What is the Karnataka Sainik Welfare Scheme?

The Department of Sainik Welfare and Resettlement, Government of Karnataka is the state department responsible for the welfare and resettlement of ex-servicemen, war widows, battle casualties and their dependants living in Karnataka. What people search for as the "Karnataka Sainik Welfare Scheme" is not one scheme with one application form. It is a bundle of separate benefits published by the department under a single Services and Schemes menu on sainikwelfare.karnataka.gov.in, delivered through the Zilla Sainik Board office in each district.

Understanding that structure matters, because it changes how you apply. There is no single "Sainik Welfare Scheme" registration. You register once as an ex-serviceman with your district Zilla Sainik Board, obtain your ESM identity card, and then claim individual components as your circumstances require them.

The department also acts as the state-level link to central defence systems. Its Online Services menu carries SPARSH, the Ministry of Defence's centralised pension platform, and a page on facilities from the Central Government, alongside its own state benefits.

What benefits does the department actually provide?

The department's own published list of services and schemes covers:

  • Marriage grant to daughters of ESM battle-casualty cases. A grant towards the marriage of a daughter of an ex-serviceman who is a battle casualty.
  • Ex-gratia for ESM battle-casualty cases, the department's page is titled in Kannada as ex-gratia for those wounded in war.
  • Facilities for battle casualties and a separate published set of facilities for war widows.
  • Hostel facility for the children of ex-servicemen, with free boys' hostels and free hostels for girls listed separately.
  • Allotment of land to ESM, and a government order on allotment of a site to an ex-serviceman in lieu of land.
  • Sports scholarship to children and dependants of ex-servicemen, governed by a published Standard Operating Procedure.
  • 50 per cent property tax exemption, for which the department publishes the specific documents to be submitted.
  • Free Legal Services Clinic for ESM and their dependants.
  • Sainik Rest Houses across Karnataka, with contact numbers published.
  • Reservation at state civil jobs, carried as a standing notice on the department's home page.
  • Employment support, including employment for ESM at Karnataka Aadhaar centres, BPCL COCO retail outlet service-provider appointments, and ESM job fairs such as the one held at Belagavi.

Grant rates are fixed by government order and are revised from time to time. The department publishes a government order on increase in grants to gallantry awards, reproduced as two pages on its website, and the KSB Guide Book 2025, which is the reference document for rates. This guide deliberately does not reproduce rupee figures for each component, because the department publishes them in orders that are revised, read the current government order or the KSB Guide Book on the department's site, or ask your Zilla Sainik Board, before you plan around an amount.

Who is eligible for Karnataka's ex-servicemen benefits?

You can be considered if:

  • You meet the definition of an ex-serviceman as published by the department, which carries a dedicated "Definition of Exserviceman" page precisely because this is where most disputes start.
  • You are resident in Karnataka, since these are state benefits over and above central entitlements.
  • You are registered with your district Zilla Sainik Board and hold an ESM identity card.
  • You are a dependant, spouse, child or, for the hostel and scholarship components, a child or dependant of an ex-serviceman.
  • You are a war widow or the family of a battle casualty, for the components restricted to those categories.

You are not eligible and cannot apply if:

  • You are still serving in the armed forces. These are ex-servicemen benefits.
  • You do not meet the department's published definition of an ex-serviceman, for example where the nature of discharge does not qualify.
  • You are not resident in Karnataka. A veteran resident in another state claims that state's benefits.
  • You are claiming a battle-casualty component. The marriage grant or the ex-gratia — but the case is not certified as a battle casualty.
  • You have not registered with the Zilla Sainik Board, in which case the claim cannot be processed until registration is done.

How to apply for Karnataka Sainik Welfare benefits

  1. Register with your district Zilla Sainik Board and obtain your ESM identity card. The department publishes the list of documents required to get ESM and other ID cards on its website.
  2. Read the department's page on the procedure to apply online for Seva Sindhu services, which it publishes under Online Services. This sets out the filing route for departmental services.
  3. Open Seva Sindhu, which the department links directly, and register as a citizen user if you have not already.
  4. Select the Department of Sainik Welfare and Resettlement and the specific service you need, for example the marriage grant or the ex-gratia.
  5. Upload the documents listed for that service and submit the application.
  6. Note the Seva Sindhu acknowledgement number and track the application on the same portal.
  7. Follow up with the Zilla Sainik Board in your district, quoting the acknowledgement number, if the application does not move.

For components that are not filed online: hostel admission for a child, a Sainik Rest House booking, or the free legal services clinic; approach the Zilla Sainik Board office directly.

How to check your application status

  1. Sign in to Seva Sindhu with the mobile number you registered with.
  2. Open Track Application Status and enter your acknowledgement number.
  3. If the status has not changed for a long period, contact your Zilla Sainik Board office in person or by phone.
  4. For unresolved matters, escalate to the Directorate of Sainik Welfare and Resettlement in Bengaluru.

Why claims get delayed or rejected

  • No Zilla Sainik Board registration, so the department has no record against which to verify the claim.
  • Definition of ex-serviceman not met, the single most common dispute, which is why the department publishes the definition separately.
  • Battle-casualty status not certified for the ex-gratia or marriage grant.
  • Residence outside Karnataka, which moves the claim to another state.
  • Incomplete documents for the specific component, especially the property tax exemption, where the department has published an exact list.
  • Applying on the wrong route, a defence pension question belongs to SPARSH, not to the state department.

Help and grievance redressal

  • Department website: sainikwelfare.karnataka.gov.in, which carries the directorate and district office contact pages.
  • Zilla Sainik Board in your district. The working office for every component.
  • Free Legal Services Clinic for ESM and dependants, advertised on the department's home page.
  • Seva Sindhu grievance route for applications filed on that portal.
  • SPARSH for defence pension matters, which the state department cannot resolve.

This guide does not publish a departmental helpline number because the Department of Sainik Welfare and Resettlement does not display a single public helpline on its website; use the directorate and district office contact pages it publishes instead.

Frequently asked questions

Which department runs ex-servicemen welfare in Karnataka?

The Department of Sainik Welfare and Resettlement, Government of Karnataka, runs it, working through Zilla Sainik Board offices in the districts. Its website is sainikwelfare.karnataka.gov.in and it publishes its schemes under a Services and Schemes menu.

What benefits does the Karnataka Sainik Welfare Department provide?

The department's published list covers a marriage grant to daughters of ex-servicemen battle-casualty cases, ex-gratia for battle-casualty cases, free hostels for boys and girls who are children of ex-servicemen, allotment of land and of sites in lieu of land, sports scholarships for children and dependants of ESM, 50 per cent property tax exemption, facilities for battle casualties, facilities for war widows and a free legal services clinic.

How do ex-servicemen apply for these schemes in Karnataka?

Through Seva Sindhu. The department publishes a page titled "Procedure to apply online for Seva Sindhu services" and links Seva Sindhu directly under its Online Services menu, so departmental services are filed on that portal rather than on paper at the directorate.

Is there reservation for ex-servicemen in Karnataka government jobs?

Yes. The Department of Sainik Welfare and Resettlement carries a standing notice on its home page titled "Reservation at State Civil Jobs", which sets out the reservation available to ex-servicemen in state civil posts. Check that notice for the current percentage and the posts it applies to.

Who cannot claim these Karnataka state benefits?

A serving member of the armed forces is not eligible, because these are ex-servicemen benefits; nor is a veteran who does not meet the department's published definition of an ex-serviceman, or one who is not resident in Karnataka. Component-specific benefits such as the marriage grant and the ex-gratia are restricted to battle-casualty cases.

What is SPARSH and does it replace the state department?

SPARSH is the Ministry of Defence's centralised pension administration system, and the Karnataka department links it under Online Services. SPARSH handles your defence pension; the state department handles Karnataka-specific welfare benefits. You will usually need both.

Where can an ex-serviceman in Karnataka get free legal help?

Through the department's Free Legal Services Clinic for ESM and dependants, which it advertises on its home page. Details of the clinic are published on sainikwelfare.karnataka.gov.in.

Are there hostels for children of ex-servicemen?

Yes. The department lists hostel facility for the children of ex-servicemen, with separate free boys' hostels and free girls' hostels. Applications are made through the district Zilla Sainik Board.
