Idea2PoC (ELEVATE) Grant for Women Entrepreneurs, Karnataka
Karnataka state government scheme
Idea2PoC, run as the ELEVATE programme by the Karnataka Innovation and Technology Society, gives an early-stage startup a one-time grant-in-aid of up to Rs 50 lakh to build a proof of concept. ELEVATE Shakti is the dedicated call for startups with at least 51 per cent women ownership. Applications are online at elevate.startupkarnataka.in.
What is the Idea2PoC fund for women entrepreneurs in Karnataka?
Idea2PoC: "idea to proof of concept": is the grant-in-aid component of the Government of Karnataka's startup policy, delivered through the programme branded ELEVATE. Idea2PoC is administered by the Karnataka Innovation and Technology Society (KITS), the implementing arm of the Department of Electronics, Information Technology, Biotechnology and Science and Technology.
According to the ELEVATE portal, the programme offers a one-time grant-in-aid of up to Rs 50 lakh to an early-stage startup that needs seed funding to turn an idea into a working proof of concept. The grant is non-dilutive: the state takes no shareholding and the startup does not repay the amount.
For women entrepreneurs specifically, ELEVATE runs a dedicated call called ELEVATE Shakti, open to startups with a minimum of 51 per cent women ownership. Shakti is not a separate scheme with a separate budget rulebook, it is a reserved cohort inside the same Idea2PoC grant, with the same Rs 50 lakh ceiling, the same portal and the same evaluation machinery, which means a women-led startup competes against other women-led startups rather than against the whole applicant pool.
Two other cohorts run alongside it and are worth knowing about, because a women-led startup may qualify for more than one:
- ELEVATE Unnati, for SC or ST-led startups, requiring a minimum of 70 per cent SC or ST equity and valid digital caste certificates.
- ELEVATE Aspire, for startups registered outside Bengaluru Urban district, aimed at spreading the grant beyond the capital.
Who is eligible for the ELEVATE Idea2PoC grant?
Your startup can be considered if:
- It is registered and based in Karnataka.
- It is a private limited company, partnership firm, LLP or cooperative society. A registered entity, not an unregistered idea.
- It is within 10 years from the date of incorporation.
- Its annual turnover does not exceed Rs 200 crore.
- It has a minimum team of two people.
- It is independent: not a subsidiary or a spin-off of another company.
- It is building a technology-led product or service that is innovative and scalable.
- For the Shakti call, at least 51 per cent of the ownership is held by women.
Your startup is not eligible if:
- There is no registered entity — an individual with a business plan alone cannot apply.
- The company was incorporated more than 10 years ago.
- Turnover crosses Rs 200 crore in the year of application.
- The startup is a subsidiary or spin-off of an existing company.
- There is only one founder and no second team member.
- The startup received an ELEVATE grant in the last three years at the time of application.
- The entity is registered outside Karnataka, even if the founders live in the state.
A women-led startup that clears the general conditions but falls just under 51 per cent women ownership can still apply to the general ELEVATE call, it simply cannot claim the Shakti cohort.
What documents do you need for ELEVATE?
| Document | Mandatory | Notes |
|---|---|---|
| Certificate of incorporation or registration | Yes | Establishes entity type and the 10-year age test |
| Registered address proof in Karnataka | Yes | Aspire cohort needs an address outside Bengaluru Urban |
| Shareholding pattern or partnership deed | Yes | Proves the 51 per cent women ownership for Shakti |
| Audited financials or turnover declaration | Yes | Confirms turnover is under Rs 200 crore |
| Proof-of-concept proposal with milestones and budget | Yes | The core evaluation document |
| Founder and team details | Yes | Minimum two-person team |
| Entity bank account details | Yes | Tranches are paid to the company account |
| Digital caste certificate | Only for Unnati | Minimum 70 per cent SC/ST equity |
Assemble the proposal before the call opens. The window is short, the 2026 call ran for roughly seven weeks, and the shareholding and turnover documents are the ones founders most often scramble for at the last minute.
How to apply for the Idea2PoC grant for women entrepreneurs
- Watch for the call announcement on elevate.startupkarnataka.in. ELEVATE is not open all year; applications are accepted only inside an announced window with a fixed closing time.
- Confirm your cohort. If women hold at least 51 per cent of the startup, apply under ELEVATE Shakti. Check whether Unnati or Aspire also fits your startup before choosing.
- Register your startup on the ELEVATE portal and create the application login for the live call.
- Complete the online application form with entity details, founder and team details, shareholding, turnover and the technology being built.
- Upload the proof-of-concept proposal, setting out the innovation, the milestones you will hit with the grant, and a line-item budget. Tranches are released against these milestones, so the budget needs to be realistic rather than aspirational.
- Upload the supporting documents; incorporation certificate, address proof, shareholding pattern or partnership deed, financials and bank details.
- Submit before the closing time. The 2026 call closed at 5:00 PM IST on 15 July 2026, and the portal does not accept late submissions.
- Go through the evaluation stages. Shortlisted startups are assessed by expert panels, and selected startups sign a grant agreement with KITS before the first tranche is released.
There is no offline route. Any person offering to file an ELEVATE application on your behalf for a fee is not part of the government process.
How is the Rs 50 lakh grant paid out?
The Idea2PoC grant is released in milestone tranches, not as a single transfer. The startup and KITS agree on the proof-of-concept milestones at the time of the grant agreement, and each subsequent tranche follows verification that the previous milestone and its spending have been met and accounted for.
Two consequences follow for a founder planning cash flow:
- The Rs 50 lakh is a ceiling, not an entitlement. A smaller proposal is sanctioned at a smaller amount.
- Utilisation reporting matters. A startup that cannot evidence how the first tranche was spent will find the second delayed.
Beyond the money, selected startups also get access to mentorship and to incubation support at subsidised rates through government-backed incubation centres in the state.
Why ELEVATE applications get rejected
- The entity is not registered in Karnataka, or the registered office is in another state while operations are claimed here.
- The 10-year incorporation limit is crossed, which is a hard cut-off.
- Single-founder teams, against the minimum team size of two.
- A previous ELEVATE grant within three years, which bars a repeat application.
- Weak proof-of-concept definition. A proposal that describes a market opportunity but never states what will physically exist at the end of the grant.
- Shareholding documents that do not actually show 51 per cent women ownership for a Shakti application, for example where a term sheet has already diluted the founders.
- Late submission, since the portal closes at the stated hour on the closing date.
Where to get help with an ELEVATE application
The ELEVATE portal publishes the Karnataka startup cell contact, startupcell@karnataka.gov.in and +91-80-2223 1007. Use it during a live call for clarifications on cohort choice, document formats and portal problems. Karnataka's government-backed incubators and the Karnataka Innovation and Technology Society's own outreach events are the other practical route for women founders preparing a first application, particularly for shaping the milestone plan that the grant is actually released against.
Applying to ELEVATE is free. No application fee, success fee or "processing charge" is payable to anyone at any stage.
How to check your ELEVATE Idea2PoC application status
ELEVATE does not have a public application-tracking number the way a citizen welfare scheme does, because it runs as a time-bound competitive call rather than a rolling scheme. Status still moves through a few known checkpoints, and each one has a real way to confirm where an application stands.
1. Application submitted, evaluation pending. Log back in to the ELEVATE portal at elevate.startupkarnataka.in with the same credentials used to apply. A submitted application shows as received in the applicant's dashboard; if it still shows as a draft, the submission did not go through and needs to be completed again before the closing time.
2. Shortlisting for evaluation. KITS notifies shortlisted startups by email and through the portal dashboard once the expert-panel review stage begins. There is no separate portal page to "check" this beyond watching the dashboard status and the registered email inbox, including the spam folder, since evaluation-stage notices go out in a batch.
3. Selection and grant agreement. A selected startup is asked to sign a grant agreement with KITS before any money moves. Until that agreement is signed and returned, the application should be treated as pending even if an informal selection email has arrived; the agreement date is what starts the milestone clock.
4. Tranche release after the first milestone. Once the agreement is signed, status tracking shifts from "is my application through" to "has my tranche been released." This depends on the startup submitting its utilisation and milestone-completion proof for the previous tranche; a startup that has not yet filed that proof should check with KITS before assuming the next tranche is simply delayed on the government side.
If the dashboard status is unclear or has not updated for a while, the Karnataka startup cell can be reached at startupcell@karnataka.gov.in or +91-80-2223 1007. Have the application reference number or registered email ID ready when calling or writing in, since the cell handles queries across all ELEVATE cohorts, not only Shakti applications.
There is no fee at any stage of this process, and no ELEVATE status update is ever communicated by phone by someone asking for payment or bank details to "release" a tranche faster.

Frequently asked questions
How much money does the Idea2PoC ELEVATE grant give?
ELEVATE gives a one-time grant-in-aid of up to Rs 50 lakh to an early-stage startup for building a proof of concept. The money is released in milestone tranches against the agreed budget rather than as a single lump sum, and the Government of Karnataka takes no equity in return.
What is ELEVATE Shakti?
ELEVATE Shakti is the women-led call within the ELEVATE grant-in-aid scheme, open to startups with a minimum of 51 per cent women ownership. It uses the same Rs 50 lakh grant ceiling and the same online portal as the general ELEVATE call.
Who cannot apply for the ELEVATE Idea2PoC grant?
An individual with only an idea and no registered entity is not eligible, and neither is a startup incorporated more than 10 years ago, one with annual turnover above Rs 200 crore, a subsidiary or spin-off of another company, a single-founder team, or a startup that has already received an ELEVATE grant in the last three years.
Does the Karnataka government take equity for the Idea2PoC grant?
No. ELEVATE Idea2PoC is a grant-in-aid, which means it is non-dilutive — the startup keeps 100 per cent of its equity and does not repay the money as a loan.
Is the ELEVATE application open all year?
No. ELEVATE runs as a call with fixed opening and closing dates. The ELEVATE 2026 call opened at 9:00 AM on 25 May 2026 and closed at 5:00 PM on 15 July 2026, and applications outside a live window are not accepted.
How old can my startup be when applying to ELEVATE?
The startup must be within 10 years from the date of incorporation at the time of application. An entity older than that falls outside the scheme regardless of its stage or revenue.
Can a sole founder apply for the Idea2PoC grant?
No. ELEVATE requires a minimum team of two people. A single-founder startup does not meet the eligibility condition even if the idea qualifies on every other count.
How do I contact the Karnataka startup cell about ELEVATE?
Write to startupcell@karnataka.gov.in or call +91-80-2223 1007, the contact published on the ELEVATE portal. Queries about a live call are best raised before the closing date, because the portal shuts at the stated hour.
