Character Certificate (Police Verification Certificate) in Karnataka
Karnataka state government scheme
Character Certificate in Karnataka is issued by Karnataka State Police as a Police Verification Certificate through Seva Sindhu. Seva Sindhu lists a service time of 21 days and fees that vary by purpose: Rs.375 for antecedents verification for a general job aspirant, Rs.450 for antecedents only for a private or MNC job, and Rs.1,500 where address verification is also required.
What is a police character certificate in Karnataka?
A character certificate in Karnataka is issued as a Police Verification Certificate (PVC) by Karnataka State Police. Karnataka does not run a standalone police certificate website. The force delivers the service through the state's unified citizen portal, Seva Sindhu, where Karnataka State Police says 20 of its services are available.
Seva Sindhu describes the underlying service in one sentence: an individual, employer or government department can approach the police department to verify the crime record of an individual. That is the whole of what the certificate does. It does not certify moral standing, and it does not come from a tehsildar or a Nadakacheri counter, those issue caste, income and residence certificates through the Revenue Department, which is a different queue entirely.
Karnataka's distinguishing feature is that it does not have one character certificate. It has a family of Police Verification Certificates, priced separately by purpose, and picking the right one is the whole task.
Which Karnataka police verification certificate do you need?
Seva Sindhu publishes the fee and service time against each variant, all delivered by Karnataka State Police and all with a 21-day service time:
| Purpose | Fee | Centre service charge |
|---|---|---|
| Job aspirants (general), antecedents and address verification | Rs.375 | Nil |
| Coolie / loader / Class IV security staff or supervisor at an airport (individual applicants only); antecedents verification | Rs.150 | Nil |
| Job with an MNC, private or corporate employer; antecedents verification only, as per police station records | Rs.450 | Nil |
| Job with an MNC, private or corporate employer, antecedents and address verification | Rs.1,500 | Nil |
| Institutions and companies, antecedents and address verification | Rs.1,500 | Nil |
| Central or state government employee, requested directly by the employee: antecedents verification | Rs.375 | Nil |
| Domestic servant or housekeeping staff: antecedents verification only | Rs.375 | Rs.35 |
| Domestic servant or housekeeping staff: antecedents and address verification | Rs.750 | Rs.35 |
| Marriage alliance — antecedents verification | Rs.450 | Nil |
Karnataka State Police also lists related services on the same Seva Sindhu page: a Police Clearance Certificate for going abroad (Visa for studies) or for foreign nationals, an NOC for Passport in the Annexure-M format at Rs.1,500 with a Rs.20 service charge and a 20-day service time, a No Obligation to Return to India certificate, verification for training or apprenticeship at a PSU, and a government-to-government antecedent verification route used when a department verifies its own recruit.
The practical reading is straightforward. If you are an ordinary job applicant, the Rs.375 job aspirants (general) line is normally yours. If your employer's letter asks specifically for an antecedents check only, the Rs.450 antecedents-only line applies. Only when an employer or institution insists on physical address verification does the cost rise to Rs.1,500.
Who can and who cannot apply?
Seva Sindhu states the eligibility in five words: any citizen currently staying in Karnataka. There is no income limit, no caste criterion, no age bar and no domicile period, none of the tests that govern Karnataka's caste, income or residence certificates apply here, because a police verification certificate is a records check.
You cannot apply through Seva Sindhu for an address outside Karnataka. Another state's police must verify a period of residence in that state, and Karnataka State Police reports only on what falls inside its own jurisdiction. You are also not eligible for a clean certificate while an FIR or criminal case is pending, since the certificate reports what the police station's records actually show.
Foreign nationals resident in Karnataka are not covered by the ordinary job-aspirant service; Karnataka State Police lists a distinct Police Clearance Certificate service for foreign nationals, and that is the route to use.
What documents are required?
Seva Sindhu lists exactly three documents to be submitted with the application, and the list is identical across every variant:
- Passport-size photo
- Identity proof
- Address proof
That short list is genuinely the requirement, not a summary of one. Keep the originals of the identity and address documents at home in addition to uploading them, because if you have chosen an address-verification variant an officer will visit and ask to see something physical tying you to the address. Producing it on the first visit is what keeps a 21-day service to 21 days.
How to apply for a police verification certificate in Karnataka
- Open the Seva Sindhu police and security services page at sevasindhu.karnataka.gov.in and read the service pages under the Certificate tab. Each one shows its own fee, service time and eligibility, so confirm which category matches your employer's or consulate's requirement before going further.
- Click through to Seva Sindhu Services at sevasindhuservices.karnataka.gov.in and log in. Karnataka lets you sign in with a registered mobile number and password, or verify by OTP if you have no Seva Sindhu account yet.
- Select the exact service, for example "Police Verification Certificate for Institutions/Companies" or the general job-aspirant option, and choose between antecedents verification only and antecedents with address verification. This choice sets the fee.
- Fill the application with your name, parentage and date of birth exactly as they appear on your identity document, and the complete Karnataka address with the district and taluk. Upload the photograph, the identity proof and the address proof.
- Pay the fee online: Rs.150, Rs.375, Rs.450, Rs.750 or Rs.1,500 depending on the category selected, and save the acknowledgement with the application number.
- Stay available for verification. Where address verification is part of the service, the police station covering your address conducts a field enquiry within the 21-day service window.
How to apply at a Grama One, Bangalore One or Karnataka One centre
- Take your photograph, identity proof and address proof to a Grama One counter in a rural area, or a Bangalore One (B1) or Karnataka One (K1) counter in a city.
- Ask the operator to file the Police Verification Certificate application on Seva Sindhu. The same online queue, not a separate paper channel.
- Pay the application fee for your category, plus the notified centre service charge, which Seva Sindhu shows as nil for most police verification services and Rs.35 for the domestic servant and housekeeping category.
- Collect the printed acknowledgement with the application number and use it to track the file.
How do you check the application status?
Log in to sevasindhuservices.karnataka.gov.in with the credentials used to file and open the application by its number, or use the track-status option on the Seva Sindhu services portal. Because the middle of the process is a police station enquiry rather than a software step, an application that appears unchanged for several days inside the 21-day window is usually sitting with the verifying officer.
Why do Karnataka applications get delayed or rejected?
- The applicant was not found at the declared address during a field verification, and no independent person in the locality could confirm residence.
- The wrong service category was chosen. An antecedents-only certificate filed where the employer insists on address verification has to be applied for again at the higher fee.
- Name, parentage or date of birth on the form does not match the identity proof uploaded.
- Uploaded scans are unreadable or in an unsupported format.
- The address falls under a different police station from the one entered.
- A pending FIR or criminal case exists, which the certificate then records.
What does it cost, and what about agents?
The full legitimate cost of a Karnataka character certificate is the Seva Sindhu application fee for your category: Rs.150 to Rs.1,500, plus the notified centre service charge, which is nil for most of these services and Rs.35 for the domestic staff category. Karnataka publishes both numbers on the service page before you apply, precisely so that neither is negotiable at a counter. No police station, no Grama One operator and no verifying officer is entitled to anything beyond them.
Agents who quote several thousand rupees for a "quick" Karnataka police verification certificate are charging for the form, not for speed. The service time is 21 days for every variant, and the file goes to the same police station whoever submits it. Keep the Seva Sindhu payment receipt, it is your proof of what the government actually charged, and the first thing to produce if anyone asks for money on the side.
If verification has not started well inside the 21-day window, or if anyone demands an extra payment, escalate to the Superintendent of Police or the Commissioner of Police for your district, and use the grievance route on the Seva Sindhu portal, which is the state's own record of the service commitment you were promised.

Frequently asked questions
Who issues a character certificate in Karnataka?
Karnataka State Police issues it as a Police Verification Certificate, and applications are filed through the Seva Sindhu portal at sevasindhuservices.karnataka.gov.in. Karnataka State Police states that 20 of its services are delivered through Seva Sindhu.
How long does a Karnataka Police Verification Certificate take?
Seva Sindhu states a service time of 21 days for every variant of the Police Verification Certificate, including domestic staff, marriage alliance, government employee, institution and airport-staff categories. Only the NOC for Passport differs, at 20 days.
What does a Karnataka police character certificate cost?
The fee depends on the purpose and on whether address verification is included — Seva Sindhu lists Rs.375 for a general job aspirant's antecedents and address verification, Rs.450 for antecedents only for a private, MNC or corporate job, and Rs.1,500 for antecedents and address verification for that job category or for an institution.
What is the difference between antecedents verification and address verification?
Antecedents verification is a check of police records against your name, while address verification adds a physical enquiry at the address you declared. Karnataka prices them differently — Rs.375 versus Rs.750 for the domestic staff category — so read carefully which one your employer actually needs.
Who is eligible to apply in Karnataka?
Seva Sindhu states the eligibility for police verification certificates as "any citizen currently staying in Karnataka". There is no income, caste or age condition, because this is a records check rather than a welfare benefit.
Is there a service charge at a Grama One or Karnataka One centre?
For most police verification services Seva Sindhu shows the Grama One, Bangalore One and Karnataka One service charge as nil, with the domestic servant and housekeeping category the notable exception at Rs.35. The NOC for Passport service carries a Rs.20 service charge.
What documents do I need for a Karnataka police verification certificate?
Seva Sindhu lists exactly three — a passport-size photograph, an identity proof and an address proof — and the list is the same for every variant of the service. Keep the originals available for the verifying officer.
Can I get a Karnataka police clearance certificate for going abroad?
Yes — Karnataka State Police lists a separate Seva Sindhu service, "Police Clearance Certificate for going abroad (Visa for studies) / Police Clearance Certificate for Foreign Nationals", alongside the domestic police verification certificates. Check the fee shown on that service's own page before paying.
