Madhya Pradesh state government scheme
Chief Minister Help Scheme for destitute Scheduled Tribe families is a Madhya Pradesh Tribal Affairs Department relief route that gives food, household material and discretionary financial relief to ST households with no earning member. Claims are made offline through the gram panchayat and the district Assistant Commissioner, Tribal Affairs, with an ST caste certificate as the core document.
What is the Chief Minister Help Scheme for destitute ST families?
The Chief Minister Help Scheme for destitute Scheduled Tribe families is the relief route operated by the Madhya Pradesh Tribal Affairs Department (Janjatiya Karya Vibhag) for tribal households that have fallen into destitution: families with no earning adult, families headed by a widow or an elderly person, households where the sole earner has died or become permanently disabled, and orphaned children living with extended relatives.
Madhya Pradesh has the largest Scheduled Tribe population of any Indian state, around 21 per cent of the state's people, and the Tribal Affairs Department draws a corresponding share of state plan funds. Within that outlay, the department keeps a discretionary relief head that district officers use to help individual families in acute distress. That head is what people commonly mean when they refer to the "Chief Minister help scheme" for destitute ST families, and it works alongside the more specific in-kind scheme, Mukhyamantri Madad Yojana, which gives grain on a birth or a death.
What this route typically provides
- Foodgrain and household material for families that have no means of buying it, released through the gram panchayat.
- Discretionary financial relief sanctioned by the district Assistant Commissioner, Tribal Affairs, in cases such as the destruction of a house, the loss of livestock, or the death of the family's only earner.
- Assistance towards a destitute tribal bride's marriage, where the family cannot meet even minimum costs.
- Referral into regular schemes, the district office is expected to enrol the family into the pension, ration, housing and scholarship schemes it is already entitled to, so that the one-time relief is not the end of the help.
An important caveat for readers: Madhya Pradesh has not published a single consolidated guideline with fixed rupee amounts for this route. What is verifiable is the department that runs it, the class of beneficiary, the documents required and the office that sanctions it. Anyone quoting an exact benefit figure should be asked to show the district order it comes from.
Who can and cannot apply for destitute ST family help?
You can apply if:
- Your household belongs to a Scheduled Tribe notified for Madhya Pradesh and holds a caste certificate in the state format.
- You are a permanent resident of Madhya Pradesh.
- The family has no regular earning member, because the earner has died, is permanently ill or disabled, is elderly, or has abandoned the family, and a tehsildar is willing to certify that position.
- The gram panchayat is willing to recommend the case in writing. In practice the panchayat recommendation carries most of the weight, because it is the only local verification the district office has.
- The family is not already receiving an equivalent one-time relief for the same event from another department.
You cannot apply if:
- Your family does not belong to a notified Scheduled Tribe. This is a Tribal Affairs Department route and there is no relaxation on tribe status.
- You are not resident in Madhya Pradesh.
- The household has a regular earning member in government service, in a salaried job or running a registered business. Such families are not treated as destitute even if income is modest.
- The household pays income tax, which is treated as evidence against a destitution claim.
- You cannot produce a destitution or income certificate from the tehsildar. Without it the district office has nothing to sanction on.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| ST caste certificate | Yes | Tehsildar or SDM, in the MP format |
| Samagra family ID | Yes | Links the household to the state database |
| Aadhaar card | Yes | Head of household and adult members |
| Destitution or income certificate | Yes | Issued by the tehsildar |
| Residence proof | Yes | Ration card, voter ID or domicile |
| Panchayat recommendation | Yes | Written note from the sarpanch or secretary |
| Bank passbook | No | Only if relief is sanctioned in cash |
| Death or disability certificate | No | Where the destitution follows a death or a disability |
How to apply for the Chief Minister Help Scheme for destitute ST families
- Get the caste certificate in order. If the household does not hold a current ST certificate in the Madhya Pradesh format, apply first at the tehsil or through an MP Online kiosk. Every later step depends on it.
- Obtain a destitution or income certificate from the tehsildar, stating that the household has no regular earning member. Take the death certificate, disability certificate or medical papers that explain why.
- Get the panchayat's written recommendation. Meet the sarpanch or panchayat secretary, explain the circumstances, and ask for a signed note describing the family's situation and what help is needed.
- Submit the application to the office of the Assistant Commissioner, Tribal Affairs, at the district headquarters, attaching all the documents above. In tribal sub-plan blocks, the application can also be handed in at the block-level tribal welfare office, which forwards it.
- Collect a receipt with a diary number and date. This number is what you quote in any follow-up or grievance.
- Follow up after three to four weeks. Ask at the district office whether the case has been placed before the sanctioning authority, and whether any document is short.
How to check the status of your application
There is no online tracker for this route. Status is checked in person:
- Visit the district Tribal Affairs office with the diary number on your receipt and ask which stage the file is at.
- If the file is stuck with the tehsil for verification, follow up there directly.
- If more than two months pass with no movement, register a complaint on the CM Helpline, 181, quoting the diary number and your Samagra ID. Complaints registered on 181 are assigned to the district officer with a response deadline, and this is usually the fastest way to unstick a file.
Common reasons applications fail
- No panchayat recommendation. Applications submitted straight to the district office without local verification are usually sent back.
- Destitution not certified. A family may genuinely have no income, but if the tehsildar has not certified it, the district office cannot sanction.
- Caste certificate expired or in an old format. Certificates issued decades ago in a handwritten format are frequently refused. Re-apply for a fresh one.
- Samagra record out of date. If the deceased earner is still shown as an active member, the household will not read as destitute in the database. Update the Samagra record at the panchayat first.
- Duplicate claim. Relief already sanctioned for the same event by the revenue department or under a natural-calamity head will block a second sanction.

Frequently asked questions
Who qualifies as a destitute ST family under this scheme?
A Scheduled Tribe household in Madhya Pradesh with no regular earning member qualifies, typically families headed by a widow, an elderly person, a person with severe disability, or an orphaned child, where the tehsildar has certified destitution. An ST caste certificate is mandatory.
Is there a fixed benefit amount under the Chief Minister Help Scheme?
No fixed amount is published. Relief under this route is sanctioned case by case by the district Assistant Commissioner, Tribal Affairs, and is usually given as foodgrain and household material rather than as a standard cash figure. Treat any specific rupee figure you see quoted elsewhere with caution unless it appears on a district order.
Can I apply online for the Chief Minister Help Scheme for ST families?
No online application has been notified. Applications are made offline at the gram panchayat or directly at the office of the Assistant Commissioner, Tribal Affairs, in the district headquarters.
Can a Scheduled Caste or OBC family apply?
No. This help route sits with the Tribal Affairs Department and is restricted to Scheduled Tribe households. Scheduled Caste and OBC families are not eligible here and should approach the Social Justice and Empowerment Department or the Backward Classes Welfare Department.
Does receiving a pension disqualify a destitute ST family?
Not automatically. Families already drawing a social security pension can still be considered, but the district office takes existing benefits into account when deciding what relief is warranted, so declare them honestly in the application.
How long does a decision take?
Expect several weeks. The panchayat recommendation, the tehsildar's destitution certificate and the district sanction are three separate steps, and no statutory time limit has been notified for this route.
Where do I complain if my application is ignored?
Call the Tribal Affairs Department helpdesk on 1800-2333-951, email helpdesk.tribal@mp.gov.in, or lodge a complaint on the CM Helpline number 181 quoting your Samagra ID and the date you submitted the application.
