What is the National Horticulture Mission in Karnataka?

The National Horticulture Mission is a centrally sponsored programme implemented in Karnataka by the Department of Horticulture, Government of Karnataka. The department lists the mission among its central sector schemes with an annual allocation of about Rs 14,000 lakh, making it by a wide margin the largest horticulture scheme in the state.

The mission is not one benefit. It is an umbrella under which around a dozen distinct components run, each with its own unit cost, its own subsidy percentage and its own annual physical target for every district. A farmer planting an acre of pomegranate, a nurseryman raising grafted mango plants, a self-help group setting up a mushroom shed and a trader building a cold store are all applying under the same mission but under completely different rate cards.

Components implemented in Karnataka

  • Area expansion for fruits, vegetables, flowers, spices and plantation crops
  • Model and small nurseries, and tissue culture units for planting material
  • Protected cultivation, polyhouses, shade nets and anti-bird netting
  • Farm ponds, community tanks and other water harvesting structures
  • Farm mechanisation for horticulture operations
  • Mushroom production units
  • Beekeeping as a pollination support component
  • Vermicompost units and organic farming conversion support
  • Cold chain infrastructure, cold storage, pack houses, ripening chambers
  • Post-harvest management and primary processing units

Who is eligible for the National Horticulture Mission in Karnataka?

You can apply if:

  • You are a farmer in Karnataka growing or proposing to grow a horticulture crop, and the land is recorded in your name in the RTC or held under a registered lease.
  • You are a farmer group, self-help group, Farmer Producer Organisation or cooperative taking up a common facility such as a pack house or a vermicompost unit.
  • You are an entrepreneur or private nursery applying for a nursery, tissue culture unit, cold storage or post-harvest unit, and can meet the promoter's share of the project cost.
  • You hold a FRUITS ID and an Aadhaar-seeded bank account.
  • The district still has unspent physical target under the component you want.

You cannot apply if:

  • You are seeking assistance for a field crop such as paddy, ragi, jowar or cotton, those are not eligible here and fall under the Department of Agriculture.
  • The land is not in your name and you have no registered lease.
  • You have already been sanctioned the same component on the same survey number, whether under this mission or under the state Comprehensive Horticulture Development scheme.
  • You want a credit-linked infrastructure component but have no bank sanction and no capacity to bring the promoter's contribution.
  • The district's physical target for that component is already exhausted for the year.

Scheduled Caste and Scheduled Tribe applicants are served from the Special Component Sub-Plan and Tribal Sub-Plan allocations that Karnataka maintains separately under the SCSP-TSP Act 2013.

How much subsidy do the main components carry?

How to apply for the National Horticulture Mission in Karnataka

  1. Register for a FRUITS ID at fruits.karnataka.gov.in through Citizen Login, or free of cost at your Raitha Samparka Kendra or taluk Horticulture Office. Every subsequent step is recorded against this number.
  2. Decide the component and check the target. Ask the taluk Horticulture Officer which components still have unspent physical target for your taluk this year, and get the current rate for the crop or unit you want.
  3. Collect and fill the application form at the taluk Horticulture Office for farm-level components, or at the office of the Deputy Director of Horticulture for infrastructure components.
  4. Attach the documents, FRUITS ID, RTC, Aadhaar copy, bank passbook copy, and for infrastructure a project report and, where credit-linked, the bank sanction letter. Submit and take a dated acknowledgement.
  5. Wait for pre-sanction inspection by the horticulture officer, who records the pre-work position of the plot or site.
  6. Execute the work; plant the crop, build the pond, erect the polyhouse or install the equipment, and keep every original bill.
  7. File the subsidy claim with the bills at the same office, and allow the post-work inspection.
  8. Receive the assistance by DBT, or as a back-ended adjustment through your bank for credit-linked components.

How do I check my application and payment status?

Karnataka pays mission assistance by Direct Benefit Transfer, and the credit generates an SMS to the mobile number recorded in your FRUITS profile. For the file position, quote your acknowledgement number and FRUITS ID at the taluk Horticulture Office, or at the district office for infrastructure files. If your FRUITS mobile number is out of date, correct it free at the Raitha Samparka Kendra, otherwise no alerts will reach you.

Why National Horticulture Mission applications get rejected

  • Physical target exhausted. Each component has a fixed district target, and applications past that point are held over. Applying in the first quarter of the financial year materially improves your chances.
  • Work started before the pre-sanction inspection. The department needs to record the "before" position; a completed polyhouse or a planted orchard inspected only afterwards is very hard to sanction.
  • No original bills, or bills from unregistered suppliers.
  • Duplicate claim on the same survey number, flagged by FRUITS.
  • Extent or capacity claimed exceeds the RTC or the site.
  • Bank account not Aadhaar-seeded, so the DBT credit fails.
  • Credit-linked component without a bank sanction, which cannot be processed at all.

Where do I complain?

Escalate in writing to the Deputy Director of Horticulture of your district, and then to the Director of Horticulture at Lalbagh, Bengaluru. The Department of Horticulture lists Sakala and Seva Sindhu among its citizen service channels, and Sakala gives a formal route where a notified service timeline has been missed. Contact details for each district office, including the Deputy Director, are published on the district administration websites under the Horticulture Department page.

No agent needs to be paid at any stage. FRUITS registration, the application form, the inspection and the sanction are all free.

Frequently asked questions

How much subsidy does the National Horticulture Mission give in Karnataka?

The subsidy is component-wise, not a single amount. Karnataka district horticulture offices publish rates such as Rs 40,800 per hectare for tissue culture banana, Rs 30,000 per hectare for papaya, Rs 19,200 per hectare for pomegranate and Rs 10,000 per hectare for mango integrated with drip, and up to Rs 175 lakh per unit for cold storage at 35 per cent of project cost.

What can a small farmer realistically claim?

A small farmer most commonly claims area expansion assistance for a fruit, vegetable or flower crop, plus a farm pond and a vermicompost unit. District offices list individual water harvesting structures at about Rs 0.75 lakh for a 1,200 cubic metre structure and community tanks at up to Rs 4 lakh for 6,000 cubic metres.

Are flower growers covered?

Yes. Karnataka district horticulture offices list cut flowers at Rs 40,000 per hectare for small and marginal farmers and Rs 25,000 per hectare for others, loose flowers at Rs 16,000 and Rs 10,000 per hectare respectively, and bulbous flowers at Rs 60,000 per hectare for small and marginal farmers.

Who can set up a nursery under the mission?

Both the public and private sector can. District offices list model nurseries at 100 per cent subsidy up to Rs 25 lakh per hectare in the public sector and 40 per cent subsidy up to Rs 10 lakh per hectare in the private sector.

Is the National Horticulture Mission subsidy paid before or after I spend?

After. Karnataka releases mission assistance against actual expenditure verified by a departmental inspection and supported by original bills, and credit-linked infrastructure components are released back-ended through the financing bank.

Do I need a FRUITS ID?

Yes. Every horticulture and agriculture subsidy in Karnataka is recorded against a FRUITS ID, so registration at fruits.karnataka.gov.in or a Raitha Samparka Kendra is the first step for any component.

Can I claim the same component twice?

No. The same component cannot be sanctioned twice on the same survey number, and the FRUITS database flags duplicate claims across horticulture schemes including the state Comprehensive Horticulture Development head.

Where is the application submitted?

At the taluk Horticulture Office or the Raitha Samparka Kendra for farm-level components, and at the district office of the Deputy Director of Horticulture for infrastructure components such as cold storage, pack houses and tissue culture units.
