What is the Karnataka Unorganised Workers Social Security Scheme?

Karnataka Unorganised Workers Social Security Scheme is the umbrella name for the welfare programmes run by the Karnataka State Unorganised Workers Social Security Board (KUWSSB), a body set up under the Department of Labour, Government of Karnataka. The Board's office is at Kalyana Suraksha Bhavana, Dairy Circle, Bannerghatta Road, Bengaluru 560029, and its published scheme document lists two operating programmes: an accident relief scheme for private commercial transport workers, and the Ambedkar Karmika Sahaya Hasta Yojane, which registers workers from other unorganised trades and issues them smart cards.

The Board exists because unorganised workers. The drivers, head-loaders, domestic workers, tailors and mechanics who make up the bulk of Karnataka's workforce; fall outside the Employees' Provident Fund and Employees' State Insurance system. When a driver is killed on the road or a mechanic is hospitalised after an accident, no employer-funded cover steps in. The Karnataka government's scheme document states this reasoning directly: the family that depends entirely on that worker's earnings is left in financial distress, and the Board's schemes are meant to give that family social and economic protection.

The Kannada name most workers will hear at a labour office is Karnataka Rajya Asanghatita Karmikara Samajika Bhadrata Mandali, and the transport component is called the Karnataka Rajya Khasagi Vanijya Sarige Karmikara Apaghata Parihara Yojane.

Who is covered by the transport workers accident relief scheme?

You are covered if:

  • You are a driver, conductor or cleaner of a private commercial transport vehicle operating in Karnataka.
  • You are aged between 20 and 70 years.
  • As a driver, you hold a valid commercial driving licence issued by the Karnataka Transport Department authorising you to drive a commercial vehicle. Drivers are not required to register separately with the Board.
  • As a conductor or cleaner, you have registered with the designated district registering officer as a beneficiary under the Board's rules. This registration is mandatory for conductors and cleaners, and a claim without it will not be entertained.

The single most useful feature of this cover is its scope in time. The scheme document states that the benefits are available both while the worker is on duty and while off duty. A driver killed in a road accident on a Sunday, in his own vehicle, is covered exactly as a driver killed while carrying a load.

You are not eligible if:

  • You work outside Karnataka. The scheme applies only within the state.
  • You are below 20 or above 70 years of age.
  • You drive a private, non-commercial vehicle, or you are a driver without a valid commercial driving licence from the Karnataka Transport Department.
  • You are a conductor or cleaner who never completed registration with the district registering officer.
  • You are an organised-sector transport employee already covered by ESI for the same accident event; the Board's relief is designed for the unorganised segment.

How much does the Karnataka accident relief scheme pay?

According to the Labour Department's scheme document, relief is graded by the severity of the outcome:

Situation Amount payable
Death of a driver, conductor or cleaner in an accident Rs 5 lakh to the nominee
Permanent disability from an accident Up to Rs 2 lakh, in proportion to the assessed degree of disability
Temporary disability, in-patient treatment of less than 15 days Up to Rs 50,000, or the actual hospital expenditure, whichever is lower
Temporary disability, in-patient treatment of more than 15 days Up to Rs 1 lakh, or the actual hospital expenditure, whichever is lower

Two points on the hospitalisation figures matter in practice. First, the payment is the lower of the ceiling and the actual bill, so the Board is reimbursing real expenditure rather than paying a flat sum. Second, the cover applies to in-patient treatment, which is why the original in-patient medical certificate and the original bills are asked for.

Annual education assistance. Where a beneficiary has died in an accident or suffered complete permanent disability, the Board pays Rs 10,000 a year for a maximum of two children, covering education from class 1 through to pre-university or class 12. This application can be routed through the district labour officer or submitted directly to the Board.

What other benefits does the Board provide?

Smart cards. All private commercial transport vehicle drivers holding a driving licence from the Transport Department are issued a smart card, so that beneficiaries are aware of the scheme and can be identified quickly when a claim arises.

Shrama Samman and Vishesha Puraskara awards. Karnataka observes 1 March each year as Karmika Samman Dina. On that day the Board recognises drivers who have driven well and safely: 60 drivers receive the Shrama Samman citation, 300 drivers receive a Vishesha Puraskara, and 1,500 drivers receive consolation citations.

Apaghata Jeeva Rakshaka Karyakrama. This accident life-saver programme trains private commercial vehicle drivers in first aid, on the reasoning that a driver who gives immediate first aid, moves the injured to the nearest hospital and informs the police can save a life. Under the programme the Board bears the full training fee, pays a daily allowance of Rs 350 to the driver during training, issues a well-equipped first aid kit and a certificate on completion, and pays an incentive of Rs 1,000 to a driver who saves an injured person's life.

Who can get a smart card under Ambedkar Karmika Sahaya Hasta Yojane?

The Karnataka government has identified 43 unorganised sectors and launched the Ambedkar Karmika Sahaya Hasta Yojane in 2017-18 through the Board. Smart card registration was opened in two rounds:

  • 2017-18 budget to 5 sectors: head-loaders (hamalas), rag pickers, domestic workers, tailors and mechanics.
  • 2018-19 budget — 6 more sectors: washermen, goldsmiths, blacksmiths, potters, cobblers and bhatti (kiln) workers.

Together these make the 11 categories currently eligible for a smart card. The scheme applies only in Karnataka and the age band is 18 to 60 years. Workers outside these 11 notified trades cannot apply for the smart card yet, even though 43 sectors have been identified overall.

Registered workers in these trades also compete for the Board's awards. Every year, for each notified sector in each district, the Board gives one Shrama Samman Prashasti worth Rs 10,000 in cash with a memento and citation, and 10 Vishesha Puraskara awards worth Rs 1,000 each with a memento and citation.

How to apply for Karnataka unorganised workers social security benefits

  1. Decide which application you are making, an accident relief claim, an education assistance application, or a smart card registration. Each uses a different prescribed form issued by the Board.
  2. Collect the prescribed form. The Board prints its self-declaration certificate and application forms at its own cost, and they are available free at the Board office, at Labour Department offices and at Karmika Seva Kendras. Labour organisations and workers themselves may collect the forms free of charge.
  3. Fill the form and attach the documents. For a death claim, attach the death certificate, the post-mortem report, the FIR and the valid driving licence. For a disability claim, attach the driving licence or badge, the FIR, and the original in-patient medical certificate and hospital bills. For a smart card, attach two recent photographs, a self-attested copy of your Aadhaar card and your bank account details.
  4. Submit within the deadline. An accident relief claim must reach the Board within 6 months of the date of the accident. Submit it at the office of the local labour officer, at a Karmika Seva Kendra, or directly to the Board at Kalyana Suraksha Bhavana, Bengaluru.
  5. Pay the registration fee if applicable. A worker taking a smart card pays a registration fee of Rs 25 at the time the card is issued. There is no fee for an accident relief claim.
  6. Wait for scrutiny. The Board examines the documents filed with the claim, and if the claim is found admissible the relief amount is credited directly to the applicant's bank account.

Education assistance applications may be submitted either through the district labour officer or directly to the Board, which scrutinises them and credits the amount to the applicant's bank account the same way.

Where can workers get help filling the forms?

Karmika Seva Kendras; labour service centres; operate across Karnataka and each has a Karmika Bandhu (labour friend) whose job is to help workers fill applications and obtain smart cards. The Board's scheme document specifically directs workers to use this service rather than pay an agent. No middleman fee is payable for any Board benefit beyond the Rs 25 smart card registration fee.

Why do accident relief claims get rejected?

  • Filed after 6 months. This is the hard deadline in the scheme and the most common cause of refusal.
  • No FIR. Every accident claim requires an FIR. A hospital record alone is not enough to establish that an accident occurred.
  • No post-mortem report in a death claim. Death claims need both the death certificate and the post-mortem report.
  • Driving licence not valid, or not a commercial licence. A driver with an expired licence, or with only a private-vehicle licence, falls outside the scheme.
  • Conductor or cleaner never registered with the district registering officer, so no beneficiary record exists.
  • Photocopies instead of originals for the medical certificate and hospital bills in a disability claim.
  • Age outside 20 to 70 on the date of the accident.
  • Bank account details wrong or not in the claimant's name, which stops the credit even after the claim is approved.

Which other Karnataka labour boards should workers know about?

Workers in formal establishments should separately check the Karnataka Labour Welfare Board, constituted under the Karnataka Labour Welfare Fund Act, 1965, which is a different body with a different funding route. Contributions there are paid by 15 January each year in the ratio of Rs 20 from the worker and Rs 40 from the employer, a total of Rs 60 per worker per year. Its education incentive pays Rs 3,000 for high school (classes 8 to 10), Rs 4,000 for PUC, diploma, ITI or TCH, Rs 5,000 for a degree, Rs 6,000 for a postgraduate degree and Rs 10,000 for engineering or medicine, subject to a monthly salary ceiling of Rs 15,000 and an age band of 18 to 60. Its accident assistance is Rs 1,000 to Rs 3,000, claimable within 3 months, and funeral assistance for a deceased worker is Rs 5,000, claimable within 6 months. That Board is contactable at Karmika Kalyana Bhavana, No. 48, 2nd Floor, Mathikere Main Road, Yeshwanthpur, Bengaluru 560022, phone 080-23570266, website klwb-kar.com.

Keeping the two apart matters, because a worker who takes an unorganised-sector accident claim to the Labour Welfare Board, or a factory worker who takes an education claim to KUWSSB, will simply be sent back.

Help and grievance redressal

  • Karnataka State Unorganised Workers Social Security Board: Kalyana Suraksha Bhavana, Dairy Circle, Bannerghatta Road, Bengaluru 560029
  • Phone: 080-29759983 and 080-29758883
  • Email: kuwssb@gmail.com
  • Field officers: all Deputy Labour Commissioners, Assistant Labour Commissioners, District Labour Officers, Senior Labour Inspectors and Labour Inspectors of the Labour Department, and the Karmika Seva Kendras, are authorised contact points for registration, claims and information.

No fee is charged for accident relief, education assistance or grievance handling. If an agent asks for money to "get your claim passed", report it to the district labour officer.

How to check your application status

Karnataka State Unorganised Workers Social Security Board claims are filed and processed on paper, so there is no case-number-based online tracking screen for an accident relief or education assistance claim the way there is for a fully digital scheme. Use these channels instead.

  1. Call the Board directly. The published helpline numbers are 080-29759983 and 080-29758883. Keep the date you submitted the claim, the name of the deceased or injured worker, and the office where you filed it ready before you call, since the Board tracks files by these details rather than a portal-generated tracking ID.
  2. Ask at the office where you filed. A claim submitted through a district labour officer or a Karmika Seva Kendra is easiest to trace at that same office first, since it will show whether the file has already been forwarded to the Board's Bengaluru headquarters or is still pending local scrutiny.
  3. Visit or write to the Board office. For a claim sent directly to the Board, you or a family member can visit Kalyana Suraksha Bhavana, Dairy Circle, Bannerghatta Road, Bengaluru 560029, or write to the Board quoting the worker's name, the accident date and the date of submission.
  4. Email for a written response. The Board's email address, kuwssb@gmail.com, is useful when you want a written confirmation of where a claim stands, particularly if a phone call has not resolved the query.
  5. Check the Karmika Spandana portal for general information. The Board's web presence at karmikaspandana.karnataka.gov.in carries scheme details and contact information; it is not confirmed to offer a claim-by-claim online status lookup, so treat the helpline and office visit as the reliable route for an actual pending claim.
  6. Escalate through field officers if there is no response. Deputy Labour Commissioners, Assistant Labour Commissioners, District Labour Officers and Senior Labour Inspectors of the Labour Department are all authorised contact points and can be asked to check on a stalled file when the Board office itself is not responsive.

Once a claim is approved, the relief amount is credited directly to the applicant's bank account, so a sudden bank credit matching the scheme amount is itself a sign the claim has cleared; if no credit and no update arrives well beyond a few weeks of filing, following up through the district labour officer first, then the Board's helpline, is the practical escalation path.

Frequently asked questions

How much compensation does the Karnataka accident relief scheme pay if a transport worker dies?

Rs 5 lakh is paid to the nominee of a private commercial transport driver, conductor or cleaner who dies in an accident. The Karnataka State Unorganised Workers Social Security Board pays the amount directly into the nominee's bank account after verifying the death certificate, post-mortem report, FIR and valid driving licence.

What is the time limit for filing an accident claim?

Six months from the date of the accident. According to the Labour Department's scheme document, the beneficiary or the nominee must submit the claim in the prescribed form to the Board within 6 months, so a delayed claim is the most common reason relief is refused.

Is the accident relief paid only for accidents that happen on duty?

No. The scheme document states plainly that the benefits are available both while the worker is on duty and while off duty, which is unusual among accident relief schemes and is one of the scheme's most important features.

How much is paid for a disability rather than a death?

Up to Rs 2 lakh is paid for permanent disability, calculated in proportion to the assessed degree of disability. For temporary disability, in-patient treatment of less than 15 days attracts up to Rs 50,000, and treatment of more than 15 days attracts up to Rs 1 lakh — in both cases the actual hospital expenditure or the ceiling, whichever is lower.

Do drivers have to register with the Board before they can claim?

No, drivers do not need separate registration. The scheme document says a driver holding a valid commercial driving licence issued by the Karnataka Transport Department is covered without registering separately with the Board. Conductors and cleaners, however, must register with the designated district registering officer.

What is the age limit for the transport workers accident relief scheme?

20 to 70 years. The scheme applies only within Karnataka and only to drivers, conductors and cleaners of private commercial transport vehicles in that age band.

What is the Ambedkar Karmika Sahaya Hasta Yojane and who can register?

Ambedkar Karmika Sahaya Hasta Yojane is the Board's smart card registration programme for 11 notified unorganised trades, open to workers aged 18 to 60 who are resident in Karnataka. The registration fee is Rs 25 and the smart card is the key to present and future Board benefits.

Is any education assistance available to the family of a worker who died?

Yes. Rs 10,000 a year is paid for a maximum of two children of a beneficiary who died in an accident or suffered complete permanent disability, covering schooling from class 1 up to pre-university or class 12.
