What is the Factory Rent Subsidy in Mizoram?

Factory Rent Subsidy is the third state incentive subsidy head in the Mizoram Industrial Policy 2012, administered by the Directorate of Industries under the Commerce & Industries Department, Government of Mizoram. Factory Rent Subsidy meets half the rent of a built-up factory shed taken inside a declared industrial area, for the first five years of production.

The rationale is straightforward. Building a shed in Mizoram's hilly terrain is expensive, and the 2012 policy openly records that the capital base of local entrepreneurs "is not strong enough" to develop industrial infrastructure. The state therefore builds sheds in its industrial estates and rents them out, and Factory Rent Subsidy makes the rent bearable while a young unit finds its feet.

Factory Rent Subsidy is a shed-based incentive, not a premises-based one. It is available only where the shed sits inside a declared industrial area, the Industrial Estate at Zuangtui, Aizawl; the Industrial Estate at Bairabi, Kolasib; the Export Promotion Industrial Park at Lengte, Mamit; the Bamboo Technology Park at Sairang, Aizawl; the Integrated Industrial Development Centre at Pukpui, Lunglei; the Integrated Industrial Development Centre at Zote, Champhai; and the Industrial Growth Centre at Luangmual, Aizawl.

Who can claim the Factory Rent Subsidy?

You can claim if:

  • The enterprise is a new MSME, micro, small or medium, registered under Udyam.
  • The unit occupies a built-up factory shed allotted to it.
  • The shed lies within a declared industrial area in Mizoram.
  • The shed is held on a monthly or annual rent basis, not owned.
  • The claim falls within 5 years from the date of commencement of production.
  • The rent for the period claimed has actually been paid and receipted.

You are not eligible if:

  • The premises are rented privately outside a declared industrial area. Such units cannot apply under this head, however genuine the rent.
  • The unit owns its shed or building; there is no rent to subsidise.
  • More than 5 years have passed since production began.
  • Rent is in arrears for the period claimed.
  • The enterprise is a trading, retail or warehousing business rather than an industrial unit.
  • The shed has been sub-let to another occupant, which normally breaches the allotment conditions in the first place.

Across the whole 2012 policy, micro and small enterprises in Mizoram are reserved for indigenous people of the state, and investment from outside the state is permitted only in the medium and large sector and only in joint venture mode.

How much does the Factory Rent Subsidy pay?

Element Value
Share of rent reimbursed 50 per cent of the duly assessed rent
Ceiling Rs 30,000 per unit per year
Duration 5 years from the date of commencement of production
Maximum over the full period Rs 1,50,000 per unit

Two features decide the real amount. The percentage runs on the assessed rent, the figure fixed by the department or the estate's managing agency; not on any privately negotiated sum. And the Rs 30,000 annual ceiling bites only where assessed rent exceeds Rs 60,000 a year, that is Rs 5,000 a month. Below that, the unit receives a straight half of what it paid.

How to apply for the Mizoram Factory Rent Subsidy

  1. Obtain an allotment of a built-up factory shed inside a declared industrial area from the Directorate of Industries or the agency managing that estate, and start paying the assessed rent.
  2. Record your date of commencement of production clearly, because the entire five-year entitlement is counted from it. Keep the first production record, first invoice or the DIC's inspection note.
  3. Buy the prescribed factory rent subsidy application form at Rs 50 from the Directorate of Industries, Khatla, Aizawl, PIN 796001.
  4. Fill in the shed number, industrial area, assessed monthly rent, the period claimed and the total rent paid in that period.
  5. Attach the allotment order, the rent assessment order, the rent receipts for the year claimed, proof of the production start date, the Udyam certificate and the unit's bank details.
  6. Submit the claim at your District Industries Centre; Aizawl, Lunglei, Siaha, Lawngtlai, Champhai, Serchhip, Mamit, Kolasib, Hnahthial, Khawzawl or Saitual, and take a dated acknowledgement.
  7. Repeat the claim each year for up to five years, since the ceiling is expressed per unit per year.

How is the claim verified and how do you check status?

The District Industries Centre inspects the shed to confirm that the unit is in occupation and producing, checks the rent receipts against the assessment order, and forwards the file to the Directorate of Industries with a recommendation. Sanction and release follow from the Directorate, subject to the budget provided for state incentive subsidies that year.

There is no online status page for the 2012 policy incentive heads. Status is checked by contacting the DIC where the claim was filed, quoting the acknowledgement, the shed number and the Udyam number. Escalation goes to the Directorate of Industries on 0389-2322450, 0389-2325706 or 0389-2316247, or by email at dirind-mz@gov.in.

Why factory rent subsidy claims get rejected

  • The shed is outside a declared industrial area. Private rentals are the most frequent reason for rejection.
  • The 5-year window from commencement of production has expired.
  • Rent arrears for the claim period, since the subsidy reimburses rent actually paid.
  • No rent assessment order, leaving the department without a verified figure on which to apply 50 per cent.
  • The unit is found closed or idle at inspection, so the shed is not being used for production.
  • Unauthorised sub-letting of the allotted shed.
  • Double claim for the same year, or a claim exceeding the Rs 30,000 annual cap.

What changed under the Industrial and Investment Policy of Mizoram 2025?

The Government of Mizoram notified The Industrial and Investment Policy of Mizoram, 2025 on 21 August 2025 vide No.P-19020/6/2025-C&I, published in the Mizoram Gazette Extraordinary Issue No. 597 of 22 August 2025, with immediate effect. The 2025 policy consolidates the Mizoram Sustainable Investment Policy 2024 and the Industrial Policy of Mizoram 2025 into one framework.

The new incentive table under clause 8.1 does not carry a factory rent subsidy. The closest replacements are:

  • Subsidy on Factory Building β€” 25 per cent of the amount a new MSME spends constructing a factory building on land allotted to it inside a notified industrial area within 5 years of existence, capped at Rs 15 lakh, subject to prior Government approval of the plan and estimate. This shifts the state's support from renting a shed to building one.
  • Incentives for IT/ITES Sector; reimbursement of 50 per cent of monthly office space rental for 3 years, capped at Rs 1.5 lakh per annum, but only for MSMEs in the IT and ITES sector operating in notified IT zones or approved incubation centres.

A manufacturing unit renting a shed therefore has no direct successor incentive in the 2025 table, and should check with its District Industries Centre whether legacy claims are still being settled.

Key dates

  • 2012: Mizoram Industrial Policy 2012 notified Factory Rent Subsidy among nine state incentive heads.
  • 1 July 2020, Udyam Registration replaced Entrepreneur Memorandum Part-II as the sole MSME registration route.
  • 21 August 2025: Industrial and Investment Policy of Mizoram 2025 notified, replacing rent support with a factory building subsidy and an IT/ITES rental reimbursement.

Where to raise a grievance

Frequently asked questions

How much is the factory rent subsidy in Mizoram?

The subsidy is 50 per cent of the duly assessed rent of the factory shed, subject to a ceiling of Rs 30,000 per unit per year. Over the full 5-year entitlement that is a maximum of Rs 1.5 lakh, and a unit whose assessed rent is Rs 4,000 a month receives 50 per cent of Rs 48,000, that is Rs 24,000, because it falls under the cap.

Who is eligible for the Factory Rent Subsidy?

A new MSME occupying a built-up factory shed inside a declared industrial area on a monthly or annual rent basis is eligible, for a period of 5 years from the date of commencement of production. A unit renting private premises outside a declared industrial area does not qualify.

Does the subsidy apply to rent paid to a private landlord?

No. The 2012 policy ties the incentive to built-up factory sheds "within the declared Industrial Area", so rent paid for a private godown, shop or house elsewhere in Aizawl or any other town is outside the scheme.

When does the 5-year period start?

The 5-year period runs from the date of commencement of production, not from the date of shed allotment or Udyam Registration. A unit that took a shed a year before it started producing effectively gets its five claim years counted from the production start date.

What is "duly assessed rent"?

Duly assessed rent is the rent fixed for the shed by the department or the agency managing the industrial estate, rather than a figure the unit declares. The 50 per cent is calculated on that assessed figure.

Is factory rent subsidy still offered under the 2025 policy?

No equivalent rent subsidy appears in the incentive table of the Industrial and Investment Policy of Mizoram 2025, notified on 21 August 2025. The nearest new head is a 25 per cent Subsidy on Factory Building capped at Rs 15 lakh for units constructing their own building on allotted land, plus a 50 per cent office rental reimbursement limited to MSMEs in the IT and ITES sector.

Can the claim be filed for all five years together?

The ceiling is written per unit per year, so the claim is naturally an annual one. Filing year by year, with that year's rent receipts, avoids disputes about which year a payment belongs to.
