What is the Power Subsidy under the Mizoram Industrial Policy 2012?

Power Subsidy is the sixth state incentive subsidy head in the Mizoram Industrial Policy 2012, administered by the Directorate of Industries within the Commerce & Industries Department, Government of Mizoram. Power Subsidy refunds a large share of what a new micro, small or medium enterprise spends on electricity in its first five years of production.

Power Subsidy is the most valuable of the nine 2012 heads for most small manufacturers, for two reasons. First, the percentages are high. A micro enterprise recovers 60 per cent of its entire power expenditure. Second, the 2012 policy attaches no rupee ceiling to this head, unlike the project report, factory rent, manpower, power line and generating set subsidies which all carry express caps. A micro unit running energy-intensive machinery can draw a materially larger benefit here than anywhere else in the table.

Power Subsidy is also graded by enterprise size, on the reasoning that the smallest units are least able to absorb an energy bill. Micro enterprises get 60 per cent, small enterprises 50 per cent and medium enterprises 30 per cent. The slab is read off the Udyam Registration certificate, which since 1 July 2020 has been the sole MSME registration route in India, replacing the Udyog Aadhaar Memorandum and the Entrepreneur Memorandum Part-II.

Who can claim the Power Subsidy?

You can claim if:

  • The enterprise is a new MSME in Mizoram with valid Udyam Registration.
  • The unit has commenced production, and the claim year falls within 5 years of that date.
  • The unit draws power on an industrial connection metered in the enterprise's name.
  • Electricity bills for the claim period have been paid, with receipts.

You are not eligible if:

  • The unit has crossed 5 years from commencement of production; it cannot apply under this head thereafter.
  • The connection is a domestic or commercial one, or shared with a residence, so consumption by the unit cannot be isolated.
  • Bills are unpaid for the period claimed. The subsidy reimburses expenditure actually incurred.
  • The enterprise is a trading, retail or service business rather than an industrial unit.
  • The unit is not in production at the time the District Industries Centre verifies the claim.

The 2012 policy's general conditions apply here as elsewhere: micro and small enterprises in Mizoram are reserved for indigenous people of the state, and investment from outside the state or foreign direct investment is permissible only in the medium and large sector, in joint venture mode with a local entrepreneur or a state public sector undertaking, with unskilled employment in such units reserved exclusively for locals.

How much does the Power Subsidy pay?

Category of enterprise Share of power expenditure reimbursed
Micro enterprise 60 per cent
Small enterprise 50 per cent
Medium enterprise 30 per cent

The entitlement runs for 5 years from the date of commencement of production, and the 2012 policy names no upper rupee limit. In practice the amount released is bounded by the state budget allotted to industrial incentive subsidies in a given year, so a claim can be recommended and still wait in the release queue.

The classification of the unit is decisive. A unit that grows past the micro investment and turnover thresholds and re-registers as small moves from 60 per cent to 50 per cent from that point, so keeping the Udyam record accurate matters in both directions.

What documents are required?

Document Mandatory Notes
Prescribed power subsidy form Yes Rs 50 from the Directorate of Industries
Electricity bills for the year Yes In the enterprise's name
Payment receipts Yes Proof that the expenditure was incurred
Industrial connection order Yes Shows a separate industrial meter
Udyam Registration certificate Yes Fixes the 60/50/30 slab
Proof of commencement of production Yes Starts the 5-year clock
Bank account details Yes For release of the subsidy

How to apply for the Mizoram Power Subsidy

  1. Take a separate industrial power connection in the enterprise's name before production starts, so that the unit's consumption is metered on its own and not mixed with a residence.
  2. Register the unit under Udyam and keep the certificate current, since the micro, small or medium classification decides the slab.
  3. Preserve every electricity bill and payment receipt for the year. A gap of two months' bills is enough to reduce the claim.
  4. Buy the prescribed power subsidy application form at Rs 50 from the Directorate of Industries, Khatla, Aizawl, PIN 796001.
  5. Fill in the consumer number, the connection type, the total power expenditure for the year, the slab claimed and the amount worked out.
  6. Attach the bills, receipts, connection order, Udyam certificate, proof of the production start date and the unit's bank account details.
  7. Submit at your District Industries Centre, Aizawl, Lunglei, Siaha, Lawngtlai, Champhai, Serchhip, Mamit, Kolasib, Hnahthial, Khawzawl or Saitual, and keep the dated acknowledgement.
  8. Repeat annually for each of the five eligible years.

How is the claim verified and how do you check status?

The District Industries Centre inspects the unit to confirm that it is in production, matches the consumer number on the bills to the industrial connection, adds up the year's paid expenditure, applies the slab percentage and forwards a recommended figure to the Directorate of Industries. Sanction and release come from the Directorate.

There is no online status page for the 2012 policy heads. Follow up with the DIC that holds the file, quoting the acknowledgement number and consumer number, and escalate to the Directorate of Industries on 0389-2322450, 0389-2325706 or 0389-2316247, or by email to dirind-mz@gov.in.

Why power subsidy claims get rejected

  • Domestic or mixed connection. The single most common reason, because a home-based unit often runs on the household meter.
  • The 5-year window from commencement of production has closed.
  • Bills unpaid or partly paid for the claim period.
  • Bills in a personal name rather than the enterprise's.
  • Wrong slab claimed, usually a small enterprise claiming the 60 per cent micro rate.
  • Unit found closed or non-operational at inspection.
  • Missing months in the bill set, which reduces the assessed expenditure.

What changed under the Industrial and Investment Policy of Mizoram 2025?

The Government of Mizoram notified The Industrial and Investment Policy of Mizoram, 2025 on 21 August 2025 vide No.P-19020/6/2025-C&I, published in the Mizoram Gazette Extraordinary Issue No. 597 of 22 August 2025, with immediate effect. Under clause 8.1, incentives are disbursed only after commencement of commercial operations.

Power Subsidy continues as item 5 of the new table, but the rates and the cap have changed:

  • Micro enterprises to 60 per cent of total power consumption expenditure, with an upper ceiling of Rs 20 lakh per annum. The rate is unchanged, but a ceiling now exists where none did before.
  • Small enterprises — 25 per cent, down from 50 per cent, capped at Rs 20 lakh per annum.
  • Medium enterprises to 15 per cent, down from 30 per cent, capped at Rs 20 lakh per annum.
  • Eligibility remains a new MSME unit for 5 years from the date of commencement of production.

The 2025 policy adds two related heads that did not exist in 2012. A Water Subsidy mirrors the power slabs at 60 per cent for micro, 25 per cent for small and 15 per cent for medium, each capped at Rs 10 lakh a year. And Power Tariff and Utility Support entitles investors to the industrial tariff category notified by the Mizoram Electricity Regulatory Commission, promises dedicated industrial feeders in notified industrial areas and Special Investment Zones, and gives priority in incentives to industries adopting energy efficiency and conservation measures.

The practical reading for a small or medium unit is that the 2025 regime is less generous on rate but adds certainty of tariff category and infrastructure; for a micro unit the 60 per cent rate survives intact.

Key dates

  • 2012, Mizoram Industrial Policy 2012 notified Power Subsidy at 60/50/30 per cent with no ceiling.
  • 1 July 2020, Udyam Registration replaced Entrepreneur Memorandum Part-II.
  • 21 August 2025, Industrial and Investment Policy of Mizoram 2025 notified, revising the slabs to 60/25/15 per cent with a Rs 20 lakh annual ceiling and adding Water Subsidy and Power Tariff and Utility Support.

Frequently asked questions

How much power subsidy does a Mizoram MSME get?

The subsidy is 60 per cent of total expenditure on power consumption for a micro enterprise, 50 per cent for a small enterprise and 30 per cent for a medium enterprise, for a period of 5 years from the date of commencement of production. The 2012 policy states no rupee ceiling on this head.

Who is eligible for the Power Subsidy?

A new MSME in Mizoram is eligible for 5 years from the date of commencement of production. The unit must hold Udyam Registration, because the micro/small/medium classification on that certificate decides which of the three slabs applies.

Does the subsidy cover a domestic electricity connection?

No. The subsidy is on expenditure on power consumption by the industrial unit, which means a separate industrial connection metered for the unit. Power drawn on a household connection at the proprietor's residence is not claimable.

When does the 5-year period begin?

From the date of commencement of production, not from the date of Udyam Registration or of taking the power connection. Units should document their production start date carefully, since the whole entitlement is measured from it.

Is the power subsidy still available under the 2025 policy?

Power Subsidy continues in the Industrial and Investment Policy of Mizoram 2025, but with changed rates and a new cap — 60 per cent for micro, 25 per cent for small and 15 per cent for medium enterprises, each subject to an upper ceiling of Rs 20 lakh per annum, for 5 years from commencement of production.

Does the generator fuel bill count as power expenditure?

The head speaks of expenditure on power consumption, which District Industries Centres read as the metered electricity bill. Captive generation is dealt with separately by the Subsidy on Power Generating Set, which covers 50 per cent of the cost of the set and its installation up to Rs 3 lakh.

How often is the claim filed?

Year by year, with that year's electricity bills and receipts, for each of the five eligible years. There is no online filing route for this head.
