What is a trade licence in Mizoram?

A trade licence in Mizoram is the urban local body's permission to carry on a stated trade at a stated premises. Two bodies matter:

  • The Urban Development & Poverty Alleviation (UD&PA) Department, Government of Mizoram, is the state department for urban local governance. It runs a directorate in Aizawl, a Town and Country Planning wing, a Senior Sanitation Office, and District Urban Development Offices (DUDOs) at Lunglei, Champhai, Kolasib, Mamit, Serchhip, Khawzawl, Hnahthial and Saitual. It publishes a list of 28 towns covered by its urban programmes.
  • The Aizawl Municipal Corporation (AMC) is the urban local body for the capital, and it is AMC that a trader in Aizawl deals with. The Aizawl district administration lists AMC's office at Thuampui, Aizawl, Mizoram 796017, with phone 0389-2350235 and email amcmizoram@gmail.com.

Mizoram is deliberately treated differently in this guide from Assam, Tripura, Sikkim or Telangana, because it genuinely is different: at the time of checking, no statewide online Mizoram trade licence portal is published, and the state does not publish a public trade licence fee schedule online in the way the Arunachal Pradesh Department of Trade and Commerce or the Agartala Municipal Corporation do. This guide therefore tells you what is verifiable and where to ask, and does not invent a fee, a processing time or a portal that Mizoram has not published.

Who can and cannot apply for a Mizoram trade licence?

Any person or business carrying on a trade from a fixed premises inside a Mizoram urban local body can apply. Sole proprietors, partnership firms and companies are all normally eligible applicants, provided they lawfully occupy the premises named in the application.

You cannot apply, or your application will not be granted, where:

  • You cannot show lawful occupancy of the premises: no ownership document, no land settlement certificate, and no valid rent or lease agreement.
  • The shop lies outside the limits of the Aizawl Municipal Corporation or the urban local body of your town, in which case the licensing route is a different one and the district administration is the place to ask.
  • The trade is a regulated one and the underlying approval is missing. A restaurant without FSSAI registration, a pharmacy without a drug licence, or a polluting unit without pollution board consent.
  • You are a street vendor rather than a fixed-premises trader. Street vending is regulated separately, and UD&PA runs its own grievance redressal route for street vendors under DAY-NULM.
  • The premises are not permitted to host that trade under the approval granted for the building.

How to get a trade licence in Mizoram

Because there is no published online route, the process is a counter process. Follow it in this order.

  1. Identify the urban local body for your shop address. In Aizawl that is the Aizawl Municipal Corporation at Thuampui. Outside Aizawl, ask at your town's urban local body or the District Urban Development Office, Lunglei, Champhai, Kolasib, Mamit, Serchhip, Khawzawl, Hnahthial and Saitual each have one.
  2. Call before you travel. AMC's published number is 0389-2350235 and its email is amcmizoram@gmail.com. Ask three questions: which form applies to your trade, what documents the counter wants, and what the fee is for your trade category. Write down the answers.
  3. Collect and fill the application form at the licence or revenue section of that body, naming the trade, the premises address, the built-up area used for the trade, and the constitution of the business.
  4. Attach the documents; identity proof of the applicant, proof of the premises, the landlord's no-objection where the shop is rented, constitution documents for a firm or company, photographs, and any sector approval the trade requires. Self-attest each copy and carry the originals.
  5. Submit at the counter and take a dated acknowledgement carrying the application number. Do not leave without it — it is the only handle you will have on the file.
  6. Pay the fee the office states, and take a printed receipt. Ask to see the fee schedule the body has adopted, so you can check the amount against the category your trade falls in.
  7. Be present for any inspection of the premises, and collect the licence from the same counter once it is issued.

What documents should I take?

Take identity proof of the applicant, proof of your right to the premises (ownership document, land settlement certificate, or a rent or lease agreement), the landlord's no-objection if the shop is rented, the partnership deed or incorporation certificate if the applicant is not an individual, two passport-size photographs, and any sector-specific approval; FSSAI registration for food, a drug licence for medicines, pollution board consent for an industrial activity. Carrying the originals along with self-attested copies saves a second trip.

Fee and processing time

Mizoram does not publish a statewide trade licence fee schedule or a service timeline online. That is a real gap rather than an omission in this guide, and the honest answer is: ask at the counter and get it in writing. Ask for the fee schedule the urban local body has adopted, ask which category your trade falls into, and ask what the expected disposal time is. Then pay only the scheduled amount and take a printed receipt naming your application number.

If you are told a figure that does not appear on any published schedule, that alone is reason to ask for the schedule in writing before paying.

Renewal and validity

A municipal trade licence is normally an annual permission renewed against the same licence, and Mizoram's urban local bodies follow that pattern. Confirm your own body's renewal window and any late fee at the counter when the licence is issued, and note the date. Where the trade, the premises or the constitution of the firm changes, tell the issuing office rather than waiting for renewal, a licence describing a business you no longer run protects nobody.

Grievance route and a warning about middlemen

For an Aizawl file, take the acknowledgement number back to the Aizawl Municipal Corporation office at Thuampui, or write to amcmizoram@gmail.com. If it still does not move, escalate to the Directorate of the Urban Development & Poverty Alleviation Department, Government of Mizoram, which publishes a complaint page, a feedback form, and a list of grievance redressal officers, including officers designated for persons with disabilities. Central grievances can also be filed on the national public grievance portal that UD&PA links from its own site.

Pay only the fee the urban local body's own schedule lists, and always take a printed receipt showing your application number. Because Mizoram has not put this service online, a middleman may claim access that nobody actually has, treat any such offer with suspicion. No agent can make a municipal file move faster than the office does, and no one is entitled to cash on the side for issuing a licence. Go to the counter yourself, keep every receipt, and report anyone demanding a payment that no schedule supports.

Frequently asked questions

Who issues a trade licence in Aizawl?

The Aizawl Municipal Corporation issues the trade licence for businesses inside Aizawl's municipal limits. The corporation's office is at Thuampui, Aizawl, Mizoram 796017, with the phone number 0389-2350235 and the email amcmizoram@gmail.com listed on the Aizawl district administration's official site.

Which department handles urban local bodies in Mizoram?

The Urban Development & Poverty Alleviation (UD&PA) Department, Government of Mizoram, is the state department for urban local bodies, working through its directorate in Aizawl and District Urban Development Offices at Lunglei, Champhai, Kolasib, Mamit, Serchhip, Khawzawl, Hnahthial and Saitual.

Can I apply for a Mizoram trade licence online?

No statewide online trade licence portal is published for Mizoram at the time of checking, unlike the online systems Assam, Tripura, Sikkim and Telangana run. Apply at the Aizawl Municipal Corporation office, or at the urban local body office covering your town, and ask there whether an online route has since opened.

How much does a trade licence cost in Mizoram?

The fee is fixed by the urban local body according to the trade and the premises, and Mizoram does not publish a single statewide figure online. Ask for the fee schedule at the counter before paying anything, and insist on a printed receipt for whatever you pay.

How many towns have urban local bodies in Mizoram?

The UD&PA Department publishes a list of 28 towns covered by its urban programmes, so a trade licence question outside Aizawl goes to that town's own urban local body or the District Urban Development Office. The directorate in Aizawl can point you to the right one.

Is a trade licence the same as GST or shop registration?

No — a trade licence is municipal permission to carry on a trade at a premises, GST registration is a tax registration, and shop and establishment registration is a labour-department matter. A Mizoram business commonly needs more than one of them, obtained separately.

Do street vendors in Mizoram need a trade licence?

Street vending is regulated separately from a fixed-premises trade licence, and the UD&PA Department runs a dedicated grievance redressal route for street vendors under the Deendayal Antyodaya National Urban Livelihoods Mission. Vendors should use that route rather than the trade licence counter.

Do I need a separate trade licence for a second shop?

Yes — a trade licence attaches to one premises and one trade, so a second branch at a different address needs its own application even under the same owner. Moving the shop to a new address also needs a fresh application.
