What is the Karnataka BOCW Maternity Benefit Scheme?

Karnataka BOCW Maternity Benefit Scheme is a one-time cash payment made to a woman registered as a building or construction worker with the Karnataka Building and Other Construction Workers Welfare Board when she delivers a child. The Board functions under the Karnataka Labour Department and is funded by the 1% construction cess collected under the Building and Other Construction Workers Welfare Cess Act, 1996.

According to the Board's maternity benefit page, the benefit is granted under Rule 43 of the Karnataka Building and Other Construction Workers Rules and amounts to Rs 50,000 for each delivery, of a male or female child alike. The benefit is limited to the first 2 deliveries and is not payable to a woman who already has 2 living children. In Kannada the benefit is usually referred to as hebbaru bhatye or simply the hettu balike assistance at Karmika Seva Kendras, though the Board's own heading is Maternity Benefit.

Women in construction, helpers, head-load workers, bar-benders' assistants, plasterers and masons: lose several weeks of daily wage around a delivery. Rs 50,000 is intended to replace part of that lost income and cover hospital and post-natal costs, which is why the Board pays it as a lump sum rather than reimbursing bills.

A related benefit worth knowing about. The Board also runs Thayi Magu Sahaya Hastha under Rule 43-A, which pays Rs 6,000 at the rate of Rs 500 a month to a registered woman worker for up to 3 years after delivery, and which can also be claimed twice. The two benefits are separate; claiming the Rs 50,000 maternity benefit does not bar a claim under Rule 43-A.

Key features

  • Rs 50,000 per delivery, paid as one amount by direct bank transfer.
  • Available for the first 2 deliveries only.
  • Payable to the woman worker herself, who must be registered with the Board.
  • Same amount regardless of the sex of the child.
  • Delivery must be evidenced by hospital records or birth registration.

Who is eligible for the Karnataka construction workers maternity benefit?

You can claim if:

  • You are a woman registered with the Karnataka BOCW Welfare Board and your membership is live.
  • You have worked as a construction worker for at least 90 days in the preceding year.
  • The claim is for your first or second delivery.
  • You do not already have 2 living children at the time of the delivery.
  • The delivery took place in a government or private hospital in Karnataka, and you hold the discharge summary or delivery certificate signed by the attending doctor, or the birth registration certificate.
  • You have an active, Aadhaar-seeded bank account in your own name.

You are not eligible if:

  • You are not registered with the Board, or your registration has lapsed for want of renewal. Registration is the gate to every Board benefit, and there is no provision to admit an unregistered worker after the delivery.
  • You are the wife of a registered male worker but are not yourself a registered construction worker. The Rule 43 benefit is personal to the woman worker.
  • The claim is for a third or later delivery.
  • You already have 2 living children.
  • You cannot produce proof of delivery from a hospital, or the birth registration from the Registrar.
  • You work in a trade outside building and other construction work. Other Karnataka welfare boards cover agricultural, factory and domestic workers.

What documents are required for the maternity benefit claim?

Document Mandatory Notes
Board identity / smart card Yes Attested; proves live registration
Employment certificate Yes 90 days of construction work in the preceding year
Birth certificate of the child Yes From the Registrar of Births and Deaths
Hospital discharge summary or delivery certificate Yes Signed by the attending doctor
Photograph of the child Yes Submitted with the claim
Bank passbook Yes Active, Aadhaar-seeded account in the worker's name
Affidavit No Only for a second-child claim, declaring living children

Carry the originals to the Karmika Seva Kendra even when scanned copies are uploaded, because the verifying inspector may ask to see them.

How to apply for the Karnataka BOCW maternity benefit

  1. Register the birth with the local Registrar of Births and Deaths and collect the birth certificate. Also collect the discharge summary from the hospital before you leave, since obtaining it later is harder.
  2. Check that your Board registration is live and pay any pending renewal at the Karmika Seva Kendra, because verification stops at a lapsed card.
  3. Open karbwwb.karnataka.gov.in and go to the Schemes section, or log in to the Board's KB&OCWWB software with your registration number. Labour Department services are also routed through Seva Sindhu.
  4. Select Maternity Benefit (Rule 43) and fill in your registration number, the date of delivery, the hospital name, the number of living children and your bank account details.
  5. Upload the documents; identity card, employment certificate, birth certificate, discharge summary, photograph of the child and bank passbook, plus the affidavit if this is a second-child claim.
  6. Submit and save the acknowledgement number shown on the screen.
  7. Attend verification by the Senior Labour Inspector or Labour Inspector, who checks the hospital record and your employment certificate.
  8. Wait for the Labour Officer's sanction, after which Rs 50,000 is credited to your bank account.

How to apply offline at a Karmika Seva Kendra

  1. Visit the Karmika Seva Kendra, taluk labour office or district labour office with the originals and one photocopy set.
  2. Ask for the maternity benefit claim form under Rule 43 and complete it, or have the operator complete it for you.
  3. Submit the form with attested copies and collect a dated acknowledgement.
  4. Follow up with the Labour Inspector for your circle if there is no movement in about a month.

The Board's head office is Karmika Bhavan, Dairy Circle, Bengaluru 560029, and every district has a labour office that accepts these claims.

How do you check the status of a maternity benefit claim?

Log in to the Board's software with your registration number and open the claim using the acknowledgement number. The record shows the stage the file has reached: submitted, under inspector verification, pending with the Labour Officer, sanctioned or rejected. Labour Department services also generate a Sakala acknowledgement number that can be tracked separately. Where the record has not changed for several weeks, call 155214 quoting the acknowledgement number, or ask at the district labour office holding the file.

A claim that shows as sanctioned but has not been paid is nearly always held up by the bank account โ€” closed, dormant, in another person's name, or not Aadhaar-seeded. Update the account details at the Karmika Seva Kendra instead of filing a duplicate claim.

Why are maternity benefit claims rejected?

  • Registration lapsed or renewal unpaid on the date of the claim.
  • Claimant is not herself registered. A husband filing on his wife's behalf.
  • Third delivery, or the woman already has 2 living children.
  • No hospital proof of delivery and no birth registration certificate.
  • Employment certificate missing or unsigned, so the 90-day condition cannot be verified.
  • Bank account not in the worker's own name, or not Aadhaar-seeded.
  • Name mismatch between the Board record, Aadhaar and the hospital record.
  • Affidavit missing on a second-child claim.

Most of these are avoidable. Renew the card before the expected delivery date, collect the discharge summary at the hospital counter, and make sure the account you give is your own and active.

What else can a registered woman worker claim after delivery?

Alongside Rule 43, the Board runs Thayi Magu Sahaya Hastha under Rule 43-A; Rs 6,000 paid at Rs 500 a month, available to a registered woman worker for up to 3 years after delivery and claimable twice. Registered workers and their dependents are also covered by medical assistance under Rule 46, which pays Rs 300 per day of hospitalisation up to Rs 20,000 where the stay is at least 48 continuous hours, and by education assistance under Rule 45 for up to 2 children once the child begins schooling. Filing the maternity claim is a good moment to check that these other entitlements are on record too.

Where do you complain if the claim is stuck?

  • Board helpline: 155214 for scheme and claim queries.
  • District Labour Officer, who sanctions these claims.
  • Deputy Labour Commissioner of the division, for an appeal against a rejection or a delay beyond the Sakala timeline.
  • Karnataka BOCW Welfare Board head office, Karmika Bhavan, Dairy Circle, Bengaluru 560029, for written grievances.

Registration and every claim are free of charge. No official, contractor or agent may charge a woman worker a fee to register with the Board or to file a maternity benefit claim.

Frequently asked questions

How much is the Karnataka construction workers maternity benefit?

The Karnataka BOCW Welfare Board pays Rs 50,000 for each delivery, for a male or a female child alike. The Board's maternity benefit page under Rule 43 lists this amount, credited to the registered woman worker's bank account after sanction.

How many times can a woman claim the maternity benefit?

A registered woman worker can claim the benefit twice, for her first two deliveries. A third claim is not admissible, and a woman who already has 2 living children before the delivery is not eligible.

Can a male construction worker claim this on behalf of his wife?

No. The maternity benefit under Rule 43 is payable to a woman who is herself registered as a construction worker with the Board. A wife who does not work in construction and is not registered cannot be covered through her husband's card.

Does the delivery have to be in a government hospital?

No. Delivery in either a government or a private hospital in Karnataka is accepted, provided you produce a discharge summary or delivery certificate signed by the attending doctor, or the birth registration from the Registrar.

Is the amount different for a boy and a girl?

No. The Board's maternity benefit page states Rs 50,000 for the delivery of a male or female child, so the amount does not differ by the sex of the child under the current rule.

What is Thayi Magu Sahaya Hastha and is it the same scheme?

Thayi Magu Sahaya Hastha is a separate benefit under Rule 43-A that pays Rs 6,000 at the rate of Rs 500 a month to a registered woman worker for up to 3 years after delivery, claimable twice. It runs alongside the Rs 50,000 maternity benefit rather than replacing it.

Is there any fee to claim the maternity benefit?

No. Filing the claim at a Karmika Seva Kendra or through the Board's software is free. Report any demand for money on helpline 155214.
