Encumbrance Certificate in Karnataka (Kaveri Online EC, Form 15 and Form 16)

Karnataka state government scheme

Quick answer

An Encumbrance Certificate in Karnataka is issued by the Department of Stamps and Registration through the Kaveri Online Services portal at kaveri.karnataka.gov.in, in Form 16 when the property is clear and Form 15 when registered charges exist. The department's notified search fee is Rs 35 for the first year and Rs 10 for each further year, and support runs through helpdsr@karnataka.gov.in.

Benefit
An official listing from the Karnataka Sub-Registrar of every transaction registered against a property for the period searched, accepted by banks, buyers and courts as proof of registered charges
How to apply
Both — online through Kaveri Online Services at kaveri.karnataka.gov.in, or by written application at the jurisdictional Sub-Registrar Office

What is an encumbrance certificate in Karnataka?

An encumbrance certificate in Karnataka is a certificate from the Department of Stamps and Registration listing every transaction registered against a property during a period you choose. An encumbrance is a registered claim that limits an owner's ability to sell free of trouble. A bank mortgage, a court attachment, a registered lease, a gift deed, a partition, a release deed or an earlier sale.

Karnataka issues the certificate in two numbered formats, and knowing which one you are holding matters more than anything else on the page:

  • Form 15 is issued when the register shows one or more transactions against the property for the period searched. Form 15 lists each entry with the document number, the date, the parties, the nature of the transaction and the consideration.
  • Form 16 is a nil encumbrance certificate, issued when the register shows no transaction at all for the period searched. It is sometimes called a NIL EC.

A Form 16 is good news only when it is genuinely expected. For a site that has changed hands twice in twenty years, a Form 16 almost always means the search was run on the wrong survey number, the wrong Sub-Registrar Office or a period that misses the transactions; not that the property is clean.

Who can apply for an EC in Karnataka?

You can apply if:

  • You are the owner of the site, flat, house or agricultural land.
  • You are a prospective buyer doing due diligence before paying advance money.
  • You are a bank or housing finance company processing a loan against the property, or an advocate issuing a title opinion.
  • You are a legal heir establishing what a deceased relative owned and what charges attach to it.
  • You are any member of the public. Registered documents are a public record under the Registration Act, 1908. Karnataka does not ask for the owner's consent, a power of attorney or a reason.

You cannot apply if, the real limits are about the property, not the person:

  • You cannot search without a property identifier. A survey number with hissa, or a site number with the layout and khata particulars, is what the index is built on. A postal address or a house name alone will return nothing.
  • You cannot find unregistered dealings. An unregistered agreement to sell, an oral family arrangement, a khata dispute or a pending civil suit that has not been registered as an attachment will not appear.
  • You cannot cover undigitised years online. Those years require a manual search at the Sub-Registrar Office.
  • You cannot treat the free preview as a certificate. Only the paid, digitally signed Form 15 or Form 16 is a certificate.

What does an EC cost in Karnataka?

According to the fee table published by the Department of Stamps and Registration on igr.karnataka.gov.in:

Item Notified fee
General search: first year Rs 35
General search, each additional year Rs 10
Certified copy: search fee Rs 25
Certified copy; copying charge Rs 5 per 100 words
Certified copy; computer-registered documents Rs 10 per page

On that scale a 13-year EC costs Rs 35 plus Rs 120, and a 30-year EC costs Rs 35 plus Rs 290, before the payment gateway and portal service charges that Kaveri displays on its own payment screen. Pay only what the Kaveri payment screen shows. There is no priority queue, no officer can add or remove an entry in the register for a fee, and an agent standing outside a Sub-Registrar Office is filling in the same form on the same portal that you can use yourself in ten minutes.

How to apply for an encumbrance certificate in Karnataka online

  1. Open kaveri.karnataka.gov.in and register as a citizen user with your name, mobile number and email. Verify the OTP and set a password.
  2. Log in and choose the Online EC service from the services list on the dashboard.
  3. Select the search basis. Kaveri allows a search by property details — district, taluk, hobli, village, survey or site number, or by registered document number, year and SRO, which is the more reliable route when you already hold a deed.
  4. Select the Sub-Registrar Office with jurisdiction over the property. This is the single most common mistake in Bengaluru, where jurisdictions overlap and have been redrawn over the years.
  5. Enter the period to be searched to 13 years for most lenders, 30 years for a careful buyer's advocate. The fee is charged per year, so the period drives the cost.
  6. Review the preview result. Kaveri shows the matching entries before you commit. Check that the survey number, extent and village match your deed exactly before paying.
  7. Pay the fee on the Kaveri payment screen by net banking, card or UPI and save the acknowledgement number and the receipt.
  8. Wait for the Sub-Registrar to digitally sign the certificate. The signed Form 15 or Form 16 appears in your Kaveri account for download once the SRO has verified and signed it.
  9. Download the digitally signed PDF. That PDF is the certificate; you do not need a stamped paper copy for a bank or a registration.

How to get an EC offline from the Sub-Registrar Office

  1. Identify the jurisdictional Sub-Registrar Office for the village or ward where the property lies.
  2. Submit a written application at the counter with the full property schedule: survey number and hissa or site and khata number, extent, boundaries, village, hobli, taluk, and the exact period to be searched.
  3. Pay the notified search fee at the counter and take a printed receipt with the application number on it.
  4. Wait for the search. For undigitised years the staff search the physical index registers by hand, which is genuinely slower than a Kaveri search and is the honest reason a 30-year certificate takes longer than a five-year one.
  5. Collect the signed Form 15 or Form 16 on the date given on your receipt.

The offline route remains necessary in Karnataka for the years that predate digitisation in a given office, and for properties where the survey record has been subdivided or renumbered so often that the online index cannot match it.

How do I check the status of a Kaveri EC application?

  • Online: log in to your Kaveri account and open the application or transaction history. Each EC request carries an acknowledgement number and a status, submitted, under verification at the SRO, signed, or returned for correction.
  • By email: write to helpdsr@karnataka.gov.in, the helpdesk address the Department of Stamps and Registration publishes for Kaveri, quoting the acknowledgement number.
  • In person: at the Sub-Registrar Office counter with your receipt.
  • Escalation: the Sub-Registrar, then the District Registrar, then the Inspector General of Registration and Commissioner of Stamps, Karnataka.

How long is a Karnataka EC valid?

A Karnataka EC has no expiry date printed on it, but it is only true up to the last date of the period it covers. A mortgage registered the day after the search period ends does not appear in it.

For that reason Karnataka banks and buyers' advocates want a freshly generated EC, usually not more than a few weeks old, and many run a second short EC covering only the last month immediately before the sale deed is registered, to catch anything filed in the gap. There is no renewal process. You simply run a fresh search for the new period, and a one-year top-up search costs Rs 35 rather than the full 30-year fee.

Why do Karnataka EC applications go wrong?

  • Wrong Sub-Registrar Office selected, which produces an empty Form 16 that means nothing at all.
  • Wrong survey number or hissa, especially after subdivision, where 45/2 and 45/2A are different properties.
  • Village or hobli spelt differently in the register from the deed, so the dropdown selection misses the record.
  • Period too short. A 13-year EC will not show a mortgage created 15 years ago and never released.
  • Assuming a nil Form 16 means clean title. It means nothing was registered in that office for that period on that identifier.
  • Ignoring a mortgage with no release entry. A home loan repaid in real life but never released in the register still shows as a live charge and will block the sale.
  • Skipping the parallel checks: khata and khata extract, RTC or pahani, conversion order for former agricultural land, tax paid receipts and the mother deed chain. An EC alone is not a title report.

Grievance and support route

  • Kaveri helpdesk email: helpdsr@karnataka.gov.in
  • Department portal: igr.karnataka.gov.in, which carries the EC and CC fee table, user manuals and tutorial videos
  • Local level: the Sub-Registrar of the office holding the record
  • District level: the District Registrar
  • State level: the Inspector General of Registration and Commissioner of Stamps, Karnataka

Carry the acknowledgement number from your Kaveri receipt to any of these. Without it no office can trace the application.

Documents required

Property schedule details
Survey number with hissa, or site number with layout and khata number for urban property, plus village, hobli, taluk and district.
Jurisdictional Sub-Registrar Office
The Kaveri EC search runs office by office. Bengaluru alone has dozens of SROs and jurisdictions have been redrawn, so confirm before searching.
Period to be searched
Banks in Karnataka commonly ask for 13 years, buyers' advocates for 30 years. The fee is charged per year of search.
Registered mobile number
Needed for OTP at Kaveri registration and for application updates.
Copy of the sale deed or mother deedoptional
Not required to run the search, but it carries the exact survey number, hissa and village spelling that the index is built on.
Document number and year, if you already have itoptional
Kaveri also allows a search by registered document number and year with the SRO name, which is faster and more accurate than a property search.
Written application to the Sub-Registraroptional
For the offline route, describing the property schedule and the exact period.

Frequently asked questions

What is the difference between Form 15 and Form 16 in Karnataka?

Form 16 is a nil encumbrance certificate, issued when no transaction is registered against the property for the period searched, while Form 15 lists the transactions that are registered — sale, mortgage, gift, lease, release, partition or court attachment. A Form 16 for a property that was clearly bought and sold usually means the wrong survey number, SRO or period was searched, not that the property is clean.

How much does an EC cost in Karnataka?

The Department of Stamps and Registration lists the general search fee as Rs 35 for the first year and Rs 10 for every additional year. A certified copy is charged separately at Rs 25 search fee, Rs 5 per 100 words of copying and Rs 10 per page for computer-registered documents. Kaveri adds the payment gateway and service charges shown on its own payment screen.

Which portal issues the Karnataka encumbrance certificate?

Kaveri Online Services at kaveri.karnataka.gov.in, run by the Department of Stamps and Registration, is the only official online route. The department's own site igr.karnataka.gov.in links to it and publishes the EC and CC fee table, user manuals and tutorial videos.

Does the online Karnataka EC cover old years?

No, not always. Kaveri searches the digitised register, and digitisation does not reach back as far as the paper registers in every Sub-Registrar Office. For a 30-year title search, expect the earliest part of the period to need a manual search at the SRO counter.

Is a digitally signed Kaveri EC valid without a rubber stamp?

Yes, the digitally signed EC downloaded from Kaveri Online Services is the valid certificate and banks in Karnataka accept it. The uncertified preview you can view without paying is for information only and is not a certificate.

Does an EC prove ownership of a site in Bengaluru?

No, an EC records registered transactions, not ownership or title quality. A Karnataka title check also needs the mother deed chain, the khata and khata extract from BBMP or the local body, the RTC or pahani for agricultural land, tax paid receipts and a conversion order where the land was agricultural.

Can anyone apply, or only the owner?

Anyone can apply. Registered documents are a public record under the Registration Act, 1908, so a prospective buyer, a bank, an advocate or a legal heir can obtain an EC without the current owner's consent, a power of attorney or a stated reason.

Whom do I contact if the Kaveri EC application is stuck?

Write to helpdsr@karnataka.gov.in, the helpdesk address published by the Department of Stamps and Registration for Kaveri Online Services, quoting your acknowledgement number. For a records problem rather than a portal problem, approach the Sub-Registrar holding the record, then the District Registrar.
