Madhya Pradesh state government scheme
Free Caste Hostel for De-Notified, Nomadic and Semi-Nomadic Communities gives students of Madhya Pradesh's vimukt, ghumakkad and ardh-ghumakkad communities free residential accommodation with a monthly maintenance stipend of about Rs 1,230 for boys and Rs 1,270 for girls for 10 months. Around 6,550 seats exist across roughly 141 hostels; admission is on previous-year marks.
What is the free caste hostel for de-notified, nomadic and semi-nomadic communities?
Free Caste Hostel for De-Notified, Nomadic and Semi-Nomadic Communities, recorded in departmental Hindi as the Vimukt Jati Chhatravas Yojana, is a residential scheme of the Government of Madhya Pradesh that gives students of the state's vimukt, ghumakkad and ardh-ghumakkad (de-notified, nomadic and semi-nomadic) communities a free hostel seat plus a monthly maintenance stipend while they study.
According to the compilation of Madhya Pradesh state schemes published by the Development and Welfare Board for De-notified, Nomadic and Semi-Nomadic Communities (DWBDNC) under the union Ministry of Social Justice and Empowerment, roughly 141 hostel facilities with about 6,550 approved seats operate for these communities in the state, and the maintenance stipend is paid for 10 months of the academic year.
Policy and budget sit with the Backward Classes and Minorities Welfare Department, whose portal is bcwelfare.mp.nic.in and whose district offices; headed by an Assistant Commissioner or District Organiser; control admissions and the hostel list.
Why is a hostel the core benefit for these communities?
For most welfare schemes, cash is the benefit and the residence is assumed. For de-notified and nomadic communities the assumption fails. These are the groups listed under the colonial Criminal Tribes Act of 1871 and de-notified in 1952, together with communities whose traditional livelihoods involved seasonal or continuous movement. A family that moves for four or six months of the year cannot keep a child in a village school, and the child's education ends not for want of fees but for want of a place to stay.
The hostel solves that directly. A child in a hostel completes the academic year regardless of where the family is working. This is why the hostel scheme carries by far the largest per-student value in Madhya Pradesh's package for these communities: the stipend alone is worth over Rs 12,000 a year, against Rs 150 a year in the primary scholarship and Rs 3,000 once at Class 11.
The state's wider package for these communities also includes primary and middle-school scholarships from Class 1, the post-matric scholarship, examination fee reimbursement, self-employment margin money of up to Rs 3 lakh, basti development for roads, drains and toilets, and electrification of settlements with populations under 100.
Who is eligible for a hostel seat?
A student qualifies when:
- The student belongs to a de-notified, nomadic or semi-nomadic community notified in Madhya Pradesh, evidenced by a caste certificate.
- The student is an original resident of Madhya Pradesh.
- The student is currently enrolled in a recognised school or college.
- The student needs residential facilities. The scheme is aimed at students from remote areas or from households that cannot support daily attendance from home.
- The student's previous year's marks place them within the seats available, since admission is competitive.
The following cannot get a seat under this scheme:
- Students of communities not on the state's notified de-notified, nomadic and semi-nomadic list. Scheduled Caste and Scheduled Tribe students have their own separate hostel networks. The Tribal Affairs Department and the SC Development wing run theirs, and a student applies to the one matching their certificate.
- Students who are not original residents of Madhya Pradesh, even if studying in the state.
- Students not currently enrolled in a recognised institution.
- Students who cannot produce a caste certificate for a notified community, which is itself the single hardest barrier for these families.
- Applicants whose previous-year marks fall below the last admitted rank in a hostel where seats are full. That is a shortage outcome, not a permanent ineligibility: apply again the following session or ask about a nearby facility.
How much is the benefit worth?
| Component | Value |
|---|---|
| Hostel seat, lodging and mess | Free |
| Maintenance stipend, boys | About Rs 1,230 per month for 10 months |
| Maintenance stipend, girls | About Rs 1,270 per month for 10 months |
| Approximate annual stipend value | Rs 12,300 to Rs 12,700 |
| Approved seats statewide | About 6,550 across roughly 141 facilities |
One caution on the stipend figure, stated plainly rather than smoothed over. Two official listings of Madhya Pradesh's schemes for these communities carry different rates; one records Rs 1,230 for boys and Rs 1,270 for girls, an earlier one records Rs 1,090 and Rs 1,130. The most likely explanation is a rate revision captured in one listing and not the other. Treat the figure as being in the Rs 1,090 to Rs 1,270 band and confirm the current year's rate with the hostel superintendent or the district office before relying on it.
The girls' rate is set slightly above the boys' rate in both listings.
What documents are required?

| Proof of current admission | Yes | Bonafide certificate from the school or college |
| Madhya Pradesh residence proof | Yes | Seats are for original residents |
| Samagra ID | Yes | Identifies the student in state benefit records |
| Aadhaar card | Yes | For identification and account seeding |

How to apply for a free hostel seat
- Get the caste certificate in order first. A certificate naming a notified de-notified, nomadic or semi-nomadic community, issued by the Sub-Divisional Officer (Revenue), is the gateway document; without it no application can be processed at all.
- Find the hostel. Ask the district Backward Classes and Minorities Welfare office for the list of hostels for these communities in the district, along with the number of seats and whether it is a boys' or girls' facility. There is no statewide online hostel directory for this scheme.
- Secure the school or college admission. The hostel seat supports an existing enrolment; it is not granted to a student who is not yet admitted somewhere.
- Submit the application to the hostel superintendent with the caste certificate, the previous year's marksheet, the bonafide certificate, residence proof, Samagra ID, Aadhaar and the bank passbook. Ask for a receipt with an inward number.
- Wait for the merit list. Applicants are ranked on the previous year's examination marks and seats are filled from the top downwards. Ask the superintendent when the list will be displayed.
- Complete the joining formalities once selected, and give the bank details again for the maintenance stipend so the monthly DBT can start.
How to check the status of the application or stipend
- Ask the hostel superintendent whether your name appears on the merit list and, if selected, whether the stipend list has been forwarded to the district office.
- Check the bank account at the end of each month of the academic session. The stipend runs for 10 months, so no credit is due in the vacation months.
- If the stipend is not credited for a month in which the student was resident, raise it with the superintendent first, the attendance and stipend list originates there, and then with the district Backward Classes and Minorities Welfare office.
- If the account shows no credit but the district office says it was paid, check Aadhaar seeding of the account at the bank branch.
Why hostel applications get rejected
- No caste certificate, or a certificate for a community not on the notified list. This is by far the commonest cause.
- Seats full, the applicant's previous-year marks fell below the last admitted rank. With about 6,550 seats statewide, popular district hostels close quickly.
- Applied to the wrong hostel network, an SC or ST student applying to a de-notified community hostel, or the reverse.
- No current admission in a recognised school or college.
- Residence outside Madhya Pradesh.
- Bank account in a parent's name or not Aadhaar-seeded, which does not affect the seat but stops the stipend.
Where to get help
- Backward Classes and Minorities Welfare Department: bcwelfare.mp.nic.in; scheme lists, forms and district office contacts.
- Hostel superintendent: the working point of contact for the application, the merit list and the monthly stipend list.
- District Backward Classes and Minorities Welfare office (Assistant Commissioner / District Organiser): for the district hostel list, sanction disputes and stipend arrears.
- CM Helpline 181: Madhya Pradesh's general grievance line, which issues a tracking number and routes the complaint to the department.
- DWBDNC, Ministry of Social Justice and Empowerment: dwbdnc.dosje.gov.in publishes the consolidated list of Madhya Pradesh schemes for de-notified, nomadic and semi-nomadic communities.
The hostel is free and no fee is payable for admission. Any person asking for money to arrange a seat is not acting for the department, and that demand is itself grounds for a CM Helpline complaint.

Frequently asked questions
How much does a student get in the de-notified community hostel in Madhya Pradesh?
The seat itself is free, and the student additionally receives a monthly maintenance stipend recorded at about Rs 1,230 for boys and Rs 1,270 for girls, paid for 10 months of the academic year. An older departmental listing shows the rates as Rs 1,090 and Rs 1,130, so confirm the current year's figure with the hostel superintendent.
How many hostel seats are there?
About 6,550 approved seats exist across roughly 141 hostel facilities for de-notified, nomadic and semi-nomadic community students in Madhya Pradesh, according to the DWBDNC compilation of state schemes.
How is admission decided when seats are short?
Admission is granted on merit from the previous year's examination marks. Applicants are ranked, and seats are filled from the highest marks downwards against the number of seats available in that hostel.
Who cannot get a seat in these hostels?
Students who do not belong to a notified de-notified, nomadic or semi-nomadic community are not eligible, nor are students who are not original residents of Madhya Pradesh, nor students who are not currently enrolled in a recognised school or college.
Is there any hostel fee?
No. The hostel is free. That is the point of the scheme. No admission fee, rent or mess charge is payable by the student, and the maintenance stipend is paid on top of the free accommodation.
Where do I apply for a hostel seat?
Applications are made offline to the superintendent of the hostel you want a seat in, or to the district Backward Classes and Minorities Welfare office, which maintains the list of hostels in the district.
Is the stipend paid during the summer holidays?
No. The maintenance stipend is paid for 10 months of the academic year, not 12, which corresponds to the period the hostel is actually in use.
What if there is no hostel for these communities in my district?
Ask the district Backward Classes and Minorities Welfare office, which holds the district-wise hostel list and can direct you to the nearest facility. Students from de-notified, nomadic and semi-nomadic communities are also eligible for admission to ashrams and community welfare centres run for these communities.
