What is a police character certificate in Mizoram?

A police character certificate in Mizoram is Mizoram Police's written statement that its records hold nothing adverse against a named person at a declared address. It is a police document, not a revenue one, no Deputy Commissioner's revenue branch can issue it, because only the police hold the criminal records the certificate speaks to.

Mizoram Police, the Government of Mizoram's police force, is organised into eleven district executive forces; Aizawl, Lunglei, Siaha, Lawngtlai, Kolasib, Champhai, Mamit, Serchhip, Khawzawl, Saitual and Hnahthial, plus armed battalions and specialist units including the CID Crime, CID Special Branch, Traffic Police and Security wings. Which district executive force handles your file follows from where you live.

For online services, Mizoram Police's official website at police.mizoram.gov.in lists a distinct set under its Services menu:

  • CCTNS Citizen Portal; cctns.mizoram.gov.in, the citizen-facing side of the Crime and Criminal Tracking Network and Systems project.
  • Online ILP Portal, ilp.mizoram.gov.in, for Inner Line Permits.
  • Online Foreigners Registration Portal, indianfrro.gov.in.
  • Cyber Crime Portal: cybercrime.gov.in.
  • Public Grievance Portal: pgportal.gov.in.

The CCTNS Citizen Portal is the one relevant to character and antecedent work. The ILP portal, despite being the most familiar Mizoram police portal to outsiders, has nothing to do with a character certificate — it governs entry into the state.

Who can and who cannot apply?

You can apply if you reside in Mizoram and can name the police station whose jurisdiction covers your residential address. There is no income limit, no caste criterion and no age bar, a character certificate is a records check, not a welfare benefit, so none of the eligibility filters that govern income or ST certificates from the district administration apply here.

You cannot apply to Mizoram Police for an address outside Mizoram. Mizoram Police can report only on the period and area within its own jurisdiction; a previous address in Assam, Manipur or Tripura has to be verified by that state's police. Declare those addresses on your form anyway. An undeclared earlier address surfaces during the enquiry and costs more time than leaving it off ever saves.

You are also not eligible for a clean certificate while an FIR or criminal case is pending against you. The certificate records what the register shows rather than suppressing it. Mizoram Police publishes a View FIR facility on its website, which is a useful check before you apply.

Applicants who have moved within Mizoram are eligible, but should expect a longer enquiry, because more than one police station then has to report.

What documents are required?

Mizoram Police does not publish a consolidated document checklist for this service online. The practical list every verifying officer works from is:

  • A photo identity document in your own name; Aadhaar, voter ID or PAN.
  • Proof of the address to be verified: ration card, electricity bill, rent agreement or house pass. The enquiry turns on this document.
  • Two passport-size photographs.
  • A letter showing the purpose, the employer's letter, the licensing authority's requirement, or the tender document.
  • Where your Local Council or Village Council is willing to give a residence confirmation, carry it. Mizoram's Local Councils in urban areas and Village Councils in rural ones are the standard local authority for residence questions, and a council reference removes doubt about how long you have lived where you say you have.

Carry originals as well as photocopies. Producing something physical that ties you to the declared address on the first visit is the single largest time-saver in the process.

How to apply for a character certificate in Mizoram

  1. Confirm which police station covers your address, using the "Contact List of PS /OP" published under Information and Services on police.mizoram.gov.in. Mizoram Police lists police stations and outposts district by district, and getting this right first avoids a reallocated file later.
  2. Check the CCTNS Citizen Portal at cctns.mizoram.gov.in for the online route and for any downloadable form, since Mizoram Police lists it as a citizen service. If the portal is unavailable or does not carry the service you need, the office route below still works.
  3. Assemble the documents: photo identity, address proof, two photographs, and the letter from whoever has asked for the certificate.
  4. Apply at the police station or the Superintendent of Police office for your district executive force, and take an acknowledgement bearing a reference number. That number is what you quote in every follow-up.
  5. Stay available for the verification at the address you declared, on a phone number you actually answer. Mizoram's districts are compact and the enquiry is direct, so availability is usually the whole difference between days and weeks.
  6. Collect the certificate from the office that accepted your application once the enquiry is complete.

How do you follow up in Mizoram?

Quote the reference number on your acknowledgement to the office that accepted the file, using the police station or outpost number from the Contact List of PS /OP. Mizoram Police also publishes a Helpline Numbers link and a Public Grievance section on police.mizoram.gov.in, and the national Public Grievance Portal at pgportal.gov.in is listed among its services for grievances the district level does not resolve.

Because Mizoram publishes no service level for this certificate, do not read silence in the first fortnight as a problem. Do treat a file with no movement after a month as worth a written follow-up to the Superintendent of Police for your district.

Why do applications get delayed in Mizoram?

  • The applicant was not found at the declared address when the verifying officer came, and no neighbour or council office could confirm residence.
  • The police station approached does not cover the address entered, so the file waits to be reallocated.
  • Name or parentage on the form does not match the identity document produced.
  • A previous address inside Mizoram was left off the form and surfaced during enquiry.
  • No letter established what the certificate was needed for.
  • An FIR or criminal case is pending, which the certificate then has to record.

What does it cost, and what about agents?

Mizoram Police does not publish a fee for the character certificate on its website. The safe rule is therefore absolute: pay only what a printed government receipt shows, and take that receipt every time. If no receipt can be issued, no payment is owed. Nobody at a police station, an outpost or a Superintendent of Police office is entitled to a rupee beyond a notified charge.

Agents who promise a Mizoram character certificate "in three days" for a few thousand rupees are selling a queue position that does not exist. The file still reaches the same police station and the same verifying officer visits the same address. What an agent can legitimately do, help fill the form, scan documents: is worth a small charge and nothing more.

If money is demanded on the side, or if verification has not begun at all, escalate to the Superintendent of Police for your district executive force, use the Public Grievance section on police.mizoram.gov.in, and keep your acknowledgement as proof of when you applied.

Documents required

Photo identity document
Aadhaar, voter ID or PAN in the applicant's own name. Carry the original to the police office and to the verification.
Proof of the address to be verified
The address decides which police station reports on you, so it must be where you actually live. A ration card, electricity bill, rent agreement or house pass is what a verifying officer asks to see.
Passport-size photographs
Carry two; the application and the office copy each take one.
Letter showing the purpose of the certificateoptional
An employer's letter, a licensing authority's requirement or a tender document. Not always demanded, but it settles questions at verification.
Local Council or Village Council referenceoptional
Mizoram's Local Councils and Village Councils are the standard local authority for residence-related confirmations and are commonly asked for alongside a police application. Check with your own council.

Frequently asked questions

Who issues a character certificate in Mizoram?

Mizoram Police issues it, through the police station and Superintendent of Police office covering the address to be verified. Mizoram Police is organised into district executive forces for Aizawl, Lunglei, Siaha, Lawngtlai, Kolasib, Champhai, Mamit, Serchhip, Khawzawl, Saitual and Hnahthial.

Does Mizoram have an online portal for police services?

Yes — Mizoram Police lists a CCTNS Citizen Portal at cctns.mizoram.gov.in under the Services menu of its official website, alongside the Online Foreigners Registration Portal, the Cyber Crime Portal, the Online ILP Portal and the Public Grievance Portal. Check what services it currently accepts before travelling to an office.

What documents should I carry in Mizoram?

Carry a photo identity document, proof of the address to be verified and two passport-size photographs, plus the letter from whoever has asked for the certificate. Mizoram Police does not publish a consolidated document list online, so bring originals with photocopies.

What does a character certificate cost in Mizoram?

Mizoram Police does not publish a fee for this service on its website, so pay only what a printed government receipt shows and take that receipt. Nobody at a police station or district office is entitled to anything beyond a notified charge.

How long does it take in Mizoram?

Mizoram does not publish a service level for this certificate, so plan around the police enquiry at your declared address rather than a fixed number of days. Apply well before the deadline your employer or licensing authority has set.

How do I find my police station's contact number?

Mizoram Police publishes a "Contact List of PS /OP" — police stations and outposts — under Information and Services on police.mizoram.gov.in, along with a Helpline Numbers link. Use it to confirm timings and the right officer before making the trip.

Can Mizoram Police verify an address outside the state?

No — Mizoram Police can report only on the period and area within its own jurisdiction, and an address in Assam, Manipur, Tripura or elsewhere has to be verified by that state's police. Declare previous addresses anyway; omitting them surfaces as a problem later.

Is the Inner Line Permit portal the same thing?

No — the Online ILP Portal at ilp.mizoram.gov.in handles Inner Line Permits for entry into Mizoram and is a separate service listed alongside the CCTNS Citizen Portal. A character certificate application has nothing to do with the ILP.
