC certificate in Karnataka, and the same service is reachable through Seva Sindhu. The Tahsildar of the taluk is the signing authority, working on the report of the Village Accountant and the Revenue Inspector.

How long is a Karnataka Non-Creamy-Layer certificate valid?

A Non-Creamy-Layer certificate is treated as valid for one year from the date of issue, because it certifies an income position that changes year to year. The caste finding itself does not lapse, but recruitment boards and counselling authorities generally insist on an NCL certificate issued within the previous twelve months.

Is the Karnataka OBC certificate the same as a caste certificate?

No — a caste certificate records only that you belong to a notified caste, while the OBC / Non-Creamy-Layer certificate additionally records that your family falls outside the creamy layer on income and service grounds. Central recruitment bodies ask for the Non-Creamy-Layer version.

What is Sakala and how does it apply here?

Sakala is the Karnataka Sakala Services Act framework under which every notified government service carries a fixed number of days within which it must be approved or rejected. Nadakacheri services run under Sakala, so your acknowledgement slip carries a Sakala number and a due date you can hold the office to.

Can I apply for a Karnataka OBC certificate without visiting an office?

Yes, the full application can be filed online on nadakacheri.karnataka.gov.in after logging in with your Aadhaar-linked mobile number and an OTP. Many applicants still use a Nadakacheri or Karnataka One counter because the operator scans and uploads the documents for them.

How do I download the certificate once it is approved?

Log in to Nadakacheri with the same mobile number and open the acknowledgement or e-Kshana section, where the digitally signed certificate is available for download once the Tahsildar approves it. Karnataka also pushes issued certificates to DigiLocker, so the copy in your DigiLocker account is equally valid.

What income disqualifies a family from the Non-Creamy-Layer certificate?

A family whose gross annual income from sources other than salary and agriculture crosses the ceiling notified by the Department of Personnel and Training falls inside the creamy layer and cannot get the certificate. Children of officers holding Group A / Class I posts are excluded on service grounds regardless of what the family earns.
