Karnataka Santwana Scheme
Karnataka state government scheme
Karnataka Santwana Scheme helps minority families whose home or property was damaged by a natural calamity or communal violence rebuild, with assistance of up to Rs 5,00,000 per unit; half as subsidy and half as a repayable loan. Residents aged 18 to 55 with family income up to Rs 8,00,000 apply free at kmdconline.karnataka.gov.in.
What is the Karnataka Santwana Scheme?
Karnataka Santwana Scheme is a rehabilitation assistance programme of the Karnataka Minorities Development Corporation Limited (KMDCL), which works under the state's Minority Welfare, Haj and Waqf Department. Santwana means consolation, and the scheme exists for a specific and narrow situation: a minority family whose house or property has been destroyed, either by a natural calamity such as flood or fire, or by communal violence.
Santwana is different from the corporation's other products in an important way. KMDCL's usual schemes, Arivu education loans, direct business loans, Ganga Kalyana, Shramashakthi, Swavalambi Sarathi: are all forward-looking finance for starting or expanding something. Santwana is backward-looking relief. It does not ask what business you want to run; it asks what you lost and what it will cost to put the house back.
According to the scheme details published against KMDCL, the assistance funds re-establishment or renovation of the damaged house and is capped at Rs 5,00,000 per unit, structured as half subsidy and half loan.
Key features
- Assistance is tied to certified damage, not to a business plan.
- Half the sanctioned amount is a grant that is never repaid.
- The income ceiling is Rs 8,00,000, higher than KMDCL's usual Rs 6,00,000, because a calamity can hit a household that was not previously poor.
- Applications are filed free on the corporation's own online portal.
How much does Santwana pay, and how is it structured?
The maximum is Rs 5,00,000 per unit. Within that amount:
| Component | Share | Repayment |
|---|---|---|
| Subsidy | 50% | Not repayable |
| Loan | 50% | Repaid to KMDCL in instalments |
On a sanction of the full Rs 5,00,000, the family receives Rs 2,50,000 as an outright grant and Rs 2,50,000 as a loan it services. On a smaller sanction the same 50:50 split applies proportionally.
This structure explains one document that surprises applicants: KMDCL asks for a surety's self-declaration form. A surety is required because part of the assistance is genuinely a loan and the corporation is lending against a repayment obligation, not simply handing out relief.
Who is eligible for Santwana?
You can apply if:
- You are a domiciled resident of Karnataka.
- You are aged between 18 and 55 years.
- You belong to a recognised religious minority community; Muslim, Parsi, Buddhist, Christian, Jain or Sikh.
- Your annual family income does not exceed Rs 8,00,000.
- You hold official documentation from the competent department confirming that your property was destroyed by a natural calamity or by communal violence.
- Neither you nor a family member has taken a KMDCL loan in the last 5 years, with the Arivu education loan excluded from that bar.
You are not eligible if:
- You are a central or state government employee.
- Your annual family income is above Rs 8,00,000.
- You cannot produce an official damage report. This is the decisive exclusion — a self-declaration of loss, photographs, or a newspaper report will not substitute for certification by the competent department.
- You are under 18 or over 55.
- You or a family member took a KMDCL loan within the last 5 years other than Arivu.
- You are not a resident of Karnataka, or you do not belong to a notified minority community.
Santwana is also not a substitute for the general disaster relief a district administration pays after a notified calamity. A family may be entitled to that relief and to Santwana separately, and the district administration's relief assessment is often the document that establishes the damage in the first place.
What documents are required for Santwana?
| Document | Mandatory | Notes |
|---|---|---|
| Damage report from the competent department | Yes | Confirms destruction by calamity or communal violence |
| Minority or caste certificate | Yes | Nadakacheri certificate |
| Income certificate | Yes | Current year, ceiling Rs 8,00,000 |
| Aadhaar card | Yes | Aadhaar authentication on the portal |
| Bank passbook | Yes | Account in the applicant's own name |
| Applicant's self-declaration | Yes | No KMDCL benefit in the last 5 years |
| Surety's self-declaration | Yes | Required for the loan component |
| Passport size photograph | Yes | Recent |
Getting the damage report is the step to start first, and it is usually the slowest. After a fire, a flood or a riot, the record is created by the local revenue authorities, the village accountant, the revenue inspector and the tahsildar, and in fire cases by the fire services. Ask at the taluk office for the certified copy of the damage assessment in your name and for the survey number or property details recorded in it. That copy is what KMDCL will read.
How to apply for Santwana
- Obtain the official damage report from the competent department for your property, and keep a certified copy.
- Get a current minority certificate and income certificate from Nadakacheri (nadakacheri.karnataka.gov.in) or a Grama One / Karnataka One counter.
- Open the KMDCL portal at kmdconline.karnataka.gov.in and choose the online application option.
- Enter your mobile number and verify the OTP sent to it.
- Enter your Aadhaar number and complete Aadhaar authentication.
- Select the Santwana Scheme from the KMDCL scheme list.
- Fill in your personal details, community, family income, the details of the damaged property, and your bank account details.
- Upload the damage report, certificates, passbook copy, both self-declarations and your passport size photograph.
- Use the preview screen to check every entry against the originals, then submit.
- Save the Application ID on the acknowledgement screen.
How to apply offline or with help
- Go to the district KMDCL office with the originals and one photocopy set, and ask the staff to assist you with the online filing. KMDCL runs Santwana through its district offices, and the district manager verifies the file.
- Use a Grama One, Karnataka One or Common Service Centre if you have no internet access or scanner.
- If the applicant is displaced and living away from the damaged property, carry proof of the current address as well, so that field verification can reach you.
- Produce all originals when called for verification. Sanction follows physical verification of the damage in most cases.
How do I check my Santwana status?
Use the tracking page at kmdconline.karnataka.gov.in/Portal/track and enter your Application ID. The portal reports the stage the file has reached, from submission through district verification and the selection committee to sanction or rejection.
If the file has not moved, take the Application ID to the district KMDCL manager in person. Filing a fresh application for the same damage creates a duplicate that usually holds up both.
Why Santwana applications get rejected
- No official damage report, or a report that names a different person or property than the applicant.
- Income certificate above Rs 8,00,000, or an expired certificate.
- Applicant is a government employee, which is an express exclusion.
- An earlier KMDCL loan within 5 years taken by the applicant or a family member.
- No surety, or a surety declaration that is incomplete.
- Name or address mismatch between Aadhaar, the certificates and the damage report.
- Age outside 18 to 55.
- Budget exhausted for the district for the year, in which case the case can be refiled when the next allocation is made.
The mismatch problem is worth care. Damage reports are drawn up in a hurry after an incident and often carry a shortened name or a spelling that differs from Aadhaar. Get the report corrected at the taluk office before you upload it, rather than explaining the difference later.
When can I apply, and where do I complain?
Santwana responds to incidents rather than to a calendar, so it does not carry a single statewide last date the way a scholarship does. In practice, sanctions still depend on the corporation's budget allocation for the year and on district-wise targets, so a family should file as soon as the damage report is in hand rather than waiting. Confirm the current position on kmdconline.karnataka.gov.in or at the district KMDCL office.

Frequently asked questions
How much help does the Karnataka Santwana Scheme give?
Santwana provides up to Rs 5,00,000 per unit, structured as 50 per cent subsidy and 50 per cent loan. On a full Rs 5,00,000 case the family repays only the Rs 2,50,000 loan portion; the remaining Rs 2,50,000 is a grant that is never repaid.
Who is eligible for the Santwana Scheme?
Domiciled residents of Karnataka aged 18 to 55 who belong to a recognised religious minority — Muslim, Christian, Jain, Sikh, Buddhist or Parsi — and whose annual family income is not more than Rs 8,00,000 are eligible, if they hold official documentation that their property was destroyed by a natural calamity or communal violence.
What can the Santwana money be used for?
Santwana assistance is for re-establishing or renovating the damaged house. It is rehabilitation finance tied to the property named in the damage report, not a general-purpose personal loan.
Do I have to repay Santwana assistance?
Half of it, yes. The loan component — 50 per cent of the sanctioned amount — is repaid to the corporation in instalments. The subsidy component is not repayable.
What proof of damage is required?
A report from the competent department confirming that the property was destroyed by a natural calamity or communal violence is required. Without that official certification the application cannot be processed, because it is the single fact that distinguishes Santwana from other KMDCL loans.
Can a government employee apply for Santwana?
No. Applicants who are central or state government employees are not eligible under the scheme's published conditions.
What is the income limit for Santwana?
Annual family income must not exceed Rs 8,00,000. This ceiling is higher than the Rs 6,00,000 limit KMDCL applies to most of its other schemes, because Santwana responds to sudden loss rather than to chronic low income.
How do I track a Santwana application?
Use the tracking page at kmdconline.karnataka.gov.in/Portal/track and enter the Application ID from your acknowledgement. Save that ID at the time of submission, as it cannot be recovered easily later.
