Manpower Development Subsidy (Mizoram Industrial Policy 2012)
Mizoram state government scheme
Manpower Development Subsidy under the Mizoram Industrial Policy 2012 reimburses 50 per cent of the actual training course fee paid by an industrial unit, capped at Rs 10,000 per trainee and Rs 50,000 per unit per year. Both new and existing units qualify, and claims are filed on a Rs 50 form at the District Industries Centre.
What is the Manpower Development Subsidy in Mizoram?
Manpower Development Subsidy is the fourth state incentive subsidy head under the Mizoram Industrial Policy 2012, run by the Directorate of Industries within the Commerce & Industries Department, Government of Mizoram. Manpower Development Subsidy pays back half of what an industrial unit spends on course fees to train its people.
The 2012 policy is direct about the problem it is addressing. It records that "lack of technical, managerial and entrepreneur skill among the people is one of the major problems in the process of Industrialization" in Mizoram, and sets out a skilling approach that includes organising product-specific training with outside institutions, sponsoring trainees at national training institutes, re-engineering District Industries Centres to run continuous entrepreneurship development programmes, and setting up business incubators with universities. Manpower Development Subsidy is the cash instrument attached to that approach, it lets a unit buy training in the market and recover half the fee.
Manpower Development Subsidy is unusual among the nine 2012 subsidy heads in one important respect: its eligibility column reads "New and existing Industrial units". Every other head except interest subsidy is confined to new units, usually within 5 years. This one is open to a factory that has been running for fifteen years and now wants to retrain its operators on a new machine.
Who can claim the Manpower Development Subsidy?
You can claim if:
- The enterprise is an industrial unit in Mizoram, whether newly set up or long established.
- The unit holds a valid Udyam Registration, which since 1 July 2020 has replaced the Entrepreneur Memorandum Part-II and the Udyog Aadhaar Memorandum.
- The unit has paid a course fee to a training institution for one or more of its workers.
- The training is supported by a fee receipt and by completion certificates naming the trainees.
You are not eligible if:
- The training was free or fully sponsored by a government body or another organisation, so no fee was borne by the unit.
- The enterprise is a trading, retail or brokerage business rather than an industrial unit; such businesses cannot apply under this head.
- The unit is not registered with the Directorate of Industries or under Udyam.
- The persons trained are not connected with the unit at all.
- The claim for the year already exceeds Rs 50,000.
The wider conditions of the 2012 policy apply here too. Micro and small enterprises in Mizoram are reserved for indigenous people of the state, and outside or foreign investment is permitted only in the medium and large sector, in joint venture mode with a local entrepreneur or a state public sector undertaking.
How much does the Manpower Development Subsidy pay?
| Element | Value |
|---|---|
| Share of course fee reimbursed | 50 per cent of the actual fee |
| Per-trainee ceiling | Rs 10,000 |
| Per-unit annual ceiling | Rs 50,000 |
| Eligible units | New and existing industrial units |
The two ceilings work together and both must be satisfied. A unit that sends one worker on a Rs 40,000 course does not get Rs 20,000; it gets Rs 10,000, because the per-trainee cap bites first. A unit that trains ten workers on Rs 8,000 courses would have a 50 per cent entitlement of Rs 40,000, which is under both caps and payable in full. A unit that trains twenty workers on the same course reaches a 50 per cent entitlement of Rs 80,000, which is trimmed to the Rs 50,000 annual cap.
Planning around this arithmetic matters. Spreading a large training programme across two financial years lets a unit use two annual ceilings instead of one.

How to apply for the Mizoram Manpower Development Subsidy
- Choose a training institution and course relevant to the unit's line of manufacture, and confirm with your District Industries Centre that the course will be accepted before you pay, since the subsidy runs on the actual fee.
- Pay the fee and collect an original receipt in the unit's name, together with completion certificates for every trainee.
- Buy the prescribed manpower development subsidy form at Rs 50 from the Directorate of Industries, Khatla, Aizawl, PIN 796001.
- Fill in the unit's particulars, the training institute, the course, the number of trainees, the fee per trainee and the total claimed, keeping within Rs 10,000 per trainee and Rs 50,000 for the year.
- Attach the fee receipt, trainee list, completion certificates, Udyam certificate and the unit's bank account details.
- File the claim at your District Industries Centre: Aizawl, Lunglei, Siaha, Lawngtlai, Champhai, Serchhip, Mamit, Kolasib, Hnahthial, Khawzawl or Saitual, and keep the dated acknowledgement.
- File a fresh claim in the next financial year if you train again, since the ceiling renews annually.
How is the claim processed and how do you check status?
The District Industries Centre verifies that the applicant is a functioning industrial unit, checks the trainee list against the unit's workforce, confirms the fee receipt, and forwards the file to the Directorate of Industries. The Directorate sanctions the amount and releases it to the unit's bank account, subject to the funds allotted for state incentive subsidies in that year.
No online tracker exists for the 2012 incentive heads. Follow up with the DIC first, quoting the acknowledgement number, and then with the Directorate of Industries on 0389-2322450, 0389-2325706 or 0389-2316247, or by email at dirind-mz@gov.in.
Why manpower development subsidy claims get rejected
- No fee receipt, or a receipt in a personal name rather than the enterprise's.
- Training was sponsored in full by another body, leaving no cost to the unit.
- Trainees are not workers of the unit, or cannot be linked to it by any employment record.
- Claim exceeds Rs 10,000 per trainee or Rs 50,000 for the year; the excess is simply disallowed.
- The applicant is not an industrial unit; service and trading businesses are outside the head.
- Course has no bearing on the unit's activity, which invites the DIC to question the claim at verification.
What changed under the Industrial and Investment Policy of Mizoram 2025?
The Government of Mizoram notified The Industrial and Investment Policy of Mizoram, 2025 on 21 August 2025 vide No.P-19020/6/2025-C&I, published in the Mizoram Gazette Extraordinary Issue No. 597 of 22 August 2025, with immediate effect.
Item 9 of the 2025 incentive table replaces this head with Incentives for Skilling / Re-skilling, and the change is substantial:
- Support covers up to 50 per cent of training expenses, the same proportion as before.
- The ceiling rises to Rs 2 lakh per training per annum, four times the old Rs 50,000 unit cap.
- Claims are considered on a case-to-case basis, and the proposal must set out the details of trainees, the training location, the skills to be upgraded, the expected outcomes and the training costs.
- Prior Government approval must be obtained before attending the training. This is the biggest practical change β under the 2012 head a unit could train first and claim later, while under the 2025 policy approval comes first.
- Training sponsored by the Government of Mizoram, the Government of India or any other organisation that bears all the expenses is expressly excluded.
Units planning training in Mizoram today should seek prior approval under the 2025 framework rather than assume the older reimbursement route is open.

Frequently asked questions
How much is the Manpower Development Subsidy in Mizoram?
The subsidy is 50 per cent of the actual course fee for training, subject to a ceiling of Rs 10,000 per trainee and Rs 50,000 per unit per year. A unit that sends five workers on a course costing Rs 20,000 each can claim Rs 10,000 for each, hitting the per-trainee cap, for a total of Rs 50,000, which is also the annual unit cap.
Who is eligible for the Manpower Development Subsidy?
Both new and existing industrial units in Mizoram are eligible. This is the only head in the 2012 incentive table that does not restrict itself to new units or to the first 5 years, which makes it the most broadly available of the nine subsidies.
Does the subsidy cover training that was free or fully sponsored?
No. The subsidy reimburses a percentage of an actual course fee, so where the training was free, or where a government department or another organisation bore the entire cost, there is nothing to reimburse.
Can the owner or proprietor count as a trainee?
The policy speaks of training with a per-trainee ceiling and does not expressly exclude a working proprietor or partner. District Industries Centres normally accept training of persons engaged in the unit's operations; confirm your case with the DIC before paying a course fee.
Is there a limit on how many years a unit can claim?
The ceiling is written per unit per year with no stated end date, and the head covers existing units, so a unit that trains staff in successive years can claim in each of those years up to Rs 50,000 a year.
What replaced this subsidy in the 2025 policy?
The Industrial and Investment Policy of Mizoram 2025 replaces it with Incentives for Skilling and Re-skilling, covering up to 50 per cent of training expenses with a ceiling of Rs 2 lakh per training per annum, considered on a case-to-case basis and requiring prior Government approval before the training is attended.
Where is the claim filed?
At the District Industries Centre for the district where the unit is located, on the prescribed form bought for Rs 50 from the Directorate of Industries at Khatla, Aizawl. There is no online filing for this head.
