What is the senior citizen ID card in Karnataka?

The senior citizen ID card in Karnataka is an official identity card issued by the Department for the Empowerment of Differently Abled and Senior Citizens, Government of Karnataka, to permanent residents of the state aged 60 years and above. The application runs through Seva Sindhu, the Karnataka government's single window services portal at sevasindhu.karnataka.gov.in, and the department's own site at dwdsc.karnataka.gov.in lists "Application For Senior Citizen Card" among its citizen services.

Karnataka is one of the few states that runs this as a clean, named, online service rather than as an ad hoc certificate from a tehsil counter. The department states plainly that "the application shall be verified by the District Disabled Welfare Officer and the senior citizen's identity card will be accepted within 21 days".

The card matters because it collapses several proofs into one. A Karnataka resident of 68 standing at a hospital counter, a bank, a KSRTC ticket window or a Nadakacheri counter is repeatedly asked to prove age. A state-issued senior citizen identity card, carrying the holder's photograph and date of birth, is accepted where a torn ration card or a faded school certificate is argued over.

Who is eligible for a Karnataka senior citizen card?

You can apply if:

  • You are 60 years of age or above on the date of application, the statutory definition of a senior citizen under the Maintenance and Welfare of Parents and Senior Citizens Act, 2007.
  • You are a permanent resident of Karnataka. The department's district pages state the residence condition explicitly, and the file is verified by the District Disabled Welfare Officer of the district you live in.
  • You hold documentary proof of your date of birth; Aadhaar, a birth certificate, a school leaving certificate, a passport, a PAN card or a pension payment order.
  • You are applying in your own name. A family member may operate the portal for you, which is common and entirely acceptable, but the applicant is the senior citizen.

You cannot apply if:

  • You are under 60. There is no early issue and no district-level discretion to certify a lower age.
  • You are not a permanent resident of Karnataka. A parent visiting a son in Bengaluru for six months, with all documents from another state, is not eligible for the Karnataka card and should apply in the home state.
  • You cannot evidence a date of birth at all. In that situation, first get the date of birth recorded: through an Aadhaar update or a delayed birth registration at the local body, and then apply.

There is no income test and no caste condition for the Karnataka senior citizen card. It is an identity document, not a welfare entitlement, and a retired professor with a pension and a landless agricultural labourer are equally eligible at 60. Nor is the card the same thing as an old age pension: the Sandhya Suraksha and old age pension schemes are separate applications with their own income conditions.

What documents are required?

Document Mandatory Notes
Age proof (Aadhaar, birth certificate, school leaving certificate, PAN, passport, PPO) Yes Must establish age 60+
Identity proof (Aadhaar preferred) Yes Name must match the Seva Sindhu form
Karnataka address proof (ration card, voter ID, electricity or water bill, tax receipt) Yes Establishes permanent residence
Passport-size photograph Yes Printed on the card, so use a clear image
Mobile number for OTP Yes Registration, Sakala acknowledgement, status SMS
Pension payment order Optional Strong age evidence for retirees
Ration card listing family members Optional Cross-checks age and residence together

Scan each document as a clear PDF or JPEG within the size limit shown on the upload box. The District Disabled Welfare Officer's clerk reads these on screen, and an illegible upload sends the file back to the start of the 21-day clock.

How to apply for a senior citizen card in Karnataka online

  1. Open sevasindhu.karnataka.gov.in and register as a new user with your mobile number and Aadhaar, verifying the OTP. One Seva Sindhu login covers every Karnataka department service, so if the applicant already has an account for a pension or a scholarship, use it.
  2. Open "Departments & Services" and select the Department for the Empowerment of Differently Abled and Senior Citizens, then the service "Application for Senior Citizen Card".
  3. Fill the application form — name exactly as on Aadhaar, father's or husband's name, date of birth, gender, full Karnataka address with district and taluk, and mobile number.
  4. Upload the scanned documents; age proof, identity proof, address proof and the passport-size photograph; each into its labelled slot.
  5. Complete any payment step shown on the portal. Karnataka has not published a separate government fee for this service; pay only what the screen displays.
  6. Submit and save the Sakala acknowledgement number. Karnataka runs its citizen services under the Karnataka Sakala Services Act, 2011, and the acknowledgement is what gives you a right to track and to escalate.
  7. Wait for verification by the District Disabled Welfare Officer, who checks the age and residence claims. The department's stated position is that the identity card is to be accepted within 21 days.
  8. Download or collect the issued card once the status shows it as approved. Print a copy and keep the digital version in the applicant's phone or email.

How to apply offline in Karnataka

  1. Visit a Karnataka One, Bangalore One or Grama One centre, or the District Disabled Welfare Officer's office in your district headquarters. In Kodagu, for example, that office sits near Chain Gate, Mysore Road, Madikeri, reachable on 08272-295829.
  2. Ask for the senior citizen card application and submit self-attested photocopies of the age proof, identity proof, address proof and two photographs, carrying originals for verification.
  3. Have the operator file the same Seva Sindhu application on your behalf. The offline route is the same workflow with an operator at the keyboard.
  4. Pay only the notified counter charge and take a printed receipt.
  5. Collect the Sakala acknowledgement slip and use the number to track the file online or by phone.

How do I check the status of my application?

  • Online: log in at sevasindhu.karnataka.gov.in and open "Track your application status" with the Sakala acknowledgement number.
  • District office: the District Disabled Welfare Officer verifies these applications and can say whether the field check is done.
  • Sakala: the acknowledgement number is also traceable through the Karnataka Sakala services system, which records the officer holding the file.

How long is it valid, and does it need renewal?

A Karnataka senior citizen identity card records a date of birth, so it has no expiry and no renewal cycle. Once issued, it stays valid for the holder's lifetime.

Reapply only for a duplicate if the card is lost or damaged, or for a correction where the name spelling, date of birth or address printed on the card is wrong. Correct an error early. A card that disagrees with Aadhaar is worse than no card at a bank counter.

Why do applications get rejected?

  • Date of birth mismatch between Aadhaar, the school record and the form. This is the single largest cause of rejection across Karnataka's Seva Sindhu services.
  • Age below 60 on the documents actually uploaded.
  • Address proof from outside Karnataka, or an address in a district other than the one the application was routed to.
  • Blurred, cropped or oversized uploads that the verifying clerk cannot read.
  • Photograph that does not match the identity document, or a group photograph cropped down.
  • Duplicate application where an earlier file for the same Aadhaar is already pending with the District Disabled Welfare Officer.

What does it cost, and what should you refuse to pay?

Karnataka has not published a separate government fee for the senior citizen card on either the departmental site or the Seva Sindhu service listing. The only legitimate payments are the amount the Seva Sindhu payment screen displays, if one appears, and the notified service charge at a Karnataka One, Bangalore One or Grama One counter. Both are printed, both come with a receipt.

There is no paid fast track. Agents outside district offices who promise a senior citizen card "in three days" for a few thousand rupees are selling access to a 21-day process that costs almost nothing. Do not hand over your Aadhaar OTP to anyone; no Karnataka officer needs it to issue an identity card. Do not leave original documents with a middleman, and do not sign a blank form.

Grievance and helpline route

  • Elderline 14567, the national toll-free helpline for senior citizens, which Karnataka participates in, for help obtaining a senior citizen card and for elder abuse, neglect and maintenance complaints.
  • District Disabled Welfare Officer of your district, the verifying authority and the first place to escalate a delayed file.
  • Department for the Empowerment of Differently Abled and Senior Citizens, dwdsc.karnataka.gov.in, which publishes district office contacts and the minister and directorate addresses.
  • Seva Sindhu helpdesk, through the contact link on sevasindhu.karnataka.gov.in, for login, upload and payment faults.
  • Sakala escalation, where the service exceeds its stated timeline, using the acknowledgement number issued at submission.

Keep the Sakala acknowledgement number with you at every step. In Karnataka it is the number that makes the timeline enforceable.

Documents required

Age proof
Aadhaar card, birth certificate, school leaving certificate, PAN card, passport or a pension payment order showing the applicant is 60 or above.

Strong supporting age evidence for a retired government or public sector employee where the school record is missing.

Frequently asked questions

Who issues the senior citizen card in Karnataka?

Where do I apply online for a Karnataka senior citizen card?

Apply at sevasindhu.karnataka.gov.in, the Karnataka government's single services portal, under the Department for the Empowerment of Differently Abled and Senior Citizens, service "Application for Senior Citizen Card". Seva Sindhu is the only official online route.

Twenty-one days is the timeline stated by the department — the application is verified by the District Disabled Welfare Officer and the senior citizen identity card is to be accepted within 21 days. Files where the address or age needs a field check run longer.

What is the minimum age?

Sixty years is the minimum age, matching the definition of a senior citizen under the Maintenance and Welfare of Parents and Senior Citizens Act, 2007. The applicant must also be a permanent resident of Karnataka.

How much does it cost?

Can I apply for my parent?

How do I check my application status?

Log in to sevasindhu.karnataka.gov.in and open "Track your application status" using the Sakala acknowledgement number issued when you submitted. The District Disabled Welfare Officer's office can also confirm where the file stands.

Does the card expire?

No, a senior citizen card certifies a date of birth and carries no expiry, so no renewal is needed. Apply again only for a duplicate after loss or for a correction to the name or address printed on it.
