Property Registration (Sale Deed) in Karnataka
Karnataka state government scheme
Property registration in Karnataka is done through Kaveri Online Services at kaveri.karnataka.gov.in, the portal of the Department of Stamps and Registration, which handles guidance value lookup, stamp duty calculation, e-stamping, online fee payment and Sub-Registrar slot booking. Stamp duty runs on a slab of 2, 3 or 5 per cent by property value, plus cess and surcharge.
What is property registration in Karnataka?
Property registration in Karnataka is the recording of a sale deed, gift deed, partition deed or lease in the register of a Sub-Registrar under the Registration Act, 1908, administered by the Department of Stamps and Registration headed by the Inspector General of Registration and Commissioner of Stamps.
Registration is the moment a Karnataka property actually changes hands in law. An agreement to sell, an allotment letter, a builder's possession letter and a payment receipt together prove that money moved; only the registered sale deed proves that ownership moved. Karnataka courts see a steady stream of disputes where a buyer occupied a site for years on an unregistered agreement and then found the title was never transferred.
Karnataka has consolidated the whole process onto one platform, Kaveri Online Services at kaveri.karnataka.gov.in, now in its Kaveri 2.0 version.
What can you do on Kaveri Online Services?
Kaveri is the Department of Stamps and Registration's own portal, and it covers the whole transaction rather than one step of it:
- Guidance value search, the notified minimum value, Karnataka's version of a circle rate, for any locality in the state.
- Stamp duty calculator, computes stamp duty, cess, surcharge and the registration fee on the value and slab you enter.
- Online property registration; data entry for sale deed, lease deed, gift deed, partition deed and power of attorney.
- E-stamping and online payment: generate the e-stamp and pay stamp duty and registration fee digitally instead of buying physical stamp paper.
- Sub-Registrar slot booking; pick the office and appointment time.
- Encumbrance Certificate — search and download the EC for the property.
- Certified copies of registered documents.
The practical effect for a Bengaluru buyer is that a registration that once consumed a full day at the Sub-Registrar office is now largely done from home, with a short in-person appointment at the end.
Who can and cannot register a property in Karnataka?
You can register if:
- You are the buyer and seller of a flat, site, house, converted plot or commercial unit anywhere in Karnataka.
- You are a donor and donee on a gift deed, or family members executing a partition deed.
- You are an NRI or OCI buying residential or commercial property, which FEMA permits.
- You are a company, LLP, trust or society, acting through an authorised signatory with a board resolution or authority letter.
- You hold a registered power of attorney for a party who cannot attend.
You cannot register if:
- You are a foreign national of non-Indian origin resident outside India, buying immovable property without RBI approval, which FEMA does not permit.
- You are buying agricultural land and fall outside what the Karnataka Land Reforms Act permits for the holding in question, agricultural land purchase in Karnataka carries statutory limits on extent and holding.
- The land is granted land under the PTCL Act still within its restriction period, or is Inam, Bagair Hukum or unconverted government land.
- The property is under court injunction, attachment or acquisition.
- The seller cannot show title, no registered mother deed, no conversion order for a converted site, no khata.
- Stamp duty is short-paid against the guidance value. The Sub-Registrar refuses a deed stamped below the notified value.
What are the stamp duty and registration charges in Karnataka?
Karnataka is one of the few states that charges stamp duty on a slab by property value rather than a flat rate:
| Property value | Stamp duty |
|---|---|
| Up to Rs 20 lakh | 2 per cent |
| Above Rs 21 lakh to Rs 45 lakh | 3 per cent |
| Above Rs 45 lakh | 5 per cent |
On top of the duty, Karnataka levies cess and surcharge, including an additional surcharge on property inside BBMP limits which goes to the corporation. A registration fee is charged separately on the property value; Karnataka revised this fee upward with effect from the end of August 2025, so any figure you find in an older article is unreliable.
That is exactly why the honest instruction here is: run the Kaveri stamp duty calculator for your own property before you budget. Enter the district, the local body, the property category and the value, and the calculator returns stamp duty, cess, surcharge and registration fee as the department currently computes them. Every rate in Karnataka is applied on the higher of the guidance value and the actual consideration, so look up the guidance value on Kaveri first.
How to register a property in Karnataka
- Check the guidance value for the locality on Kaveri Online Services. This fixes the floor for stamp duty and tells you immediately whether the price you negotiated is above or below the notified value.
- Do the title due diligence. Pull the Encumbrance Certificate from Kaveri for 13 to 30 years, collect the mother deed and the full chain of earlier deeds, the khata certificate and extract, the latest property tax receipt, and for land the RTC and the conversion order.
- Get the sale deed drafted by an advocate or licensed document writer, with the exact schedule of property, boundaries, extent, consideration and mode of payment.
- Calculate the charges on Kaveri's stamp duty calculator and note the stamp duty, cess, surcharge and registration fee.
- Create a Kaveri login at kaveri.karnataka.gov.in with your mobile number and OTP, and complete the online data entry, parties, property, consideration, witnesses.
- Pay stamp duty and registration fee online through the portal and generate the e-stamp. Save the challan and the certificate.
- Book the Sub-Registrar slot for the SRO having jurisdiction over the property, choosing a date and time.
- Attend the appointment in person. Buyer, seller and two witnesses appear with originals and Aadhaar. The Sub-Registrar captures photographs and thumb impressions, the parties admit execution, and the deed is endorsed with its document number.
- Collect the registered deed and the scanned copy. Verify the document number and year, and download a certified copy from Kaveri as a backup.
- Apply for khata transfer to BBMP or the local body, and for agricultural land apply for mutation on Bhoomi through the village accountant. Neither happens automatically on registration.
How do I check the status of a Karnataka registration?
- On Kaveri, log in and open the transaction to see the stage; data entry, payment made, slot booked, presented, registered.
- By document number, search the registered document on Kaveri once the Sub-Registrar has endorsed it.
- By encumbrance certificate, run a fresh EC a few weeks later; your own sale deed should now appear as the latest entry, which is the cleanest confirmation that the registration is on record.
- At the Sub-Registrar office, quote the acknowledgement number.
- For khata, track separately on the BBMP or local body system, since khata is a different department entirely.
Why do Karnataka registrations get rejected or delayed?
- Deed value below guidance value, the commonest cause of refusal or of a demand for differential duty.
- Khata missing or in a B register, which leaves the property outside the local body's main assessment record and creates trouble at loan and resale.
- No conversion order for a site carved out of agricultural land, making the layout unauthorised.
- Encumbrance certificate showing a live mortgage that the seller repaid but never got released in the register.
- Agricultural land restrictions under the Land Reforms Act, or PTCL granted land sold within the restricted period.
- Party or witness absent, or identity documents whose names do not match the earlier deeds.
- TDS not deducted where consideration is Rs 50 lakh or more.
- Wrong Sub-Registrar office chosen for the property's location.
What does registration cost, and what should you refuse to pay?
Karnataka charges only the stamp duty, cess, surcharge and registration fee computed by the Kaveri calculator, paid online through the portal's own payment gateway against a digital receipt. That is the whole of the government's demand. Creating a Kaveri account, searching guidance value, using the calculator and booking the Sub-Registrar slot cost nothing.
Around every Sub-Registrar office in Bengaluru, Mysuru and Mangaluru sit agents offering to "handle the registration" for a package fee. They are entering the same data on the same Kaveri portal that you can use yourself. There is no paid priority slot on Kaveri, and no officer can register a deed stamped below the guidance value, whatever is promised. Paying an advocate a proper receipted fee for drafting, EC scrutiny and title opinion is a genuine and worthwhile service in Karnataka, that is different from paying cash for speed. Never share your Kaveri password or Aadhaar OTP with an agent, and never accept a stamp duty receipt that did not come from kaveri.karnataka.gov.in.
Grievance and helpline route
- Portal: kaveri.karnataka.gov.in, for registration, payment and EC issues, which carries the department's support contact.
- Department: the Department of Stamps and Registration site at igr.karnataka.gov.in.
- Local level: the Sub-Registrar of the office where the document was presented.
- District level: the District Registrar for the district.
- State level: the Inspector General of Registration and Commissioner of Stamps, Bengaluru.
- For khata and property tax problems, the grievance route is BBMP or the local body, not the Registration Department.
Carry the acknowledgement number or the document number and year to any of these. Without it, no office can trace the file.

Frequently asked questions
Which portal is used for property registration in Karnataka?
Kaveri Online Services at kaveri.karnataka.gov.in is the official portal of the Department of Stamps and Registration, Government of Karnataka. The Kaveri 2.0 version handles online property registration for sale, lease, gift, partition and power of attorney deeds, stamp duty and registration fee payment, guidance value search, encumbrance certificates and Sub-Registrar slot booking.
What is the stamp duty on a sale deed in Karnataka?
Karnataka charges stamp duty on a slab based on property value — 5 per cent above Rs 45 lakh, 3 per cent between Rs 21 lakh and Rs 45 lakh, and 2 per cent up to Rs 20 lakh. Cess and surcharge are charged on top of the duty, including an additional surcharge for property inside BBMP limits, so confirm the exact figure on the Kaveri stamp duty calculator before you pay.
What is the guidance value and why does it decide my stamp duty?
Guidance value is the Karnataka government's notified minimum value for a locality, the state's equivalent of a circle rate, and stamp duty is charged on the higher of the guidance value and the actual consideration. Kaveri Online Services has a guidance value search that gives the notified rate for any locality before you draft the deed.
Can a Karnataka sale deed be registered without visiting the Sub-Registrar?
No, the deed data entry, stamp duty payment and slot booking happen online on Kaveri, but the parties must appear before the Sub-Registrar for photographs, thumb impressions and admission of execution. Karnataka's stated aim with Kaveri 2.0 is to reduce that visit to a short appointment rather than a full day.
Does registration transfer the khata automatically?
No, khata transfer is a separate application to BBMP or the local body after the sale deed is registered, and it is the khata that governs property tax and civic approvals. A registered deed without a khata in your name leaves the municipal record showing the seller.
How long is a registered sale deed valid in Karnataka?
A registered sale deed never expires and needs no renewal, because it is a permanent entry in the Sub-Registrar's register. Certified copies can be obtained from Kaveri Online Services years later if the original is lost.
What is an encumbrance certificate and do I need one before registration?
An encumbrance certificate lists every transaction registered against a property during a chosen period, and Karnataka issues it online through Kaveri. It is not legally required to register a deed, but no careful buyer or lender in Karnataka proceeds without one, because it is what reveals an unreleased mortgage.
Is registration of a sale deed compulsory in Karnataka?
Yes, Section 17 of the Registration Act, 1908 makes registration compulsory for any instrument transferring an interest in immovable property worth Rs 100 or more. An unregistered sale agreement gives you a contractual claim but does not transfer ownership of a Karnataka property.
