Dr. Ambedkar Medical Aid Scheme, Mizoram
Mizoram state government scheme
Dr. Ambedkar Medical Aid Scheme is a medical aid scheme that Mizoram's Health & Family Welfare Department publicises for Scheduled Tribe and Scheduled Caste patients needing major surgery. The Revised 2016 scheme pays up to Rs 3.50 lakh for kidney work and Rs 1.25 lakh for heart surgery, released straight to the hospital before the operation.
What is the Dr. Ambedkar Medical Aid Scheme in Mizoram?
Dr. Ambedkar Medical Aid Scheme is a medical assistance scheme for Scheduled Caste and Scheduled Tribe patients facing the cost of a major operation. The Health & Family Welfare Department, Government of Mizoram lists it among the schemes it publicises to the public, at position seven on its schemes page, where it appears under the locally used transliteration Dr Ahmedkar Medical Aid Scheme 2016.
An important point of clarity first. The scheme is not funded by the Mizoram state budget. Dr. Ambedkar Medical Aid Scheme is administered and paid for by the Dr. Ambedkar Foundation under the Ministry of Social Justice & Empowerment, Government of India. What Mizoram's Health Department provides is the local route into it, the recommendation of the Health Secretary or the Deputy Commissioner, without which a Mizoram applicant's file will not move.
According to the Revised 2016 scheme document hosted on the Mizoram Health Department website, the aid is meant for patients "suffering from serious ailments requiring surgery of Kidney, Heart, Liver, Cancer and Brain or any other life threatening diseases including organ transplant and spinal surgery".
Who is eligible for Dr. Ambedkar Medical Aid Scheme?
You can apply if all three of these are true:
- You belong to a Scheduled Caste or Scheduled Tribe community and hold the caste certificate to prove it. Mizoram's Health Department asks for the tribal certificate in original.
- Your annual family income is below the notified ceiling. The 2016 scheme document states Rs 2,50,000 per annum; the Mizoram Health Department page, updated in May 2023 to accompany a fresh circular dated 13 April 2023, states Rs 3,00,000.
- You need surgery for kidney, heart, liver, cancer, brain, or any other life-threatening disease, including organ transplant and spinal surgery. Mizoram's page adds dialysis and specialised knee and joint work to the list it describes locally.
You cannot apply, or your case is not eligible, if:
- You do not belong to a Scheduled Caste or Scheduled Tribe. The scheme application form itself is headed "for SC and ST only".
- Your annual family income is above the ceiling, certified by the income certificate you enclose.
- The treatment needed is not surgical and not otherwise a life-threatening condition. The scheme is built around the estimated cost of an operation, dialysis, chemotherapy or radiotherapy.
- The surgery is at a hospital outside the approved list. Only in exceptional cases, where the Chairperson is personally convinced of the genuineness and justification, can a hospital outside the list be covered.
- The surgery has already happened. Reimbursement cases are ordinarily not entertained, and may be considered on merit only where the application had reached the Foundation at least 15 days before the operation date.
How much does Dr. Ambedkar Medical Aid Scheme pay?
The scheme releases 100 per cent of the estimated cost of the surgery directly to the hospital, subject to a per-procedure ceiling.
| Procedure | Maximum aid |
|---|---|
| Kidney surgery or dialysis | Rs 3.50 lakh |
| Kidney or organ transplant | Rs 3.50 lakh |
| Cancer surgery, chemotherapy or radiotherapy | Rs 1.75 lakh |
| Brain surgery | Rs 1.50 lakh |
| Heart surgery | Rs 1.25 lakh |
| Spinal surgery | Rs 1.00 lakh |
| Other life-threatening diseases | Rs 1.00 lakh |
Payment goes to the hospital as a crossed cheque or demand draft, not to the patient's bank account. It is normally released in a single instalment before the surgery, on the condition that the hospital submits a Utilisation Certificate along with the final bills on the day the patient is discharged, and refunds anything left unspent. The hospital must use the aid within one month of its release.
Aid from the Foundation and from any other source together must not exceed the total estimated cost of the surgery, and the Medical Superintendent of the hospital must certify this.
Which hospitals are covered?
The Revised 2016 scheme lists ten named institutions, plus five broad categories that matter far more to a patient in Mizoram:
- All state government hospitals, which brings in Civil Hospital Aizawl, Civil Hospital Lunglei and the district hospitals.
- All state government medical college attached hospitals, even where they are not under CGHS.
- All hospitals recognised by a state government, and all hospitals fully funded by either the central or a state government.
- All CGHS approved hospitals, as revised from time to time by the Ministry of Health & Family Welfare.
- All government hospitals at district headquarters or major towns where the relevant surgery or treatment facility is actually available.
Of the ten named institutions, B. Barooah Cancer Institute, Guwahati is the closest to Mizoram and the one most relevant to referred cancer patients from the state. The others include AIIMS New Delhi, SGPGI Lucknow, Tata Memorial in Mumbai, Nizam Institute of Medical Sciences in Hyderabad, Kalinga Hospital in Bhubaneswar, Birla Heart Foundation in Kolkata, Patna Medical College Hospital, Jabalpur Hospital and Research Centre, and the Voluntary Health Services in Chennai.
How to apply for Dr. Ambedkar Medical Aid Scheme from Mizoram
- Get the diagnosis and the surgery date fixed at a covered hospital. The whole application hangs on the estimated cost certificate, and that certificate has to state the date fixed for the operation.
- Ask the Medical Superintendent for the Estimate Certificate on hospital letterhead, in the Annexure-II format. It must be signed and stamped, and it carries the hospital's undertaking to produce a discharge certificate, final bills and a utilisation certificate later.
- Fill the application form at Annexure-I and affix an attested photograph of the patient. The form asks for the nature of the disease, the date of surgery, dialysis, chemotherapy or radiotherapy, the annual family income from all sources, and whether aid has been taken from anywhere else.
- Collect the enclosures. Mizoram's Health Department lists them as the Aadhaar or UIDAI number xerox and attested, tribal certificate in original, ration card xerox and attested, annual income certificate, OPD card and investigation reports, the recommendation, and the estimate certificate signed by the Medical Superintendent.
- Get the file recommended and forwarded. For a Mizoram applicant the Health Department names the Secretary, Health or the Deputy Commissioner of your district. The scheme also accepts a sitting Member of Parliament of either House, or a member of the General Body of Dr. Ambedkar Foundation, each on their own letterhead.
- Post the complete file by speed post or registered post to the Director, Dr. Ambedkar Foundation, Ministry of Social Justice & Empowerment, Government of India, 15 Janpath, New Delhi 110001. It must reach the Foundation at least 15 days before the date of surgery.
There is no online submission route for this scheme. Everything moves on paper, which is why the 15-day margin matters, a file posted from Aizawl a week before the operation will not arrive in time to be processed.
Why applications get rejected, and how to avoid it
- The file arrives late. Anything reaching the Foundation less than 15 days before the operation is at serious risk, and a post-surgery claim is ordinarily not entertained at all.
- No estimate certificate, or no surgery date on it. The estimate is the basis of the sanction. A certificate without the fixed date of surgery is incomplete.
- Income certificate missing or stale. The scheme asks for the latest income certificate. An old one, or a self-declaration in place of a certificate, will not do.
- No competent recommendation. A recommendation from a hospital, a local council or a private individual is not one of the accepted forwarding authorities. It must be the DC, the Health or Social Welfare Secretary, a sitting MP, or a General Body member of the Foundation.
- Hospital not covered. Check the hospital's status before applying rather than after.
- Kidney transplant papers incomplete. Transplant cases additionally need the Form 14 authorisation committee certificate and full donor details; name, age, address, blood group and Aadhaar number.
Key dates and timelines to remember
- At least 15 days before surgery. The deadline for your application to reach the Dr. Ambedkar Foundation.
- One instalment before surgery — the normal mode of release of aid to the hospital.
- Within one month of release, the period in which the hospital must use the aid.
- On the date of discharge, when the hospital must submit the utilisation certificate and final bills, along with any unspent balance.
