What is the Dr B R Ambedkar Development Corporation?

Dr B R Ambedkar Development Corporation Limited is a Karnataka government company under the Social Welfare Department, set up to finance the economic advancement of Scheduled Caste families in the state. It is the Scheduled Caste counterpart of the corporations Karnataka runs for other communities. The D Devaraj Urs Backward Classes Development Corporation, the Karnataka Minorities Development Corporation and the Karnataka Maharshi Valmiki Scheduled Tribes Development Corporation.

The corporation does not run a single "SC loan scheme". It runs a portfolio of scheme streams, each with its own unit cost, subsidy share, loan share and eligibility, all revised by government order every financial year. According to the corporation's own website, the streams currently listed include:

  • Micro Credit, small loans for petty trade and small economic activities.
  • Land Purchase Scheme (LPS). The corporation purchases agricultural land and settles it on landless Scheduled Caste agricultural labour families.
  • Ganga Kalyana, borewells, pump sets and energisation for small and marginal Scheduled Caste farmers' land.
  • Self-Employment (Direct Loan), direct finance for a trade or enterprise chosen by the applicant.
  • Industrial and Service Business: larger enterprise finance for manufacturing and service units.
  • Svavalambi Sarathi, self-employment through a passenger or goods vehicle driven by the beneficiary.
  • Airavata. A transport stream for beneficiaries acquiring a commercial vehicle.

The corporation also administers Daurjanya relief and Samriddhi programmes, and publishes district-wise beneficiary lists for these on its site.

How the money is structured. Almost every stream is a subsidy plus loan package rather than a grant. The corporation contributes a subsidy fixed for that stream, lends the balance at a concessional rate of interest, and expects repayment in monthly or annual instalments. Karnataka's welfare corporations have long lent to individual beneficiaries at a concessional rate widely notified as 4% per annum, well below commercial lending rates, but the exact rate, unit cost and subsidy share for your stream are set in the current year's government order β€” read that order before you plan your repayment.

Who is eligible for a Dr B R Ambedkar Development Corporation loan?

You can be considered if:

  • You belong to a Scheduled Caste notified in Karnataka, evidenced by a caste certificate issued by the tahsildar through Nadakacheri.
  • You are a permanent resident of Karnataka.
  • Your family income is within the ceiling fixed for the stream you are applying under. The rural and urban ceilings differ, and they are revised periodically.
  • You are within the age band for the stream, most self-employment streams set a minimum around adulthood and a maximum in middle age.
  • You hold a savings bank account in your own name, Aadhaar-seeded, because the subsidy and loan are released by direct benefit transfer.
  • For Ganga Kalyana, you own agricultural land in your own name, shown on the RTC, that meets the minimum extent fixed for the stream.
  • For Airavata or Svavalambi Sarathi, you hold a valid driving licence and, where required, a badge.

You cannot apply, or you will not be selected, if:

  • You do not belong to a Scheduled Caste notified in Karnataka. A Scheduled Caste certificate from another state does not qualify you here.
  • Your family income exceeds the ceiling in the current government order. This is the single largest cause of rejection.
  • You or another member of your family has already taken a loan or subsidy from this corporation, or from another Karnataka welfare corporation, and the one-benefit-per-family rule applies.
  • You are a defaulter on an earlier corporation or bank loan.
  • The land for Ganga Kalyana is not in your own name, or is jointly held without your share being recorded, or is below the minimum extent.
  • You are a government employee, or your household is outside the target group the corporation is funded to serve.
  • You apply outside the annual window. Applications sent after the closing date are not carried forward to the next year.

What documents are required?

Document Mandatory Notes
Caste certificate (Scheduled Caste, Karnataka) Yes From the tahsildar via Nadakacheri; carry the RD number
Income certificate Yes Current-year Nadakacheri certificate, within the stream's ceiling
Aadhaar card Yes Identity, deduplication and DBT seeding
Bank passbook Yes Savings account in the applicant's own name, Aadhaar-seeded
Residence proof Yes Permanent residence in Karnataka
Age proof Yes SSLC marks card, birth certificate or Aadhaar
Project report or quotation No For self-employment, micro credit and business streams
RTC No For Ganga Kalyana; land in the applicant's own name
Driving licence No For Airavata and Svavalambi Sarathi
Land documents / sale agreement No For the Land Purchase Scheme
Passport photograph No For the application form and the loan file

Keep the RD numbers of your caste and income certificates handy. The online form pulls the certificate details from Nadakacheri using the RD number, and a wrong or expired number is a common reason an application never completes.

How to apply for the Ambedkar Corporation SC loan scheme

  1. Watch for the annual notification. The corporation opens an online application window for each financial year and publishes it under the news or "what's new" section of adcl.karnataka.gov.in. The window for 2025-26 has closed; the next window is announced the same way.
  2. Get your certificates first. Apply at Nadakacheri or on the Karnataka Nadakacheri portal for a current caste certificate and income certificate, and note the RD number of each. Doing this after the window opens usually means missing it.
  3. Register and fill the online application on the corporation portal. Choose the scheme stream, enter your Aadhaar, caste and income RD numbers, bank account details, and the details specific to the stream; survey number and extent for Ganga Kalyana, activity and quotation for self-employment, vehicle type for the transport streams.
  4. Upload the scanned documents in the sizes and formats the portal asks for, submit the application, and save or print the acknowledgement with your application number. Nothing is payable to submit.
  5. Attend document verification at your taluk or district corporation office when called, carrying every original. The District Manager's office verifies the certificates, the land record and the proposed activity.
  6. Wait for the selection list. Applications go before the selection committee, which works within the district's physical and financial target for each stream. Selected names are published district-wise on the portal.
  7. Complete the loan formalities after selection, sign the agreement, give the required security or surety, and open or confirm the DBT account. The subsidy and loan are then released, in the case of Ganga Kalyana directly to the drilling and pump agency rather than to you.

Offline route. Applicants without internet access should go to the District Manager, Dr B R Ambedkar Development Corporation office in their district headquarters, or to the Taluk Development Officer handling corporation schemes, who will guide the online submission. Karnataka One and Bangalore One centres and Common Service Centres can also assist for a small notified service fee.

How much benefit does each stream give?

The unit cost, subsidy share and loan share are fixed afresh in each financial year's government order, and they differ sharply between a micro credit loan for a vegetable cart and a commercial vehicle under Airavata. Rather than rely on figures circulating on aggregator websites, do this:

  • Open the current year's scheme notification on adcl.karnataka.gov.in and read the unit cost table for your stream.
  • Ask the District Manager's office for the same year's target and unit cost in writing.
  • Confirm the rate of interest and repayment period before signing, since the concessional rate applies only while repayment is regular.

Two things are consistent across years. First, most streams are part subsidy, part loan, you will owe money back. Second, Ganga Kalyana is delivered in kind: the corporation arranges the borewell, pump set and energisation, and the beneficiary does not receive cash.

How to check your application status

  1. Open adcl.karnataka.gov.in and use the application status or beneficiary list link for the relevant year.
  2. Enter your application number or Aadhaar number as prompted.
  3. Check the district-wise beneficiary lists the corporation publishes for each stream after selection.
  4. If the portal shows nothing, ask the District Manager's office in writing, quoting your application number and the date of submission.
  5. Escalate an unanswered query through Janaspandana on 1902 or online at ipgrs.karnataka.gov.in, which covers the Social Welfare Department.

Why applications get rejected, and how to fix it

  • Income above the ceiling. Get a fresh Nadakacheri income certificate that reflects your actual household income before the window opens; you cannot fix this after submission.
  • Expired or mismatched caste certificate. The name and spelling on the caste certificate, Aadhaar and bank passbook must match. Correct Aadhaar first, then the other records.
  • Bank account not Aadhaar-seeded. DBT fails silently on an unseeded account. Ask your branch for NPCI mapping, not just Aadhaar linking.
  • Land not in your own name. For Ganga Kalyana, an RTC in a father's or brother's name will not do. Get the mutation done, or apply under a stream that does not need land.
  • Family already benefited. One family, one benefit. If a sibling in a separate household is being counted against you, produce separate ration cards and separate RTCs at verification.
  • Missing the window. Late applications are not held over. Track the notification page from the start of the financial year.
  • Targets exhausted. Even a clean application can lose out because the district's target for that stream is smaller than the number of applicants. Reapply in the next window; a rejection on target grounds is not a bar.

Help and grievance redressal

  • District Manager, Dr B R Ambedkar Development Corporation, at your district headquarters, the first point of contact for application, verification and disbursement questions. Contact lists of district managers and taluk officers are published on adcl.karnataka.gov.in.
  • 1902 to Janaspandana, Karnataka's Integrated Public Grievance Redressal System, which covers the Social Welfare Department and lets you register and track a grievance by phone or at ipgrs.karnataka.gov.in.
  • Seva Sindhu at sevasindhu.karnataka.gov.in, for related Karnataka citizen services and application tracking.

Applying is free at every stage. No agent can get your name into a beneficiary list, and no officer will ask for a payment to release a subsidy.

Frequently asked questions

What loans does the Dr B R Ambedkar Development Corporation give?

Dr B R Ambedkar Development Corporation runs several loan and subsidy streams for Scheduled Caste applicants in Karnataka, including Micro Credit, the Land Purchase Scheme, Ganga Kalyana irrigation, Self-Employment direct loans, Industrial and Service Business loans, Svavalambi Sarathi and Airavata for transport vehicles.

Who can apply to the Dr B R Ambedkar Development Corporation?

Applicants must belong to a Karnataka-notified Scheduled Caste, be permanent residents of Karnataka, and be within the family income ceiling and age range fixed for the stream in that year's government order.

How do I apply for an Ambedkar Corporation loan?

Apply online at adcl.karnataka.gov.in during the corporation's annual application window, then produce the original documents for verification at your taluk or district corporation office when called.

Is there a fee to apply?

No. Applying to the Dr B R Ambedkar Development Corporation is free. No agent, middleman or "consultant" can get your name selected, and any demand for money should be reported on the Karnataka grievance helpline 1902.

Can I apply for two schemes at the same time?

No. The corporation's rule is one benefit per family per period, and applications are deduplicated against Aadhaar and against earlier corporation loans. Applying twice usually gets both applications rejected.

Why was my application rejected?

The most common reasons are an income certificate above the ceiling, a caste certificate that is expired or from another state, an unseeded bank account, land not in the applicant's own name for Ganga Kalyana, or an earlier corporation loan already taken by the family.

Is the whole amount a subsidy?

No. Most streams combine a subsidy component with a loan component that has to be repaid at a concessional rate of interest. The split between subsidy and loan is fixed for each stream in the annual government order.

When does the application window open?

The corporation opens an online window for each financial year and closes it after a few weeks; the 2025-26 windows for the state's welfare corporations closed during 2025. Watch the "what's new" section on adcl.karnataka.gov.in for the next year's notification.
