Birth Certificate in Mizoram
Mizoram state government scheme
Birth Certificate in Mizoram is registered and issued by the Economics & Statistics Department through Local Registrars of Births and Deaths in every village and locality. Registration within 21 days is free; a birth reported between 22 and 30 days costs Rs 10, between 31 days and one year Rs 100 with the Assistant District Registrar's permission, and past one year needs a First Class Magistrate's order.
What is a birth certificate in Mizoram?
A birth certificate in Mizoram is the certified extract of the register of births maintained under the Registration of Births and Deaths Act 1969 by the Economics & Statistics Department, Government of Mizoram. Mizoram is one of the few states where the civil registration function sits squarely with the statistics department rather than with a health directorate or a revenue office, and the department publishes its own public notice on registration of births and deaths; "Registration of Births & Deaths (RBD) chungchanga hriattur": through the Directorate of Information & Public Relations.
Mizoram runs the registration network at three levels:
- Local Registrars in every village and locality. The department states that there are registrars of births in every village and every locality. Serchhip district alone lists 38 designated village registrars, each with a direct contact number published on the district website.
- Designated registrars inside health facilities. The District Hospital, the Community Health Centres and the Primary Health Centres each have a designated registrar, so an institutional delivery is registered where it happened.
- District Research Officer and Assistant District Registrar at district headquarters, in the Economics & Statistics office; Aithuam Building, Venglai, Kolasib in Kolasib district, and the District Research Officer's office in Serchhip.
Since October 2022, these offices have issued birth and death certificates in a digitised, computerised format carrying a QR code, a bar code and the facsimile signature of the issuing authority. Mizoram had moved to digital birth and death certificates in April 2020, following guidelines from the Ministry of Home Affairs. The certificate you receive today is therefore machine-verifiable, which matters when a passport office or a university in another state has to satisfy itself the document is genuine.
Mizoram also operates under the Registration of Births and Deaths (Amendment) Act 2023, in force across India from 1 October 2023. That amendment makes the birth certificate the single document to prove date and place of birth for school admission, Aadhaar, passport, driving licence, marriage registration and government appointment, and brings the Aadhaar numbers of the parents and the informant into the birth reporting information.
Who can and who cannot apply?
You can get a Mizoram birth certificate if the birth took place inside Mizoram and you are an informant or interested party under the 1969 Act:
- The father or mother of the child.
- The head of the household where a home delivery took place.
- The medical officer in charge of the District Hospital, CHC or PHC where the delivery happened, who reports it directly to the designated registrar in that facility.
- The jail superintendent for a birth in prison, and the officer in charge of a hostel, dharamshala or public institution.
- The Village Council or officer in charge for an abandoned newborn.
- Any adult born in Mizoram needing a certified copy of their own entry.
You cannot apply in Mizoram for a birth that took place outside the state. The register is territorial. A Mizo family whose child was born in a hospital in Silchar, Guwahati or Shillong must obtain the certificate from the local registrar there, and no Mizoram office can convert or reissue that entry. Equally, a child born in Aizawl or Lunglei to parents from another state is registered in Mizoram.
You are also not eligible to have a fresh entry made where the birth is already registered. The correct request there is a certified copy, or a correction of the existing entry on documentary proof. And no Mizoram registrar can register a birth more than one year old without a First Class Magistrate's order.
There is no income test, no tribe or community condition and no residence condition for a birth certificate in Mizoram. Residence decides only which Local Registrar holds the record.
What does a birth certificate cost in Mizoram?
Mizoram publishes one of the clearest fee ladders of any state, and it is entirely driven by how late the birth is reported. The Serchhip and Kolasib district offices of the Economics & Statistics Department list:
| When the birth is reported | Who permits it | Fee |
|---|---|---|
| Within 21 days | Local Registrar at the place of occurrence | Free |
| 22 to 30 days | Local Registrar (permission fee) | Rs 10 |
| 31 days to 365 days | Additional Chief Registrar / Assistant District Registrar | Rs 100 |
| Beyond one year | First Class / Judicial Magistrate | Rs 1,000 (Serchhip listing) |
For delayed cases the birth certificate itself is listed at Rs 100. A Non-Availability Certificate from the District Research Officer, where no entry can be traced at all, is Rs 100, plus a Rs 100 search fee for each year of records searched.
Read that table once and the lesson is obvious: reporting inside 21 days costs a Mizoram family nothing, and every day past it adds a fee and an approving officer.
How to get a birth certificate in Mizoram
- Report the birth within 21 days to the Local Registrar of the village or locality where it occurred. For a delivery at the District Hospital, a CHC or a PHC, the designated registrar in that facility does this from the delivery record: confirm with the facility that the report has actually been filed and note the registration number.
- Give the informant's details in full, the date, time, sex and place of birth, both parents' names and Aadhaar, and the household address. If the child has not been named yet, register the birth anyway; the Kolasib office confirms a birth can be registered without a name and the certificate collected once a name is given.
- Pay the applicable fee — nothing inside 21 days, Rs 10 between 22 and 30 days, Rs 100 between 31 days and a year. Take the receipt.
- Obtain the permission stage if you are late. Between 31 days and one year, the application goes to the Additional Chief Registrar or the Assistant District Registrar for written permission before the Local Registrar can make the entry.
- Collect the certificate from the Economics & Statistics office of the district, the District Research Officer's office in Serchhip, the Economics & Statistics Office at Aithuam Building, Venglai, Kolasib, and the equivalent office in each other district. The certificate is issued in the digitised format with a QR code and bar code.
How do you register a birth more than one year old?
Mizoram follows Section 13 of the Registration of Births and Deaths Act 1969 strictly. Beyond one year, only a First Class Magistrate can order the registration, and the Kolasib district office states the application must be made in the prescribed form. Serchhip lists Rs 1,000 at this stage.
The practical sequence is:
- Apply to the District Research Officer for a Non-Availability Certificate, paying Rs 100 plus the Rs 100 per-year search fee, to prove no entry exists.
- Collect secondary evidence of the date of birth. The hospital or PHC record if any, the school admission register, the Village Council certificate, the immunisation card.
- File the prescribed application before the First Class Magistrate with the NAC, the evidence and the parents' affidavit.
- Take the magistrate's order to the Local Registrar, who then makes the entry, after which the Economics & Statistics office issues the certificate.
Adults in Mizoram who need a birth certificate for a passport, a central government job or a pension almost always fall into this category. Start with the Non-Availability Certificate: everything else waits on it.
How do you correct or add a name after registration?
A name can be entered in the Mizoram birth register after registration, and this is expressly provided for: the birth is registered first, the name added later, and the certificate then collected. A correction of a spelling, a date or a parent's name is made under Section 15 of the 1969 Act by the same registrar who made the entry, on documentary proof. The registrar amends the original register entry and reissues the certificate. A certificate "corrected" by anyone other than the registrar who holds the entry is not valid anywhere.
If the certificate is lost or damaged, the District Research Officer issues a duplicate, as the Kolasib office states.
Why are Mizoram birth certificate applications rejected or delayed?
- The birth was never reported to the Local Registrar, so no entry exists to certify.
- The application was made to the wrong locality: jurisdiction follows the place of birth, not the family's home village.
- The date of birth, sex of the child or the mother's name does not match the hospital or PHC record.
- A home birth was filed without the informant's statement and without the Village Council or Local Registrar's confirmation.
- The birth is between 31 days and one year old and the Assistant District Registrar's written permission has not been obtained.
- The birth is over one year old and no First Class Magistrate's order is attached.
- The Non-Availability Certificate was not obtained before the magistrate application.
Where do you complain, and what about agents?
The District Research Officer in each district is the first point of contact for a stuck birth registration. Serchhip publishes 03838-222003 and mobile 9862361670 for the District Research Officer; Kolasib publishes 03837-220122 and mobile 9233094766 for the Economics & Statistics Office. Serchhip also publishes direct contact numbers for all 38 village registrars, which is the fastest route when the register entry itself is the problem. The department's website at des.mizoram.gov.in carries the forms and the public notice on registration of births and deaths.
Mizoram charges only the fees listed above, nothing at all inside 21 days, and a published sum after that. No Local Registrar, Village Council member, clerk or middleman is entitled to a rupee beyond those amounts. Anyone offering a "fast" Mizoram birth certificate for a fee is filing the same report you can file yourself, before the same registrar, in the same queue. Always take the receipt for whatever you pay and quote it if you complain.
What do you need the Mizoram birth certificate for?
A Mizoram birth certificate is the base proof of date of birth for school and college admission, Aadhaar enrolment for a child, a passport, a learner's driving licence, PAN, the electoral roll entry at 18, Scheduled Tribe and residence certificates, marriage registration, scholarships, and any government appointment where age must be proved. Because each of those offices keeps a copy, most Mizoram families collect three or four certified copies in one visit to the Economics & Statistics office rather than paying the per-copy fee again on each occasion. With the post-2022 digitised certificate carrying a QR code, a verifying office can check the document without writing back to the district at all.

Frequently asked questions
Who issues a birth certificate in Mizoram?
The Economics & Statistics Department of the Government of Mizoram issues the birth certificate, through the Local Registrar of Births and Deaths of the village or locality where the birth took place and the District Research Officer at district level. Serchhip district alone has 38 designated village registrars, and designated registrars also sit inside the District Hospital, the CHCs and the PHCs.
How much does a birth certificate cost in Mizoram?
Registration within 21 days of the birth is free of cost at the place of occurrence in Mizoram. The Serchhip and Kolasib district offices list Rs 10 as the permission fee for a birth reported between 22 and 30 days, Rs 100 for one reported between 31 days and one year, and Rs 100 for the birth certificate itself in delayed cases; Serchhip additionally lists Rs 1,000 at the Judicial Magistrate stage beyond one year.
Within how many days must a birth be registered in Mizoram?
Every birth in Mizoram must be reported within 21 days of the event, free of cost, at the place where it occurred, as the Economics & Statistics Department states in its public notice on registration of births and deaths. Reporting inside 21 days avoids every fee and every permission stage that follows.
What happens if the birth is more than 1 year old in Mizoram?
A birth more than one year old can be registered in Mizoram only on the order of a First Class Magistrate, applied for in the prescribed form, as the Kolasib district office states. The Serchhip district office lists a Rs 1,000 fee at this stage. Attach the Non-Availability Certificate from the District Research Officer with the magistrate application.
Can a birth be registered before the child has been named?
Yes — the Kolasib district office states plainly that any birth of a child can be registered without a name, and once the child is given a name the family can collect the birth certificate carrying it. This matters in Mizoram, where naming often follows the 21-day reporting window, and it means no family should ever delay registration while choosing a name.
What does the digitised Mizoram birth certificate look like?
Since October 2022 the Economics & Statistics offices in Mizoram have issued birth and death certificates in a digitised, computerised format carrying a QR code, a bar code and the facsimile signature of the issuing authority. Mizoram had already rolled out digital birth and death certificates in April 2020 following Ministry of Home Affairs guidelines.
What if the original Mizoram birth certificate is lost?
A duplicate birth certificate is issued by the District Research Officer of the district where the birth was registered, as the Kolasib district office states, for a certificate that has been lost or damaged. The register entry itself is permanent, so a duplicate carries exactly the same legal weight as the original.
Does a Mizoram birth certificate expire?
A Mizoram birth certificate never expires, because it certifies a permanent entry in the register of births kept under the Registration of Births and Deaths Act 1969. An office asking for a "recent" copy is asking for a fresh certified extract of the same entry, which the Economics & Statistics office issues at the listed per-copy fee.
